The research describes the licensing service innovation model called SIMPATIK JABAR (Licensing Service Information System for the People of West Java) at the Investment and One Stop Service Office of West Java Province. The research was based on the finding that the implementation of SIMPATIK JABAR innovation did not contribute much in elevating the quality of public services at the Investment and One Stop Service Office of West Java Province. This can be seen from the unsatisfactory Public Satisfaction Index over the public service delivery at the Investment and One Stop Service Office of West Java Province, especially due to sluggish licensing service completion. The research employed a qualitative method. The data were obtained through document reviews, observations, and in-depth interviews to 16 (sixteen) informants. Referring to the analysis results, a form of innovation development was formulated by using the approach of USAID Innovation Development Process.Based on the research findings, it is recommended that the implementation of the SIMPATIK JABAR innovation model introduce an improvement in the form of the human resource management for the Technical Team of One Stop Service (PTSP). This can be done by recruiting experts/academicians to become members of the Technical Team. The experts/academicians then collaborate with the civil servants of West Java Provincial Government assigned as the Technical Team to formulate the licensing technical considerations. It is expected that the involvement of experts/academicians at the PTSP Technical Team can help resolve technical recommendations more quickly, so that it can improve the quality of public services at the Investment and One Stop Service Office of West Java Province.

This research was conducted to find the process of transaction activity between citizen and government through e-Government in West Java Provincial Government (thereafter called Pemprov Jawa Barat). This transaction activity is a two-way communication to better deliver information and public services in Pemprov, Jawa Barat. This transaction activity involves giving government information and replying to questions and complaints through the website and social media. If some OPD of Pemprov Jawa Barat have SOP more than just interaction through answering questions and complaints, they will make and use another application more than just through website and social media. The response to this activity is positive, as indicated in the increasing number of interactive activities between citizen and government after Pemprov Jabar using e-Government to give public services. Pemprov Jawa Barat was recommended to increase the number and to provide more human resource training to improve the quality of transaction activity.

 This thesis is titled “The Effect of the Application of Integrated Licencing Service Information System (SIPINTER) on Customer Satisfaction in the Investment Service and One-Stop Integrated Service (DPMPTSP) of Tangerang District”. The population in this study is the people who use Application SIPINTER in the Investment Service and One-Stop Integrated Service (DPMPTSP) of Tangerang District amount of 1,337 people from which in the whole population the researchers used 93 people as samples to be tested. This is indicated by the results of testing using the SPSS (Statistical Product and Solution Service) which shows a significant level of 0,000 which means smaller than 0,05 and t count of 7,656 which is greater than t table that is 1,986. This situation shows that Ho was rejected and Ha was accepted, so the hypothesis that the researchers proposed proved correct. The conclusion is that there is a positive and significant effect between the Integrated Licensing Service Information System (SIPINTER) Application on Customer Satisfaction in the Investment Office and the One-Stop Integrated Service (DPMPTSP) of Tangerang District. Keywords: Management Information System, Customer Satisfaction, Licensing

Pelayanan publik menjadi suatu tolok ukur kinerja pemerintah yang paling kasat mata. Seiring dengan perkembangan teknologi dan banyaknya tantangan yang harus dihadapi maka pelayanan publik harus diselaraskan dengan terobosan atau inovasi. Salah satu pelayanan publik yang perlu dioptimalkan adalah Sistem Administrasi Manunggal Satu Atap (SAMSAT). Oleh karena itu, Kantor Bersama Samsat Gresik membuat aplikasi yang diresmikan pada tanggal 14 Juli 2020 adalah SAMSAT RAME (Samsat Ramah Merakyat) yaitu sebuah aplikasi pelayanan pajak serta informasi terkait pengurusan perpanjangan masa berlaku surat tanda nomor kendaraan (STNK) bermotor. Tujuan penelitian ini yaitu untuk mengetahui bagaimana optimalisasi pelayanan Kantor Bersama Samsat Gresik melalui Inovasi Aplikasi Samsat Rame (Samsat Ramah Merakyat) sehingga mampu menjawab beberapa permasalahan pelayanan publik Teknik analisis data dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Teknik pengumpulan data melalui wawancara, observasi, dokumentasi dan studi literatur.  Hasil dari penelitian ini menunjukkan bahwa aplikasi Samsat Ramah Merakyat (Samsat Rame) belum efisien karena input pelayanan masih memberatkan para pengguna jasa. Belum efektif karena tidak berhasil mencapai tujuan yang dikehendaki oleh penyelenggara. Serta kualitas hasil yang buruk dikarenakan faktor pendukung terkesan membuat aplikasi Samsat Rame di lakukan karena mendesak tanpa memikirkan jangka panjang. Sedangkan faktor penghambat lebih berpengaruh pada keberhentian inovasi Samsat Rame. Salah satu saran yang dapat diajukan yaitu meningkatkan sosialisasi dan promosi kepada masyarakat Kabupaten Gresik. Kata Kunci : Pelayanan Publik, Inovasi Pelayanan Pajak, Samsat Rame (Samsat Ramah Merakyat)   Public service becomes the most visible measure of government performance. Along with technological developments and the many challenges that must be faced, public services must be aligned with breakthroughs or innovations. One of the public services that need to be optimized is the One-Stop One-Stop Administration System (SAMSAT). Therefore, the Samsat Gresik Joint Office made an application that was inaugurated on July 14, 2020, namely SAMSAT RAME (Samsat Ramah Merakyat), which is a tax service application as well as information related to the extension of the validity period for motorized vehicle registration certificates (STNK). The purpose of this study is to find out how to optimize the services of the Samsat Gresik Joint Office through the Samsat Rame Application Innovation (Samsat Ramah Merakyat) so that it is able to answer several public service problems. Data analysis techniques are data collection, data reduction, data presentation, and conclusion / verification. Data collection techniques through interviews, observation, documentation and literature study. The results of this study indicate that the Peoples Friendly Samsat application (Samsat Rame) is not efficient because service inputs are still burdensome for service users. Not yet effective because it failed to achieve the goals desired by the organizers. As well as the poor quality of results due to supporting factors that seem to make the Samsat Rame application done because it is urgent without thinking about the long term. While the inhibiting factor has more influence on the discontinuation of the Samsat Rame innovation. One of the suggestions that can be put forward is to increase socialization and promotion to the people of Gresik Regency. The purpose of this study is to explore and analyze the variables that determine the success of implementing dynamic governance in West Java. This research was conducted qualitatively using a literature review research design. The data obtained were then analyzed following the steps of qualitative data analysis by Miles, Huberman & Saldana. The results of this study reveal that there are at least four elements that contribute significantly to the success of dynamic governance in West Java, namely the typical pentahelix collaboration, creative funding, digital government, and the Jabar Open Data program. The implications of this study confirm two things. First, program forms in dynamic governance are based on problems in the local environment, so that each region has a different type of program. It's just that in principle the program must be adaptive and accommodating. Second, the design of dynamic governance is the most reliable design for the needs and conditions of the people of West Java today. It could be that the design of agile governance will be adopted by the West Java Provincial Government when dynamic governance is deemed irrelevant and unsolvable.

This article analyzes the history and role of the Ombudsman in improving the quality of public service delivery by government officials of a country. The establishment of the Ombudsman is an important step that is done to balance the performance of the apparatus of government in providing public services and justice to the people. This study is important as a reference many countries are working to improve the quality of public services personnel administration. Therefore, the discussion in this article is what is meant by the Ombudsman? How Ombudsman formed? The second is how the performance of the Ombudsman? And how is the impact of the Ombudsman? This study found that the background of the establishment of Ombudsman first appeared in Sweden is based on the Swedish government's efforts to create a balance of public services by government officials and the general public to the demands of globalization and democracy today. At the end of the study it was found that by taking a study on the Ombudsman parliamentary in New Zealand and the United Kingdom found that the practice of the concept of Ombudsman institutions have a positive impact to the management of the public service, it then becomes the impetus for other countries to participate in establishing the Ombudsman.Keywords: Ombudsman, New Zealand, United Kingdom

Quality Of Public Service in Fulfilling Community Satisfaction in Class Of Immigration Class I Special Surabaya. Public services in accordance with Act No. 25 of 2009 on the public service is a form of services either in the form of public goods, one form of public service held by the government is meeting the needs of society in the manufacture of passports by the Immigration Office. However, in the provision of services performed, there are problems that often occur like, there is always a long queue, inadequate parking space. Special Class I Immigration Office Surabaya is one of the facilities that serve service traveling abroad. The focus of research at the Immigration Service Quality Class I Special Surabaya measured using the five dimensions of service quality (SERVQUAL) According to Parasuraman, namely Tangible, Realibility, Responsiveness, Assurance, Empathy. This study used a qualitative descriptive approach. Results from the study show that: 1) The services in Class I Special Immigration Office of Surabaya in society already said enough good can be seen from the Tangible, Realibility, Responsiveness, Assurance, Empathy. 2) Conditions of service given Class I Special Immigration Office Surabaya to communities based on Tangible, Realibility, Responsiveness, Assurance, Empathy has been said to be quite good. 3) community satisfaction with the services in Class I Special Immigration Office Surabaya already be quite good, which includes Realibility, Assurance, Empathy. But the satisfaction of the people are still not satisfied because there are said to be found lacking from the dimension Tangible, Responsiveness. 1) The services in Class I Special Immigration Office of Surabaya in society already said enough good can be seen from the Tangible, Realibility, Responsiveness, Assurance, Empathy. 2) Conditions of service given Class I Special Immigration Office Surabaya to communities based on Tangible, Realibility, Responsiveness, Assurance, Empathy has been said to be quite good. 3) community satisfaction with the services in Class I Special Immigration Office Surabaya already be quite good, which includes Realibility, Assurance, Empathy. Poverty in Bandung regency experienced a significant decline with figures reaching 1.01% from 2016 to 2018, where this decrease is in line with the implementation of the Integrated Social Protection System called “Sistem Layanan Rujukan Terpadu (SLRT)” and “Pusat Kesejahteraan Sosial (Puskesos)”. Through this system the Bandung regency government seeks to be able to provide integrated social protection to the community by improving the quality of life of the poor. This article aims to explain integrated social protection for the poor in Bandung Regency, West Java through the SLRT and Puskesos. This study used a qualitative method that uses to describe the process of implementing social protection in an integrated manner. The results showed that social protection efforts for the poor were through integrated social protection system carried out by implementing five aspects of services, such as one stop service, partnerships, service mechanisms programs, case management, and information systems interventions.

Problems regarding the quality of public services have always been a concern in the study of public policy. The office of investment and licensing services is one of the agencies that is able to increase regional income. The purpose of this study was to determine the quality of public services at the One Stop Integrated Investment and Licensing Service of the North Sumatra Provincial Government. The method used is qualitative with the type of case study. Data obtained through interviews, literature study and documentation. Data analysis used descriptive analysis with data validity techniques using triangulation techniques. The results of the study found that human resources and the availability of infrastructure were the triggers for the decline in the quality of public services at the location of this study.

An observation was made when a new website was launched through the ministry in order to improve the service quality of the Building Information System in the Management of Building Permits (SIMBG) at the One-Stop Integrated Service and Investment Service of Merauke Regency which consists of five quality dimensions, namely: tangibility, reliability, responsiveness, assurance, and empathy. The purpose of this research is to describe the service quality of the Building Information System (SIMBG) in making Building Permits at One-Stop Integrated Service and Investment Service. The research is a descriptive with a qualitative analysis approach in its method. The data collection techniques are: theoretical studies and field studies consisting of observations and interviews. 10 informants were interviewed in the study. They are five informants of IMB officers at DPMPTSP and five informants from the community who have made IMBs online. There are 3 data analysis techniques used, namely data reduction, data presentation, and drawing conclusions/verification. The conclusion of this study illustrates that the use of the 5 dimensions of Parasuraman has met the standards of SIMBG Service Quality at DPMPTSP Merauke Regency in the management of IMB. However, there are some shortcomings and things that have not been met, such as the length of time the applicant data upload process takes, the appropriate length of time for issuance, and coordination with each sub district in Merauke Regency regarding more intensive socialization of online licensing at the Merauke Regency DPMPTSP. Apart from that, it has shown that in general the quality of service is quite optimal in providing public services regarding existing permits in Merauke Regency.
