This research was conducted in Mei to July 2014 in Palapa Tradional Market,Durian Street, East Labuhbaru, Payung Sekaki Sub-district, Pekanbaru. The purpose of thisresearch is to analyze the government policy in drainage market management of Palapatraditional market in pekanbaru, to identify strength, weakness, opportunity and threat ofPalapa traditional market management in Pekanbaru. Formulate drainage managementstrategy of Palapa Traditional Market in Pekanbaru. The data was collected qualitatively byusing interview, observation and survey. The data was analyzed by using SWOT analysis. Thestrategy of Palapa Traditional Market management is to increase the drainage infrastructuresystem of Palapa market activity the efforts to improve drainage quality of Palapa TraditionalMarket. the efforts to improve performance quality of market UPTD toward drainage toevaluate the government policy in drainage management. The efforts to increase drainageservice system by establishing new drainage or widening old drainage to evoke the traderparticipation in maintenance operation of market drainage canals. To make a drainage planaccurately based on the drainage technique to establish the regulation and institution thatoversee the drainage management system and to punish drainage destroyer.

This study aims to identify the traditional market development strategy based on local wisdom in Koto Baru Traditional Market, X Koto Subdistrict, TanahDatar District. This research is a qualitative research, and is conducted in Koto Baru Traditional Market of X Koto Subdistrict of Tanah Datar Regency which is taken based on Purposive Sampling. The data in this research is collected through observation, interview and documentation and continued with data analysis, Interpretation and Withdrawal Conclusion and then continued to do SWOT analysis to get the strategy in development of Traditional Market of KoToBaru Sub X Koto Tanah Datar regency. The results show Based on the results and discussion above it can be concluded that the study of market development based on the arrangement and management of traditional markets in Traditional markets District X Koto Flat district is the Government together with the community together develop the market as an agricultural production market organic farming, Government and society jointly promote the market, Make improvements and additions to various facilities and infrastructure Traditional Market, Providing an understanding to the public the importance of maintaining and protecting Traditional Markets, Focusing on improving the infrastructure of market stalls so as not to disturb the pedestrians, Doing Market development by not damaging the environment Market, economic activities of the community by providing capital in developing organic agricultural markets, Improving the relationship of cooperation between the community and government in market development., Keeping peace and security n market. In the execution of its management has formed a form of market as the transfer of the market for the conditions that should be controlled in market management, but the new problem is the people who carry out market activities are reluctant to move to the place that has been provided

The purpose of the study is to: (1). Analyzing the attractiveness of Pasut Beach as one of the tourist destinations in Tabanan Regency. (2). Analyze the strategy of developing Pasut Beach as a tourist destination in Tabanan Regency. The research location was determined by purposive sampling Pasut Beach, located in Tibubiu Village, Kerambitan District, Tabanan on the basis of having a very suitable potential to be developed into a tourist destination. The sample of the study was taken by 49 people consisting of elements from the Government, community leaders and tourism actors. This study uses qualitative qualitative analysis method (giving more detailed reviews and interpretations of the data obtained and SWOT analysis. Furthermore, in the SWOT method the External Strategy Factor Matrix (EFAS) model and the Internal Strategy Factor Matrix Model (IFAS) are used, followed by IFE matrix and EFE matrix to determine the weight, rating and score and to determine the strategy and position of the quadrant I - E matrix, Beach Pas po is in the position in quadrant I, with the S-O strategy where the values ​​of strength and opportunity are equally high ( use the power to get opportunities) by improving the quality of human resources, especially in the field of mastering technology, communication and information.

Teachers play an important role in a learning process. Thus they are the main factor in determining a quality of human resource in which through the qualified human resource, Indonesia has a competitive capability. he government implements a program of teachers certification and expect to be able to improve their performance thus their main role in the sequence of learning can be achieved. The problem statement of this research is how teachers’ performance after certification is. This research aims to give information on how teachers’ performance after certification is towards an improvement of their performance quality. It applies qualitative approach while its data are both secondary and primary data. The data are obtained through literature study, observation, interview and focus group discussion. The research is conducted at all levels of formal education in District of Gorontalo in three months during the research period. Research finding shows that teachers’ performance after certification is good compared to the performance before certification. Regarding improvement of teachers’ performance quality, the government is expected to provide the teachers with information and technology mastery through continuous training or workshop activity.

RRI Mataram is an independent, neutral and non-commercial Public Broadcasting Institution that serves to provide information broadcasting, education, healthy entertainment, social control, and maintain a positive image of the nation in the international community. In the digital era, which was the era of media convergence, RRI Mataram did not escape from efforts to remain in the midst of society. This study aims to determine the management strategy of LPP RRI Mataram in the face of the digital era. This study uses a qualitative descriptive method with several steps, namely: Observation, interview, documentation, data analysis and conclusion. From the results of the study, the researchers formulated LPP RRI Mataram's management strategy using a SWOT analysis, including: understanding market share by presenting interesting and interesting shows to the community, maximizing and expanding networks of cooperation with various agencies, utilizing relations with the government, organizing programs for listeners, provide rewards for employees who excel, improve the quality of human resources by providing continuous training, conduct Joint Branding, add segmentation to program 2, improve program quality, and utilize other media as a medium to improve the existence of LPP RRI Mataram, and also complete broadcast systems with audio and video streaming, as well as fixing the RRI PLAY GO application, and minimizing technical problems with optimal device maintenance. Keywords: management strategy; radio; RRI Mataram; digital era

AbstractIn an era when public faith in politicians is dwindling, yet trust in scientists remains relatively high, governments are increasingly emphasizing the role of science based policy-making in response to challenges such as climate change and global pandemics. In this paper we question the quality of some scientific advice given to governments and the robustness and transparency of the entire framework which envelopes such advice, all of which raise serious ethical concerns. In particular we focus on the so-called Imperial Model which heavily influenced the government of the United Kingdom in devising its response to the COVID-19 crisis. We focus on and highlight several fundamental methodological flaws of the model, raise concerns as to the robustness of the system which permitted these to remain unchallenged, and discuss the relevant ethical consequences.

This study aims to: (1) analyze the level of community participation in the development of ecotourism referrals; (2) analyze what factors are related to the level of community participation in the development of referred ecotourism; (3) analyze what strategies can be applied to increase community participation in the development of ecotourism referrals. The research method used in this research is descriptive method. The research was conducted in Kerujuk Hamlet, Mengala Village which was selected by purposive sampling with the consideration that the hamlet has an ecotourism program that involves the community. The determination of the number of respondents was determined by proportionate stratified random sampling using the Slovin formula and the number of respondents was determined to be 43 respondents. The collected data was then analyzed using a scoring system, Spearman rank correlation test analysis and SWOT analysis. The results showed that the level of community participation was included in the low category because community involvement was still lacking in all stages of activities carried out in an effort to develop ecotourism referrals. Factors related to the level of community participation are non-formal education (skills), income, length of stay and age. The strategy that can be applied in an effort to increase community participation is the WO strategy or weakness-opportunity, where cooperative efforts with the government or educational institutions are carried out to improve the quality of human resources to be more independent in managing creative and innovative referral ecotourism.

The policy of issuing Law Number 6 of 2014 concerning Villages is the basis for allocating funds for development and empowerment of villages, which are the basis of society and the nation at the lowest level of government called Gampong. The funds allocated for the Gampong come from the APBN, Provincial APBD or Regency / City APBK. Through this policy, it is hoped that the Gampong will develop into an independent Gampong that is able to organize and take care of itself. The allocation of Gampong funds is directed to finance government activities, development and community empowerment. Specifically for the economic sector in Gampong, the government established a Village-Owned Enterprise (BUMG) which is a strategic business driver for collective economic development in order to improve the quality of life and create a prosperous society. BUMG is a form of Gampong economic independence with financial support through APBK as a capital to move strategic and potential business units based on local wisdom, with the final hope that there will be a transformation from a helpless village to a more capable and government driven village to a capable independent village organize and take care of itself. BUMG must be able to compete in today's global era with the right strategy, and BUMG must act as a social entrepreneur who not only prioritizes profit but pays more attention to the welfare of the community. To determine the potential business berkearifan riel local businesses, conducted through a SWOT analysis with a focus on internal factors BUMG ie Strength (Strength) and weakness (Weakness) owned and external factors that are Opportunities (Opportunities) and Challenge (Threats).With a SWOT analysis, it finally makes it easier to apply the concept of a plan as a step to develop a future BUMG model.

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

Electronic-based Government System (SPBE) is the government's effort in developing an electronic-based government organization, so that there is an increase in the quality of public services. The system that runs in Sukabungah which is still manual and the lack of providing information to the community related to village services is an obstacle in improving the quality of the organization. Therefore the use of organizational development strategy analysis is very necessary for the Sukabungah village office  to achieve maximum organizational strategy. In this study the method used in improving the quality of service is the SWOT analysis, which is used to develop the potential of the organization and to find out internal and external factors of the organization. In the SWOT analysis that has been carried out on Sukabungah village office it can be seen that Sukabungah village office is included in the quadrant I strategy which means supporting an aggressive strategy, therefore in developing an organization that will be achieved has a huge opportunity, so this can be a good development for Sukabungah sub-district. Implementation in the development of this SWOT analysis is by designing a village service information system where this system will assist the government in improving the Electronic-Based Government System (SPBE) as well as assisting the urban village in improving the quality of the organization and facilitating the existing service system.
