The policy of issuing Law Number 6 of 2014 concerning Villages is the basis for allocating funds for development and empowerment of villages, which are the basis of society and the nation at the lowest level of government called Gampong. The funds allocated for the Gampong come from the APBN, Provincial APBD or Regency / City APBK. Through this policy, it is hoped that the Gampong will develop into an independent Gampong that is able to organize and take care of itself. The allocation of Gampong funds is directed to finance government activities, development and community empowerment. Specifically for the economic sector in Gampong, the government established a Village-Owned Enterprise (BUMG) which is a strategic business driver for collective economic development in order to improve the quality of life and create a prosperous society. BUMG is a form of Gampong economic independence with financial support through APBK as a capital to move strategic and potential business units based on local wisdom, with the final hope that there will be a transformation from a helpless village to a more capable and government driven village to a capable independent village organize and take care of itself. BUMG must be able to compete in today's global era with the right strategy, and BUMG must act as a social entrepreneur who not only prioritizes profit but pays more attention to the welfare of the community. To determine the potential business berkearifan riel local businesses, conducted through a SWOT analysis with a focus on internal factors BUMG ie Strength (Strength) and weakness (Weakness) owned and external factors that are Opportunities (Opportunities) and Challenge (Threats).With a SWOT analysis, it finally makes it easier to apply the concept of a plan as a step to develop a future BUMG model.

Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.

Community Empowerment Strategy in Entrepreneurship Spirit Development in Langkan Sub-Village, Landih Village, Bangli District, Bangli Regency Community empowerment as a development concept fulfills social values. One of the efforts is through entrepreneurship development. The community of Langkan Sub-Village, Landih Village, Bangli District, Bangli Regency is a potential area to be empowered in the field of entrepreneurship. Therefore, this study aims to identify internal factors in the form of strengths and weaknesses as well as external factors in the form of opportunities and threats. After getting thesefactors, then the strategy of community empowerment was formulated in the development of entrepreneurship spirit. These factors were analyzed using IFASEFAS analysis, SWOT quadrant analysis, IE matrix, and SWOT matrix. The results showed that the main strength in Langkan Sub-Village is in the form ofavailable agricultural land adequate for the development of entrepreneurship. The main weakness is that there was no association, group or similar businessorganization causing the lack of coordination. The main opportunity is that there were increasingly serious efforts of the government to increase the number ofentrepreneurs both in agriculture and non-agriculture sectors. While the main threat is the flow of world trade that causes losses if they are not able to compete.Through the SWOT analysis quadrant, it can be seen that the community was on a progressive strategy. While the I-E Matrix formula finds the strategy of harvestand divestment. In addition, SWOT matrix analysis found 14 alternative strategies. The most priority strategy is to encourage human resources who are educated, have the skills, have the spirit and the willingness to go forward to follow the competition and the improvement of the entrepreneurial program sothat there is an increase of entrepreneurial competence.

The poverty reduction strategy is a priority strategy for every local government in Indonesia today with the aim of accelerating poverty alleviation towards a prosperous society. West Nusa Tenggara Province isone of the provinces whose poverty rates are still above the national average, so that various efforts to accelerate poverty alleviation are needed in order to catch up with other regions. This research is conducted on 3 community groups, namely farmers' community groups, fishermen community groups, and crafters community groups in 3 different villages in West Lombok, by conducting a SWOT analysis in order to find the right strategy to accelerate poverty alleviation, especially in the district of West Lombok.The results of the study found that strategies are needed to overcome the weaknesses that exist in community groups, to get opportunities for community empowerment that exists. Programs that need to be carried out are group capacity building programs through mentoring to get empowerment programs by the government, group capacity building programs to gain banking access to increase group venture capital,and community group institutional strengthening programs by making the community groups as cooperatives with legal entities to facilitate the government in providing guidance and distribution of productive revolvingfunds to members

The internship program to Japan is expected to be able to reduce unemployment due to missmatch between the type and quality of labor produced by the world of education towards the workforce needs in the industrial world. However, the number of graduates of the selection of apprenticeship programs to Japan through government channels is still low, which is below 30% compared to private channels whose graduation rates can reach 95%. The purpose of this study was to analyze and determine the internal factors and eksternal factors of internship program to Japan and to analyze and find out the strategies that must be done by the government to increase the number of graduates of the selection. This study uses primary and secondary data with descriptive analysis method and SWOT analysis. The results of this study indicate that the internal factor of strength is a particular government program. The weakness of the program is the lack of socialization. eksternal factor Opportunities in the internship program to Japan are to get business capital after an internship to prepare a business. The biggest threat is that selection costs are still quite high. The strategy that can be done to increase the number of graduates of the selection of apprenticeship programs to Japan through government pathway in Central Java is with an aggressive strategy. Program magang ke Jepang diharapkan dapat mengurangi pengangguran karena adanya ketidaksesuaian antara jenis dan kualitas tenaga kerja yang dihasilkan oleh dunia pendidikan terhadap kebutuhan tenaga kerja di dunia industri. Namun, jumlah lulusan yang memilih program pemagangan ke Jepang melalui saluran pemerintah masih rendah, yaitu di bawah 30% dibandingkan dengan saluran swasta yang tingkat kelulusannya bisa mencapai 95%. Tujuan dari penelitian ini adalah untuk menganalisis dan menentukan faktor internal dan faktor eksternal dari program magang ke Jepang dan untuk menganalisis dan mengetahui strategi yang harus dilakukan oleh pemerintah untuk meningkatkan jumlah lulusan seleksi. Penelitian ini menggunakan data primer dan sekunder dengan metode analisis deskriptif dan analisis SWOT. Hasil penelitian ini menunjukkan bahwa faktor kekuatan internal adalah program pemerintah tertentu. Kelemahan program adalah kurangnya sosialisasi. faktor eksternal Peluang dalam program magang ke Jepang adalah untuk mendapatkan modal bisnis setelah magang untuk mempersiapkan bisnis. Ancaman terbesar adalah biaya seleksi masih cukup tinggi. Strategi yang dapat dilakukan untuk menambah jumlah lulusan dalam pemilihan program magang ke Jepang melalui jalur pemerintah di Jawa Tengah adalah dengan strategi yang agresif.

The title of this study is the Strategy of Increasing Consumer Food Loyalty in CurupCity, Rejang Lebong Regency (Case Study in "Henvian" Typical Food Industry). Thisresearch is based on the importance of strategies in increasing business and consumerloyalty to products sold.Strategies to increase business and consumer loyalty can bedone with a SWOT analysis. Place of this research is the "Henvian" shop that sellstypical Rejang lebong food. The method used in this study is descriptive qualitative.Informants in this study were people who were considered to know for certain about theHENVIAN Specialty Food Store in Curup City, Rejang Lebong Regency. The dataanalysis technique used in this study is a SWOT analysis to determine the strengths,weaknesses, opportunities and threats in a typical Rejang Lebong food business.By using SWOT analysis techniques that consist of strengths (weakness), weaknesses(weakness), opportunities (opportnity) and threats (threath). The results of this studycan be concluded that the internal factors that are the strength of the marketing strategyare the quality of the product that is good at a price affordable to the public andtourists, service that is friendly and responsive to consumer needs, as well astechnological advancements that facilitate the promotion of business. Internal factorsthat are a weakness are often lack of stock, there are some products that do not meet thestandard packaging, the product shelf life is short, employees do not use uniforms.External factors that become opportunities are a fairly high economic community,abundant raw materials while external factors that are a threat are the manycompetitors, an unstable economy, the price of basic needs increases. Based on theresults of the SWOT analysis of internal and external factors, the strategy used is toimprove product quality by improving the appearance of packaging and quality ofcontent and quality of service by providing uniforms to employees and providingstandards of service to consumers. .Keywords: Strategy, Consumer Loyalty, SWOT

The existing legislation determines the education as "an integral and focused process of teaching and upbringing, which represents a socially important value and shall be implemented so as to meet the interests of the individual, the family, the society and the state". However, even in this part, the meaning of the notion ‘socially significant benefit is not specified and allows for a wide range of interpretation [2]. Yet the more inconcrete is the answer to the question – "who and how should determine the interests of the individual, the family and even the state?" The national doctrine of education in the Russian Federation, which determined the goals of teaching and upbringing, the ways to attain them by means of the state policy regulating the field of education, the target achievements of the development of the educational system for the period up to 2025, approved by the Decree of the Government of the Russian Federation of October 4, 2000 #751, was abrogated by the Decree of the Government of the Russian Federation of March 29, 2014 #245 [7]. The new doctrine has not been developed so far. The RAE Academician A.B. Khutorsky believes that the absence of the national doctrine of education presents a threat to national security and a violation of the right of citizens to quality education. Accordingly, the teacher has to solve the problem of achieving the harmony of interests of the individual, the family, the society and the government on their own, which, however, judging by the officially published results, is the task that exceeds the abilities of the participants of the educational process.  The particular concern about the results of the patriotic upbringing served as a basis for the legislative initiative of the RF President V. V. Putin, who introduced the project of an amendment to the Law of RF "About Education of the Russian Federation" to the State Duma in 2020, regarding the quality of patriotic upbringing [3]. Patriotism, considered by the President of RF V. V. Putin as the only possible idea to unite the nation is "THE FEELING OF LOVE OF THE MOTHERLAND" and the readiness for every sacrifice and heroic deed for the sake of the interests of your Motherland. However, the practicing educators experience shortfalls in efficient methodologies of patriotic upbringing, which should let them bring up citizens, loving their Motherland more than themselves. The article is dedicated to solution to this problem based on the Value-sense paradigm of upbringing educational dynasty of the Kurbatovs [15].

This study aims to identify internal factors and external factors of UD Betris, as well as to determine the strategy for developing the business of bamboo batik handicraft industry UD Betris. Betris in Meras Village. This research was conducted from April to June 2018. The data used were primary data and secondary data. Primary data is obtained through observation and interviews which are divided into two parties, namely internal parties (business owners and labor) and external parties (local government and consumers) with 8 (eight) respondents. Meanwhile, secondary data was obtained from literature studies. Analysis of the data used is by using a SWOT analysis. The results showed that internal factors include: raw materials, quality of raw materials, price of raw materials, product uniqueness, business spirit and craftsman skills, product prices, product durability and quality, not having financial records, traditional production equipment, product arrangement that has not been arranged neat, promotion is not efficient, does not have a special place of business, and there is no parking space. external factors include: high market opportunities, government support, opportunities for training, opportunities to participate in exhibitions, plastic substitute goods, interest in business successors, and the existence of competitors using modern production tools. Based on the SWOT diagram, the chosen strategy is a combination of SO, namely: 1) Maintaining product quality and continuing to develop products by innovating to create bamboo handicraft products with new designs. 2) Continue to work with the government and related agencies to develop and expand marketing areas so that products are better known to local and foreign communities through training and exhibition events. *jnkd*.

The purpose of the study is to: (1). Analyzing the attractiveness of Pasut Beach as one of the tourist destinations in Tabanan Regency. (2). Analyze the strategy of developing Pasut Beach as a tourist destination in Tabanan Regency. The research location was determined by purposive sampling Pasut Beach, located in Tibubiu Village, Kerambitan District, Tabanan on the basis of having a very suitable potential to be developed into a tourist destination. The sample of the study was taken by 49 people consisting of elements from the Government, community leaders and tourism actors. This study uses qualitative qualitative analysis method (giving more detailed reviews and interpretations of the data obtained and SWOT analysis. Furthermore, in the SWOT method the External Strategy Factor Matrix (EFAS) model and the Internal Strategy Factor Matrix Model (IFAS) are used, followed by IFE matrix and EFE matrix to determine the weight, rating and score and to determine the strategy and position of the quadrant I - E matrix, Beach Pas po is in the position in quadrant I, with the S-O strategy where the values ​​of strength and opportunity are equally high ( use the power to get opportunities) by improving the quality of human resources, especially in the field of mastering technology, communication and information.

Boyolali Regency is among districts in Indonesia, which still has poverty issues and receives direct cash assistance from the government. Yet, villages of the regency including Sruni at Musuk sub-district has been known as one of the main producers of fresh cow milk for the Central Java region.There has been no attempt to process fresh milk into food products of higher economic value at Sruni Village. Meanwhile, results of the strengths, weaknesses, opportunities, and threats (SWOT) analysis at Musuk showed that the region has the potential to be developed for dairy industry. Therefore, through socialization program, community empowerment should be initiated by socializing benefits of fermenting cattle milk into yogurt as a probiotic food product. The socialization had been carried out for 12 housewives in the village of Sruni through two small-class seminars in April 2019. Evaluation was conducted by comparing the number of correct answers from participants’ answers recorded on questionnaire given prior and after each of both seminars. Percentage of improved answers were presented in histograms and then analyzed. As results, the first seminar produced in average 47.4% improved answers, while the second seminar could generate in average 27.3% improved answers. The results showed that in general, the conducted socialization program was quite successful in improving understanding of Sruni villagers on the benefits of fermenting cattle milk into yogurt as a probiotic food product.

The participation of the community in an implementation of the program or activity greatly affects the success of the program. This participation itself was born because of the factors from inside and outside the individual as members of that community group. This writing is based on a study that takes place in low-income community settlements in Tenilo RT II / RW II Kelota Kelota Gorontalo, Gorontalo Province with the aim of identifying the forms of community participation as well as the factors that influence the participation of the community in the implementation of the quality improvement program which is part of the Community-Based Settlement Environment Management (PLPBK) program by the government in the National Urban Empowerment Community Empowerment Program (PNPM-Mandiri Urban). The method used in this research is by qualitative analysis approach to analyze the primary and secondary data. The study finds that the form of community participation in the implementation of the program of improving the quality of settlements of low income community groups in Tenilo RT II / RW II Kelota District Gorontalo in the form of energy and goods . Internal factors that influence are gender, education, occupation, age, and income, while external factors as the incentive is the willingness, ability and opportunity.
