Penelitian ini bertujuan untuk merumuskan strategi pengembangan BUMDes di Kecamatan Pangkalan Lesung. Hasil penelitian diketahui bahwa kekuatan pengelolaan BUMDes di Kecamatan Pangkalan Lesung sudah baik, motivasi yang tinggi oleh anggota untuk berbisnis, SDM cukup banyak karena di pedesaan, sarana dan prasarana gratis yang digunakan BUMDes, lokasi strategis di tengah masyarakat. Sisi negatifnya adalah kurangnya tenaga ahli tentang BUMDes, kualitas sumber daya manusia yang kurang, sarana dan prasarana yang masih kurang memadai, serta keterbatasan infrastruktur. Peluangnya adalah perkembangan teknologi yang semakin maju, dukungan dari pemerintah daerah, memiliki potensi desa yang sangat bagus untuk dikembangkan, pasokan barang semakin lengkap dan persepsi BUMDes di Kecamatan Pangkalan Lesung cukup baik. Hasil analisis matriks SWOT diperoleh rumusan strategi pengembangan BUMDes di Kecamatan Pangkalan Lesung yaitu: (1) Meningkatkan penjualan dengan cara meningkatkan pasokan barang yang lebih lengkap; (2) Menjalin kerjasama dengan mitra bisnis: dan (3) Meningkatkan pelayanan kepada anggota sesuai kebutuhannya.This research aims to formulate a BUMDes development strategy in Pangkalan Lesung sub-district. The results of the research, it is known that the strength is BUMDes management in Pangkalan Lesung subdistrict has been good, high motivation by members for business, human resources quite a lot because in the countryside, free facilities and Infrastructure used by BUMDes, strategic location in the middle of the community. The downside is the lack of experts about BUMDes, the lack of quality of human resources, facilities and infrastructure is still not adequate, and infrastructure limitations. Opportunity is the development of increasingly advanced technology, support from local governments, has excellent village potential to be developed, the supply of goods is more complete and the perception of BUMDes in Pangkalan Lesung Subdistrict is quite good.  The results of the SWOT matrix analysis show that the BUMDes development strategy is: 1) Increase sales by increasing the supply of more complete goods; 2) Establish cooperation with business partners: and 3) Improve services to members according to their needs.

ABSTRACTBusiness Development Strategy Certified Rice Seed On Subak Guama,Marga District, Tabanan RegencyThe increasing rate of population growth led to increased demand for food. Inorder to achieve food security, the use of certified seeds is one of the factors thatinfluence the improvement of yield and quality of production. Attempt to capturethese opportunities, Subak Guama need to make strategic business development ofcertified rice seed. The purpose of research is to investigate alternative strategiesand priorities appropriate strategies run by Subak Guama in the development ofcertified rice seed business.The research location was at Subak Guama. Respondents were selectedpurposively regarding their expertise and knowledge of the research. Primarydata were collected focus group discussions, surveys, and in-depth interviews.Secondary data were collected from publications. Formulation of alternativestrategies and priority strategies using SWOT matrix analysis and analysisQSPM.The results show alternative strategies of business development certifiedrice seed include: 1) expand market share in order to meet the potential needs ofseeds, 2) the formation of youth groups farmer, 3) improving the quality of humanresources, 4) empowerment of farmers through the capital strengthening farming5) integrated pest and disease control, and 6) optimization of the certified riceseed business. The result also shows that the priority strategy selected is capitalstrengthening farming.In supporting the development of business certified rice seed, members of SubakGuama is expected to strengthen the capital to apply for credit farming throughfinancial institutions/banks so as to increase production and develop productsseed varieties vary, increase access to a wider market so as to maintain its marketposition has been achieved, as well as more effective cooperation betweenfarmers with KUAT Subak Guama.Keywords: SWOT, QSPM, Rice Seed, Subak

This study aims to identify what internal and external factors can be strengths, weaknesses, opportunities and threats to the Gondang Sweet Guava development strategy in the Gondang Manis Farmer Group. Gondang Sweet Village, Perak District, Jombang Regency. This study uses the SWOT analysis method obtained from the IFAS/EFAS matrix, SWOT quadrant and SWOT matrix. The respondents of this study were the Head of the Banjarsari Farmers Group and 15 members who were members of the Gondang Manis farmer group. Based on the results of the analysis of the IFAS matrix, the total score is 2.48, the results of the EFAS matrix analysis the total score is 2.51. After knowing the results of the IFAS/EFAS matrix, then determining the SWOT quadrant. Quadrant results show the Gondang Manis farmer group is in quadrant 1 (Grouth), namely the Gondang Manis farmer group in developing Guava needs a strategy to create new strategies to deal with various kinds of threats. The main strategy is to improve the quality of guava by harvesting it properly and properly. And produce other strategies including the strategy of improving the quality of guava through coaching pokdarwis and youth groups, maintaining the quality of guava gondang sweet. increase people's purchasing power, reduce competition between guava farmers.

ABSTRACTThe financial condition of the region that continues to experience of fluctuations and the allocation of development funds in the marine and fishery sub-sector which tend to decrease every year become problems that often arise. It requires local governments to be able to determine the right strategy in order to produce appropriate planning and budgeting development that are suitable with the potential of the marine and fisheries sub-sector. The pusrposes of this research are to analyze the consistency of planning and budgeting formulation, to analyze the implementation of planning and budgeting, and to formulate priority strategies that needed in an effort to strengthen planning and budgeting in marine and fisheries sub-sector in Anambas Achipelago Regency. The method used is using PBCM (Planning and Budgeting Consistency Matrix) analysis, perception analysis using Likert scale, SWOT analysis and QSPM method. The result of the research shows that there are inconsistencies in planning and budgeting as well as the level of implementation of planning and budgeting that are good but still need improvement on human resources competency component. The main priority strategy chosen is the improvement of the quality of the planning apparatus held by the local government through coordination and cooperation between the Governments (local and central) with University.Keywords: PBCM, Perception Analysis, Planing and Budgeting Implementation, Strengthening SrategiesABSTRAKKondisi keuangan daerah yang terus mengalami fluktuasi serta alokasi dana pembangunan pada subsektor kelautan dan perikanan yang cenderung mengalami penurunan setiap tahunnya menjadi permasalahan yang kerap timbul. Hal tersebut mengharuskan pemerintah daerah mampu menentukan strategi yang tepat agar dapat menghasilkan perencanaan dan penganggaran pembangunan yang tepat sesuai dengan potensi yang dimiliki. Penelitian ini bertujuan untuk menganalisis konsistensi perumusan perencanaan dan penganggaran, menganalisis implementasi perencanaan dan penganggaran serta merumuskan strategi yang perlu diprioritaskan dalam upaya menguatkan perencanaan dan penganggaran pada subsektor kelautan dan perikanan di Kabupaten Kepulauan Anambas. Metode yang digunakan adalah menggunakan analisis Matrik Konsistensi Perencanaan dan Penganggaran (MKPP), analisis kuesioner menggunakan skala likert, analisis SWOT dan metode QSPM. Hasil penelitian menunjukkan masih terdapat inkonsistensi pada perencanaan dan penganggaran serta tingkat implementasi perencanaan dan penganggaran tergolong baik namun masih perlu perbaikan pada komponen kompetensi SDM. Strategi prioritas utama yang dipilih adalah peningkatan kualitas aparatur perencanaan yang dimiliki oleh pemerintah daerah melalui koordinasi dan kerja sama antara Pemerintah (daerah dan pusat) dengan institusi perguruan tinggi.Kata Kunci : Analisis Persepsi, Implementasi Perencanaan dan Penganggaran, MKPP, Strategi penguatan

The study aims to determine Development Strategy the potency of the Tunda Island as a tourist attraction in the Serang Regency, Banten Province. How the development of appropriate strategy to overcome obstacles in the development of Tunda Island Coast region as a Marine Tourism attraction in Serang Regency, Banten Province. This study was conducted to determine the Tunda Island as a marine tourism destination Serang Regency were reviewed by using SWOT analysis. This study uses quialitative research methods with data collection techniques such as interviews, observation, and documentation studies. The results of the research carried out that Pulau Tunda as a marine tourism attraction in Serang Regency has the power in the form of underwater natural potential that is different from other islands in Serang Regency, besides Tunda Island has a considerable opportunity for increasing tourism needs and locations that tend to strategic. However, Pulau Tunda has weaknesses in the quality of human resources as well as low tourism support facilities and garbage that has not been managed properly. Meanwhile the threat faced by Tunda Island is currently the operation of sand miners and the lack of attention from the local government.   Keywords: Development Strategy, Tunda Island, Marine Tourism

This article analisys tourism development strategy of Talaud regency, North Sulawesi Province. This regency has a great tourism potential but faces vaious problems. Its tourism potentials is evidenced from the diversity of the natural, culture, and man made tourism attractions. The great tourism potential has not been able to make Talaud widely known by tourists. As the outermost regions, the problems of accessibility are the main obstacles faced by the region of Talaud Islands. Other obstacles such as limited electricity and telecommunication access, and the lack of supporting facilities of tourism activities, have an impact, on the slow development of tourism potential in Talaud. Stages in the research were: described the potentials of tourism, then explained the obstacles that hinder the potential, and finally formulated strategies for the development of tourism potentials. SWOT matrix analysis is used to find the strategies to develop the tourism potential in Talaud. S-O strategy includes the development strategy of attraction. S-T strategy is the institutional strategy. W-O strategy includes the development strategy of public facilities and the supporting facilities at each tourist attraction. W-T strategy includes the making of programs intended for the community participation.

This paper seeks to identify the drivers of the variations in the impact perceived by managers of the implementation of performance measures (PM) across European local governments. We argue that insights from the use of PM for managerial processes and human resources (HR) management features condition the perceived impact of PM systems. The data was collected through a questionnaire answered by local governments of 16 European countries. The results show that the higher the use of PM in performance-oriented budgeting processes, the higher the impact of PM on improvements in the quality of decision-making. Monetary incentives linked to performance better explain the actual results in PM implementation than the kind of HR system of the cities and the academic backgrounds of their senior managers.

The purposes of this research are to find out a) the strategies in human resources development to improve the quality of Postgraduate lecturers at IAIN Curup, (b) supporting factors, and  (c) the obstacles of human rights development. Using qualitative research method, the data were collected through interviews and documentary study. The research results showed that the strategies used for developing human resources or improving the quality of postgraduate lecturers include: (1) organizing the research methodology training; (2) holding the scientific journal writing training; (3) holding book writing/teaching materials training; and (4) involving lecturers into National and International Seminars. Supporting factors for human resource development are (a) high commitmentof  IAIN Curup Postgraduate management, (b) organization and socialization activities for professors acceleration programs, and (c) conducting coaching clinic activities for reputable international publications, in the form of programs to publish research results in reputable international scientific journals. Meanwhile, the obstacles are inadequate infrastructure and limited funds because there are still few students and tuition fee is still in the third category in the Ministry of Religion's General Cost Standards (SBU). The funds have not been fully handed over to the Postgraduate, because it is still centralized at the Institute, if the Postgraduate organize an activity, it must be approved by the Institute before it run.

<p>Tujuan penelitian ini untuk mengetahui bagaimana profil industri kecil carica di Kabupaten Wonosobo serta untuk mengetahui strategi pengembangan apa yang bisa digunakan. Variabel yang diteliti adalah profil industri yang meliputi sumber daya manusia, permodalan, teknologi, dan pemasaran. Metode analisis data yang digunakan adalah metode analisis deskriptif dan analisis SWOT. Berdasarkan hasil penelitian menunjukkan bahwa profil industri kecil carica di Kabupaten Wonosobo pada tahun 2014 ada 15 unit usaha. Ada beberapa prioritas strategi pengembangan yaang dilakukaan yaitu strategi SO dengan meningkatkan kualitas SDM, memanfaatkan tenaga kerja dari daerah sekitar, dan mengoptimalkan lokasi industri yang strategis. Strategi WO menyiapkan stok produk carica, mengoptimalkan produk carica, dan mengoptimalkan pelatihan dari dinas terkait. Strategi ST dengan meningkatkan kualitas ciri khas produk carica,peranan pemerintah dalam hal mengantisipasi bencana longsor di Dieng, dan melakukan inovasi produk carica. Strategi WT dengan meningkatkan kemampuan manajerial pengusaha, menaikkan harga jual produk carica, dan pada musim kemarau diganti dengan produk makanan komoditas Kabupaten Wonosobo. Berdasarkan hasil penelitian, strategi yang diterapkan dalam kondisi ini adalah mendukung kebijakan yang agresif, yaitu industri kecil carica di Kabupaten Wonosobo dapat bersaing dengan produk olahan makanan jenis lainnya dari berbagai daerah dengan cara menjaga dan meningkatkan kualitas produk carica yang dihasilkan.</p><p>The purpose of this study to find out the profiles of carica industries in Wonosobo regency and to determine what is the development strategy can be used. The variables in this research belongs to human resources, capital, technology, and marketing. Data analysis method used is descriptive analysis method and SWOT analysis. Based on the results of this study showed that small industrial profiles carica in Wonosobo regency in 2014 there were 15 business units. There are several priority development strategies did, those are SO strategy to improve the quality of human resources to improve product quality of carica, utilizing the labor of the surrounding area to increase carica industry, and optimize strategic industrial location. WO strategy to prepare the inventory in the form of stock products carica, carica optimize product to meet consumer demand, and optimize the training of relevant agencies. ST strategies to improve the quality and characteristics of products carica, requires the role of government in terms of anticipating landslides in Dieng, and carica product innovation to improve consumer tastes. WT strategy to improve the managerial capacity of employers, raise the price of products carica, and in the dry season production carica replaced with other processed food products act. Based on the research results can be concluded, the strategy adopted in this condition is to support an aggressive policy.</p>

This aims of the study are finding the development strategy in the tourist area of the Dlundung waterfall to be excellent destination in Mojokerto. This is a descriptive qualitative research. Data collection techniques are observation, interviews, questionnaires, and documentation. Data will be analyzed by SWOT method. Strategies have been found is the increased promotion of the natural beauty of waterfalls and campgrounds, additional facilities of outbound and painball, repair and improvement of facilities, road improvements, additional services and hours of operation of public transport, improving the quality of human resources of tourism, Perhutani reports the condition of the campground to Disparta about prioritized apparatus intensively, Perhutani and Disparta give an opportunity for investors to benefit location of the campsite, ask for the role of local communities in improving the security of tourism, Perhutani maintains the cleanliness and comfort of the facilities at tourist sites, increasing community empowerment in troubleshooting facilities and accessibility. The development of food crops commodities is one of the priorities of the National Medium-Term Development Plan (RPJMN) 2015-2019 of the Ministry of Agriculture of Indonesia in terms of guarantee of food availability. West Sumatra Province is one of the central areas of production of food crops commodities in Indonesia. The objectives of this research are 1) to analyze food crops of West Sumatera Province; 2) to analyze the availability and completeness of facilities for the development of superior commodities of food crops; and 3) to formulate the strategy of developing the superior commodities of food crops. The data used in this research covers the area of harvest, the number of production, and the number of facilities area by time series (2011-2015). Data analysis used in this research include LQ, scalogram and SWOT analysis. The results showed rice commodity as a pre-eminent commodity in West Sumatera Province. There are six areas of development of commodities seeded rice that is in the hierarchy I. SWOT matrix analysis results obtained some superior commodity development strategies include; SO strategy 1) Establish and enhance the role of partnership with all stakeholders (government, farmers, traders, and cooperatives); 2) the use of agricultural cropping technology; WO strategy; 1) Development of agricultural development infrastructure (irrigation channel, village axis road) and application of agricultural technology (cultivation); 2) Institutional strengthening of farming capital; strategy ST: 1) Leading commodity marketing policy / regulation by West Sumatera Provincial Government, 2) Gapoktan and Farmers Household (RTP) Empowerment 1); WT strategy: 1) Development and training of management and marketing of agricultural products by government 2) Optimalization of institutional function and capital of farming to support improvement of marketing quality of agricultural products
