The objective of this paper is to analyse the political activity of the local community of the Opolskie Province in the local government elections in 2018 and to identify the characteristic features determining its specificity. The attempt to identify the electoral specificity of the region will consist in presenting a characterization of the region in terms of its size and population as well as its administrative and social aspects. An analysis of the elements inseparably connected with the election process, such as geography, voting turnout, the number of electoral registers and candidates, the types of electoral committees, is equally important. And finally, comments on the election results are significant as well. The local government elections of 2018 were held in a specific atmosphere, largely related to the amendment of the election law. Undoubtedly, the most characteristic aspect for the Opolskie Region is its last position among other provinces with regard to size and population, but it should not be forgotten that it is a borderland region inhabited by a high percentage of the German national minority, which actively shapes the image of not only the local communities at every level, but also the entire Opolskie Region as such.

: Education deals with enlightening people and developing human resources. The reasecher concluded that cultural background of students influences their learning attitude in the school. Therefore, the developing learning process of Natural Sciences insist student to elaborate principles of Natural Sciences without ignoring cultural valuesof local community. The policy of decentralization of Indonesian Government had authorized and legitimated local authorities to develop curriculum based on the local cultures. To do so, each local government through the officers of Education has to create a curiculum by involving some curriculum experts, instructures, natural sciences theachers, and the lectures of universities who adequately understand learning model of Natural Sciences.

A multi-objective optimization procedure is applied to the 3D design of a transonic turbine vane row, considering efficiency and stator outlet pressure distortion, which is directly related to induced rotor forcing. The characteristic features that define different individuals along the Pareto Front are described, analyzing the differences between high efficiency airfoils and low interaction. Pressure distortion is assessed by means of a model that requires only of the computation the steady flow field in the domain of the stator. The reduction of aerodynamic rotor forcing is checked via unsteady multistage aerodynamic computations. A well known loss prediction method is used to drive the efficiency of one optimization run, while CFD analysis is used for another, in order to assess the reliability of both methods. In both cases, the decomposition of total losses is performed to quantify the influence on efficiency of reducing rotor forcing. Results show that when striving for efficiency, the rotor is affected by few, but intense shocks. On the other hand, when the objective is the minimization of distortion, multiple shocks will appear.

Local governments are increasingly developing electronic participation initiatives, expecting citizen involvement in local community affairs. Our objective was to assess e-participation and the extent of its change in local government in Greece. Using content analysis for 325 Greek municipal websites, we assessed e-participation status in 2017 and 2018 and examined the impact of change between these years. The assessment regards two consecutive years since the adoption of digital technologies by municipalities has been rapid. The main findings show that Greek local governments have made significant small- to medium-scale changes, in order to engage citizens and local societies electronically. We conclude that the integration of advanced digital technologies in municipalities remains underdeveloped. We propose that Greek municipalities need to consider incorporating new technologies, such as mobile apps, social media and big data, as well as e-decision making processes, in order to eliminate those obstacles that hinder citizen engagement in local government. Moreover, the COVID-19 outbreak has highlighted the need for enhancing e-participation and policymakers’ coordination through advanced digital technologies.

Legislative members are partners as well as balancing the government in regulating and controlling the government, therefore it is necessary to have a "presence" of honest and clean professional legislators. Reality shows that the professionalism of some legislators still disappoints some of their constituents. For this reason, it is necessary to think about how to escort members of the legislative body in order to realize a clean government. To meet these expectations an election process is needed that can guarantee the implementation of an honest and fair election process. In order to realize the ideal above, the presence of a good legislative Election Law, a professional law enforcement apparatus, and a culture of high legal awareness from the public in exercising their voting rights.

<p>Residents’ groups have been in existence in New Zealand for almost 150 years yet very little is known about them. The collection of residents’, ratepayers’ and progressive associations, community councils, neighbourhood committees and the like make up a part of the community governance sector that numbers over a thousand-strong. These groups are featured prominently in our news media, are active in local government affairs and expend many thousands of volunteer hours every year in their work in communities… but what exactly is that work? From the literature we see these groups can be a source of local community knowledge (Kass et al., 2009), a platform for political activity (Deegan, 2002), critical of government (Fullerton, 2005) or help maintain government transparency and accountability (Mcclymont and O'Hare, 2008). They are sometimes part of the establishment too (Wai, 2008) and are often heard promoting the interests of local people (Slater, 2004). Residents’ groups can be set up to represent the interests of a specific demographic group (Seng, 2007) or focus on protecting or promoting a sense of place (Kushner and Siegel, 2003) or physical environment (Savova, 2009). Some groups undertake charitable activities (Turkstra, 2008) or even act in a negative manner that can impact on the community (Horton, 1996). This research examines 582 New Zealand organisations to derive a set of purposes that residents’ groups perform and ascertains how their purposes differ between geo-social and political locality and over three distinct eras of community development. The thesis also examines the relationship between residents’ groups and councillors, council officers, district health board members and civil defence and seeks to uncover if the level of engagement (if any) has an affect on their overall raison d’etre. The research concludes with a typology of New Zealand residents’ groups along with the key purposes of each type.</p>

The article is devoted to the constitutional and legal issues of local government organizations. The main attention is paid to the Soviet model of local government, which, in the period of the industrialization of the country, focused on the further strengthening of the Soviet state apparatus, the deployment of the so-called “Soviet democracy” and the fight against bureaucratic defects. However, such a situation as a whole was not typical of the Soviet system. That is why the Bolsheviks attempts to attract the poor sections of the rural population. However, success in this direction was caused not so much by the strengthening of the Soviet economy as a whole, but by the opportunity for the rural poor to plunder wealthy peasants, which had developed because of the dictatorship of the proletariat existing in the USSR. Subsequently, the Bolshevik Party raised the issue of organizing special groups of poverty or factions for an open political struggle to attract the middle peoples to the proletariat and to isolate wealthy peasants (the so-called “kulaks”) during the elections to the Soviets, cooperatives, etc. With the onset of socialist reconstruction, there was a need to organize poverty, because it was an important element and the establishment of “Soviet democracy in the countryside.” The Stalin Constitution of 1936 transformed the Soviets. From 1918, they were called the Soviets of Workers’, Peasants’ and Red Army Deputies, and now, with the entry into force of the Stalin Constitution, the Soviets of Workers’ Deputies. This transformation of the Soviets reflected the victory of the socialist system throughout the national economy, radical changes in the class composition of Soviet society, and a new triumph of “socialist democracy”. In addition, the “victory of socialism” in the USSR made possible the transition to universal, equal, and direct suffrage by secret ballot. On December 24 and 29, 1939, citizens of the Soviet Union elected their representatives to the local Soviets of Workers’ Deputies. 99.21 % of the total number of voters took part in the vote. The election results are another testament to the growing influence of the Bolshevik Party on the population of the Soviet Union, which has largely replaced the activities of the Soviets themselves, including the local ones. Holding elections to the regional, regional, district, district, city, village and settlement councils of workers’ deputies completed the restructuring of all state bodies in accordance with the Stalin Constitution and on its basis. With the adoption in 1977 of the last Constitution of the USSR, the councils of workers’ deputies were renamed the councils of people’s deputies. In 1985, the last non-alternative elections were held for 52,041 local councils, and in 1988, their structure became more complicated: there were presidencies organizing the work of regional, regional, autonomous regions, autonomous districts, district, city and rayon in the cities of Soviets. People’s Deputies. Within the framework of the city (city subordination), village, and town councils, this work is carried out directly by the heads of the designated Councils. On December 26, 1990, the Congress of People’s Deputies of the USSR introduced regular amendments to the Constitution of the USSR, which formally abolished the Presidencies, but did not prohibit their existence. On September 5, 1991, the Constitution of 1977 was effectively abolished. Finally, it happened after December 26, 1991, when the USSR actually ceased to exist. Thus, existing in the USSR during the period of socialist reconstruction and subsequent transformations that began with the processes of industrialization and ended as a result of the collapse of the USSR, the model of local government organization remained ineffective due to its actual replacement by the activities of the governing bodies of the ruling Communist Party. The article is devoted to the study of the peculiarities of the artistic interpretation of historical events and figures in the novel “Hetman Ivan Vyhovsky” by I. Nechuy-Levytsky. Particular attention is paid to the implementation of the specifics of Baroque historiography in the novel. The characteristic features of the author’s historical conception and influence of the cossack chronicles on its formation are determined. The historical fiction of I. Nechuy-Levytsky is represented by author’s historiosophical and ideological-aesthetic views, based on personal understanding of the Ukrainian history. I. Nechuy-Levytsky presents his own historical conception of the period of I. Vyhovsky’s activity, which is connected with certain features and characteristics of the provisions of Baroque historiography. An artistic rethinking of the role and place of personality in history and history in the life of humanity in the worldview of I. Nechuy-Levytsky is analyzed. The peculiarities of the interpretation of hetman Ivan Vyhovsky’s character in the cossack chronicles and the novel by I. Nechuy-Levytsky in the comparative aspect are substantiated. It is determined, that the estimation of hetman’s activity differs from that set out in the cossack chronicles. Therefore, unlike the chroniclers, who negatively characterize the political activity of I. Vyhovsky, the writer represents the human personality as a state creator, active subject in history. In addition, much attention is paid to the individualization of the image of the ruler, in particular the disclosure of the psychology of his actions. In conclusion, in the artistic interpretation of I. Nechuy-Levytsky hetman I. Vyhovsky is represented as the bearer of political views and ideological positions, that played a significant role in the formation and development of the idea of Ukrainian statehood and became a continuation of the historical conception and ideological dominants of the cossack chronicles.

The cultural heritage of a region is the identity and richness of history for the region. Given the importance of the existence of cultural heritage in an area, the local government should pay special attention to the continuity of its existence. Through inventory, listing the cultural heritages, maintenance until its restoration must be done properly and continuously. This is not only the responsibility of the local government, but it is the responsibility of all parties including the local community. But in practice, local government or society are less concerned about the existence of cultural heritage in the area. This research focuses on cultural heritage buildings in Surabaya because this city is one of the cities in Indonesia which has many buildings of cultural heritage with various conditions. Local governments need to act quickly and effectively to solve the problem, so the solution can be done by including third parties such as insurance companies engaged in the insurance of losses, which can help to cover some form of damage that occurred in the building of the reserve culture in Surabaya. From the problems mentioned above, the research method used is statute approach and conceptual approach.

At the end of 1971 the Government designated the extention of the Community Development Project to the planned total of twelve areas. The project was then described as ‘a national action-research experiment’ carried out in selected urban localities in order to discover ‘how far the social problems experienced by people in a local community can be better understood and resolved through closer co-ordination of all agencies in the social welfare field – central and local government and the voluntary organizations – together with the local people themselves’. There was a special emphasis placed on the importance of ‘citizen involvement and community self-help’, together with the expectation that ‘the lessons learned can be fed back into social policy, planning and administration, both at central and local government level’.

Mongolia introduced a new electronic voting system for the first time for the 2012 parliamentary election. E-voting empowers citizens by making voting simpler and providing better opportunities for certain groups of citizens to participate in the election process. The electoral reform was one of the major steps the parliament carried out in order to restore public trust lost in the violent protests against the 2008 parliamentary election results. A free, transparent, and fair electoral system was important to correct the fraud in the old election system. This chapter examines the effectiveness of the mixed system of election, the electronic voting system, and other changes to the electoral system in Mongolia.
