This study aims to find out and analyze the neutrality of the State Civil Apparatus in the 2020 Asahan district head election as well as to describe and analyze what factors and obstacles to the non-neutrality of the state civil apparatus in the 2020 Asahan District Head General Election. The type of research used is descriptive qualitative with descriptive analytical method. This study uses a qualitative approach that produces descriptive data in the form of recording researchers and facts that will be found in the field. This study uses the theory of bureaucracy according to Weber (1974) and the theory of neutrality according to Amin which states that neutral means not taking sides and not being involved. The results of this study revealed a lack of neutrality for ASN in Asahan Regency as evidenced by violations involving 8 ASN and field facts based on observations and interviews. Meanwhile, the factors that lead to the occurrence of violations are the position factor and the group similarity factor. From the research that has been carried out, it was found that the application of this neutrality rule has obstacles in the form of obstacles from the ASN body itself, the suboptimal monitoring system carried out by Bawaslu and KASN, public understanding of ASN neutrality, and the absence of a budget for monitoring ASN neutrality in the PILKADA of the Asahan Regency Government.

Arabic is one of the main languages in the world and rich with cultural heritage. Arabic has a strong influence in literature and even in media. According to Ulama or Scholars, Arabic language is the most proper language which can explains a wider meaning with lafaz{ or simple word. The formation of a word can refer to several meanings. The Arabic vocabulary covers all fields. In its development, the Arabic language has borrowed many vocabularies from other languages, however, Arabic has also contributed a great deal to Eastern and Western languages. This can be found on the words which are in the Arabic dictionary. Theory of language that became the foundation of this research can help the writer in choosing the right concept to analyze the object of this research. Moreover, in this research, the writer will use a morph semantics concept which combines morphological and semantic concept. Morph semantic can be interpreted as a branch of linguistics that identifies grammatical units and their meanings. This research uses descriptive-analytical method, a research method that try to describe and interpret object with what it is. The study uses a qualitative approach, namely analytical procedures that produce descriptive data in the form of words written or spoken of the person or behavior that can be observed. The resultof this study indicates that; (1) Fi'l ma>d}i> in the dictionary does not undergo all changes according to the existing rhymes, only a few can experience the form of the fi'l ma>d{i> to mazi>d. (2) Productivity meaning fi'l mazi>d in Arabic-Indonesian dictionary on wazan فعّل is التعدية, on wazan فاعلisقد يكون بمعنى فَعَلَ المجرد, on wazan أفعل is التعدية, on wazan تفعّل is للتكليف and الصيرورة, on wazan تفاعل is للمشاركة, on wazan انفعل isلمطاوعة فَعَلَ  , on wazan  افتعلis لمطاوعة فَعَلَ, on wazan افعلّ is الدلالة على الدخول في الصفة, on wazan استفعل is للطلب , on wazan  افعوعل is قد يكون بمعنى المجرد.

One of the biggest local sources of regional income in Regional Original Revenue (PAD) is from the tax and retribution sector, where taxes are mandatory contributions that must be paid to the state. Tax payments have never been spared from various problems, one of which is the problem of compliance from taxpayers to fulfill obligations in paying taxes. The problems in this study include: (1) how the compliance of boarding house owners in meeting hotel tax obligations, (2) what are the obstacles in fulfilling boarding house owner compliance in meeting hotel tax obligations. The purpose of this study is to: (1) determine the compliance of boarding house owners in meeting hotel tax obligations, (2) constraints in fulfilling homeowner's compliance in meeting hotel tax obligations. The analytical method used in this research is descriptive qualitative in which the purpose of each data collected is analyzed then drawn conclusions descriptively. The results obtained from this study are that boarding house owners have not complied in fulfilling their hotel tax obligations, obstacles that affect the compliance of boarding house owners, among others: awareness of taxpayers, tax knowledge and understanding, tax socialization, and service tax. Boarding house owners are expected to increase awareness of their taxex so they can carry out their obligations as taxpayers.

An internal control system for credit sales is needed to support the continuity operation of the company. By good internal recovery, credit sales activities can avoid the risks that cause losses. The objective of this study is to analyze the internal control system for credit sales applied at PT. Rajawali Nusindo Manado Branch and at the same time determine the system of internal control over credit sales has been well implemented by using descriptive qualitative approach. The analytical method used in this study is descriptive method which describes the results in accordance with those found directly through the process in the field. The result of PT. Rajawali Nusindo Manado Branch shows that the internal control system for credit sales is not being well protected due to a mismatch with some internal control components.

The performance report of government agencies performance is a form of accountability in presenting, reporting and disclosing the mission of the agency in the form of activities and activities that are the responsibility of the stakeholders who have the right and authority to request such accountability. Performance Reports presented in accordance with applicable regulations can be utilized to make a decision and steps to be taken in the future in improving agency performance. This study aims to determine the performance report of BAPPEDA has been presented in accordance with the regulations and assess the work achievements of BAPPEDA. The analytical method used is descriptive qualitative. The results of this study indicate that the BAPPEDA performance report is in accordance with the guidelines of the State administration agency (LAN) and the BAPPEDA performance achievements are in good class so that the BAPPEDA performance report can be used for decision making.

This study aimed to elaborate and examine the procedures for purification and prayer for health workers when using personal protective equipment (PPE). This research used a descriptive qualitative approach through content analysis techniques and library research. The results show that: First, it is an emergency condition that PPE is not applied, it will threaten the safety of his or her life in which he or she is vulnerable to infected with the virus; Secondly, before using PPE, health workers should have themselves purified from small hadas (impurity) through ablution or from the big one through bathing; Third, in the state of purity and nothing breaks the ablution, health workers can immediately pray as usual; Fourth, if their ablution is broken and they still must wear PPE while it is feared that time for prayer be over, then they should pray according to their circumstances even though they are obstructed from purification; Fifth, under certain situation, due to the job, health workers cannot perform prayers on time or cannot merge their prayers then they should immediately perform prayers whenever it is possible.

This paper discussed conversational Maxims in Constituional Court that related to the general election 2019 in Indonesia. However, this reseach focused on the flouted maxims that is used by the witness in constitutional court in answering the judge’s questions. In this paper, the writer choose the utterances that is produced by the witness in constitutional court, since there are many maxims that are flouted by the witness in giving his answer. In analyzing this conversation, the writer used Grice’s theory which established four maxims, they are maxims of quantity, maxims of quality, maxims of relevance, and amxims of manner. In addition, this research used descriptive qualitative approach. Since, the data are in the form of sentences. The analysis revelas some findings. It’s found that mostly the witness flouted the maxims of relevance.

Humans are creatures created by Allah SWT who are concrete and most perfect in reason and reasoning, so it is impossible for other creatures who do not have good reasoning to receive Islamic education, which must carry out the Shari'a and fulfill the mandate of Allah SWT as caliph on earth. This article aims to find out the object of education that was the earliest received by humans. This study uses a qualitative approach, provides a basic overview of the topic of discussion, generalizes ideas and develops a tentative theory, opens the possibility for further research on the topic discussed. The analytical method used in this research is descriptive data analysis. The result of this research is that the object of education is the most important and the earliest is the self and then the family, especially the children. Children are a mandate that is entrusted to be educated properly. In fact, a mother must equip herself with knowledge, be willing to continue to learn, and be patient in nurturing and educating her children.

Penelitian ini bertujuan memberikan gambaran pemakaian bahasa korupsi di media massa sebagai stigma negatif dan terjadinya dekonstruksi makna korupsi yang disebabkan oleh variasi penggunaan bahasa. Dalam analisis bahasa fungsional, pemakaian kosakata dan kalimat yang ditulis di media massa menggambarkan realitas sosial sesungguhnya. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif analitis. Korpus penelitian ini adalah bahasa (kosakata) korupsi yang digunakan majalah Tempo selama 20 edisi yang bertajuk tentang korupsi. Data yang terkumpuldiklasifikasikan dan dianalisis sesuai dengan konteks penggunaannya. Hasil penelitian menunjukkan bahwa majalah Tempo menggunakan kosakata yang bermakna korupsi dalam beragam jenis, terdiri atas 47 kata dan 88 frasa. Hasil analisis sebagai berikut. (1) Luasnya penggunaan kosakata korupsi menggambarkan beragamnya prilaku korupsi yang terjadi di tengah masyarakat. (2) Kata korupsi banyak digunakan dalam bentuk lain, seperti idiom yang bermakna pejoratif dan stigmatisasi. (3) Kata korupsi ditulis dalam bentuk metafora untuk menggambarkan prilaku korupsi dengan makhluk atau benda lain yang memiliki karakter jahat dan bermakna hukuman sosial. (4) Konteks yang ditampilkan lebih pada bahwa korupsi merupakan kejahatan yang merugikan negara dan rakyat. Kata kunci: hukuman sosial, korupsi, kontruksi, stigmatisasi, diksi, ragam makna NEGATIVE STIGMA OF THE LANGUAGE OF CORRUPTION IN THE MASS MEDIA NEWSAbstract This study aims to provide an overview of the use of the language of corruption in the mass media as a negative stigma and the deconstruction of the meaning of corruption caused by variations in language use. In the analysis of functional language, the use of vocabulary and sentences written in the mass media describes the social reality. The study used the qualitative approach with the descriptive analytical method. The corpus was the language (vocabulary) of corruptionusedby Tempo magazine for 20 editions focusing on corruption. The collected data were classified and analyzed according to the context of the use. The results showthatTempo magazine used vocabulary meaning corruption in various types, consisting of 47 words and 88 phrases. The results are as follows. (1) The extent of the use of the vocabulary of corruption illustrates the variety of corrupt behaviors in our society. (2) The wordcorruptioniswidely used in other forms, such as idioms with pejorative and stigmatization meanings. (3) The word corruption is written in the form of a metaphor to describe corrupt behaviors with other creatures or things that have evil characters and mean social punishment. This study aims to explain how the distribution of productive zakat in the Rumah Zakat North Sumatra and how the effectiveness of productive zakat distribution in improving the welfare of mustahik in the Rumah Zakat North Sumatra. This study uses a qualitative approach with a type of descriptive method, which is a problem that guides researchers to explore and photograph situations that will be thoroughly investigated, broadly and deeply. Data collection techniques with field research, while the tools used are observation, interviews and documentation. Data analysis used is descriptive qualitative analysis. The results of this study inform that in distributing productive zakat funds, Rumah Zakat is in accordance with Law No. 23 of 2011 concerning Management of Zakat. The distribution of productive zakat carried out by the Rumah Zakat North Sumatra through the Senyum Mandiri Program to mustahik in Medan Helvetia Subdistrict has been effective, because it can improve the welfare of mustahik, this is evidenced by the income of eight of thirteen mustahik people in total, five people whose income is fixed and four out of eight people whose income has increased has reached the level of muzaki.

The ideology of Pancasila as a way of life, the basis of the state, and national identity has a various challenge from time to time so that the existence of Pancasila as an Ideology must be maintained, especially in industrial revolution 4.0. The research method used is a qualitative approach by doing study of literature. In data collection the writer used documentation while in techniques data analysis used content analysis, inductive and descriptive. Results of the research about challenges and strengthening of the Pancasila Ideology in facing the era of the industrial revolution 4.0 are: (1)  grounding Pancasila, (2) increasing professional human resources based on Pancasila’s values, (3) maintaining the existence of Pancasila as the State Ideology.
