This study aims: To analyze how the implementation of local regulation No. 8 of 2017 concerning the prioritization of Indonesian language and the protection of regional languages and regional literature in the DPRD Province North Sumatra Secretariat, Analyze the constraints of the implementation of regional regulations No. 8 of 2017 on prioritizing Indonesian and protecting Regional Languages and Regional Literature at the North Sumatra Provincial DPRD Secretariat. This study uses descriptive qualitative method and data collection techniques through observation, interviews and documentation with informants 5 {five} people and literature studies.Based on the results of this study, that there are still many employees who use Regional Languages in the North Sumatra Provincial DPRD Secretariat Office, this is due to a lack of awareness in using Indonesian language that is good and correct in public spaces and official forums. With this outreach, the public and especially employees in the Sumatra Provincial Secretariat know about it and to communicate prioritize Indonesian and when communicating using Regional Languages so that they are preserved only in group communication.

Follow said or speech act is to include a component of language and nonbahasa that describe the Act's language intact involving someone in the conversation for the delivery of the mandate. Batak is one of the tribes that are in the North sumatra province which has its own regional languages. Batak region has many languages spoken that have their own special meanings commonly used batak on each process festivities batak. In General, any person who has a marga batak in particular, will be required to perform its role in accordance with the roles have in attending ceremonies or else speak sapa with other families. Many said the word in the language area of the batak batak descent are sometimes obliged to remember it and sometimes there are that have yet to find out its meaning. It is an obvious problem for the people of batak especially for living in urban areas because of the technological developments that erode customs. The solution of these problems is by way of designing a media information in the form of the application is the meaning of the said in the batak are easily accessible and easily understood by the public. Word search techniques used in this research is the turbo algorithm boyer moore. The Turbo Boyer-Moore algorithm is an algorithm that was developed originally is Boyer-Moore Algorithm. Iniciar uma reflexão acerca da cidade atual nos remete à necessidade de construirmos uma análise sobre os shopping centers como espaços que tem atraído um fluxo considerável da população, ocasionando mudanças na relação dos citadinos com os espaços públicos.  Nesta perspectiva, temos como objetivo analisar o  North Shopping, localizado na cidade de Fortaleza, como um espaço de uso popular onde as camadas de menor poder aquisitivo podem adentrar e usufruir de seus atributos. Imbuídos de tal finalidade nosso aporte teórico fundamentou-se em Pintaudi (1992), Dantas (1995), Silva (1996) Lefebvre (1999), Carlos (2001), Gomes (2002) e Serpa (2007). Conclui-se que na cidade de Fortaleza, o North Shopping é um verdadeiro simulacro da realidade, substituindo as experiências cotidianas dos espaços públicos, configurando-se, assim, a supervalorização do espaço privado que se traveste de público tendo repercussões na nova urbanidade fortalezense.  Public Space and Shopping Mall in the Contemporary City: New Meanings of North Shopping in Fortaleza/CE  Abstract Start a discussion about the current city us the need to build an analysis on malls as spaces that have attracted a considerable  flow of people, causing changes in the relationships of the townspeople with the public spaces. In this perpective, we have to anlyze the North Shopping, located in Fortaleza, as a space where the popular use of lower purchasing power can enter and enjoy its atributes. Imbued with this purpose our theoretival approach was bases on Pintaudi (1992), Dantas (1995), Silva (1996) Lefebvre (1999), Carlos (2001), Gomes (2002) e Serpa (2007).  It’s concluded that in the city of Fortaleza, the North Shopping is a true simulation of reality, replacing the daily experiences of public spaces, becoming  thusovervaluation of private space of public who dresss as having impact on new fortaleza’s urbanity. Espacio Público y Centro Comercial en Ciudad Contemporánea: Nuevos Sentidos del North Shopoing en la Fortaleza/CE ResumenIniciar uma reflexión acerca de la actual ciudad nos recuerda la necesidad de construir um análisis acerca de los centros comerciales como espacios que han atraído um flujo considerable de personas, provocando câmbios en la relación de los habitantes de la ciudad com los espacios públicos. The North Sumatra Language Center also organizes an Indonesian language program for foreign speakers (BIPA) is an Indonesian language learning skills program (speaking, writing, reading, and listening) for foreign speakers. That so far the Balai Bahasa office has had difficulty classifying the graduation of Indonesian Foreign Speakers (BIPA) participants who are eligible to pass and who have not passed. So that complaints occur from participants.To overcome the above problems, it is necessary to classify graduation based on previous BIPA participant data. K-Nearest Neigbor Euclidean Distance model which is a method for classifying / grouping an object based on certain criteria. By using the K-Nearest neigbor algorithm in grouping BIPA participants by using various criteria, it is hoped that foreigners can speak Indonesian more quickly.Keywords: Indonesian Foreign Speakers, K-Nearest Neigbor Algorithm

This study aims to analyze the communication strategies and barriers of the proactive socialization team in capturing high-achieving Polri candidates at the North Sumatra Regional Police in 2020. The research method used a qualitative approach with the phenomenological method. Data collection techniques in this study were interviews and observations, then checking the validity of the data by using triangulation techniques. The results of the study show that the communication strategy created is an attempt by the National Police to be able to provide early notification to the public regarding Polri's acceptance and as a means of keeping people from exploiting the situation of acceptance for personal gain. Obstacles to the socialization team, including the inadequate budget support to be able to visit all schools in the North Sumatra province, the lack of support from the incumbent leadership (Kabag Sumda) at the time of proactive socialization activities in October 2019, Not making or compiling materials that should be made to be presented to students so that the students 'understanding and attention are more focused on what goals will be conveyed, the difficulty is to be able to coordinate with the school to be able to fill the time with expected proactive socialization activities and students' low enthusiasm and trust in the message what the socialization team wanted to convey regarding clean, transparent, accountable and humanist recruitment.

Timor-Leste is a nation where three exogenous languages (Portuguese, Bahasa Indonesia, English) and one of many endogenous languages (Tetun) compete to be heard in public spaces. The constitution names both Tetun and Portuguese as co-official languages, and English and Bahasa Indonesia as working languages in the civil service; but official and de facto language policy are not necessarily the same. One mechanism that can mediate between ideology and practice, both as a way of imposing and of resisting official policy, is language in the public space. This paper demonstrates the insights that examining language in the public space can provide on language policy debates. It reports on the investigation of a linguistic landscape in Dili, the capital of Timor-Leste, and finds considerable difference between official language policy and language practices.

General objective of this study was to determine the effectiveness of activities done by Rafflesia Business Group at the North Bengkulu. And the specific purpose of this study was to determine the planning, implementation, efforts to increase its capabilities to the members in the group, infrastructure, and the evaluation of Business Group program. The method of this study was a qualitative method and the data collection techniques used was interview, observation and documentation. The subjects of this research was Rafflesia Business Group board consisted of Chairman, Secretary, Treasurer and Members. In order to prove the validity of the research, it was checked by using the triangulation of data sources, techniques and timing. Data were analyzed through three stages, which were data reduction, presentation and conclusion. The research found that the first, Rafflesia Business Group did not use specific standards in planning the program it was only seen from the public interest, the planning was done with the consensus of the members. Second, implementation, Rafflesia Business Group implemented the program in accordance with the initial plan that had been prepared in advance with the cooperation of members to achieve production. Third, the efforts to increase the member participation in the group, members of the business made another attempt at Business Group. But they were always working to improve Business Group program in order to create new innovations. Fourth, influence of infrastructure, KUBE Rafflesia had sufficient infrastructure and assist in achieving the results of Business Group’s program. Fifth evaluation, the evaluation was done associated with the planning done by the consensus of members, the implementation that was done matched with the advance planning in which the members were cooperated, the efforts to increased members participation in which they were always attempted to give new innovations for Business Group’s program, and the infrastructure supported in achieving the results of Business Group. Keywords: Effectiveness, Business Group, entrepreneurship

Article presented a research about the "Charge Gratis" service that included digital signage, along with free charging device as the crowd attractors in the public space. The main focus of this research was about media display embedded in the uniform of a sales promotion person who displays ads from the advertiser using the qualitative method, through the interview with some expert sources many fields. Article described several possibilities that can be worked in the use of digital signage so that it can be used as a reference in maximizing digital signage in public spaces. It finds that Digital signage is not just functioned as like any other media, but also the awaken interaction and also enhance shopping experiences. The expert sources divide this media display functions into three categories, which is a media information, media entertainment, and media education.

For empowering economic of the people (small enterprises), the government has enacted some regulations to provide facilities including credit for enterpreneur even resolving the marketing problem such as Law No. 20 of 2008 on Micro, Small, and Medium Enterprises. This is a legal research of normative with the empirical approach based on the phenomenon in social field, then all of data is displayed systematically to be analyzed deductively. The population consists of 32 regency/city located in the North Sumatra Province, but sample is selected purposively namely five regency/city of them. Duration of the research is 2 years which is oriented on: to improve the policy of government considering small enterprises empowerment in Indonesia spesifically in North Sumatra, scientific publication in a local journal having international serial number (ISSN) or national acredited journal and textbook or handbook. Financial limitedness for developing micro, small and medium enterprises (UMKM) is the clasical problem found frequently in the developing countries. This effects to level of production and its development. The public grants provided by government for developing UMKM is distributed through the special financial agencies such as the bank for industrial development and agribusiness. The commercial banks are hoped to be able to participate in the sector by quota of credit, subsidy, tax income, and guarantee for failure.

Objective: Drug management consists of planning, storing and distribution. It is one of the important duty of Public Health Department of North Sumatra Province. Poor drug management will give a negative impact on service quality. This research aimed to evaluate the management of drug programs for tuberculosis (TB) in 2017, 2018 and 2019 in the Public Health Department of North Sumatra Province. The research was conducted in July - September 2019. Method: This research was descriptive with quantitative data obtained retrospectively and concurrently. Qualitative data were obtained through observations and interviews with informants. The data obtained were analyzed using indicators and compared with the results of the research. Result: The result of the research showed that planning, storing and distributing drug for the TB program in the Public Health Department of North Sumatra Province had not fully met the indicator standards. This was indicated by the 6 indicators which had not met the standard, that were the accuracy of planning; planning deviations; level of drug supply; percentage of expired drug; Inventory Turn Over Ratio (ITOR); the average time of drug vacancies and the percentage of dead drug stock and 3 indicators had met the standards, which were the percentage of expired drugs, the structuring system of drugs and the matching of the number of real goods with stock. Conclusion: the conclusion of this research is drug planning of Public Health Department of North Sumatra Province uses consumption method of previous period. Storage of drugs uses the FIFO/FEFO system. Drug distribution in the North Sumatra Provincial Health Office is based on requests from the District/City.

Why Alice is not in Wonderland? Countering the militarized status quo of Cyprus is a narrative, part of the author’s diary. It is a reflection on a critical spatial practice, a performative event, titled “Alice in Meridianland… or the counter-militarization action”, part of the Buffer Fringe Performance Festival, Nicosia, Cyprus, 2019. The critical spatial practice comments on Cyprus’ actual militarization status by offering alternative urban imaginaries for the urban commons of an island without armies. It has taken place along a loop of streets and public spaces both in the north and the south parts of divided Nicosia. “Alice in Meridianland” is a camouflage tactic to conceal its anti-militaristic nature while crossing the guarded checkpoints into the city’s north part. Two tricycles, pulling 3-meter long banners, have followed the loop in opposite directions, three times. They met at designated areas and formed instant spaces of playful interaction. The narrative unpacks the entanglements between the performative event and the city’s users of the streets and public spaces. It unfolds how the event has generated new associations between the public spaces and the feelings of the participants and of the author. How it readjusted their mental maps and urban imaginaries. The narrative is a reflective tool for critical spatial practices in producing situated knowledge.
