The strategic role of the agricultural sector in the national development includes: providing food for the Indonesian population, foreign exchange earners through exports, supplying industrial raw materials, increasing employment and business opportunities, increasing regional income, alleviating poverty and driving the movement of other economic sectors. In fact, until now the agricultural sector still faces many problems. Government policies that are not in favor of the agricultural sector are obstacles to the development of the agricultural sector. The government is more concerned with the industrial sector because the industry sector has been claimed to provide high income compared to the agricultural sector. Investors are also more interested in investing in the industrial sector than in the agricultural sector. The purpose of this study is to see the magnitude of the relationship between agricultural sub-sectors, both in the future and backward, in the Indonesian economy, seeing the magnitude of the influence of the agricultural sector on the increase in total output, community income, and absorption of Indonesian labor, and see what agricultural sub-sectors can be classified as a leading commodity, potential and lagging commodity in Indonesia based on the ranking of the forward and backward linkages, the agricultural sub-sector that can be classified as a sector that triggers economic growth, the income generating sector and the labor absorption sector based on the number multiplier

Climate change has severely affected water resources (WRs) today, highlighting the importance of promoting education on WR adaptation (WRA). The goal of WRA education is to cultivate learners’ cross-oriented system knowledge (COSK), responsibility for WR environment (RWRE), value of public benefits (VPB), and empathy and negotiating thinking (EaNT). This study developed an issue-situation-based board game, namely Water Ark, to enhance participants’ WR knowledge. In this study, participants were divided into four groups with each playing the role of a WR-related organization: the government, agricultural sector, industrial sector and public guild. Scales and interviews were used to assess participants’ performance. The findings revealed that during the game, participants gradually changed from profit-oriented self-interest strategies to altruistic strategies based on social public benefit. Furthermore, after playing Water Ark, participants’ COSK, RWRE, VPB, and EaNT were found to have improved substantially. Thus, Water Ark is believed to be a useful tool for assisting WRA education.

English
Agricultural sector has a very strategic role in the national development. Nevertheless, the agricultural sector still deals with some problems, e.g. lack of capital for farmers and agricultural business. National banks, theoretically, have a significant potential for agricultural financing because of their core business as the financial intermediary institution. However, the facts show that national banking credit to the agricultural sector is still limited, that is less than 6 percent. This paper aims to review potential, role and the constraint of national banks in financing the agricultural sector. The study shows that the lack of financing in the agricultural sector by national banks caused by high risk in the agricultural sector, complicated term in credit proposal, poor management of agricultural businesses due to its micro-small scale, and limited competence of bank in the field of agricultural finance. The government tries to increase agricultural finance through increasing budget allocation to this sector, improving effectiveness of state budget funds, or formulating an alternative financing scheme in accordance with the characteristics of agriculture.

Economic resource planners have continued to harness proven empirical link amongst various sectors of the economy for effective policy formulation and implementation of successful growth and development strategies. The Agricultural sector is one of the sectors that have consistently contributed to other sectors of the economy in terms of provision of raw materials, food and employment to the growing population; however, the need to understand the forward and backward linkages between the agricultural sector output and other sectors’ output has prompted this study. This paper investigates the causal link between the Agricultural sector output and Industry, Construction, Trade and Services sectors output using quarterly times series data extracted from the annual statistical bulletin of the Central Bank of Nigeria from the first quarter 2010 to the fourth quarter 2018. The study departs from the traditional static Leontief Input-Output approach by employing dynamic modern techniques like the Granger Causality, Vector Autoregression, Impulse Response and Variance Decomposition analyses. The results indicate the existence of bi-directional causal chain effect linkages between agricultural sector output, services, construction and trade outputs while a unidirectional causal linkage is found running from industrial sector output to agriculture. All the sectors drive agricultural sector output and agriculture stimulates other sectors except the industrial sector. In specific terms, it takes approximately two to four quarters for most sectors to respond to the impact of shocks emanating from the other sectors the economy. For the agricultural sector to play its pivot role as the driver of other sectors the study suggests that should be remodeled in such a way that its outputs meet industrial sector requirement.

The study concluded that, across the country women access to education is still low as the gender disparity in the enrolment of women into all level of educational institutions has widened over the years. To bridge this gap, the government should as a matter of urgency create and implement policies capable of promoting gender balance in access to education across the country, by insisting on the enrolment of a higher percentage of girl child in schools from primary schools. The government should also create policies that can remove institutional and artificial barriers based on culture, religion and traditional considerations impeding women from contributing to economic development.
