The goal of this paper is to provide better information of Government Performance Accountability System (SAKIP) implementation in Indonesian District Governments to policy makers. This study utilizes the evaluation result of Government Performance Accountability System (SAKIP) 2010 to analyze the effort of 273 District governments in Indonesia in implementing the SAKIP.The research question of this paper is:  do auditor’s opinion and number of population have significant different to the SAKIP score?  To investigate what factors that determine the score of Government Performance Accountability System (SAKIP), several theories as well as a logical thinking were taken to figure out the research question.  Those theories as well as logical thinking reveal that revenue and spending, seize of population, area, poverty level, human development index, auditor’s opinion, number of government employee and education level government employee tend to correlate the SAKIP score.Two hypotheses have been chosen in this paper: 1) higher level in Auditor’s Opinion more likely will increase the SAKIP score evaluation, and 2) size of Population has significant different to the SAKIP score.  Result shows we have to reject all the null hypotheses.

All Government Agencies have to arrange the Performance Report every year. That is a form of the affirmation of the Performance Accountability has been done by the application of accountability system of the government agency performance (SAKIP). SAKIP is one of program to Bureaucrat Reformation. For knowing how far the government instances to implement the SAKIP and also to support that there is the raising of government performance, so it is important to do the evaluation of Implementation of SAKIP. This research is for knowing how the evaluation of the implementation of accountability system of the government agency performance (SAKIP) at Law Government Office, Kepri Province. The method of this research uses literature study by journal, book, article and also interview the resource directly. The result of the research is to show that SAKIP has a function to make easier in monitoring and making working plan, reporting and evaluating the performance. SAKIP is done by Law Government Office, Kepri Province has done as the expectation. So, it can help the Government to create the region development.

Government Performance Accountability Report (LAKIP) as a part of Government Performance Accountability System (SAKIP) has an important role in good governance implementation in every government agency. This study aims to observe the implementation of SAKIP in oreder to achieve good governance in Padang State of Polytechnic (PNP). Based on LAKIP review by Directorate General of Higher Education in 2011, PNP got “Adequate” result. The LAKIP review result increased in 2012 and 2013. Data was collected through questionnaires based on government agency performance accountability woking paper relesed in Regulation of the Minister of State for Administrative Reform and Bureaucratic Reform Number 13/2010. Items to be evaluated are (1) performance planning (Strategic Plan/Renstra), Annual Performace Plan/Renja, and Performance Establisment), (2) performance meaurement, (3) performance repoting, (4) performance evaluation, and (5) performance achievement.

Background/Context The Supreme Court's June 2007 decision on the Parents Involved in Community Schools v. Seattle School District No.1 (PICS) provides an important context for school districts and educational policy makers as they consider the role of race in school assignment. The PICS decision has been described as essentially “undoing” the 1954 Supreme Court decision in the Brown v. Board of Education of Topeka case that ended de jure racial segregation. Purpose/Objective/Research Question/Focus of Study Given the rhetoric that education in the United States is the “great equalizer,” this conceptual article considers how the PICS decisions impact notions of educational equity and self-determination for African Americans. Research Design This article provides a conceptual analysis of the PICS decision and educational equity. Conclusions/Recommendations The author recommends that despite the PICS decision, school administrators and policy makers continue to consider how race impacts school assignment to ensure that public schools are democratic institutions that are racially and educationally equitable.

The emergence of the Internet of Things (IoT) as the new paradigm of Information and Communication Technology (ICT) and rapid changes in technology and urban needs urge cities around the world towards formulating smart city policies. Nevertheless, policy makers, city planners, and practitioners appear to have quite different expectations from what smart cities can offer them. This has led to the emergence of different types of smart cities and pathways of development. This paper aims to answer the research question: When comparing a selection of smart city projects, can we classify pathways for their implementation? We do this by using a cross-case research design of four cities to explore commonalities and differences in development patterns. An input-output (IO) model of smart city development is used to retrieve which design variables are at play and lead to which output. The four cases pertain to the following smart city projects: Smart Dubai, Masdar City, Barcelona Smart City, and Amsterdam Smart City. Our analysis shows that Amsterdam is based on a business-driven approach that puts innovation at its core; for Masdar, technological optimism is the main essence of the pathway; social inclusion is the focus of Barcelona Smart City; and visionary ambitious leadership is the main driver for Smart Dubai. Based on these insights, a classification for smart city development pathways is established. The results of the present study are useful to academic researchers, smart city practitioners, and policy makers.

<p>Water is at the core of many current and future global challenges, which involve hydrological, technical and social processes. Therefore, successful interdisciplinary research on how water-related issues interact with human activities, actions and responses is increasingly important. Qualitative data and diverse perspectives provide much-needed information to improve our understanding and management of water-related issues. To collect this information, hydrologists are increasingly conducting fieldwork with human participants (e.g. individuals, policy-makers, community leaders, government representatives, etc.) themselves, and collaboratively with others. Although collaboration between hydrologists and social scientists in interdisciplinary projects is becoming more common, several barriers, including lack of understanding and experience, can result in hydrologists and social scientists remaining somewhat separate during research, leading to suboptimal research outcomes. Hydrologists who are planning and undertaking fieldwork involving human participants may be underprepared because they are unfamiliar with key social science approaches and concepts. Therefore, here, we help guide hydrologists to better understand some important issues to consider when working with human participants, to facilitate more collaborative research.</p><p>As a group of social, natural, and interdisciplinary scientists, we discuss a number of important elements of fieldwork involving human participants that hydrologists might be unfamiliar with, or might have different approaches to than social scientists. These elements include good ethical practice, research question frameworks, power dynamics, communication of science (e.g. participatory mapping, photovoice, videography, and interactive graphs), and post-fieldwork reflections. There are also issues to consider when working collaboratively with social scientists, such as vocabulary differences and different methodologies and data collection approaches (e.g. interviews, focus groups, questionnaires, workshops, ethnography).</p><p>We believe that by introducing hydrologists (and natural scientists in general) to some of the key considerations when working with human participants in the field, more holistic, ethical, and successful research outcomes can be achieved. We also want to stress that collaboration with social scientists stays important and research ethics, design, participant involvement, and results, may be compromised without the input and experience of social scientists themselves. Facilitating these collaborations between the natural and social sciences will improve interdisciplinary water research, resulting in a better understanding of the interactions between water and society.</p>

Purpose The purpose of this paper is to address two research questions: which are the key factors that stimulate entrepreneurs to invest in ecopreneurship, and how ecopreneurhsip contributes to environmental sustainability. Design/methodology/approach To answer these questions, a framework has been developed to identify the incentives that lead entrepreneurs to invest in firms in the ecopreneurship through institutional and resource-based thinking. Findings From a survey of 91 Greek firms from the green service sector, it is shown that some specific institutional and resource-based view factors play a critical role in green entrepreneurs’ decisions, as well as some certain environmental practices that are frequently used by entrepreneurs to address environmental issues. Research limitations/implications First, the answer of the second research question through data collected by a questionnaire survey may be faced with skepticism by some authors, as it could be seen that entrepreneurs and managers of firms could have overstated their company's environmental activities. Second, although the sample selection of 91 firms is a representative sample (response rate 12.35 percent) of the total population of Greek green firms (761) and equal to other relative studies, a higher number of firms and a wider variety of green entrepreneurship ventures is necessary in future research. Practical implications The findings are useful for scholars, practitioners and policy makers since it provide information regarding the behavior of green entrepreneurs. Originality/value The paper analyze the types of green entrepreneurs in relation to the different features and strategies which are emerged from two theories, such as institutional and resource-based theory.

In order to encourage the creation of performance accountability, government agencies need an accountability system so that they can operate efficiently and effectively to realize the transparency of government agencies and maintain public trust in the government, especially the City Government of Manado. This study aims to investigate and describe the System Manado City Government Especially at the Tourism Office. The research method used is descriptive analysis method. The results of this study indicate that the Implementation of the Performance Accountability System of the Manado City Government Agency can improve better transparency where this system is an integration of the planning system, budgeting system, and performance reporting system that is in line with the implementation of the financial accountability system. In this case, each agency, both the leader and the work device, is obliged to record and report on the use of state finances and their suitability with the applicable rules, but in the implementation there are still several obstacles, namely Human Resources that are less understanding and lacking in coordination between providers and trustee / budget users in the institution so that there are differences in the report documents obtained.

This article explains the urgency of an audits performance (value for money audits) in creating of performance accountability at cityor district government instance. This study was conducted by literature study with reference to a number of previous study and related regulations. The results of the study indicate that performance is a formal evaluation instrument for the government program. It helps to increase the public accountability by providing information concerning the government performance that may not be accessible to the public. The understanding of this concept and its implementation will enable to achieve optimal accountability for the public sector. It is concerned about performance audits centered on economic achievement, efficiency, and effectiveness depend on the existence of regulation, planning, assessment, authorization and control over the use of its resources. It is the responsibility of the public policy makers to establish the arrangements and to ensure that they are functioning appropriately. The responsibility of the internal auditor is to independently verify that execution of activities by policymakers have complied with the basic standards.

This study aimed to understand how the ideology of Gramsci hegemony thought be internalized into implementation and evaluation of Performance Accountability System of Government Institution (SAKIP) in Malang. This study was qualitative research by using a critical case study approach. Data collection of research was conducted by several techniques such as observation, semi-structured interview, and documentation with a key informant and several supporting informants. Data analysis in this study was thematic data analysis where it was used to identify and analyze the meaning pattern in a data set. The result of the study showed that ideology had an important role in maintaining hegemony in the implementation and evaluation of SAKIP in Malang. Ideology was internalized through a continuous socialization process, desk, and technical guidance that created awareness and fairness thus it formed a hegemonic culture. The results were expected to able to contribute theoretically, strengthening and enriching the theory of hegemony in the implementation and evaluation of SAKIP. In addition, the results of this study were expected to contribute practically to the Central Government's policies related to the implementation and evaluation of SAKIP that did not burden local governments.

Mastery of writing is important for ones’ success in life and instructional materials are used to support this mastery. The purpose of this study was to describe how instructional materials contribute to learners’ mastery of writing. The research question was; “How does the type and manner of use of instructional materials support learners’ mastery of writing?” This study followed a qualitative multiple case study design. Data was collected from three schools. Seven teachers and twenty one students were purposively selected from the schools to participate in the study. Data was collected using interviews, focus group discussions and documentary analysis. Findings portrayed that although participants were aware of the support other materials like textbooks and technology give to writing mastery, due to certain constraints, the most common materials used were examination past papers. We therefore recommend that the policy makers and other stakeholders provide an environment that supports the use of other types of instructional resources to support writing mastery.
