The government in 2012 held a Non-Livable House (RTLH) program for the poor which aims to improve the condition of the house as a whole and partly so as to create a decent home.             In 2017, there were only 227 recipients of the RTLH Program in Pandeglang district (23.03%). This shows the inequality of program assistance. In fact, some regions did not get the program at all. Some are not right on target for the RTLH program. Another problem is due to the limited budget for the RTLH Program, while the number of people who need a lot.             Qualitative research was used in this study. There are 24 informants obtained by Purposive techniques. The focus of this research is how the Implementation of Non-Eligible Houses (RTLH) Program Policies in the villages of the District of Labuan in Pandeglang Regency using the theory of Charles O ’Jones which consists of three dimensions, namely: organization, interpretation and application.             Based on the results of the research and processing of the data, it can be concluded that the Implementation of the Policy for the Non-Eligible Houses (RTLH) Social Rehabilitation Guidelines for the poor in the Pandeglang District Social Service has not gone well. The successful implementation of the Non-Eligible Houses (RTLH) social rehabilitation policy for the poor in Pandeglang District Social Service has not been fully successful.

This paper examines the maslahah analysis of  practice of determination of the highest price of 3 kg LPG in Panca Lautang, Sidenreng Rappang Regency, consisting of three problems, namely; 1) what is the practice of determination of the highest price of 3 kg LPG in Panca Lautang, Sidenreng Rappang Regency?; 2) how is the effectiveness of Perda No. 12 of 2014 concerning LPG 3 kg in Panca Lautang, Sidenreng Rappang Regency ?; 3) how is the implementation of maslahah values in the practice of setting the highest retail prices of 3 kg LPG in Panca Lautang, Sidenreng Rappang Regency?.This paper uses qualitative research methods. The focus of the study is the determination of the highest price of 3 kg LPG. Location of study in Panca Lautang, Sidenreng Rappang Regency.The results of this study indicate that1) The practice of the determination of the highest price of 3 kg LPG in Panca Lautang, Sidenreng Rappang Regency, was found that Pangkalan still ignored regional regulations, due to several reasons such as transportation costs, capital, and the uncontrolled distribution chain; 2) Effectiveness of Perda No. 12 of 2014 concerning LPG 3 kg in Panca Lautang, Sidenreng Rappang Regency to implement retail prices is considered ineffective even though the Government intends to protect the public from arbitrary prices, and provide guarantees of justice; 3) The implementation of maslahah values in the practice of setting the highest retail price of 3 kg LPG in Panca Lautang, Sidenreng Rappang Regency is legal protection for consumers in setting the highest retail price, fighting for consumers or the poor to get their rights.

This type of qualitative research approach through Phenomenology, as for the results of the research is thequestion of poverty in Indonesia is very Give attention not just the poor in terms of material, but also poor in terms of education, insight, so that they tend to think short and practical become a beggar is a quick for get money, so initially tried, eventually became the favored things then become a habit that is handed down to their children, the handling of beggars in the city It is one of the classic issues from year to year, their presence gave the impression, that it is as though the Government has not been optimal in paying attention to them, the presence of beggars is homework is not just the Government, but private parties , the world of education and all stake holders need to cooperate in addressing the issue.

Slum areas can generate bad impacts on health and the environment. Thus, the government of Surabaya city arranges TAHU PANAS innovation through a social rehabilitation program for unfit for habitation to overcome. The program has achieved good output. This is evidenced by an increase in program beneficiaries every year, a decrease in the percentage of slum areas, and an award from the Ministry of PANRB as an outstanding innovation. This research aimed to determine and describe the success of the implementation process of this program in overcoming slum settlements in Surabaya city. The success of this implementation can be understood by the theory of policy implementation by Hill & Hupe as an analysis tool. We used qualitative methods through document analysis to discuss these issues. The results showed that the implementation process seen from the characteristics of the policy was optimal because the level of ambiguity and conflict was low; policy formation is adequate in terms of policy objectives, policy standards or targets, human and financial resources as well as incentive policies; the policy transfer process is quite clear and detailed; the effect of the implementor response is quite optimal both in terms of disposition and behavior; horizontal relations between organizations are adequate; positive target group response; and the policy environment that has supported the running of the policy. The implementation process in this program to tackle slum settlements in the city of Surabaya is optimal enough, thus, successful implementation can be achieved.

The local government as a system, organizationally, has the public relations (PR) board which should ideally have a large capacity in supporting management of policy development.This study is intended to describe the existence of PR to support the successful implementation of relocation policies of street vendors in the Yogyakarta City. This research is a qualitative research with the unit of analysis is the staff of PR and information from the government of the Yogyakarta City. The problem to be questioned is to what extent of the local government PR are performing the function and roles based on the main duties and functions which is set based on, theoretically, the essence of the ideality. The results showed that the success of the relocation of street vendors in the Yogyakarta City performed collaboratively between PR and its stakeholders. Processes and mechanisms impasses through the stages of fact-finding, planning, and negotiation. PR is not involved directly in the process of communication and negotiation to street vendors, but it is become a bridge of information, mediator, and facilitator in the process of relocation. Media of communication which widely used are mass media and interpersonal media. Both kinds of media are used by PR board and its stakeholders in creating the awareness of the street vendors to be relocated.

The Government of the District of Temanggung implements the District Area Budget Ceiling Economic Program (economic PWK) to alleviate poverty towards acceleration of people's welfare improvement. Through the economic PWK, Temanggung Regency government provides a number of revolving working capital funds to poor communities at the district level as a means of capacity building and empowerment of communities both individually and in groups.  Using descriptive qualitative research methods, this study aims to analyze the implementation of the program in Selopampang District in Temanggung Regency based on input, process, output, and outcome indicators. This research found that the implementation of economic PWK in Selopampang District, Temanggung District helped the poor in increasing economic and social capacity. Beneficiaries claim experiencing capacity improvement in terms of meeting their daily needs, accessing capital to build a business, and displaying their social roles in the community.

The School Literacy Movement (GLS) is a policy issued by the government to overcome the problem of education and improve the basic literacy abilities of students. SDN 6 Pekanbaru is one of the schools that has implemented GLS at the familiarization stage well. Therefore, this study aims to determine the basic literacy skills of students in low classes through the implementation of GLS in SDN 6 Pekanbaru. This study used qualitative research conducted through observation and interviews about the implementation of GLS and students’ basic literacy skills with teachers and students in classes I and II. The results showed that GLS was able to improve the phonetic abilities of students by achieving a very good level of the ability to read and pronounce combinations of letters. The increase of students' vocabulary comprehension ability was seen where most students were able to know the meaning of words and retell the contents of books with theme daily activities. From the research findings, it was concluded that GLS improved the basic literacy ability of low-class students at SDN 6 Pekanbaru.

El artículo analiza la diplomacia pública del gobierno de Lázaro Cárdenas centrándose en su opción por publicitar la pobreza nacional en el extranjero, especialmente en Estados Unidos. Se plantea que se trató de una estrategia inédita, que accedió a poner en riesgo el “prestigio nacional” con el fin de justificar ante la opinión pública estadounidense la necesidad de implementar las reformas contenidas en el Plan Sexenal. Aprovechando la inusual empatía hacia los pobres en tiempos del New Deal, se construyó una imagen específica de pobreza que fuera higiénica y redimible. Ésta, sin embargo, no generó consenso entre los mexicanos. This article analyzes the public diplomacy of the government of Lázaro Cárdenas, focusing on the administration’s decision to publicize the nation’s poverty internationally, especially in the United States. This study suggests that this was an unprecedented strategy, putting “national prestige” at risk in order to explain the importance of implementing the reforms contained in the Six Year Plan, in the face of public opinion in the United States. Taking advantage of the increased empathy felt towards the poor during the New Deal, a specific image of hygienic and redeemable poverty was constructed. However, this strategy did not generate agreement among Mexicans.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.
