With the growing level of competition in the global and national tourism markets, the issues of assessing the attractiveness and potential of the tourist and recreational sphere of the regions become especially relevant. There are several approaches to solving these problems, each of which has its advantages and disadvantages, a specific information base and options for application in practice. The purpose of the study is to develop methodological frameworks for assessing the potential of the tourist and recreational sphere of the regions in terms of its attractiveness, which will determine the attractiveness of this area for Ukrainian and foreign investors. The article considers the tools for studying the tourist and recreational potential of the regions, which, in contrast to the existing ones, includes an assessment of the attractiveness of the tourist and recreational sphere of the regions; analysis of the contribution of the tourist and recreational sphere to the economy of the regions; identification of the importance of factors influencing the formation and building of the potential of the tourist and recreational sphere of the regions. The methodological approaches to the integrated assessment of the attractiveness of the tourist and recreational sphere of the regions proposed by the author, in contrast to the existing ones, are based on the identification of the resource structure of the attractiveness of the tourist and recreational sphere in terms of four sub-indices (index of cultural attractiveness, index of attractiveness of recreational resources, index of attractiveness of tourist infrastructure and index of investment attractiveness of tourist and recreational sphere) for the development of sound mechanisms of regional marketing in the Ukrainian and foreign markets of the tourist product. The developed methodological approach is based on the use of the parametric method, which due to the ranking of standardized values of the main indicators of the tourist and recreational sphere of the regions, allows determining their place in the national rating of attractiveness. The practical use of the developed approaches will allow ensuring the efficient use of available tourist and recreational resources, increase the investment attractiveness of the territory for Ukrainian and foreign investors identify problems of potential use and create conditions for overcoming them, which will increase the competitiveness of the proposed tourism products, as well as on the basis of problem-based approach to justify the tools for implementing national and regional targeted programs for tourism and recreation. Urgency of the research. In the conditions of instability and uncertainty of the processes that affect people's security and human development, the importance of preventing and avoiding negative environmental impacts highlighted the issue of assessing the human development security. Target setting. The formation of human development security is carried out under the influence of various factors, which are difficult to prevent in a timely manner, but with the help of a comprehensive assessment of this process it becomes possible to develop of a mechanism for anticipating and preventing the losses of human development. Actual scientific researches and issues analysis. The issue of developing methodological support for measuring human development and human security was considered by foreign scientists: Mahbub ul Haq and A. Sen, M. Peleah and A. Ivanov, David A. Hastings and others; and Ukrainian scientists: O. Vlasyuk, T. Ivashchenko, E. Libanova, O. Makarova and O. Gladun and others. Uninvestigated parts of general matters defining. Based on the work of foreign and domestic scientists, the issue of a comprehensive assessment of the human security development process has not been investigated. The research objective. To develop a sequence for the development of a scientific and methodological approach to analytical support for the assessment of human development security. The statement of basic materials. In the article a critical analysis of existing methodological approaches to the assessment of human development and human security was systematized and conducted. The methodical approach to the analytical support for assessing the security of human development, which will provide the most complete measurement of the process, is substantiated. Conclusions. Taking into account the advantages and disadvantages of methodological approaches to the assessing of human development and human security has allowed to form a sequence of development of a scientific and methodological approach to analytical support for assessing the security of human development.

Introduction. Effective and stable functioning of agrarian business entities in today's economic environment requires consideration of external threats and risks, which actualizes the need for security management as a multifaceted phenomenon, some aspects of which have not been sufficiently studied. That is why the study of organizational and legal security, and especially the development of methodology for its evaluation is considered urgent and timely. The purpose of the study is to develop a methodological approach to assess the level of organizational and legal security of agrarian business entities. Results. Existing approaches in determining economic security have been investigated in order to substantiate the methodology for evaluating organizational and legal security: functional, indicator, expert, matrix, system, resource and functional. Their advantages and disadvantages are identified. The models of methodological approaches to assessing economic security in terms of types of indicators have been generalized. The author's methodical approach to the assessment of organizational and legal security is proposed as a qualimetric model, which covers 2 components, each of which is decomposed into spheres. The organizational component includes the following: the organizational structure effectiveness, the power hierarchy, the system of powers delegation and the motivation system. The legal component combines: product quality control, sales process, payroll and annual leave, introduction of all forms of reporting, financial discipline, control of environmental standards. The essence of the methodological approach involves peer review on the scale developed. The description of the four ranges is provided for the resulting values (safe state, sufficiently stable, presence of tangible problems, unsatisfactory state) for enterprises with two integral values for organizational and legal components. The existing nature conservation objects that are part of the Dnistrovskyi Regional Landscape Park are characterized and mapped. There are more than sixty different types of WFD objects in and around the park. All objects are tabulated. Also, geological, geomorphological, hydrological objects have been identified that have scientific, recreational and educational value, which gives grounds for granting them conservation status. This is a large number of rocks of different ages (Silurian, Devonian, Jurassic, Cretaceous), which makes it possible to study the history and condition sof the territory. The location is mapped. Also on the map as places of interest are the places of manifestation of modern geomorphological processes. Fluvial, karst, gravity, erosion and other processes are most evidentin the park. The dynamics of karst processes haveled to the formation of numerous caves and cave formations, which are valuable from the scientific and recreational plan. A mong the hydrological and hydro-geological features are waterfalls, marshe sand ground water exits to the surface in the form of springs. Historical and cultural sites occurring with in and around the park are characterized and mapped. The seare objects of Paleolithic heritage (the oldestin Bukivna, Horodnytsia), Kievan Rus' period, ruins of ancient castles (Rakovetsky and Chekrnelitsky) and fotresses, lordlye states, ancient churches, of which there are more than thirty, existing and in active in the region. The most ancient are the village of Michalce), monuments of liberation competitions (hiding places) and places of great historical battles. It maps and describes the existing route sand objects of the tourist infrastructure of the Dnistrovskyi RLP. The park and surrounding areas haves ignificant natural and recreational potential. The presence of a large number of diverse natural sites make sit possible to create attractions for tourism development in the region. The presence of historical and cultural heritage en hances the use of the territory. New routes and proposals for improvement of the tourist infrastructure of the territory were developed: creation of an eco-educational visit center, placement of agroosel complexes, arrangement of places for stops during the Dniester alloys, creation of a network of tourist points at the places of passage of route sand places of rest of residents, development and in stallation of new information standsne are xisting tourist natural and historical sites in the study area. The purpose of the article is to improve approaches to assessing the effectiveness of innovative activities of the food industry and its individual subsectors to identify prospects for development and problems that can hinder the sustainable development of this area of production and the country as a whole. Research methods. The article uses the methods of theoretical generalizations and comparisons, which made it possible to comprehensively consider and generalize methodological approaches to assessing the effectiveness of innovation in industries. When systematizing the calculated data by the intensity of innovation costs, the methods of statistical classification and grouping were used. To achieve the goal of the study, the methodology for assessing the level of manufacturability of industries has been improved (the OECD methodology is taken as a basis), which made it possible to re-evaluate the effectiveness of innovative activities in sub-sectors of the food industry with an emphasis on the computerization of production. Research results. The article presents a methodical approach to assessing the effectiveness of innovation in the food industry. The study is based on the OECD methodology for assessing the manufacturability of industries, which is to calculate the weighted average cost intensity of R & D. The application of this approach to the food industry has confirmed the too low level of its innovative manufacturability. It was found that due to the lack of relevant statistics on R&D expenditures, it is difficult to assess the effectiveness of innovation in certain sectors of the food industry. It is proposed to solve this problem with the help of capital investment indicators, which are invested in the software of industries and are directly related to the level of computerization of technological processes. The obtained indicators of the intensity of software costs are ranked in descending order and divided into three groups according to the level of computerization, which characterizes the efficiency of innovation, as its level increases profits and profitability in industries. This will contribute to the goals of sustainable development of the country (including goals 2 and 9) and increase the competitiveness of the food industry. Scientific novelty. A methodological approach to assessing the effectiveness of innovative activities of sub-sectors of the food industry in Ukraine is proposed, which will contribute to the formation of a new look at the research methodology of this area of knowledge. Practical significance. Designed for professionals in the field of food industry economics, scientists, teachers, graduate students and students of higher educational institutions. The purpose of the article is to substantiate the theoretical and methodological approach to determining the key characteristics of the assessment of ecosystem assets of territorial communities related to water. The study considers the theoretical and methodological principles of assessing ecosystem assets for sustainable development of local communities. The initial methodological approaches of the accumulated world experience on the assessment of ecosystem services and ecosystem assets of local level territories in the context of three components (ecological, economic and social) in the context of water-related ecosystems are specified. An algorithm for estimating ecosystem assets is proposed. The key guidelines for assessing the ecosystem assets of territorial spatial entities based on European experience are revealed. The list of scientific recommendations for the assessment of water-related ecosystem assets to enhance the capacity of local communities and preserve and restore ecosystems is substantiated. The novelty of the study lies in the proposals for the implementation in Ukrainian practice of general approaches to the methodology of assessment of ecosystem assets and services, according to the recommendations of the international project of the European Commission “The Economics of Ecosystems and Biodiversity” (TEEB). The key Euro-benchmarks proposed by the author for the assessment of water-related ecosystem assets will help increase the investment attractiveness of spatial territorial formations and create preconditions for the development of a new economy on an ecosystem basis. Further research has prospects in the following areas: formation of a comprehensive strategic approach to the introduction of ecosystem asset valuation at the local level; development and introduction of effective methodological approaches to the assessment of ecosystem assets for the formation of investment attractiveness of the territory through the use of local natural resources, including water, as ecosystem assets of sustainable spatial development.

Currently investment and construction activities are based on the implementation of development projects. As any project’s success heavily depends on joint efforts of a project team members, there is an urgent need for a motivation system able to stimulate team members’ result-orientation and satisfy their individual needs. The Project Management Body of Knowledge (PMBOK) methodology is suggested as a basis for building a sound development team motivation system, with its motivational tools correlating to stages of project management. The purpose of this article is to build methodical approach to system of motivation of the development project team. The methodological approach is formed taking into account the correspondence of the goal and the type of motivation depending on the stage of project management, as well as on the basis of the principles of forming the motivation system of the project team. The result is a constructed conceptual model for the development of a motivation system for the development project team based on the principles of PMBOK. Methods of comparative, empirical, system and economic analysis were used to substantiate the propositions put forward in the article.

The article is aimed at substantiating the methodological approach to assessing the investment attractiveness of the food industry enterprise, taking into account its industry characteristics. The article describes the specifics of the activities of food industry enterprises, which can characterize the state of their investment attractiveness. The methodological aspects of assessment of investment attractiveness of enterprise are considered. The assessment of the investment attractiveness of a food industry enterprise is proposed to be carried out from the short- and long-term perspective. The methodology for assessing the investment attractiveness of the food industry enterprise is substantiated according to the following stages: formation of an information base of assessment; assessment of investment attractiveness elements and determination of their normative values by groups of financial coefficients; integral assessment of elements of the state of investment attractiveness; ranking of enterprises based on the results of the investment attractiveness assessment. Four groups of financial coefficients are distinguished in accordance with their economic content: liquidity (absolute liquidity ratio, coverage ratio); negotiability (negotiability ratio of total capital, negotiability ratio of current assets); financial sustainability (coverage structure coefficient, ratio of own and borrowed funds); profitability (return on assets, return on equity). The methodology allows, depending on the priorities and policies of the enterprise, its industry affiliation, investment climate, economic development conditions, to choose other criteria and indicators to assess the level of investment attractiveness. A methodical approach to the construction of an integral indicator of the assessment of investment attractiveness of enterprise and a factor map of its interpretation with the allocation of low, medium and high levels are proposed.

Based on a critical analysis of existing scientific papers in the field of assessing the quality of customs services and the activities of customs authorities as a whole, the need to develop a methodological approach to a comprehensive assessment of the quality of customs services has been revealed and substantiated. At the same time, an author’s approach to an integrated assessment of the quality of customs services has been proposed, which includes the principles of assessment, assessment directions, the method for calculating the overall integral quality assessment and specific indicators, which can be used to evaluate each of the directions.

Aim This study aimed to examine the quality of published paramedic scoping reviews against pre-existing frameworks to assess the extent to which they fulfil the requirements of this methodological approach. Subsequently, recommendations will be presented regarding improvements for future paramedic scoping reviews. Methods A scoping review was conducted guided by the PRISMA Extension for Scoping Reviews. A literature search was performed in six electronic databases as well as the grey literature to identify previous scoping reviews that focussed on paramedic or emergency medical service personnel. Relevant data were extracted from included articles and presented in narrative and tabular formats. Results The literature search initially identified 475 articles, of which 20 remained after title/abstract and full-text screening. There was a general increase in the number of studies published over time, the majority of articles (80%) had conducted their scoping review utilising published frameworks, and 75% of first authors were paramedics. Although many areas of these reports comply with published guidelines, there was an overall lack of consistency in the specific information included, the level of detail of that information, and the location of information within the reports. Conclusion All paramedic scoping studies should be reported with the use of a published framework to enable standardisation in the reporting, thus facilitating understanding, reproducibility, and utility. The PRISMA Extension for Scoping Reviews provides a checklist and thorough explanations of each step in the reporting process and is recommended for use with all future paramedic scoping reviews.

 The article systematized factors of investment attractiveness and investment climate in Ukraine. The expediency of supplementinganexistinglist of components of investment climate is substantiated by two additional factors. Themechanismo factionoftheproposedfactorsthatreflectthenegative effectin the developmen to freformsand innovations, aswellas the economic efficiency of construction projects on the financial result, expected from investigations, isrevealed. The trends in the developmen to finvestment activityinUkrainein 2015 - 2020, the existence of reserves for increasing the economic efficiency of investments and the need for their calculation witht hehelpof a special methodological approac hare analyzed. The methodical approach to the evaluation of investment efficiency of constructionis developed, which is based on the magnitude of the multiplier of capital investment in construction inthelong-termperiodandrefinedtheboundariesoftheretrospectivehorizon, which are necessary to determine such a multiplier. The rapid importance of aninvestment multiplier of construction isestablis hedand a methodological approach to qualitative interpretation of this indicator issubstantiated. The basis of a methodological approach is the results of a cluster analysis of aninvestment multiplier in the contex to fvarioustypesofconstructionandregions, the methodof K-medium, aswellaspostulatesofthetheoryoffuzzysets. Within the framework of the developed methodological approach, the "investment attractiveness of construction" characteristicsis presentedin the form of a fuzz yterm-shear, which combines three terms: "Lowefficiency", "averageefficiency", "highlevelofefficiency". Inaccordance with descriptiv estatistics of thereceived clusters, the parameters and type of functions of affiliation, the boundaries of clusters that directly affecttheuse of correctivea mendments to the value of the economic effectof capitalinvestment to the level of the contractor-executor of construction work are substantiated. The sizeofther is kfactorisestablishedtakingintoaccountthetypeofconstructionandmedium-layervalues ​​ofmultipliersofcapitalinvestmentinconstruction. Theuse of the proposed Metdic approach to the analysis of investment efficiency inconstruction makesitpossible to increase the accuracy of calculations on th epre-investmentst age of construction, aswellastoimprovemonitoring of capital investment development, carried out in the process of implementing national investment programs and international investment projects.
