The article is aimed at substantiating the methodological approach to assessing the investment attractiveness of the food industry enterprise, taking into account its industry characteristics. The article describes the specifics of the activities of food industry enterprises, which can characterize the state of their investment attractiveness. The methodological aspects of assessment of investment attractiveness of enterprise are considered. The assessment of the investment attractiveness of a food industry enterprise is proposed to be carried out from the short- and long-term perspective. The methodology for assessing the investment attractiveness of the food industry enterprise is substantiated according to the following stages: formation of an information base of assessment; assessment of investment attractiveness elements and determination of their normative values by groups of financial coefficients; integral assessment of elements of the state of investment attractiveness; ranking of enterprises based on the results of the investment attractiveness assessment. Four groups of financial coefficients are distinguished in accordance with their economic content: liquidity (absolute liquidity ratio, coverage ratio); negotiability (negotiability ratio of total capital, negotiability ratio of current assets); financial sustainability (coverage structure coefficient, ratio of own and borrowed funds); profitability (return on assets, return on equity). The methodology allows, depending on the priorities and policies of the enterprise, its industry affiliation, investment climate, economic development conditions, to choose other criteria and indicators to assess the level of investment attractiveness. A methodical approach to the construction of an integral indicator of the assessment of investment attractiveness of enterprise and a factor map of its interpretation with the allocation of low, medium and high levels are proposed.

The purpose of the article is to improve approaches to assessing the effectiveness of innovative activities of the food industry and its individual subsectors to identify prospects for development and problems that can hinder the sustainable development of this area of production and the country as a whole. Research methods. The article uses the methods of theoretical generalizations and comparisons, which made it possible to comprehensively consider and generalize methodological approaches to assessing the effectiveness of innovation in industries. When systematizing the calculated data by the intensity of innovation costs, the methods of statistical classification and grouping were used. To achieve the goal of the study, the methodology for assessing the level of manufacturability of industries has been improved (the OECD methodology is taken as a basis), which made it possible to re-evaluate the effectiveness of innovative activities in sub-sectors of the food industry with an emphasis on the computerization of production. Research results. The article presents a methodical approach to assessing the effectiveness of innovation in the food industry. The study is based on the OECD methodology for assessing the manufacturability of industries, which is to calculate the weighted average cost intensity of R & D. The application of this approach to the food industry has confirmed the too low level of its innovative manufacturability. It was found that due to the lack of relevant statistics on R&D expenditures, it is difficult to assess the effectiveness of innovation in certain sectors of the food industry. It is proposed to solve this problem with the help of capital investment indicators, which are invested in the software of industries and are directly related to the level of computerization of technological processes. The obtained indicators of the intensity of software costs are ranked in descending order and divided into three groups according to the level of computerization, which characterizes the efficiency of innovation, as its level increases profits and profitability in industries. This will contribute to the goals of sustainable development of the country (including goals 2 and 9) and increase the competitiveness of the food industry. Scientific novelty. A methodological approach to assessing the effectiveness of innovative activities of sub-sectors of the food industry in Ukraine is proposed, which will contribute to the formation of a new look at the research methodology of this area of knowledge. Practical significance. Designed for professionals in the field of food industry economics, scientists, teachers, graduate students and students of higher educational institutions. Abstract. The existence of threats to economic security can become a factor in the development of an imbalance in the functioning of economic entities of any level of activity. Support and patronage of constant indicators of economic security today is one of the main tasks of state policy, since the economic sphere has both direct and indirect impact on various types of national security. Only under the condition of full provision of all aspects of security is it possible to implement a programmed economic growth, improve the standard of living of ordinary citizens, as well as the all-round development of all spheres of the state. For today's economy of the state, in the context of the desire to be a full-fledged member of the world economic society, it is especially important to solve the problem of ensuring continuous socio-economic development, creating mechanisms to counter exogenous and endogenous threats, improving the welfare of citizens, as well as developing a powerful system of international economic relations. The degree of influence of exogenous and endogenous threats on the level of the country's economic security is variable, taking into account the dynamic conditions of the life of society, the national and world economy. The task is to form a model of countering the main threats to economic security in the context of protecting national interests. The main purpose of the study is the formation of a methodological approach to countering the main threats to economic security in the context of protecting national interests. The research methodology includes the use of a graphical method to reflect the main results of the study. Also, from the general methods, the abstract-logical method should be distinguished, which was used to form appropriate conclusions based on the results of the study. Of the specific ones, let us single out the modeling method, which made it possible to form an appropriate composition of the main ways to counter the main threats to economic security in the context of protecting national interests. The study is aimed at developing and implementing a theoretical and methodological approach to identify promising areas in scientific and scientific and technological activity in Ukraine. The following general and special methods are used: logical analysis (to determine the state and trends in the development of scientific and scientific and technological activity in Ukraine and other countries); modeling and prognosticating (to create prognostic models of scientific support for economic development); analysis and synthesis (to determine the priority areas of scientific and scientific and technological activity, general-purpose technologies and areas of scholars training); fuzzy logics (to identify sectors of economy, promising for scientific and scientific and technological development, and priority areas in scientific and scientific and technological activity. The suggested theoretical and methodical approach to substantiate promising guidelines for scientific and scientific and technological activity in Ukraine requires the following: analysis of current trends and assessment of global guidelines for scientific and scientific and technological activity; identification of promising economic sectors of Ukraine as for ensuring scientific and scientific and technological activity, and assessment of scientific support for their development; substantiation of the choice of promising general-purpose technologies and areas of scientific and scientific and technological activity in the country; substantiation of training areas for scientific personnel; identification of priority areas in providing scientific and scientific and technological activity that enables taking into account both global economic development trends and features, and the state of scientific and scientific and technological activity in the country. The use of the suggested theoretical and methodical approach has made it possible to substantiate the main topics of the activity in question and promising general-purpose technologies, which are aimed at ensuring the development of traditional economic sectors of strategic importance and high-tech industries, the development of which will increase the country's competitiveness and living standards in the future, i.e. meet the needs of all the stakeholders of scientific and scientific and technological activity (government, education, business, society).

The purpose of the article is to consider the empirical calculations of the level of de-shadowization of tax gaps in the system-compositional model of the fiscal policy of the state. The methodological approach to cointegration of the level of de-shadowization of tax gaps into the system-compositional model of fiscal policy is substantiated, taking into account the strategic determinants of financial and economic development of the state. The method of calculation of the integrated indicator of strategic alternatives is presented and represents the configuration of the modified system of fiscal innovations in relation to the taxation of economic entities. A methodical approach to estimating the level of de-shadowization of the tax gap on the income tax of economic entities is proposed. The level of unit testing of variables of de-shadowization of tax gaps from indicators of financial and economic development of the EU and Ukraine is analyzed. It is concluded that one of the most influential factors today is the de-shadowization of the economy. The future directions are the research of the ways to improve Ukraine’s fiscal policy.

The regions’ position in national competitive ability and the rankings of a country in global competitive environment is defined by innovative vector of economy development, the level of economic entities’ innovative activity, availability of fundamental and applied developments, technology transfer and integration of science and production, etc. Therefore, the issues of maintaining the development of innovative entrepreneurship in a region as an important direction of economy’s competitive ability at internal and external markets are the most relevant. The paper aims to develop a methodological approach to evaluation of innovative entrepreneurship development in the regions of a country. A review of existing methodological approaches to the analysis and evaluation of the development of innovation entrepreneurship in the regions of the state is outlined. The author's vision of the methodology of analysis and evaluation of the development of innovation entrepreneurship of the regions of the state is presented. The proposed methodology contains the following structural elements: the choice of the objective, object and tasks of the assessment of the development of innovative entrepreneurship in the region, the choice of methods for assessing the development of innovative entrepreneurship in the region, the choice of directions for assessing the development of innovative entrepreneurship in the region (assessment of the stages of innovation business development in the region, assessment of forms of integration of innovation entrepreneurship, the estimation of entrepreneurial income), the choice of a system of indicators for assessing the development of innovative entrepreneurship in the region, a comprehensive assessment of the level of innovation entrepreneurship in the region.

The purpose of the article is to analyze and substantiate the development of tourism business in Ukraine as a priority component of the national economy. The methodology of this study is to use analytical, spatial, geographical, cultural and other methods. This methodological approach provided an opportunity to carry out a complete analysis of the state of the tourism industry of the state and to draw some conclusions.The scientific novelty lies in the coverage of the real and potential resource potential for the development of the recreational and tourism sphere in Ukraine, detailing the measures for the country ‘s entry into the world tourist market. Conclusions. Analyzing the state and prospects of tourism business development in Ukraine, it should be noted that this industry is one of the priority areas for improving the economy of the country. Historical, cultural – ethnographic, gastronomic, sanatorium and resort potentials of the country will lead the country into world leaders of the tourism industry when creating favorable conditions for investment and proper marketing.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

Ethiopia’s mass-scale subsidized housing delivery programme has driven the rapid expansion of middle-income, mid-rise settlements on the outskirts of Addis Ababa, requiring the provision of infrastructure to newly developed areas. In the case of the Kotari housing project, established sanitation systems were deemed inappropriate for the site, resulting in the deployment of novel technology, a Membrane Bioreactor (MBR). Such decentralised technologies contribute to the heterogenous infrastructure configurations which characterise Addis Ababa’s sanitation landscape, reflected not only in material configurations but also in how they are governed. In this paper, we use the concept of ‘infrastructure interfaces’ as an analytical device to identify the key material connection points in the system. Working across scales, we scrutinise the governance arrangements at these critical junctures: the household, the block, the condominium, and the city. Our analysis challenges established understandings of infrastructural heterogeneity driven by the private sector, either through financialized elite infrastructures or informal survivalist practices. In Kotari, the state is the driver and the target is the lower middle class. Centring the state in these infrastructure configurations provides nuance to our understanding of how heterogeneity emerges. Our methodological approach accounts for governance at various scales, providing fresh insights into the relationality of infrastructure, particularly the human/technology interface and infrastructural failures. The case shows the importance of transcending binary readings of infrastructure configurations, such as on/off grid, state/private and formal/informal. Future work on the post-network city must go beyond simply denigrating or valorising alternative modes of service delivery.
