The current state and tendencies of development of the tourist market of Ukraine have been analyzed, taking into account interrelated factors of influence. The purpose of this article is to analyze the state and tendencies of development of the tourist market of Ukraine, to find out the place of tourist operators in ensuring its functioning. The goals of the research are subordinated to the achievement of the goal: to investigate the current state of development of the tourist market of Ukraine; to analyze the main indicators of activity of tourist enterprises; to find out the leaders of the tourist industry of Ukraine; to make an attempt to forecast the functioning of the tourist market of Ukraine in the near future, taking into account today's challenges. The attention is focused on the activities of tourist operators who are engaged in the formation and promotion of tourist routes, destinations and types of tourism, and therefore have a serious impact on the functioning of the tourism industry. Using official statistical information and publications of reputable Internet publications, the indicators of activity of tourist operators in the market of Ukraine have been analyzed, and the attention is focused on the activities of the most powerful ones. The most visited by Ukrainians of the country have been noted. It has been stated that tourist operators – leaders of the tourism industry specialize in the organization of holidays abroad, so there is reason to predict that in the future, the money of Ukrainians will continue to work for the economy of other countries, and domestic tourism will wait for better times. In order to increase the attractiveness of recreation in Ukraine, serious coordinated work of public authorities, tourist enterprises, business structures and public activists is needed. It has been noted that any forecasts are too early to be taken in connection with the coronavirus pandemic and the economic crisis. At the same time, there are reasons to predict an increase in the demand for recreation of Ukrainians in the country this year, since foreign countries, especially those most affected by the Covid-2019 epidemic, will not rush to open their borders to tourists. In the face of the current challenges, the study of aspects of the development of the tourism industry in Ukraine will undoubtedly remain on time, especially in the aspect of developing practical recommendations for optimizing its functioning. The article considers a set of issues related to the formation of sustainability in the state at different levels of government: national, regional and local, with an emphasis on the sustainability of territorial communities. The concept of "sustainability" is defined, the criteria of sustainability for national security and its components at the local level are analyzed, in particular, in the formation of affluent communities. Sustainability is considered in various aspects: as a component of national security and defense of the state, in relation to the concepts of "cohesion" and "national security". Financial stability is justified as an important sign of the viability of local communities. The role of civil society in shaping the sustainability of communities is revealed, as well as different views of scientists on the impact of civil society on sustainability are analyzed. The foreign experience of implementation of the basic principles of sustainability in the life of communities is studied. The most important component of sustainability is the ability of the community to consolidate to counteract harmful and dangerous external and internal influences. Open partnership of public authorities with business structures and the public should be a prerequisite for this. It is proved that in the conditions of decentralization and various internal and external challenges, civil society (active citizens and civil society institutions) can and should be a driver of community sustainability. It is assumed that the implementation of state policy to promote the development of civil society should create a solid foundation of democracy in Ukraine as a component of national sustainability. Since the systemic mechanisms for ensuring national sustainability in the Ukrainian state at both national and local levels are not yet fully formed, the development and implementation of comprehensive strategic decisions in this area requires proper scientific substantiation, which is why the author’s contribution to this topic.

Aim: The purpose of the article: To analyze the current state of the transport network development, the index of transport communication, the dynamics of the number of users of mobile communication services, on the example of Kyivstar Company in Ivano-Frankivsk region. Determine the role of transport and mobile networks in promoting and enhancing the development of tourism on the basis of multifunctionality, mutual permeability and complementarity of various elements of socio-economic systems. Methods – the study of communicative and its role in the development of tourism on the example of the Ivano-Frankivsk region is based on the combination of methods of sectoral and territorial analysis. In particular, a systematic approach is used for the study using comparative methods, statistical analysis, analytical analysis, etc. This methodology includes an analysis of the conditions and factors of tourism development within the administrative unit of Ukraine based on statistical data of indicators (types of vehicles and connections, number of arrivals / departures of passengers, directions of tourist flows from / to Ivano-Frankivsk region, etc.). Results – the article analyzes the impact of transport and mobile networks on the development of the tourism industry, for example, Ivano-Frankivsk region. The emphasis is placed on the index of transport communicativeness of the Ivano-Frankivsk region. The analysis of migration monitoring with the help of Kyivstar telecommunication operator was carried out, namely: citizens' migration in Ivano-Frankivsk, duration of their stay, geography of their arrivals. In comparison with the statistical indicators of the state of tourism development, external (country) and internal (oblast) donors of tourists are determined. The influence of communicativeness on the current state of the tourism industry is substantiated. Scientific novelty – for the first time, on the basis of sectoral-territorial analysis the state of development of the tourism industry through the prism of transport and mobile networks has been analyzed. The results of the research may form the basis for writing course papers, theses, preparation of lecture-practical material, monitoring of the national tourism market. Practical significance – materials of the publication, conclusions can be used during the educational process, preparing training for the national tourism industry, the practical activities of tour companies, to popularize the western region of Ukraine, on the example of Ivano-Frankivsk region on the external and internal tourist markets.

In 2020, China was able not only to effectively respond to the challenge associated with the threat of the spread of COVID-19 and to gain social and economic stability in the difficult conditions, but also to reach new targets. China’s specific experience in coping with the economic consequences of the pandemic cannot be fully transferred to foreign countries, but is an important example for the development of possible patterns of interaction between the state, the economy and society in the face of the crisis caused by COVID-19 pandemic.

In order to maintain an adequate standard of living for the population and adequate functioning of various sectors of the country, ensuring the tasks assigned to the state in the face of declining budget revenues, it is necessary to analyze the state budget in order to identify the potential for improving the effectiveness of budgetary policy.

The article provides an overview of the impact of the coronavirus pandemic on the tourism industry. The contribution of the tourism industry to GDP and employment of the population is also considered. In particular, the impact of the pandemic on insurance in tourism was considered. The tourism industry is one of those sectors of the Russian economy that was among the first to be hit by the novel coronavirus infection. We are talking about a blow not only viral, medical – after all, the first outbreak in Russia was a consequence of the return of citizens from foreign travel, but also a financial blow – due to the spread of COVID-19 around the world, current tours had to be interrupted, and those planned at a later date – cancel or reschedule. In such conditions, tour operators, travel agents, carriers and other participants in the tourist services market suffered serious losses.

The purpose of the article is presentation of research results of the tourism potential in Ukraine, analysis of trends in the development of startup environment, definition of measures, directions to ensure the development of startups in the tourism business. The object of study is the process of organizing startups in the tourism business. The subject of research is theoretical and practical aspects of the organization and prospects of development of startups in the tourism business of Ukraine. The methodological basis of the study is a system-analytical method that contributes to the theoretical generalization of scientific concepts, developments, proposals of leading domestic and foreign scientists on the problems of forming startups in tourism. Methods of economic and statistical analysis are used to study the current state and trends of startups in the tourism business of Ukraine. The scientific novelty of the article is that startup technologies are considered as an effective form of implementing innovative ideas in the tourism industry. Conclu- sions. Thus, today startup technologies in the tourism business are a key tool for effective communication of local authorities, public and business structures with a global audience of potential tourists. It is determined that tourism startup proj- ects are an effective tool for establishing partnerships between Ukrainian and international companies, which intensifies grants and direct investments, promotes the entry of Ukrainian tourism enterprises into world markets, is an effective mechanism for international presentation of new tourism products in Ukraine. The scientific results of the study serve as a theoretical and methodological, informa- tion-analytical and practical basis for streamlining the organization of startups in the tourism business of Ukraine. In general, the work provides an opportunity to assess the potential of the country, as well as to identify measures to ensure the development of startups in the tourism business.

This article examines the most pressing problematic issues of stagnation in the hospitality industry in Russia, associated with the new challenges of the coronavirus pandemic, both at the international and national levels. The author analyzes new trends and structural changes in the industry and assesses the prospects for overcoming the difficult crisis. The article presents specific proposals aimed at the restoration and constructive development of the tourism industry both for the authorities and administration to amend the adopted Strategy for the development of tourism in the Russian Federation for the period up to 2035, and for business structures, as well as travel companies. According to the author, the hospitality industry can still face serious shocks in the near future and the industry will not come out of the crisis without experiencing repeated shocks and border closings. Nevertheless, tourism is known for its ability to withstand economic downturns and can play a key role in reviving both the global and Russian economies as they emerge from the crisis. To consolidate the trend and to strengthen the development of domestic tourism, the industry needs a coordinated position and strategies for the behavior of the main market players, such as business companies operating in the hospitality industry, as well as authorities and authorities at the federal and regional levels. This requires the development and implementation of a modern strategy, taking into account the need to overcome the crisis caused by the coronavirus pandemic

The tourism industry has been studied as one of the important components of the world economy. The place and role of licensing of tourist activity in the system of state regulation in the field of tourism are considered. The normative-legal regulation of licensing of tourist activity in Ukraine is analyzed. It is determined that the obligation to issue licenses for the right to conduct tour operators is assigned to the State Agency for Tourism Development of Ukraine (DART). The views of representatives of the tourism business on the abolition of licensing of travel agencies in Ukraine, which was carried out on the basis of the Law of Ukraine «On Amendments to Certain Legislative Acts of Ukraine to Restrict State Regulation of Economic Activity». Modern approaches to the protection of the rights and legitimate interests of tourism market participants in some countries and in Ukraine are analyzed. The procedure for issuing licenses for tourism activities in such popular tourist countries as Italy, France, Great Britain, Turkey, Thailand, Japan and the UAE is considered. The legal regulation of tourism in the European Union is studied and the Directive (EU) № 2015/2302 of the European Parliament and of the Council of 25 November 2015 on package tours and related travel organizations is analyzed, which aims to promote the proper functioning of the internal market and achieve the highest possible higher and equal level of protection of consumers of tourist services. It is determined which public authorities in foreign countries are responsible for state regulation of tourism. The types of licenses that can be obtained when opening travel agencies in foreign countries are considered. It is established that the procedure for obtaining a license differs from country to country and depends on a number of factors, including: models of public tourism management, development of the general legal framework, formation and structure of the tourism market, the presence of an association of tourism professionals. The improvement of state regulation of tourism development in Ukraine on the basis of international experience is analyzed. The directions of Ukraine which are directed on improvement of tourist sphere, namely introduction of the register of subjects of tourist activity are defined.

The article presents the main results of the study of models of environmental tourism management in Ukraine. The object of study is the process of managing ecotourism. The subject of the research is the improvement of theoretical bases of ecological tourism management in Ukraine. The purpose of the study is to find ways of solving the main problems of ecological tourism in Ukraine. Research methods - analysis and synthesis method, graphical method, deduction and induction, generalization and systematization. As a result of the research the main tendencies of development of tourist industry of Ukraine are considered. Investigated flows of domestic and foreign tourists for 2010-2018, analyzed the number of tourists served by natural persons-entrepreneurs and legal entities, analyzed the quantitative status of eco-estates in Ukraine, identified the main problems of environmental tourism in Ukraine, proposed ways to improve the situation, as well as management actions that can improve the state of ecotourism in Ukraine at the state level. Trends in the development of eco-tourism in recent years have been identified. The prerequisites for the increase in the number of foreign tourists to Ukraine were identified, it is possible that these tourists will be motivated to visit Ukraine because of its favorable climatic resources. The analysis of tourist arrivals by region gave an opportunity to identify the main areas that are promising for the development of eco-tourism, namely Lviv, Ivano-Frankivsk, Odessa, Dnipropetrovsk, Kiev, Kharkiv, Lviv and Poltava regions. It is proposed to improve the management of the eco-tourism industry through the activities of the Union for Rural green tourism development in Ukraine. This study examines the major tourism management models used in world practice, proposes to take on the experience of the European model for Ukraine. The results of this study can be taken into account when developing a state strategy for the development of the Ukrainian tourism industry. Insufficient accounting of the trends in worldwide tourism, the psychology of the travel service users, instability of the socio-economic situation due to the imposed sanctions do not allow the tourism industry to compete with manufacturing in tax payments. The material and technical resources of recreational institutions remain far below the world resorts, the fixed assets of recreational collective accommodation facilities are seriously worn, which reduces the competitiveness of the Crimea and requires investments. Assessing and using socially-adequate levers of influence may contribute to the transformation of the Republic of Crimea into a tourist center with its unique historical and cultural heritage and natural resource potential, a source of the federal and regional budgets adjunction, a generally accessible place for people’s recreation and health support. The tax revenue amounts from the tourism and recreation organizations’ activities have been determined. The financing sources and amounts of investment projects have been analyzed. External and internal factors that inhibit the development of the tourist and recreational branch of the CR have been revealed. The course for developing the tourist industry as a budget-funding one has been offered: by bringing the main part of tourism organizations out of the "shadow"; calculating the share in the consolidated budget of the CR, taking into account the multiplicative effect and encouraging investors.
