The Russian hospitality industry during a pandemic – crisis or breakthrough?

This article examines the most pressing problematic issues of stagnation in the hospitality industry in Russia, associated with the new challenges of the coronavirus pandemic, both at the international and national levels. The author analyzes new trends and structural changes in the industry and assesses the prospects for overcoming the difficult crisis. The article presents specific proposals aimed at the restoration and constructive development of the tourism industry both for the authorities and administration to amend the adopted Strategy for the development of tourism in the Russian Federation for the period up to 2035, and for business structures, as well as travel companies. According to the author, the hospitality industry can still face serious shocks in the near future and the industry will not come out of the crisis without experiencing repeated shocks and border closings. Nevertheless, tourism is known for its ability to withstand economic downturns and can play a key role in reviving both the global and Russian economies as they emerge from the crisis. To consolidate the trend and to strengthen the development of domestic tourism, the industry needs a coordinated position and strategies for the behavior of the main market players, such as business companies operating in the hospitality industry, as well as authorities and authorities at the federal and regional levels. This requires the development and implementation of a modern strategy, taking into account the need to overcome the crisis caused by the coronavirus pandemic

Purpose This paper aims to summarize and review the key areas of importance that will drive a paradigm shift over the next decade in the Indian tourism and hospitality industry. Design/methodology/approach This paper identifies important issues from the findings and managerial implications as identified by the contributors to the theme issue: What should Indian tourism and hospitality managers focus on to stay competitive in the coming decade? Findings This theme issue has brought to light some interesting factors that are going to dominate the industry in the near future. These factors are: the role of social media in how businesses will operate in the near future; information technology applications as influencers of profitability; the evolution of risk management techniques; differentiated valuation models; innovative ways to retain talent; and remodelling education at higher educational institutions offering hospitality education. Practical implications In an era of tough completion and disruptive innovations, the tourism and hospitality industry will need to be proactive rather than reactive to the anticipated changes that are going to take place over next ten years. These changes will be very useful to domestic and foreign operators, as they consider the key issues that will impact on the Indian context over the next ten years. Originality/value This theme issue and, in particular, this concluding paper bring together important findings related to the issues of importance that are shaping a paradigm shift in the way tourism and hospitality businesses operate. Building upon viewpoints and perspectives of practitioners in the tourism and hospitality industry, these findings are unique and contemporary as compared to any other published source. This will be a significant contribution to the field of research relating to the Indian hospitality and tourism industry.


In modern market economy conditions, the hotel industry is an integral part of the tourism industry and the most important catalyst for the socio-economic development of the regions of the Russian Federation. This article investigates the essence of diversification and evaluates its role in the process of improving the competitiveness of hotel industry facilities. Generalizing various terminological approaches, diversification in hospitality industry is considered as the development of hotel industry by expanding the range of services and the possibilities of their implementation, identification of the strengths and their further development, optimization of the use of capital and all types of resources, application of new technologies, market expansion, and creation of hotel chains. Diversification as a means of enhancing the competitive advantages of a hotel is considered. The authors emphasize the fact that every hotel business should work out the most appropriate diversification strategy, based on the stated objectives. Based on the conducted research it is concluded that diversification allows hotels to ensure survival by obtaining a guaranteed level of profit, acquiring a sustainable position in the market of hotel services.

The tourism industry is an important element of the socio-economic development of the regions of our state at the present stage. In this regard, it is necessary to determine the priority areas for the implementation of the tourist potential in the Russian Federation. The purpose of the article is to analyze the prospects for achieving the target indicators of increasing internal and incoming flows in the regions of Russia. The authors structured the main problems and barriers to the development of tourism in Russia. Attention is focused on the development of automobile tourism and the need to create conditions for this, including legal support tools, the development of service infrastructure, concessional lending, the development of special routes and accompanied by communication support in the mass media. As a result of the study, it was found that with the approval of the national project "Tourism and the hospitality industry" and the separation of the Federal Agency for Tourism into an independent executive body with the necessary powers in the field of regulation and development of tourism, the tourism industry has acquired a strategic character. In this regard, it is necessary to link the priority tasks of the Strategy with the provisions of the national project and regional programs for tourism development.

The current state and tendencies of development of the tourist market of Ukraine have been analyzed, taking into account interrelated factors of influence. The purpose of this article is to analyze the state and tendencies of development of the tourist market of Ukraine, to find out the place of tourist operators in ensuring its functioning. The goals of the research are subordinated to the achievement of the goal: to investigate the current state of development of the tourist market of Ukraine; to analyze the main indicators of activity of tourist enterprises; to find out the leaders of the tourist industry of Ukraine; to make an attempt to forecast the functioning of the tourist market of Ukraine in the near future, taking into account today's challenges. The attention is focused on the activities of tourist operators who are engaged in the formation and promotion of tourist routes, destinations and types of tourism, and therefore have a serious impact on the functioning of the tourism industry. Using official statistical information and publications of reputable Internet publications, the indicators of activity of tourist operators in the market of Ukraine have been analyzed, and the attention is focused on the activities of the most powerful ones. The most visited by Ukrainians of the country have been noted. It has been stated that tourist operators – leaders of the tourism industry specialize in the organization of holidays abroad, so there is reason to predict that in the future, the money of Ukrainians will continue to work for the economy of other countries, and domestic tourism will wait for better times. In order to increase the attractiveness of recreation in Ukraine, serious coordinated work of public authorities, tourist enterprises, business structures and public activists is needed. It has been noted that any forecasts are too early to be taken in connection with the coronavirus pandemic and the economic crisis. At the same time, there are reasons to predict an increase in the demand for recreation of Ukrainians in the country this year, since foreign countries, especially those most affected by the Covid-2019 epidemic, will not rush to open their borders to tourists. In the face of the current challenges, the study of aspects of the development of the tourism industry in Ukraine will undoubtedly remain on time, especially in the aspect of developing practical recommendations for optimizing its functioning. The article actualizes the problem of motivating students to get a profession in tourism and work in the hospitality industry against the background of increasing demand for tourism within the Russian Federation. The hypothesis of increasing the motivation of future tourism specialists to work in their specialty through their involvement in joint projects of the tourism industry and by fulfilling real orders of the tourism business is put forward and tested. The article describes the experience of successful project activity of students of International Institute of Design and Service on the implementation of projects in the field of creating tourist products and marketing destinations. According to the results of a survey of students after the implementation of the project, an increase in interest in the chosen profession was revealed.

On the enlarged meeting of Educational and Methodical Council of Higher Education Institutions of the Russian Federation on the Education in the field of Library Information Activities on the basis of the Moscow State University of Culture and Arts, which was held on December 5, 2012. On the agenda of the meeting were questions of realization of new generation of industry educational standards for baccalaureate and magistracy. The special attention was paid to the methodical support of academic activities, the justification of initiation of actual training programs for students, the prospects of training for libraries in the near future.

This article presents an analysis of the changes that have occurred in one of the most important state documents - the Food Security Doctrine of the Russian Federation. Criticism of this document can be traced in many scientific works: some experts attribute the Doctrine only to a program document, while others expect it to be implement and control, i.e. much more in practice. An assessment of the significance and essence of such a document as the doctrine as a whole made it possible to determine its place both in the system of public administration and the degree of its significance in the regulatory field. Based on the findings, an attempt was made to analyze changes in the new Doctrine of Food Security of the Russian Federation, approved by Decree of the President of Russia No. 20 of 01.21.2020. Structural changes in the new Doctrine are highlighted, as well as a critical assessment of the features of all its main sections. The greatest changes were revealed in the state food security assessment system, and it was also determined that the new version of the Doctrine has a greater social bias. If there are positive changes, some omissions of the most important areas of agri-food policy have been identified, which, despite their absence or insufficient reflection in the Doctrine, can be presented and decided at the level of subsequent documents, but only if the Doctrine in practice will be a fundamental document of public administration and regulatory framework.

Аннотация. В статье очерчено геополитическое и геостратегическое положение ЦА. Охарактеризована внешнеполитическая ситуация в ЦА в контексте новых тенденций в мировой политике. Показаны основные интересы и политические тренды РФ, США, КНР по отношения к государствам ЦА. Отмечено, что современная Центральная Азия, притягивает к себе все большее внимание внешних игроков. Объяснение кроется в том, что Центральная Азия обладает не только удобным геополитическим и выгодным геостратегическим положением, но и большим количеством природных ресурсов. Анализируя современные российско-китайские отношения приходим к мысли, что не все так безоблачно во взаимоотношениях двух государств, ведь еще никто не опроверг постулат о постоянных интересах государств и о непостоянстве друзей. В недалеком будущем конкуренция за энергоресурсы (газ, нефть) ЦА приведет к обострению отношений, к конфликту интересов России и Китая, практически это политическая аксиома. The article describes the foreign policy situation in Central Asia in the context of new trends in world politics. The main interests and political trends of the Russian Federation, the USA, China in relation to the Central Asian States are shown. It is noted that modern Central Asia attracts more and more attention of external players. The explanation lies in the fact that Central Asia has not only a convenient geopolitical and advantageous geostrategic position, but also a large number of natural resources. Analyzing the current Russian-Chinese relations, we come to the conclusion that not everything is so cloudless in the relations between the two States, because no one has yet refuted the postulate about the permanent interests of States and the impermanence of friends. In the near future, competition for energy resources (gas, oil) in Central Asia will lead to an aggravation of relations, to a conflict of interests between Russia and China, this is practically a political axiom. COVID-19 has made a bad influence on economic and society including cultural and tourism industry in China,2020.The industry has received a huge loss in the first quarter of the year and the situation is getting worse in the near future. It is believed that there will be a long impact for the country even the world. In order to recover the industry, Chinese government has published series of policies to support the enterprises and clusters to reduce the bad influence of COVID-19. This paper mainly uses filed survey and documentary research to map the real situation of the industry. It tries to find the policy demand of the industries and then analyze the policies published by government to conquer COVID-19. Meanwhile it will focus on whether the supply meet the demand and give suggestions on how to promote the policy efficiency in the post period of COVID-19 in China.
