The article analyzes the current state of the institutional environment for the creation of minimum oil and petroleum products reserves in accordance with the documents of the Association of Ukraine with the EU. In particular, the problems and prospects of the implementation of the plan of implementation of the European Directive 2009/119 / EU concerning the formation of stabilization oil and oil products, in which the draft model for the creation of oil and petroleum products reserves is presented.

The purpose of the article is to study the market of oil and oil products in Ukraine, its role in the functioning of agriculture and identify ways to improve. Research methods. Methods used: system analysis and generalization (to study and generalize the energy dependence of Ukraine); statistical (to display the situation on the oil and oil products market in quantitative terms through a system of absolute and relative indicators); analysis of the series of dynamics, structural shifts (to analyze and identify trends in the indicators of the oil and oil products market); comparison (comparison of economic indicators); graphic (visual display of research results in the form of graphs). Research results. The essence and features of the Ukrainian market are revealed, a statistical analysis of trends in the development of the oil and oil products market is carried out, factors influencing the trend of the domestic market are identified and the mechanism of their interaction is clarified. The assessment of the current level of oil independence of Ukraine is carried out. Scientific novelty. The necessity of state support in terms of restoring the competitiveness of the domestic oil refining industry, diversifying the supply of petroleum products to the Ukrainian market and maintaining the share of domestically produced petroleum products at the level of 50% of the consumption volume, as well as reducing the share of other suppliers (importers) to 30% in the total balance has been substantiated. Practical significance. The analysis made it possible to identify destabilizing factors in the oil and oil products market, determine the need for systemic changes in the market functioning model and create conditions for increasing the competitiveness of domestic oil products in the Ukrainian market, create conditions for promoting and stimulating the development of the oil refining industry to weaken the reliability of imports of oil products. A consortium of microorganisms were isolated from TC-1 fuel form, each member of which is capable of consistently degrade hydrocarbons’ different fractions. The 5 strains of hydrocarbon-oxidizing bacteria (PSB) were identified and isolated from TS-1 jet fuel. Their physiological and biochemical features are defined. All strains exhibit positive catalase activity. It is determined that all UOB strains, producing exogenous and endogenous surfactants, are capable to growth on media with different fraction of hydrocarbons. The study of these associations allows to create effective preparations for bioremediation in the elimination of accidental spills of oil and petroleum products.

The purpose of the article is to determine the strategic directions for the integration of educational, research and innovation areas of Ukraine into the corresponding areas of the EU, taking into account the economic interests of Ukraine. These areas can be delimited from each other by the product they create. The product of the educational area is the reproduction of existing knowledge, of the research area is the creation of new knowledge (novation), of the innovation area – innovation. With regard to areas, three types of integration can be proposed: (1) complete; (2) partial; (3) element-wise. Complete integration of the two areas provides for the formation of a single institutional environment and the corresponding links. In this case, there is an institutional absorption of one area by another. Partial integration of areas will take place through their intersection. In this case, new elements are formed, which simultaneously have connections corresponding to the first and second areas, and the institutional environment becomes mixed. Element-wise integration occurs when elements from one area are integrated into another area. For instance, a researcher or student from country A migrates to country B for permanent residence. Based on statistical observations for 2013-2019 it can be argued that the results of the activities of the Ukrainian research area are used to a greater extent in the EU than the results of the EU research area in Ukraine. And ultimately, novations created in the Ukrainian research area are transformed into innovations in the European innovation area and returned (imported) to Ukraine in the form of final high-tech products. From the standpoint of ensuring the economic growth of Ukraine, the current path of integration processes is not optimal. The transformation of the Ukrainian educational, research and innovation areas into the subareas of the EU ensures, first of all, the economic growth (on an innovative basis) of the EU, and not of Ukraine. So, given that the European research area is only an instrument for achieving certain EU goals, then the unconditional inclusion of Ukraine to this instrument turns the Ukrainian area into its component. For the Ukrainian economy, the optimal strategic direction for integrating the educational, research and innovation areas of Ukraine and the EU is their synthesis through the creation of a single space at the intersection of the areas of Ukraine and the EU, as well as element-wise integration from the areas of the EU into the areas of Ukraine. As a result, the Roadmap for Ukraine’s Integration into the European Research Area requires revision.

Objectives. This study aims to establish the available porosity of a sorbent based on carbonized rice husk and investigate its sorption properties for oil and oil products.Methods. A rice-husk-based sorbent carbonized at 400°С for 30 min was selected as the subject. The porosity of this sorbent is analyzed with the help of mercury porosimeters, the Pascal 140 EVO and Pascal 240 EVO. The sorption properties of the sorbent are also studied when cleaning water containing oil and oil products.Results. The test sample is a bulk porous material with a pore volume of 0.015 cm/g; porosity higher than 15% was found, and the pore size distribution is shown. Studies were conducted on the sorption of oil and oil products as well as the possibility of using the aforementioned sorbent as a filtering material in the purification of water containing oil products. We investigated the sorption processes under dynamic and static conditions. The methodology for measuring the porous structure of solid materials on the mercury porosimeter, Pascal 140 EVO, was examined. The texture characteristics of the sorbent’s porous structure were determined, which is primarily the total volume of pores, the values of the specific surface area, and the volume of the microspores and mesopores.Conclusions. The materials studied can be used as sorbents with a developed porous structure for purification of water with dissolved and emulsified petroleum products.

Natural objective reasons significantly complicate the objective assessment of oil products in soils: a variety of chemical forms of the pollutants connection, the soil ability to self-healing and self-cleaning, provincial features of the soil cover, lack of objective criteria.To increase the objectivity of determining the presence of oil products in soils, it is proposed to take into account the following factors: analysis methods of soils contaminated with oil products, the chemical properties of extractants extracting oil products from soil samples, the content of soil organic carbon and nonspecific organic compounds in conditionally unpolluted and oil-polluted soils, an increase in organic carbon in soils contaminated with petroleum products, units of measurement (% or mg / kg), the soil horizonin which soil samples were taken, the presence of discrepancies in GOST standards on the standardization of pollutants of organic origin in soils, the state of modern rationing of oil and oil products in soils and the terminological aspect.

This method is the most environmentally friendly of all existing ones, fast, high-quality, inexpensive, with a low degree of further spread of the spill and a high degree of complete elimination.

This paper discusses issues related to the current state of the world oil market. The system of indicators of the development of the world oil market has been determined. Analyzed the current state of the world oil market and changes in it that followed due to the outbreak of coronavirus and the rupture of the OPEC + deal. The modern world market for oil and oil products is one of the key markets in the world economy, which explains the importance of its research in the context of analyzing industry markets. The basic forecast of the development of the world oil market for 2020 is considered. The reasons for the change in the forecast of the oil market development for 2020 are revealed.

Background. The high share of imported energy resources in the structure of the fuel and energy complex reduces the level of energy security. Ukraine is 85% dependent on imports of petroleum products. In such conditions, it is important to ensure the effective functioning of the Energy Customs of the State Customs Service, which carries out customs control and clearance throughout the customs territory of Ukraine. The analysis of recent research and publications has shown that systematic studies of features of customs control and registration of energy sources are absent. However, scientists have studied the peculiarities of energy moving across the customs border in Ukraine and the EU, the problematic issues of customs formalities for goods moving across the customs border of Ukraine by pipeline. The aim of the article is to study and systematize information on customs clearance of energy sources in Ukraine, identify problematic issues and develop proposals to improve the efficiency of the Energy Customs of the State Customs Service. Materials and methods. The information base contains scientific publications of domestic scientists, normative-legal and legislative base of Ukraine. Methods of analysis and synthesis, scientific generalization and comparison of data from scientific sources are used. Results. The main tasks of the Energy Customs of the State Customs Service in ensuring the implementation of policy in the field of customs are analyzed. The analysis of dynamics of export-import operations with oil products on the market of Ukraine for 2011–2020 is carried out. Proposals have been developed to speed up and simplify customs control of oil products and increase the efficiency of the Energy Customs of the State Customs Service. Conclusion. To increase the efficiency of the Energy Customs, it is necessary to intensify work in the areas of: use of technical means of customs control, installation of weighing systems, introduction of express laboratories to strengthen control and reduce customs clearance time, purchase and use resources of leading price agencies to control customs value of oil products, use of oil products labeling for identification purposes.

The article is aimed at studying the theoretical and methodological bases of scientific-technological integration and the effectiveness of the activities of the EU Member States and Ukraine with its prospects for the European integration in this sphere. The methodological basis for this study are scientific works of scholars, statistical data from official websites, normative legal acts in the field of scientific-technological integration of the EU Member States. As a result of the study, the significance of integration processes in the scientific-technological sphere is characterized. The main directions of priority of the European integration in the field of science and technology are defined. The effectiveness of the activities of the EU Member States based on international indices and general indicators of R&D development is analyzed. The current state of scientific-technological sphere in Ukraine is examined. Perspective directions of development of the EU Member States in the field of science and technology and potential of implementation of the European integration reforms in the Ukrainian scientific space are determined. Prospects for further research in this direction are the creation of a multi-aspect strategy for Ukraine’s participation in the European research space, as well as the details of measures to be implemented by the State authorities to ensure sustainable development of society and increase competitiveness on the world stage. Further development of the scientific-technological European integration can lead to the creation of even closer ties between the EU Member States and Ukraine.
