The place of various organizational and legal forms of the agricultural sector of the economy in the formation of national food security resources, as well as in the formation of food resources of the regions of Russia is considered, the urgency of the problem is revealed, statistical indicators for the provision of food to the population are given. The main sources of food supply to the country’s food fund are characterized. The main problems of the national food security of Russia are revealed, measures to strengthen the country’s food security are proposed. The assessment of the replacement of imported food with domestic products is given, food production is considered in the context of the country’s regions. The level of food production that provides the population with the necessary domestic food products is revealed. The dynamics of production and consumption of agricultural products by the population of Russia in comparison with medical standards is given. The article considers the development of the food processing industry in Russia.

The development of a dynamic and competitive global economy modifies the coordinate system of modern foreign economic activity, focusing it on the development and production of innovative high-tech agro-industrial products. The article provides a brief overview of the main legal approaches to assessing the effectiveness of innovative foreign economic and domestic economic activity of Russia. The conclusions set out in the publication contain a number of proposals to optimize the instruments of state legal regulation of the policy of the Russian state in the system of implementation of import substitution in the agro-industrial complex. The work substantiates the strategic priorities of the development of the national AIC, which make it possible to ensure a stable rate of economic growth by stimulating the investment activity of economic entities, reducing the critical dependence of agricultural producers on imported technologies, which contributes to increasing food security. Based on the analysis of the role of the agro-industrial complex in ensuring an acceptable level of food security, the study notes specific legal forms of state activity aimed at expanding domestic production, transforming the existing mechanism of state regulation and supporting the agro-industrial complex, caused by a change in the existing conditions of the domestic and domestic market in the agricultural sector

The article focuses on the importance of digitization of agriculture for rising the competitiveness of the domestic agro-industrial complex (AIC). In order to obtain an objective picture of APC nowadays, there have been analyzed the supplies of the staples in the Russian Federation and revealed the problems with producing milk, beef, fruit and vegetables of sheltered ground. It is stated that today Russia is actively implementing import substitution strategies in the sectors of the national economy including the agricultural sector. The main purpose of functioning of the national AIC has been determined as ensuring the parameters of food security for the population of Russia. There are considered the burning issues on achieving food self-sufficiency, the solution of which lies in increasing the competitiveness of the national AIC. The emphasis is placed on the need to transfer agricultural production to the ecological and economic principles of management and the rational distribution of using all types of resources. It has been recommended to assess the soil-climatic and economic potential of the territory in order to identify the priorities of food self-sufficiency for basic types of food in all regions of the country. Formation of the organizational and economic mechanism for creating competitive advantages of AIC helps to develop agricultural production on the innovative basis and to ensure the long-lasting food security at the federal level. The factors increasing AIC competitiveness are: economic soil fertility, usable agricultural areas, optimization of the structure of sown areas, system development of fodder production and animal husbandry, digitization of agriculture, etc. There have been analyzed the problems of insufficient digital prevalence in agriculture; the role of digitalization in achieving the parameters of food security is substantiated. The study results can be used to improve the mechanism of ensuring food security for the population of Russia.

An analysis of the semiotic and productive transformation of food crops under Argentina’s agribusiness model through a study of the diffusion of the term “commodity” in the discourse produced/reproduced by the rural sections of the hegemonic media, combined with statistical data that allow a dialogue between discourse and measurable quantities, concludes that defining the Argentine countryside as a place for commodity production is linked with increasing crop production for export that leads to the erosion of food sovereignty and food security. Un análisis de las transformaciones semióticas y productivas de los frutos de la tierra bajo el modelo argentino de los agronegocios que examina la extensión del término commodity en los discursos producidos/reproducidos por las secciones rurales de los medios gráficos de comunicación hegemónicos, entrecruzado con datos estadísticos para poner en diálogo el nivel del discurso con el de las cantidades medibles, concluye que la consigna que define al campo argentino como un lugar de producción de commodities se imbrica con una tendencia a la intensificación de los cultivos orientados exclusivamente a la exportación y la erosión de la soberanía y seguridad alimentaria.

AbstractThe basic causes of the poor performance of the food and agricultural sector in the different parts of Africa are external, internal, and natural. The general recession in the Continent limits the capacity of the respective countries to import food to supplement inadequate domestic production and supplies.There are a number of nutritious food resources, both cultivated and gathered in the different ecological zones of Africa, whose production and consumption can be increased to ensure adequate food security and a nutritious diet, especially during disasters. These food resources could include: cereals, legumes, fruits, vegetables, fish, and insects. These food resources already are available over wide geographical areas in Africa and are utilized or utilized to a limited extent.Therefore, strategies to increase food supply, eradicate hunger and malnutrition, and keep people alive in times of disasters should have as a priority, the cultivation and consumption of non-conventional food resources in the respective communities and countries.

Ensuring national food security for the present and future under any circumstance is a current urgent and complicated issue in Vietnam in the context of climate change, disease and in the process of striving Vietnam to become an industrialized country towards modernization. Ensuring food security has become a legal issue for every country, including Vietnam. To ensure national food security, there is a need for a state management. Therefore, this paper focuses on analyzing the status of regulations and applying the law in a state management of food security. Based on a comparison with the achievement of the goal of national food security in Vietnam, the article points out some of the current limitations and shortcomings in the State management of food security; then, proposes some solutions to improve the efficiency of the state management in this area, including: good management of planning production land for food; improve the state management apparatus of the national food security; increasing investment in infrastructure and scientific research serving food production; review the role and effectiveness of each stage in the food production value chain; improve policies to ensure a reasonable and stable profit for people who producer, storage, process and distribute food.

The pandemic, which began in 2020, has seriously exacerbated the problem of food security in many countries. The purpose of the research is to identify the main factors of the stability of the agro-industrial complex using the example of one of the Russian regions and to consider the possibility of applying the accumulated experience in other subjects of the Federation. The object of the study is the Republic of Mordovia, a relatively small Volga region, located in the zone of risky farming and consistently demonstrating high rates of agricultural production. The region produces 1.2% of the total volume of agricultural products while its area is 0.2% and a population is 0.54% of the values of these indicators in the country. The study used data from Rosstat, proceedings from authoritative international organizations. One of the main factors for the stability of the regional agri-food complex is the high proportion of agricultural organizations, which is significantly higher than the national average. However, the cultivation of potatoes and vegetables is mainly concentrated in personal subsidiary plots, therefore, along with the implementation of an agricultural policy aimed at the development of large-scale agro-industrial production, it is necessary to organize the purchase of products from the population. This will help raise the living standards of villagers and stabilize the demographic situation. Another factor in the sustainable development of agriculture in Mordovia is the correct choice of intra-industry specialization. The leading industry is animal husbandry, the success of which is largely ensured by the dynamic development of poultry farming: the region accounts for 3.6% of the poultry population in agricultural organizations of the Russian Federation, Mordovia ranks 10th in the country in the production of eggs in agricultural organizations. The current demographic situation poses a potential threat to the development of the agricultural sector. If in Russia 1990-2018 the number of rural residents decreased by 4%, while in the Republic of Mordovia - by more than 30%. Therefore, the priority task of the social and economic policy of Mordovia should be the preservation of the rural population and the creation of conditions for attracting and fixing migrants in the region

Indonesia is one of the largest agricultural countries in Southeast Asia, but it is also struggling with food security issues. The government's challenge is to ensure that domestic food needs are fulfilled. The covid-19 pandemic exacerbated this challenge, where countries faced the threat of food shortages due to limited movement of goods. Thus, Indonesia should focus on increasing the production and productivity of strategic food commodities. One of the alternative solutions is through the transmigration program. This research focused on how the transmigration program can contribute to food security. The study was carried out through a descriptive qualitative method. The result shows that transmigration contributes to food security because of its similarity to the food production process. However, this program faces five main challenges to support food security. Therefore, this study shows several pre-conditions that the government needs to fulfill to overcome these challenges.

Food needs will continue to increase due to year by year, Indonesia's population continues to increase, while the amount of food production cannot compensate for the increase in population. To guarantee national food security, the Indonesian government continues to strive to procure sufficient amounts of rice, including the use of high-yielding seeds, balanced and efficient use of fertilizers, control of pests and diseases, etc. These efforts are only focused on achieving targeted rice production but have not paid attention to the level of income obtained by farmers when cultivating rice compared to cultivating other agricultural commodities. The research was aimed to: (1) determine the income level of a rice farmer, especially in Sidrap District, which is a rice barn area in South Sulawesi Province; and (2) to determine the feasibility of rice farming in the area. One indicator of the feasibility of rice farming can be known based on the value of R / C ratio as well as Break Even Point (BEP) production and Break Even Point (BEP) prices. This study found that the level of income obtained by rice farmers in Pitu Riawa Subdistrict, Sidrap District was Rp. 13,624,672 / ha and was feasible to be cultivated with R / C ratio> 4.24; BEP production of 358 kg; BEP price of IDR 1,152 / kg.

The influence of artificial and natural limitations on the development of the food market in the Russian Federation is considered. The effectiveness of the state policy on support of agricultural producers and the degree of its influence on the processes of import substitution and self-provision with food products are analyzed. It is proved that ensuring the necessary level of food security is related to the need to increase the competitiveness of domestic products in terms of price and quality parameters, stimulate export-oriented production and search for new global sales markets. The strategic priorities for the development of the agro-industrial complex are proposed, including a reduction in the level of technical and technological dependence, the development of territorial clusters with the aim of introducing innovative technologies for the production and processing of agricultural products.
