The article notes that one of the reasons for the crisis in the Russian countryside is the insufficient development of the theory of rural management. As a result, the functions of state governance in the countryside are formed without due consideration of the factors of rural development; there are no scientifically substantiated principles for the distribution of these functions by administrative levels. In addition, the activities of the authorities responsible for the socio-economic state of the village are carried out without full consideration of the main purpose of the functions under consideration - the provision of comprehensive support to entrepreneurial structures, the population and other management objects in the territory. The current situation has led to the fact that two key tasks of public administration - the development and full use of the potential of rural areas - are not being effectively addressed, which became the main reason for the crisis in the countryside.

As the Indonesian government has been committed, that the national development should be puting more focus from the outer-ring or rural areas. One of the instrument to boost the rural development is Village Fund. This decentralization transfer purposively targets to improve the village society’s welfare and alleviate social gap existed among societies. Village-owned enterprise (Badan Usaha Milik Desa or BUMDes) is provided as one of the strategic mechanism to create the welfare by proactively engage the community itsefl. In fact, BUMDes may incorporate Village Fund as capital alternative to support their establishment. This paper highlights the crucial factors in order to establish a village-owned enterprise (BUMDes) in case of Cibogo Village, Cisauk Sub-regency, Tangerang Regency. The study deploys a qualitative approach. To collect the data, we are scouting, interviewing and establishing Focused-Group Discussion that involving the possible parties which may contributes in creating BUMDes. The result has not yet concluded as the process of the research still going on. We predicts that the communities engagement, empowerment and also government support should be taken into account in the early process of establishing BUMDes. Eventually, proactive society’s control and participatory would be decent factors to support the operations of BUMDes itself.

The article analyzes the number, employment and dynamics of monetary income of the population of the Orenburg region for a long-term period. The production of social and engineering arrangement of rural territories of the region for a number of years is analyzed in detail. Negative destructive changes and trends in employment and social development of rural areas are revealed. The directions of improvement and dynamic development of agricultural production, rural areas, and employment of the rural population are proposed.

Dalam perjalanan ketatanegaraan Indonesia, sistem pemerintahan desa kembali mulai diseragamkan melalui Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Penelitian ini bertujuan untuk menjelaskan peran lembaga pemerintahan desa dalam pelaksanaan pembangunan berkelanjutan di pedesaan serta tata kelola kebijakan pembangunan desa melalui pemanfaatan Dana Desa. Metode yang digunakan dalam penelitian ini adalah penelitian hukum empiris. Hasil penelitian ini menjelaskan bahwa faktor pendukung pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu adanya pengarahan, bimbingan, serta pelatihan bagi Kepala Desa dalam menyusun rancangan peraturan desa untuk mewujudkan percepatan pembangunan desa yang berkelanjutan. Sedangkan faktor yang menghambat pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu rendahnya partisipasi masyarakat dalam menyikapi program kerja yang dijalankan oleh pemerintah desa serta rendahnya kesadaran masyarakat dalam memelihara fasilitas umum yang ada di desa. Pemerintahan desa yang baik adalah sebuah kerangka institusional untuk memperkuat otonomi desa karena secara substantif desentralisasi dan otonomi desa bukan hanya masalah pembagian kewenangan antarlevel pemerintah, melainkan sebagai upaya membawa pemerintah untuk lebih dekat dengan masyarakat. Pemerintah desa yang kuat dan otonom tidak akan bermakna bagi masyarakat tanpa ditopang oleh transparansi, akuntabilitas, responsivitas, dan partisipasi masyarakat.   IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.

AbstractRural Development Policy is a priority for the E.U., as half of the Union’s population lives in rural areas. This policy is focused on society’s durable development, under all its aspects: economic, social, cultural, and so on. The challenges which rural areas of member states face must be addressed, while at the same time applying European norms and standards for rural development. After Romania became a part of the E.U., rural areas here were supported through several national rural development programs, so as to create a durable and sustainable rural economy. Major changes are required to achieve this kind of development, such as replacing old agricultural structures, modernizing the village, while at the same time maintaining cultural and local identity. Rural areas in Romania are often affected by natural disasters. During the last 17 years, national rural development programs implied contracts worth billions of Euros. For instance, through the 2020 NRDP, a budget of 9.5 billion Euros was allocated, 8.1 billion Euros coming from E.U. funding and 1.34 billion Euros as national cofinancing. At the moment, Romania’s absorption degree for the 2020 NRDP is of 20% and is expected to surpass 50% by 2020. Another regional program includes the concept of Spatial Development - Romania - 2025. Spatial planning supports the avoidance of rural dispersion. The betterment of infrastructure is supported, such as access roads, expanding base utilities, consolidated works to prevent flooding or landslides, and so on.

To stimulate rural development and reduce poverty in rural areas, The Government of Indonesia enacted the policy of Village Fund in 2014. However, a few studies have been conducted to examine this program. This study describes how poverty alleviation goes following Village Fund Program in Indonesia between 2015-2019. The poverty reduction was represented by holistic data, including insufficient and village status improvement through the Village Development Index (VDI). The analysis is conducted using a descriptive method by dividing the areas into six regions, Sumatera, Java & Bali, Kalimantan, Sulawesi, Maluku & NT, and Papua. The result showed that over five years, the village fund dramatically increases. Moreover, this growth is along with the slight decline the poverty. The researchers found that the decreasing number of poverty from 2015 to 2019 is about 15%. The VDI status for districts/municipalities shows that the status improved from underdeveloped villages in 2015 to developing villages in 2019. Java is the region that contributed to making the status improved either to be developing, developed, or independent. At the same time, it is the Papua region known as the region consisting of most of the least underdeveloped villages. Since the goal of this policy in poverty reduction still works slowly, it needs a lot of effort from many levels of government, from the village, regional, and national officials, to work together cooperatively.

The development of rural areas is solved by the regional policy from a great part. Since every country implicating and applying this support system is identified by its geographical and political specifics, many problems rise also in the Czech Republic and they complicate the implementation of the regional policy principles in the final result. The possibility of improving this situation is given through identification of the relevant problems and the realization suggested actions. The problem areas in rural municipalities development requiring solution are as follows: poor transport services, non-existing cooperation inside the transport and mutual losses compensation, poor technical equipment of municipalities, securing a constant support of rural development, establishing functioning ties to the community center areas in the micro- regions, establishment of foundations, decomposition of rural development aims, public administration. Respecting of the proposed solution areas in municipalities would help to decrease regional disparities in rural areas.

The development of rural areas in the context of decentralization of power has led to the search for effective mechanisms for public administration. What is the socio-psychological profile of the inhabitants of successful self-organizing rural settlements and what management technologies are proposed for rural development? The purpose of the study is to establish and recommend a mechanism for improving the technology of territorial communities management on the example of Family Homesteads (FH). The research methodology is based on structured interviews and unstructured conversations with the inhabitants of family homesteads, the leadership of local self-government and experts in the field of rural development. The self-organization of settlements illustrates them as harmonious communities and a model of the society of the future, practicing sustainable development. It was determined that success in the development of rural areas by settlers of a new type is due to their age characteristics (average settler age 35 years), high level of education, active lifestyle and investment activity. The advantages of the practice of public administration of the territory are established with the help of blockchain technology, which allows to reduce administration costs and promote resource participation.

The effect of rural development in reducing the poverty gap and economic growth has not been much analyzed in recent studies. This study examines the effects of rural development (as calculated by using the Village Development Index, VDI) on poverty and economic growth. Precisely, poverty is measured by the depth of poverty (as measured by Poverty Gap Index, P1) and poverty severity (as measured by Poverty Severity Index, P2) using the aggregate data at the district level in Indonesia. Understandably, many factors influence the effort to reduce the poverty gap in rural areas, and it can be started by improving rural economic development. The result of this study indicates that regions with the VDI categorized as “self-sufficient” and “developed” villages have the potential to reduce the depth of poverty and poverty severity in its areas and to increase economic growth. In contrast, underdeveloped and very underdeveloped regions in their VDI category experienced a more significant gap in the depth and severity of the poverty. This result implies that the Indonesian government must accelerate and improve the development of rural areas, especially in less developed regions. Thus, a better rural development status will attract more opportunities to grow rural economic activities and improve the community welfare.

The paper discusses the integral rural development and its importance for the policy of a more balanced regional development. Highly emphasized regional disproportions in almost all domains, as well as the long-standing lagging behind in the development of village and agriculture, resulted in faltering and stagnation of total development of the country. Overcoming, this problem calls for application of a more complex model of developmental policy for the village and rural society, which demand a multidisciplinary approach. Active policy and promotion of integral rural development is not only in the interest of rural communities, but of the society as a whole. This implies that investment in a wide range of economic branches in rural areas is of vital importance for increasing the attractiveness of rural areas, encouragement of sustainable development and creation of new possibilities for employment, especially of young educated people who are ready and capable to accept the new philosophy of development of these areas. Although rural areas in Serbia observed as a whole are highly heterogeneous with respect to economic development, according to the basic parameters of development degree, they lag behind urban and industrial centers considerably, and much more attention should be devoted to this phenomenon in the future.
