The role of education in the formation and development of student youth as an intellectual potential of the state is determined. The essence of the concepts «quality of higher education», «quality of educational activity» in the context of the functioning of a higher education institution is distinguished. The necessity of introduction of monitoring of educational institutions as a method (systems, methods, technologies) of constant diagnostics of educational process and analysis of empirical information to compare basic and normative indicators and prevention of undesirable deviations in the processes of cognition, communication and leisure of student youth is substantiated. The way of the spiritual life of student youth, style of thinking, value orientations and attitudes have social and psychological significance and acquire a powerful influence on other communities of society. Therefore, as a result of identification, the elements of the spiritual and creative potential of society affect the development of the individual, the deepening of his/her needs and interests. That is why the most pressing issue is the problem of constant study of student youth and development of methods for reorientation from passive and chaotic activities of educational social institutions to purposeful and scientifically sound action of mass communication systems and implementation of public control programs for socio-psychological manifestations of the student cohort. Particular attention needs to be paid to the establishment of a system of permanent diagnostics of social well-being in educational institutions and to anticipate the influence of social and socio-economic factors in promoting educational skills and professional competence as a guarantee of successful employment.

The article deals with the creation of unified information-educational environment of an educational institution, requirements to it, the organization of the educational process based on it, as well as all its constituent parts presented in an educational institution. A promising field of research of the problem of information technologies usage in students' learning activities can become the experimental study of the beliefs of students, scientific-pedagogical and pedagogical staff of higher education institutions on e-learning tools and their application in the educational environment. Moreover, it is worthwhile to mention that the problem of effective use of modern ICT disciplines is studied by many professors of higher educational institutions. However, its incorrect usage leads to the substitution of the learning objectives. Nowadays it is possible to reduce the educational process in universities not only by knowledge mastering, but also teaching students to learn and apply their new knowledge and information as effective, as it is possible. Numerous theoretical and practical research characteristics of the information technology in the students’ educational process claim that this approach is a response to students’ social demands and needs, since it contributes to the formation of professional competence of future professionals. One of the most important factors that significantly effects the quality of education is the usage of modern information technologies. Modern graduate students should have special professional tools and solve working problems, using information systems. Thus, the introduction of innovative information technologies in higher educational institutions enables future professionals to expand their potential abilities and encourages active learning.

The article reveals the relationship between personal values and adaptation of students in the transfer of the method of "learning by doing". It is shown that the value of creativity in the stable component was associated with maladaptation, and in the dynamic on the contrary, which indicates that respondents are able to show creativity when needed, "here and now", ie in critical situations. Contradiction is observed in the professional component with the importance of the value of spiritual satisfaction - material well-being. That is, if the team or the environment of the respondents are dominated by spiritual values (morality, morality, belief in the good), the process of adaptation will be faster and easier, and if the material (money, benefits), the adaptation is difficult. This may indicate altruism and selflessness. Values have been shown to play an important role in the adaptation process. Regarding the constituent values, both dynamic and stable components are important. Of particular importance is the experience of transferring the method of "Learning by Action" (Service Learning) in higher education institutions. This method belongs to the methods of education in the interests of sustainable development and involves the integration into the educational process of higher education institutions of social activity of students. The effectiveness of the method is that students of higher education institutions who have experienced volunteer work in social projects in the educational process are more prepared in practical terms for the labor market and are able to see the meaning of activities in various social institutions. The main goal is to develop students' social responsibility and other key competencies through the use of the "Learning by Action" method. Key words: students, values, adaptation, learning, action, activity.

Introduction. The article for the first time structures the types of additional responsibilities of teachers, not underpinned by local regulations. The proposals for debureaucratization of the educational process in secondary schools are generalized. The aim of the study is to reveal the impact of bureaucratic burden on the social feeling of teachers of general secondary education facilities, the quality of their professional activities and to develop proposals for debureaucratization of teachers’ work. Materials and Methods. A survey of managers and teachers of educational institutions covered more than 3,000 respondents. As additional sources for the interpretation of the data, we used the methods of group interviews (two focus groups conducted among rural teachers), as well as a secondary analysis of data from the international study of the educational environment and working conditions of secondary school teachers (TALIS), conducted in 48 countries, including Russia. Results. The study broadened the idea of the impact of bureaucratization of the education system on the quality of professional activity and the social well-being of teachers. Intensification of bureaucratization of teacher work is attributed, on the one hand, to the extensive growth of additional types of work, and on the other, to the low legal awareness of teachers of educational institutions. Working with reporting documentation takes up to 90 % of the working time free from paid teaching ho urs, which practically does not leave time for the implementation of part of the pedagogical load associated with methodological, organizational and consulting activities. The study identifies activities that, according to respondents, contribute to the debureaucratization of teachers’ work. Discussion and Conclusion. The article is of interest to teachers and heads of educational organizations, regional educational authorities, and scientists, researching i nto educational problems.
