Introduction. The fundamental principles of inclusive development are equality of opportunity, availability of all types of resources, equality and fairness in the distribution of income and benefits. The main message of inclusive recreational nature management is the creation of equal opportunities for the use of natural recreational resources and areas for the well-being and quality of life of people. Realization of priorities of the organization of recreational activity is not possible without the developed institutional maintenance. Defining the leading role of state authorities and civil society representatives, which establish a system of laws, rights and responsibilities, "rules of the game" and develop a set of mechanisms for their close institutionalized interaction, it is necessary to form institutions within which public representatives reconcile contradictions and determine common interests. Aim and tasks. The purpose of the study is to study the state and develop directions for the development of institutional support for inclusive tourism and recreational nature. Results. The article examines the state of institutional support for inclusive tourist and recreational nature management in Ukraine. The essence and its content are determined, the documents according to which it is determined are analyzed. The domestic legislative and normative-legal base of regulation of nature use in general and recreational in particular is studied, where separate principles of inclusive development are laid down. At the same time, a significant layer of problems remains unresolved, including the formation of new principles, forms of management to prevent the degradation of natural recreational resources, their diversity and sustainability. The interaction of formal institutions and institutes (legislative and normative base, system of state regulation, bodies of state administration and local self-government, public organizations, approved norms and norms of nature use) and informal institutions has to promote inclusive recreational nature use. Conclusions. The study of the state and directions of development of institutional support of inclusive recreational nature management allowed to determine that the implementation of an inclusive approach requires: changing the structure and stereotype of recreational needs of people and restructuring the economy of recreational nature management; reducing economic and social inequality of people to meet their recreational needs and ensuring equal access to valuable natural recreational resources.

The problems of formation of new institutional conditions of territorial alignment in the context of the need for transition of the country to inclusive development, which requires the inclusion of all members of society in socio-economic processes and their humanization, are investigated. It has been determined that inclusive development has broader goals than GDP growth, and aims at compre-hensive human development, increasing its well-being and reducing poverty and inequality, and requires active participation in the human resource economy. It is revealed that the economic literature covers the concepts of "inclusive growth", "inclusive innovation", "inclusive development", "inclusive economy", etc. There are also many definitions of the term "inclusive develop-ment". Thus, World Bank scholars have identified: inclusive development is the sustainable rapid development of all sectors of the economy, which attracts a large part of the country's labor resources and is characterized by equal access to the labor market and resources. The priority of inclusive development is to improve the quality of life of the population through the formation of a high-employment economy and a society with a minimal separation. Achieving these goals is not possible only through the efforts of the state. They should be shifted to the regional level, but subject to effective regional policy, expansion of local authority, creation of financial conditions for innovative development of regions. The importance of strategic state regulation of regional development, which has to be systematic, indirect and advisory, needs to be clearly defined strategic goals and objectives of long-term socio-economic development, development of anti-crisis state policy, establishment of optimal ratio of all branches of power, support of regional economic security, proven implementation of fiscal and monetary policy, non-interference in the operational activities of local authorities. Such important factors as achievement of the goals of inclusive development are considered, as decentraliza-tion in management and development of regions, features of "domestic model of decentralization", formation of new institutional unit - united territorial communities and formation of their innovative structures, and directions of development of effective economic policy of the state and regions. to implement the concept of inclusive development. Topicality. The tourist and recreational sphere is one of the largest users of natural resources. Hence, there are urgent questions on how not only to increase the efficiency of their usage but also to ensure accessibility, preservation of qualitative and quantitative characteristics for future generations; also, the formation of recreational services for urgent recreational needs of all segments of the population. Aim and tasks. The purpose of the study is to form the conceptual basis for the development of inclusive recreational nature usage. The following tasks for achieving this goal: to define the conceptual provisions of inclusive development that are relevant to the recreational sphere and recreational nature management; to offer an interpretation of inclusive recreational nature usage; specifying its features, principles, goals, criteria. Research results. Based on the dominants of inclusive development, the basic provisions of inclusive recreational nature management have been developed: equal opportunities in access to recreational resources; equal opportunities for the right to rest, restoration of psycho-physical conditions; equal opportunities to ensure the harmonious development of personality; improving the quality of life of people through the availability of recreational services; ensuring socio-economic activity, well-being and employment opportunities in the field of tourism and recreation and related businesses and fair distribution of results; improving the efficiency of the use of publicly available natural resources and conditions. The essence of inclusive recreational nature is to provide equal opportunities for the usage of natural recreational resources and areas to meet socially significant and individual recreational needs that positively affect the well-being and quality of life. Conclusion. It is advisable to use an inclusive approach to equalize the opportunities for the use and consumption of valuable recreational resources and conditions for recreation, health, comprehensive human, and economic development. The formulated essence, features, principles, criteria, and goals of inclusive recreational nature usage have indicated the directions of transformation processes designed to ensure the necessary changes to guarantee equal opportunities for the population of the country.

The article deals with modern mechanisms for managing social protection of the population by the state and the private sector. From the point of view of forms of state regulation of the sphere of social protection, system indicators usually include the state and dynamics of growth in the standard of living of the population, material goods, services and social guarantees for the poorly provided segments of the population. The main indicator among the above is the state of the consumer market, as one of the main factors in the development of the state. Priority areas of public administration with the use of various forms of social security have been identified. It should be emphasized that, despite the legislative conflicts that exist today in Ukraine, mandatory indexation of the cost of living is established, which is associated with inflation. Various scientists note that although the definition of the cost of living index has a well-established methodology, there are quite a lot of regional features in the structure of consumption. All this is due to restrictions that are included in the consumer basket of goods and different levels of socio-economic development of regions. The analysis of the establishment and periodic review of the minimum consumer budgets of the subsistence minimum and wages of the working population and the need to form state insurance funds for unforeseen circumstances is carried out. Considering in this context the levers of state management of social guarantees of the population, we drew attention to the crisis periods that are associated with the market transformation of the regional economy. In these conditions, there is a need to develop and implement new mechanisms and clusters in the system of socio-economic relations. The components of the mechanisms ofstate regulation ofsocial guarantees of the population are proposed. The deepening of market relations in the process of reforming the system of social protection of the population should be aimed at social well-being.

None of the states can fulfill its functions without the relevant and adequate financing which should complete the main task of the state – improvement of well-being of citizens and efficiency of the national economy. During the crisis, structural and deep economic problems emerge, on which system decisions (instead of reactive and declaratory decisions) should be taken. The paper deals with the influence of the economic policy of the state on its budgetary policy; analyzes the key macroeconomic problems of the national economy and defines the consequences; outlines strategic directions for the formation of the efficient budgetary policy of Ukraine. It is established that the only way to overcome the crisis situation in Ukraine is the growth of GDP through the structural reforming of the economy and implementation of coordinated budgetary and monetary policy, shifting the focus from the fiscal orientation towards motivating one. The ultimate question lies in the growth of inclusive development index which would increase the level of competitiveness of the national economy and the standards of living in the globalization space.

The article analyzes the socio-economic context of the implementation of an inclusive system of agri-food development. The strategic goals of inclusive development at the macro level have been identified, according to which the ultimate goal is to create a society of common prosperity and well-being. It is shown that the implementation of the principles of inclusiveness involves overcoming certain disparities in development and inequality in their various manifestations. It is substantiated that for the modern agri-food sector of Ukraine the most important task is to form the sphere of employment of the rural population. The strategic directions of inclusive transformation of Ukraine are determined: social, infrastructural, economic and security. The components of the economic aspect of inclusive development are analyzed in detail, which are to create opportunities for effective business activities regardless of place of residence, which is primarily to create and maintain business infrastructure (logistics, banking, Internet). It is shown that the key role in the implementation of an inclusive development system is played by the availability of an optimal legal and regulatory framework for doing business by small businesses. The optimal mechanism of interaction of subjects of agro-food sphere concerning development of inclusive economy is defined. It is substantiated that in the conditions of institutional weakness of the state the functions on introduction of inclusive principles should be distributed between the state, community and private capital. On the basis of the conducted analysis the model of inclusive transformation of subjects of agro-food sphere is carried out. Prospects for further research are to substantiate the applied tools for the implementation of an inclusive system of agri-food development with the distribution of areas of responsibility between public authorities and private entities of different forms of ownership and scale of activity.

Introduction. The need to neutralize the threats to Ukraine's national security requires review of the priorities of public administration. Given the leading role of the budget as the imperative dominant of the system of state regulation of socio-economic development, the use of which is linked to the practical application of the budget mechanism of the socio-economic development of the state, the feasibility of modernizing the said mechanism is beyond doubt. The above circumstances determine the indisputable relevance of the study of the architecture of the budget mechanism and the search for ways to improve its structure, the integration of financial methods, forms, tools and instruments. Purposes. The purpose of the article is to formulate its own scientific approach to the structuring of the budget mechanism of the socio-economic development of the state, the characteristics of its elements and the relationship between them. Results.The result of the study proved that the optimal combination of elements of the budget mechanism allows the state to effectively influence the socio-economic processes, ensuring the functioning and development of the national economy, affordable and quality public services to the population, solving social problems and others. So in terms of transformation of budgetary relations and orientation of public finance to economic growth and improving public welfare scientific approaches to structuring the budget mechanism require revisionand clarification. Conclusion. Taking into account the directions of budget resources movement, the budget mechanism of the socio-economic development of the state proposes to distinguish two main subsystems: the mechanism of budget funds formation and the mechanism of using budget funds. In each of the subsystems, financial methods, forms, tools, levers are distinguished and characterized in the context of providing the architectural budget mechanism.

AbstractThe article considers international trends and directions of inclusive growth which is considered as an inclusive economic growth and is measured by heterogeneous growth indicators, as an index of inclusive development. Considering the above, was analysed the existing state of the country’s growth considering the environmental, economic, social and technological components as prerequisites for inclusive environmental management. Thus, the main focus of this article is on the formation of prerequisites for inclusive nature management in socio-economic and environmental practices and their subsequent methodological support. So segments of population prosperity means not just material consumption, but social vision formation and the institutional support creation for enables everyone to participate in the socio-economic achievements. The main gaps in the institutional support of the inclusive environmental management process are disclosed: in the social sphere: limited access to economically viable means that meet the real needs of the population in terms of health care, social assistance, basic education and awareness; in the ecological and economic sphere there is no effective and efficient management of providing the population with products that comply with the requirements of eco-certification and eco-labelling, which negatively affects the replenishment of the state budget and the promotion of the rational use of natural resources. Therefore, in order to create a favourable climate and institutional support of inclusive environmental management, in this article, will conduct a thorough analysis of the status of its components and assess the compliance of the existing conditions with current international requirements for inclusiveness. Inclusive growth requires environmental inclusion, which can be achieved through the introduction of new metrics and resource value indicators in regional development projects and programs. In doing so, measures should be developed and recommendations made to improve further planning and control.

The article considers the essential features of rural development as a multi-vector process, which not only involves economic growth in rural areas, but also requires its adaptation to human behavior, social and political structure of rural communities and their involvement in development processes. It also reflects systemic positive changes in rural areas, which are initiated "from bottom" and supported "from top". In this concept of rural development, inclusiveness is inherent. The authors show that the development of the concept of "inclusive rural development" took place in the process of enrichment and specification of the theoretical concepts of sustainable development, inclusive growth and inclusive development in relation to the rural sector of society. This concept denotes a development whose result consists in the creation of proper conditions for the rural population for such purposes as: the use of land and other local resources in the economic activities; adequate distribution of the results of economic growth in the agriculture and other sectors of the rural economy; and participation in social and public life for the consolidation of communities and observance of human rights. Such development leads to the reduction of poverty, overcoming the economic, social and political exclusion of people residing in rural areas. It is pointed out that ensuring the inclusive development is a function of the state regulation of national economy. To implement it in Ukraine, it is necessary to ensure, first of all, the implementation, in the regulatory and legal framework, of the global goals of sustainable development and the objectives for their achievement. That could be realized by adopting the Law on the Strategy for Sustainable Development until 2030, and, in the part of inclusive rural development, also the Law on the Basic Principles of the State Agrarian Policy and State Policy of Rural Development.

Background. The development of the national brand correlates with the development of the country, its economic condition and political system, cultural and social development, the level of national security, geostrategic priorities, and integ­ration aspirations. The rapid development of Ukraine as a full-fledged partner of international economic relations is manifested in strengthening its position in the world market of goods and services, actualizing the development of the national brand. Analysis of recent research and publications has shown that despite the existence of some scientific achievements, an important scientific and practical problem of the institutional components of a brand-oriented economy remains unresolved. The purpose of the article is to explore the areas of institutional support for the formation of brand-oriented economy of Ukraine, as well as on their basis to propose management decisions for further formation of a comprehensive system of state incentives for brand-oriented industries. Materials and methods. The methods of scientific research were used: analysis, synthesis, comparison, grouping, generalization, statistical methods of estimation of dynamics and structure. The information base contains scientific publications of domestic scientists (monographs, scientific periodicals), regulations of Ukraine. Results. The analysis of directions of institutional support of formation of brand-oriented economy of Ukraine is carried out. Based on the results of this study, a set of proposals was developed, in particular: introduction of simplified customs procedures for import for own use of production equipment that is not manufactured in Ukraine; creation on a voluntary basis at the expense of enterprises of funds to support export production; introduction of preferential lending for brand-oriented industries; creation of a system of specialized insurance companies; providing real assistance to industrial enterprises to save jobs through partial unemployment benefits, simplifying the mechanism for obtaining it; regulatory and legal support for confirmation of the fact of force majeure during the COVID-19 pandemic; creation of a system of protection of intellectual property rights, etc. Conclusion. In the conditions of the whole complex of factors that determine the state and prospects of the domestic national brand, there is a need for urgent steps to further form a holistic system of measures of state stimulation of brand-oriented industries. This, on the one hand, will contribute to the effective overcoming of existing problems and obstacles in their financial and economic activities, on the other hand, will maximize the positive changes in the economy and foreign economic policy of Ukraine in the interests of national brand development. These provisions require further research on the mechanism of institutional support for the formation of a brand-oriented economy of Ukraine, which will determine the European and international mechanisms of state regulation of brand-oriented industries. The active position of the state in these issues, along with the effective use of existing competitive advantages in the policy of promoting brand-oriented production, will allow Ukraine to form a decent competitive national brand to ensure the balance of mutual interests in order to consistently strengthen Ukraine’s geoeconomic position.

The article deals with issues concerning the state regulation quality of life population in the Russian Federation through such state programs as "the new quality of life, "the innovative development and modernization of the economy, "the effective state", "the balanced regional development", "the national security" based on strategic federal documents and strategic development forecasts aimed at improving the level of well-being and the Russian citizens’ quality of life. The rating analyses the quality of life in different regions of Russia. Regions showing advanced socio-economic development and steadily occupying high positions in the rating are identified as well as crisis regions that close rating. The article describes the regions of the Russian Federation which increased their positions in the rating during the period under review due to the effective measures of state programmes holding on their territory. It analyses the reasons for the stable decline of positions for a number of regions in the rating. The environmental issues in the analysis of the effectiveness of public policies to regulate the quality of life are concerned. The environmental rating of the regions is analyzed according to the research compiled by specialists of the All-Russian public organization Green Patrol. The article sums up the main shortcomings of the quality of life state regulation. The guidelines of the state policy of the Russian Federation in the field of quality of life regulation are defined.
