At present, the enterprises of the State Reserve system have a long-term storage of a large number of wheat and other cereals, as well as a significant range of food products. Recently, due to the violation of the organizational and economic method of storage of grain crops and the system of technological operations during their cultivation, the amount of grain damaged by pests and pathogens has increased, as a result, it gets to the elevators of low quality. This facilitates access to such grain during storage of collar pests. There is another important factor in enhancing the negative effects of collar pests - warm, with a short frosty winter, which only stimulates their reproduction. For these reasons, up to 100% of the crop can be lost during storage. Poor preparation of the granary for storage, moisture, and high grain temperature can also be the reason. The article is devoted to the essence and content of such a problem as the control of various pests in granaries and food bases. The article provides a brief overview of the main existing pest species and methods of pest control. As a result of research for the enterprises of the State Reserve system of Ukraine the most effective method, ozonation and ultrasonic loading is chosen. The technology of decontamination of warehouses is given, the advantages and disadvantages of this method are shown. The article also presents an effective method of rodent control in granaries and food warehouses with the help of ultrasonic waves and electromagnetic radiation, the technology of application of ultrasonic frequencies to repel rodents is proposed. The article presents the method of research using industrial ozonator, shows its technical characteristics and also presents the results of research and the main parameters of ozonation of the warehouse (ozone concentration and duration of treatment). Recently, ozonation of premises has become widespread in pest control. Ozonation - a technology for decontamination of premises, based on the use of ozone gas - a strong oxidant. Special installation - ozonator produces ozone from oxygen contained in atmospheric air. The approximate required capacity of the ozonator is 3 - 5 g/h per 100 m3 of room volume. Large granaries and food warehouses require additional fans to mix the air. Ozonation is carried out in the absence of people. People should not enter for 1.5 - 2 hours after switching off the ozonator, while ozone decomposes into oxygen, if necessary, you can enter in an ozone respirator or a respirator with a carbon filter. An effective method of combating rodents and insects in granaries and food warehouses is deterrence by ultrasonic waves and electromagnetic radiation. Ultrasonic deterrent generates sound waves of high frequency and high volume, electromagnetic generates pulses that are transmitted through electrical wiring. These devices create an uncomfortable environment for rodents and insects, forcing them to leave the room. To avoid rodents getting used to ultrasonic radiation, the devices automatically change the range of emitted ultrasonic frequencies. Ultrasonic waves are reflected from solid materials and coatings (wood, glass, concrete, etc.) and are absorbed by soft materials (curtains, carpets, products stored in bags, etc.).

Ukraine is a unitary state, yet historically various regions, oblasts, districts, and local areas have different levels of economic development. To secure sustainable economic and social development and provide social services guaranteed by the state for each citizen according to the Constitution, the mechanism of redistribution between revenues and expenditures of oblasts, regions, and territories through the budgets of a higher level is used. The paper aims to research the peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization. The paper defines the nature of interbudgetary relations. The basic and reverse subsidies to Ukraine and Lvivska oblast are analyzed. The advantages and disadvantages the communities face at changing approaches to balancing local budgets are determined. Regulative documents that cover the interbudgetary relations in Ukraine are analyzed. Special attention is paid to the problem of local finances reforming, including the development of interbudgetary relations. The scheme of the economic interbudgetary relations system in Ukraine is developed. The ways to improve the system of interbudgetary relations in Ukraine are suggested. The negative and positive aspects, advantages, and disadvantages of the system of interbudgetary relations in Ukraine require the following improvements. 1. It is necessary to avoid the complete budget alignment in the process of budgets balancing by interbudgetary transfers as the major objective. 2. The interbudgetary transfers should be distributed based on a formal approach. 3. The changes have to be introduced to the calculation of medical and educational subsidies in terms of financial standard of budget provision to avoid the money deficit for coverage of necessary expenditures. 4. There is a need to improve interbudgetary relations at the levels of districts, villages, towns, and cities of district subordination. 5. Improvement of the mechanism of targeted benefits provision, their real evaluation, and control for the use of funds.

The article deals with the peculiarities of the formation and implementation of tax policy in the country. The analysis of change of tax receipts to the state and local budgets is carried out. The role of tax payments in the economic development of the country is determined. The efficiency of the state tax policy in Ukraine is analyzed, its advantages and disadvantages are determined. The important role of tax payments in stimulating economic and social development is substantiated. The analysis of the elasticity of change of indicators of economic development of the country from the change of volume of tax receipts to the budget is carried out. The necessity of improving the existing policy of establishing, accrual, payment, and distribution of tax revenues as one of the most promising areas to stimulate economic growth is concluded. This paper discusses the valuable role recommender systems may play in cybersecurity. First, a comprehensive presentation of recommender system types is presented, as well as their advantages and disadvantages, possible applications and security concerns. Then, the paper collects and presents the state of the art concerning the use of recommender systems in cybersecurity; both the existing solutions and future ideas are presented. The contribution of this paper is two-fold: to date, to the best of our knowledge, there has been no work collecting the applications of recommenders for cybersecurity. Moreover, this paper attempts to complete a comprehensive survey of recommender types, after noticing that other works usually mention two–three types at once and neglect the others.

The role of the state in economic development is one of the oldest topics in economics, yet controversies rage with similar passion and camps are divided on lines today broadly similar to the early writings. Though the authors of the papers in this symposium present different views, they all refuse to pose the question as a simple choice between the market mechanism and state intervention. Larry Westphal and Albert Fishlow evaluate the South Korean and the Latin American experience, respectively, in their essential complexity. Mrinal Datta-Chaudhuri draws upon a comparative study of the Indian and East Asian cases to bring out the contradictions and complementaries in the relationship between the state and the economy. Anne Krueger's paper reflects on how the comparative advantages and disadvantages of state action flow from its organizational and incentive characteristics.

The problems raised in the doctrine of constitutional law related to the implementation of a decision taken in a referendum in matters of particular importance to the state, as well as the generally marginal use of the institution of popular vote in the constitutional prac-tice, give rise to reflection on the introduction of the institution of a referendum law into the Polish constitutional system. In this article the author considers the advantages and disadvantages of such a solution, analyzing at the same time contemporary normative regulations concerning such acts in other countries. The research leads to the conclusion that despite the risks involved, the refer-endum law should appear in the Polish constitutional system in the future, as it would not only give a chance for a more complete reflection of the will of the collective subject of sovereignty without the necessity of its decoding by the parliament, but it could also be an impulse for the development of the referendum practice in the Republic of Poland. However, it is important to introduce proce-dural barriers that will prevent depreciation of this institution.

This article analyzes the choice-of-law interests of specific and potential participants in the relations of intellectual property rights and the state in order to establish the closest connection of the above type of relation with the state, whose law should be applied. Taking into account the directionality of significant choice-of-law interests, advantages and disadvantages of territorial and universal approaches, a theoretically based solution is proposed for the formation of a general choice-of-law rule on the law to be applied to the relation of intellectual property rights. It was revealed in the study that the diversity of the relations of intellectual property rights (their obligatory and non-obligatory, property and personal non-property nature, other differences in legal features) does not automatically generate a multidirectionality of significant choice-of-law interests that should be taken into account when establishing a close connection of the above type of the relation with the state for determination of applicable law, does not prevent the formation of a general choice-of-law rule for the relations of intellectual property rights in general and does not unequivocally testify in favor of the specialization of its binding. However, the diversity of the relations of intellectual property rights should be examined and evaluated for the feasibility and limits of exceptions from the general choice-of-law rule and the development of special rules for resolving certain private of the relations of intellectual property rights.

The article examines the structure and principle of operation of the electronic office of the taxpayer, its advantages and disadvantages. The object of research is the electronic office of the taxpayer. The purpose of the work is to analyze the work of the electronic office of the taxpayer. Research method - a method of operationalization of concepts, induction and deduction. The interaction of taxpayers and controlling bodies with the use of information and communication technologies is on the way to reforming the state bodies of Ukraine in accordance with the requirements of the European Union. One of the directions of modernization of the information system of the State Tax Service is the introduction of a new electronic service for providing electronic services to taxpayers using the Internet environment and a single web portal of the State Tax Service of Ukraine - a personal electronic office of the taxpayer. The electronic service was developed as part of the «Tax Block» system. The structure of the electronic office of the taxpayer is considered in detail. The advantages of submitting electronic reporting are analyzed and the ways to improve the work of the electronic cabinet are identified. Introduction.  Wireless diagnostics of patients’  functional state is important  for ensuring timely detection and treatment of diseases. In this article, the development of a medical hardware-software system for remote monitoring of the state of biological objects is considered on the example of cardiovascular diseases.Aim. To develop a medical hardware-software system for remote monitoring of the main cardiovascular parameters and to expand the scope of medical remote telemetry equipment, which can eventually lead to improved medical services.Materials and methods.  On the example of cardiovascular diseases, an analysis of the existing medical hardwaresoftware system for remote monitoring of the state of biological objects was carried out, taking into account the cardiac monitoring of the electrocardiogram. This method is widely used for in the diagnostics and treatment of cardiovascular diseases.Results.  A  method  was proposed for creating  a  hardware-software  system  for  remote monitoring of the main cardiovascular parameters to ensure timely detection and treatment of diseases. The general structure of such a system, including its advantages and disadvantages and the routing of information, is described.  The proposed technology of  prolonged  remote monitoring of the patient's health state makes it possible to increase  the efficiency of detecting dangerous heartbeat arrhythmia by about 30%.Conclusions.  The  proposed system  solves  the  problem of registering biological parameters without significant interference in the patient’s vital  activity, which allows typical conditions to be traced. Remote data collection also facilitates the load on medical personnel, reduces the number of contacts with patients and improves their psychological state.


This paper provides a general note on the state of the art in the application of nondestructive testing techniques (NDT) for the detection of defects or deteriorations in metallic and nonmetallic oil and gas pipes. The advantages and disadvantages of each technique will be pointed out.

The study focuses on individual episodes of the biography, the most notable ideas and main socio-political views of the outstanding English scientist, social philosopher, theorist of the origin of the state – T. Hobbes. On the basis of the classic work “Leviathan”, his backbone thoughts on the processes of state building, the development of a balanced normative and legislative system and specific motives for striving for power are highlighted. In particular, attention is focused on the search by the researcher of the optimal balance between freedom and the duties of a citizen. The aspiration of the classic to a comprehensive study of the most effective mechanism, optimal forms of public administration, primarily for the establishment of stable social order and safety, is noted. The scientist emphasized that an authoritative, sovereign, legitimate state is able to effective cope with the tasks set. In which those in power are obliged to be guided by norms of morality and law. Characterized, according to the researcher, the socio-psychological traits of both average citizens and sovereigns for the full life support of the country.Highlighted his heuristic principles of anthropomorphism, which more metaphorically, expressively detail the likely destructive diseases of the state, among which he considered the lack of frugality and the processes of oligarchization of the socio-political system to be especially unsafe. Scientists emphasized the absolute rejection of corruption, lack of social justice, abuse of power. Thus, the advantages and disadvantages of various forms of government were highlighted, in particular, monarchical, aristocratic, democratic. The scientists himself was an active supporter of absolute monarchy and the unshakable authority of the state. At the same time, he focused not so much on the duties of citizens to the state, as on the duties of state representatives to their citizens, the implementation of which can state structure effective, authoritative and legitimate. At the same time, the contribution of T. Hobbes to the development of the philosophy of law is highlighted. In general, it was emphasized that the English scientist comprehensively substantiated his own thought about the immutability of human nature in the form of manifestations of selfishness, individualism, insatiable appetites, unrestrained passions, and the desire for social change. According to the philosopher, only a just, sovereign, authoritative state is capable of curbing the negative manifestations of human nature. In addition, attention focused on the state-forming nature of his philosophy and the scientist’s significant contribution to the development of the theory of the social contract or the contractual origin of the state is highlighted.
