In the information society, information support of socially significant processes and kinds of activity, among which education is one of the most important, acquires special significance. Priority vectors of development of educational systems of many countries are to increase the availability of quality education in accordance with the requirements of innovative sustainable development of society and each of its citizens, ensuring personal development in accordance with individual needs through lifelong learning. Ensuring not just free access to educational resources, but the quality of the information environment becomes extremely important. At the same time, the available electronic resources that perform the function of such content require a thorough scientific and pedagogical analysis, which determined the relevance of this paper. The purpose of the article is to analyze the didactic potential of electronic educational resources as a component of information support of lifelong learning. Current trends in the development of continuing education stimulate interest in choosing the optimal resources not only from teachers but also students as consumers of open educational content. Scholars note that the potential of electronic educational resources has not been fully realized. For more efficient use of resources, a number of factors should be taken into account: psychological and pedagogical, ergonomic, sanitary and hygienic, technological etc. To reduce the possible negative effects on the educational process the careful analysis of the didactic potential of electronic educational resources, both positive and negative aspects of their use is required. The possibilities of electronic resources allow to ensure the implementation of didactic principles at a qualitatively new level, while increasing didactic risks. Didactic risk is interpreted as a predictable characteristic of a potential learning situation that may arise when using an innovative tool and have a negative impact on the educational process (negative impact is interpreted as an action that does not lead to positive changes in student learning or personality development). The article highlights the risks of using electronic educational resources associated with the fundamental didactic principles). Finding ways to minimize such risks is a promising area for further research.

The purpose and tasks of the work are to analyze the contemporary Ukrainian mass culture in terms of its value and humanistic components, as well as the importance of cultural studies and Ukrainian studies in educational disciplines for the formation of a holistic worldview of modern youth.Analysis of research and publications. Scientists repeatedly turned to the problems of the role of spirituality in the formation of society and its culture. This problem is highlighted in the publications by O. Losev, V. Lytvyn, D. Likhachev, S. Avierintsev, M. Zakovych, I. Stepanenko and E. Kostyshyn.Experts see the main negative impact of mass culture on the quality approach, which determines mass culture through the market, because mass culture, from our point of view, is everything that is sold and used in mass demand.One of the most interesting studies on this issue was the work by the representatives of Frankfurt School M. Horkheimer and T. Adorno «Dialectics of Enlightenment» (1947), devoted to a detailed analysis of mass culture. Propaganda at all socio-cultural levels in the form is similar in both totalitarian and democratic countries. It is connected, according to the authors, with the direction of European enlightenment. The tendency to unify people is a manifestation of the influence of mass culture, from cinema to pop. Mass culture is a phenomenon whose existence is associated with commerce (accumulation in any form – this is the main feature of education), in general, the fact that it exists in this form is related to the direction of the history of civilization.Modern mass culture, with its externally attractive and easily assimilated ideas and symbols, appealing to the trends of modern fashion, becomes a standard of prestigious consumption, does not require intense reflection, allows you to relax, distract, not teach, but entertains, preaches hedonism as the main spiritual value. And as a consequence, there are socio-cultural risks: an active rejection of other people, which leads to the formation of indifference; cruelty as a character trait; increase of violent and mercenary crime; increase in the number of alcohol and drug addicts; anti-patriotism; indifference to the values of the family and as a result of social orphanhood and prostitution.Conclusions, perspectives of research. Thus, we can conclude that modern Ukrainian education is predominantly formed by the values of mass culture. Namely, according to the «Dialectic» by Horkheimer and Adorno, «semi-enlightenment becomes an objective spirit» of our modern society.It is concluded that only high-quality education can create the opposite of the onset of mass culture and the destruction of spirituality in our society. It is proved that only by realizing the importance of cultivating disciplines in the educational process and the spiritual upbringing of the nation, through educational reforms, humanitarian knowledge will gradually return to student audiences.Formation of youth occurs under the influence of social environment, culture, education and self-education. The optimal combination of these factors determines both the process of socialization itself and how successful it will be. In this context, one can see the leading role of education and upbringing. It turns out that the main task of modern education is to spread its influence on the development of spiritual culture of the individual, which eventually becomes a solid foundation for the formation of the individual. Such a subject requires both philosophical and humanitarian approaches in further integrated interdisciplinary research, since the availability of such research will provide the theoretical foundation for truly modern educational and personal development.

Purpose of the study.  The aim of the work is to consider the possibility of improving the quality and accessibility of teaching and educational resources through the development and use of electronic educational resources (hereinafter referred to as EER) using the example of the module “System Design”. The article presents a solution to the problem that is of significant importance in the field of information technology implementation in education. The relevance of the research problem is determined by the fact that through the use of interactive tools in the learning process, users, as a rule, a student and an educator, can actively interact with these information tools. Interactivity implies the existence of conditions for educational dialogue, one of the participants of which is a means of informatization of education.Materials and methods.  To solve these tasks, the general scientific system approach was used as the main one, the basis of which is to consider educational facilities as systems functioning in a certain environment, as well as methods of analysis and comparison. The study was conducted in accordance with the pedagogical conditions of student learning and the methodological requirements for the educational product. We reviewed methodological recommendations on the use of e-learning in the educational process of the university, the main regulatory documents of distance education technologies in the implementation of additional professional programs, the Moodle distance learning system, guidelines for practical exercises, as well as reference materials on the Moodle system.Results.  The study revealed the problem of the use of electronic educational resources, their positive and somewhat negative impact on the goals and results of the educational process, as well as existing technologies for their creation. Based on the analysis of a variety of development technologies for various characteristics, a decision was made to use the LMS Moodle environment. The structure of the module “System Design” was developed, and this module was implemented in the LMS Moodle environment and tested in the educational process, it was revealed that the level of knowledge and skills mastering, as well as their possession is higher among students who studied on the electronic educational resource.Conclusion.  Thus, the results of the study allow us to recommend the introduction of electronic educational resources in the learning process. Since the use of the presented development will not interrupt the learning process in cases where the student can not attend classes, and also contributes to improving the formation of students’ competence level.

The article substantiates the importance of organizing special training of future specialists of psychological and pedagogical profile to work with gifted children. It is emphasized that such children belong to the modern «Alpha generation», whose personal development from the first years of life takes place in the digital space, as well as that the use of information and communication technologies is an important factor in the successful organization of distance learning in higher education in solving the problem of forming innovative, creative, competent teachers of gifted children in particular. It was found out that the communication potential and interactivity of ICT provides the subjects of the educational process opportunities for creative communication, exchange of information, cooperation in performing common tasks, increase interest, deepen knowledge about the phenomenon of giftedness and development of non-cognitive qualities needed for future educators with gifted children. The methodical features of conducting lectures-visualizations on pedagogical disciplines with the use of electronic presentations aimed at forming in future educators components of readiness to work with gifted children are presented. The importance of electronic educational resources in expanding students' knowledge about various aspects of working with gifted children is shown. The experience of creating a virtual teacher's site «Teaching creatively» is presented, in which it is integrated the capabilities of online services in accordance with the didactic purpose, taking into account the age and individual characteristics of gifted children. The teacher's virtual website «Teaching creatively» has a clear structure, its creation involves the use of online services that allow you to design interactive tasks, provide feedback, record educational videos and conduct research. The main conclusion of the study is that the use of information and communication technologies, electronic educational resources in terms of distance / blended learning significantly improves the quality of training of future teachers to work with gifted children.

The article discusses the problem of organizing blended learning in general education organizations. Blended learning, as one of the areas of informatization of education, has been used in foreign countries since the end of the 20th century, and in Russia it has been discussed quite recently. Blended learning has both advantages over traditional learning and possible risks, which include the lack of readiness of teachers to implement an innovative approach to teaching chemistry due to poor awareness of blended learning lesson models and methodological capabilities of electronic educational resources. Separate publications on conducting such chemistry lessons in the absence of generalized methodological recommendations do not allow the teacher to effectively master this technology. The purpose of the study is to develop guidelines that generalize and systematize the experience of organizing blended learning in chemistry lessons. The research methodology is determined: literary search on the problem of organizing blended learning; studying the readiness of chemistry teachers to organize blended learning; development of scripts for chemistry lessons in different blended learning models; preparation of recommendations for chemistry teachers. This article presents the results of a questionnaire survey of chemistry teachers, allowing to determine their readiness for the organization of blended learning. It was found that more than 70% of chemistry teachers know what blended learning is, but prefer to accompany traditional face-to-face learning with electronic resources or use the flipped classroom blended learning model as the most understandable and accessible. The authors confirmed the assumption of the need to develop a generalized model of blended learning lessons, criteria for choosing a model and electronic resources, taking into account the studied content. When choosing electronic resources, the main criterion should be the scientific nature of the studied content, and not the convenience of the user interface. An important criterion is the cross-platform nature of educational resources, as well as the availability of guidelines for the inclusion of the proposed electronic resources in the educational process.

Currently, without the effective information support of scientific research and the educational process, the innovative development of higher education isn’t possible. But the databases of leading publishers such as Springer Nature, Wiley, Elsevier, Oxford University Press and others are very expensive for universities in developing countries and countries with economies in transition. It is necessary to conduct researches to analyze the demand for digital information resources of publishers to determine the most popular sources for each university. The article is devoted to the results of research on the demand for electronic scientific and educational resources in 63 universities of Uzbekistan, as well as their impact on publication activity. Interviewed more than 1200 respondents from among doctoral students, applicants for academic degrees, teachers and researchers. Based on the results of the survey, the most frequently used sources of information for scientific research, problems they face when writing scientific articles, and information resources they often use are identified. Such researches were conducted in the republic for the first time. The results of the survey made it possible to get a clear picture of the state of information support of universities, to develop recommendations to improve of acquisition funds of academic libraries, on organizing and conducting thematic trainings for doctoral students, teachers, and researchers.

The problem of using electronic information resources in the system of higher professional education are discussed. Purpose of the research: theoretically substantiate and empirically identify the advantages and risks of using electronic information resources in professional education. Research methods: theoretical analysis of literature, questionnaire survey, method of expert assessments, ranking method, methods of descriptive statistics and qualitative interpretation of data. The analysis of the levels of integration of electronic information resources in the continuous education system is carried out. The advantages of electronic educational resources are revealed in comparison with the traditionally used means and technologies of teaching. The results of an empirical study of the ideas of students and teachers about the advantages and disadvantages of distance learning and electronic information and educational platforms are presented. Ways to reduce the risks of negative impact of electronic information resources on the processes of professional and personal development of specialists are proposed.

Purpose of the study. The digital turn in higher education and pedagogical technologies requires the use of a variety of teaching approaches and methods. The quarantine period in connection with the COVID-19 pandemic caused the need for a radical transformation of the higher education system, its new paradigm in a modern digital society. In such conditions, it becomes necessary to form a digital educational environment and many countries, including the Republic of Uzbekistan, have faced this task. Students need to develop skills in working with information, in particular, the use of information and communication technologies in the process of solving cognitive tasks and performing creative tasks in cognitive and educational activities. All these processes update the topic of the article and require an analysis of the experience of using electronic educational resources in the Republic of Uzbekistan.Materials and methods. The methodological basis of the research was the activity-oriented, personality-oriented, systemic, project-based and individually creative approaches. The analysis of the historiography of the problem showed: despite a significant number of studies in the field of application of various information technologies in historical research, there are still no works that would summarize data on working with electronic educational resources in the Republic of Uzbekistan. This article is an attempt to offer an analysis of the possibilities, as well as the main advantages of using electronic educational resources in teaching disciplines in higher education, using the example of Uzbekistan.Results. The article examines electronic resources for distance education that are present in the CIS countries, since online educational resources as a complex of various educational materials, for which gadgets are used, can improve the quality of education and diversify the forms of teaching. The author analyzes the conditions and prospects for the development of distance education in the Republic of Uzbekistan, notes a conceptual approach to educational digital platforms that contribute to improving the quality of education. The system of higher education of the Republic as well as the conditions and prospects for the development of distance education in the Republic of Uzbekistan are investigated. The author identifies the main trends in the modern online educational environment. In addition, the advantages and disadvantages of electronic educational resources have been identified. The article defines the strategic goals for the development of higher education in the Republic of Uzbekistan at a new stage of development, and also presents an analysis of Internet resources for distance education that are available in Uzbekistan. Conclusion. Thus, we come to the conclusion that in the current conditions, many countries are switching to digital and electronic means of education; the article shows the main Internet resources that contribute to the effectiveness of the system of professional training for bachelors, using the example of the Republic of Uzbekistan. The effectiveness, intensity, activation, individualization, and communicativeness of the educational process depend to a greater extent on how electronic resources are used, what tasks are solved during their use.

Today an electronic educational environment is an integral innovative component of vocational education functioning. The construction of electronic educational environments in Russia is supported by government initiatives in the context of the modernization of the entire educational institution, taking into account global trends. Today, our country has accumulated a certain experience in the development and use of electronic educational resources in the educational process, which needs analysis and systematization. The research problem: what are the mechanisms of using electronic educational environment of a university in the professional training of future psychologists and social teachers? The purpose of the research is to substantiate the expediency of using electronic educational environment in the professional training of future psychologists and social teachers. The research methods used are synthesis, systematization, desk research, generalization. The research results are the following: the relevance of using the electronic educational environment of a university as an innovative resource in the professional training of future psychologists and social teachers has been confirmed; the components of the electronic educational environment of a university have been characterized; electronic resources used in educational activities for the purpose of resource and information support of psychological and pedagogical disciplines have been disclosed Key conclusions: digital service is viewed as an additional, promising innovative educational resource in the professional training of future psychologists and social educators; the components of the electronic information and educational environment of a university are the official website, an electronic library, electronic an educational environment; the effectiveness of professional training of future psychologists and social teachers is possible with the additional use of Moodle, Zoom, YouTube, Google electronic resources.

Nowadays libraries evolve online resources in acquisition of their stocks as a measure to fill the gap with printed resources. A variety of numerous Russian publishing electronic products, designed to provide users’ needs, can be desсribed as a general space of Russian electronic resources. The collection development of electronic resources requires studying these products content and technological properties, acquisition financial terms, elaborating stocks development strategy. To provide Russian online resources investigation, the author has collected information at websites of publishers and distributors, tested online products, analyzed the sites of central libraries of Russian regions using network resources. Based on the data about Russian online resources, the paper identifies groups of resource publishers, describes ways to inform about network resources and some characteristics of electronic resources affecting their selection. Publishers and distributors produce commercial and non-commercial online resources of scientific-educational organizations in the fields of their activity, collections of retrospective free access publications creating by holders eventually or in frames of thematic collections, open access resources. The legislative support for providing the educational process with electronic publications influenced of Russian online resources development that provided the creation of such resources group as electronic library systems. The article shows methods to form the content of electronic library systems, services they provide, access to various categories of users. At present, introducing electronic resources in the process of collections acquisition, and changing requirements for libraries have a huge impact on the activities of publishers and aggregators aimed at changing the principles of collection forming, services extension, tools development of federated search for Russian network resources.

The purpose of the study is to identify and justify the modern perspectives of open educational resources (OER) for higher education in Russia. The methodology includes study of initiatives, services, OER tools in Russia and abroad, evaluation of OER development factors. The authors have conducted a survey of university lecturers, processing of the results using statistical methods of analysis. The following prospects for the development and use of OER in higher education are identified: 1) further dissemination of free access to educational materials through the involvement of a wider range of universities; 2) improving the quality of educational materials in the context of expanding access to them; 3) extension of electronic educational environment, since OER are not tied to specific tools or technologies, and may be distributed in social media, mobile applications. The study of international and Russian practice has shown that OER provide methodological support primarily to university lecturers, allowing them to study the best practices of education leaders, to handle OER in accordance with the educational objectives of their courses and the students’ requirements and expectation. As a result of the survey, it was found that 60% of lecturers at Russian universities distribute their own educational materials on the Internet during the educational process for the convenience of students.
