Background. In conditions of unprecedented aggravation of competition in the 21st century for strategic markets for goods and services, the practice of introducing not only traditional open methods but also latent ones for promoting national goods and brands on foreign markets, including strategies of so-called «soft power», is becoming more widespread. Analysis of recent research and publications. Despite the wide range of research on the issue of «soft power», the most of them are characterized by political and cultural dimension. Publications on the economic consequences of using «soft power»resources mostly focus on their individual elements and components. The aim of this article is to assess the potential impact of «soft power»strategies onto strengthening the position of countries in global trade and economic competition and to evaluate some successful international regulatory practices based on «soft power»strategies as the part of a system of latent external expansion. Materials and methods. The information base for the study were scientific publications of foreign and domestic scientists, data of analytical services and international rankings. The combinatorics of the institutional approach and the Case method were used to assess the results of the implementation of «soft power»strategies into the regulatory practice of individual states. Results. The article identifies the channels of impact of «soft power»strategies onto strengthening the position of countries in the global trade and economic environment. Some successful international regulatory practices for the implementation of «soft power»strategies in the system of state regulation have been assessed. Conclusion. The generalization of the results of the international rankings of the TOP-10 countries of the world testifies to the dominance of traditional leaders –countries from the group of the so-called Golden Billion. The use of Case method approaches to the latest strategic priorities of China, Japan and Turkey allows us to assess the focus of national rebranding programs on modernizing the economies of these countries and their external sector, achieving balance between import dependence and export orientation during the post-industrial challenges.

The article deals with defining the characteristics of the authority discourse development in modern society. The localization of the urban area has been chosen as the field of the authority discursive power strategies development. The author's scheme of authority discourse analysis in the urban area has been suggested basing on the methodological principles of a discourse-analytical strategy and involving the heuristic potential of a socio-cultural and semiotic analysis, as a result of the specific empirical study. The analysis of theoretical frames for the study of the concepts of «discourse» and «authority» has made it possible to determine a variety of communicative actions, which subject can only be the authority – an institutional discourse, namely, a political perspective. It is proposed to define a political discourse as a set of all speech acts in the appropriate institutional atmosphere, which is implemented in both oral and written forms within this study. The consideration of the background, expectations of the author and the audience, hidden motives, plot schemes etc. are provided in this article. It has been noted that it is appropriate to use the categorization approach to the «soft power» concept, which proposes to consider the power as the one which is implemented in the form of a certain communicative action. The behavior dictated by the authorities is perceived by a recipient as a voluntary choice during its relization. Such categories of the investigation as cultural mechanisms of nomination, classification, legitimation and naturalization are stressed analysing a political discourse in an urban area. The author's matrix of the analysis of the authority discourse in the urban area which includes its strategies, grammatology, idioms and the nature of their projection in discursive strategies of main subjects of discourse development has been described.

The purpose of the article is to identify regional features of the Arctic States of the Eastern hemisphere. The Arctic region has enormous geopolitical and economic potential, and in the twenty-first century it is becoming one of the main objects of conflict of interests of the leading powers of the modern world. In their research, the authors used experimental-theoretical methods, as well as system analysis, logical and historical methods. The results of the analysis of the literature used, actual data, and research searches have shown that the key element in determining the region is its borders. There are many definitions of the Arctic, but due to the Northern features, none of them fully corresponds to the tasks of state regulation of territories. Along with the General assessment of the region and space, the article analyzes in detail various approaches to determining the borders of the Arctic region of all the countries participating in the Eastern hemisphere: Denmark, Russia, Finland, Sweden, and Iceland. A retrospective analysis of the existing definitions for a wide range is carried out. The conclusions summarize that among the Arctic countries, the astronomical approach in combination with the administrative and political definitions of the participating countries themselves prevails, which begins to form trends towards changing approaches to the Arctic as a whole.

The paper analyzes the organization of effective resource saving of the enterprise. Enterprises need to implement innovative technologies and tools, as well as to motivate all participants in the process to achieve high overall productivity. One of the ways to increase the efficiency and rationality of the activity is the introduction of the management system of development of resource saving enterprise (RSE). The EPR management system is influenced by external and internal factors. One of the main factors of the external environment is the state regulation in the direction of resource saving, because a small number of business entities can turn to the development of resource-saving enterprises without state support. Defined the concept of "resource saving" as a complex positive effect on the state of the company, which combines the economic, social and environmental factors, the result of the implementation of resource conservation is economically viable for the company. The process of resource saving at the enterprise positively affects a wide range of subjects who perceive its results. According to international standards, Ukraine's economy is one of the most resource-intensive in the world through a large proportion of resource-intensive industries, outdated and inefficient technology, extreme depreciation of assets, inefficient systems of transformation and energy supply. World experience in the development and implementation of resource saving programs has a great variety of mechanisms and economic methods to ensure the efficiency of resource consumption in all areas of economic activity. The article highlights the most effective methods and applied to the realities of Ukraine. The study revealed the main problems of Ukrainian enterprises in the management of resource protection and development of resource protection. Today, finding ways of solving these problems and determining the main ways of stimulating enterprise teams and personnel management is especially important for the formation and implementation of an effective system of resource-saving development.

ABSTRACTStreptococcus agalactiae(group BStreptococcus[GBS]) causes disease in a wide range of animals. The serotype Ib lineage is highly adapted to aquatic hosts, exhibiting substantial genome reduction compared with terrestrial conspecifics. Here, we sequence genomes from 40 GBS isolates, including 25 isolates from wild fish and captive stingrays in Australia, six local veterinary or human clinical isolates, and nine isolates from farmed tilapia in Honduras, and compared them with 42 genomes from public databases. Phylogenetic analysis based on nonrecombinant core-genome single nucleotide polymorphisms (SNPs) indicated that aquatic serotype Ib isolates from Queensland were distantly related to local veterinary and human clinical isolates. In contrast, Australian aquatic isolates are most closely related to a tilapia isolate from Israel, differing by only 63 core-genome SNPs. A consensus minimum spanning tree based on core-genome SNPs indicates the dissemination of sequence type 261 (ST-261) from an ancestral tilapia strain, which is congruent with several introductions of tilapia into Australia from Israel during the 1970s and 1980s. Pangenome analysis identified 1,440 genes as core, with the majority being dispensable or strain specific, with non-protein-coding intergenic regions (IGRs) divided among core and strain-specific genes. Aquatic serotype Ib strains have lost many virulence factors during adaptation, but six adhesins were well conserved across the aquatic isolates and might be critical for virulence in fish and for targets in vaccine development. The close relationship among recent ST-261 isolates from Ghana, the United States, and China with the Israeli tilapia isolate from 1988 implicates the global trade in tilapia seed for aquaculture in the widespread dissemination of serotype Ib fish-adapted GBS.IMPORTANCEStreptococcus agalactiae(GBS) is a significant pathogen of humans and animals. Some lineages have become adapted to particular hosts, and serotype Ib is highly specialized to fish. Here, we show that this lineage is likely to have been distributed widely by the global trade in tilapia for aquaculture, with probable introduction into Australia in the 1970s and subsequent dissemination in wild fish populations. We report here the variability in the polysaccharide capsule among this lineage but identify a cohort of common surface proteins that may be a focus of future vaccine development to reduce the biosecurity risk in international fish trade.
