Fire trucks should be maximally adapted to the elimination of emergency situations, in particular, to provide the necessary intensity of supply of extinguishing agents, that is, to be multifunctional. Special requirements are imposed on fire-fighting vehicles: high cross-country ability and speed, the ability to transport one compartment, transport tools and equipment for grabbing, backfilling with soil, filling the edge of the fire with water or chemical solutions, and the like. Scientific research is aimed at developing ways to assess the effectiveness of new models of fire and rescue vehicles for compliance with the requirements of the Ministry of Emergency Situations of Ukraine, in particular, through comparative analysis with alternative samples, to determine the factors affecting the operation of a fire truck, to develop a method for adapting vehicles for emergency response, to improve their level of operational excellence and operational efficiency. To realize the purpose of the assessment tests, a test procedure was developed and an experimental model of a fire-fighting vehicle for emergency response was created. The obtained relationship between the number of revolutions of the crankshaft of the engine and the value of the dynamic torque in the transmission of the test fire vehicle in the case of a sharp engagement of the clutch in the vehicle starting modes can be represented graphically. It is proposed to compare different variants of fire engine designs to take this characteristic as an efficiency criterion. Experimental studies were carried out: starting a car from a place on a steep rise, followed by an increase in gears; overcoming a roadside ditch with flat walls 0.2–0.6 m deep and at an angle of 45° to its axis; running over with wheels of one side of a fire engine on a curb 140–150 mm high; entering a turn from straight-line movement to the minimum possible turning radius on an asphalt surface in II and III gears at a constant speed of 10-12 km/h. To confirm the validity of the accepted assumptions of the mathematical model, the accuracy of applications and the reliability of the results obtained, the adequacy of mathematical modeling was checked by comparing the test problems of statics and dynamics of the movement of fire trucks for emergency response. A fire truck for liquidation of emergency situations, modeled on the basis of the proposed adaptation method of the base chassis for the needs of extinguishing forest fires and the formation of a container module, makes it possible to increase the efficiency of its use according to the selected criteria by 18%. The use of the longitudinal flexibility of the container modules in comparison with the conventional body mount provides a reduction in fuel consumption when driving a fire truck up to 4%.

In this paper, the problem of a new concept of “emergency response center” was studied in detail. The definition of such a concept as "emergency". Analyzed the current state of the introduction of the concept of the center of rapid response and its practical implementation. Internal and external factors affecting the location of the rapid response center were studied. Based on the factors, the main criteria are formulated that influence the position of the emergency response center in an urban environment.

In connection with global climate change, special attention is paid to the quantitative content of greenhouse gases in the atmosphere. Currently, forest fires are one of the main sources of gas and aerosol emissions into the atmosphere. Based on the conducted experimental studies, data on carbon emissions from fires of different intensity in the pine forests of Siberia were obtained. The most important factors affecting the amount of burned biomass and the amount of carbon emissions are the type and intensity of the fire. High-intensity fires have the greatest impact on the ecosystem and the amount of carbon emissions. With an increase in the number of large high-intensity fires, an increase in pyrogenic carbon emissions into the atmosphere can be expected.

Over the decades, more attention has been paid to emissions from the means of transport and the use of different fuels and combustion fuels for the operation of internal combustion engines than on fuel consumption. This, in turn, enables research into products that are said to reduce fuel consumption. The report summarizes four studies of fuel-related innovation products. The studies covered by this report are conducted with diesel fuel and usually contain diesel fuel and three additives for it. Manufacturers of additives are based on already existing studies showing a 10-30% reduction in fuel consumption. Comparative experimental studies related to the use of commercially available diesel fuel with and without the use of additives have been performed in laboratory conditions. The studies were carried out on a stationary diesel engine СМД-17КН equipped with brake КИ1368В. Repeated results were recorded, but they did not confirm the significant positive effect of additives on specific fuel consumption. In some cases, the factors affecting errors in this type of research on the effectiveness of fuel additives for commercial purposes are considered. The reasons for the positive effects of such use of additives in certain engine operating modes are also clarified.

The paper addresses the problem of increasing transportation safety due to usage of new possibilities provided by modern technologies. The proposed approach extends such systems as ERA-GLONASS and eCall via service network composition enabling not only transmitting additional information but also information fusion for defining required emergency means as well as planning for a whole emergency response operation. The main idea of the approach is to model the cyber physical human system components by sets of services representing them. The services are provided with the capability of self- contextualization to autonomously adapt their behaviors to the context of the car-driver system. The approach is illustrated via an accident emergency situation response scenario. “ERA-GLONASS” is the Russian state emergency response system for accidents, aimed at improving road safety and reducing the death rate from accidents by reducing the time for warning emergency services. In fact, this is a partially copied European e Call system with some differences in the data being transmitted and partly backward compatible with the European parent. The principle of the system is quite simple and logical: in the event of an accident, the module built into the car in fully automatic mode and without human intervention determines the severity of the accident, determines the vehicle’s location via GLONASS or GPS, establishes connection with the system infrastructure and in accordance with the protocol, transfers the necessary data on the accident (a certain distress signal). Having received the distress signal, the employee of the call center of the system operator should call the on-board device and find out what happened. If no one answers, send the received data to Sistema-112 and send it to the exact coordinates of the team of rescuers and doctors, and the last one to arrive at the place is given 20 minutes. And all this, I repeat, without the participation of a person: even if people caught in an accident will not be able to independently call emergency services, the data on the accident will still be transferred. In this work intended to add some information about applying system project in Uzbek Roads especially mountain regions like “Kamchik” pass. The Kamchik Pass is a high mountain pass at an elevation of 2.306 m above the sea level, located in the Qurama Mountains in eastern Uzbekistan and its length is about 88km.The road to reach the pass is asphalted, but there are rough sections where the asphalt has disappeared. It’s called A373. The old road over the pass was by passed by a tunnel built in 1999. On the horizon, the snow-capped peaks of the Fan Mountains come into view. The pass is located in the Fergana Valley between the Tashkent and Namangan Regions.

The article gives an analysis of the results of authorial experimental studies. Motivational factors affecting adolescents' participation in criminal groups are considered, they are: dominant groups of motives, the predominance of aspiration to success or avoidance of failures. Thus, the author explores the subjective potential of the personality of adolescent groupers. According to the results of the research, the author concludes that the specificity of the motivation of such adolescents consists in the predominance of material motives, social motives (involvement in social communities, groupings) and motives of recognition and respect. The author notes that the motivation for avoiding failures is more characteristic of such adolescents than the motivation for the pursuit of success. It is concluded that the data obtained can serve as a basis for developing preventive measures when working with adolescents at risk.

Annotation Purpose. Development of a program and methods for conducting experimental studies of the extrusion process with the definition of parameters and modes of operation of the extruder to improve its energy performance. Methods. Methods of mathematical statistics, synthesis, analysis, description and modeling were used. Results. The application of mathematical methods, in particular mathematical planning, reduces the number of experiments several times, and allows to evaluate the role of influencing factors, obtain a mathematical model of the process and determine the optimal conditions for its parameters and modes, etc. Conclusions. The methodology for experimental studies of a screw extruder is presented with the necessary equipment and methodology for processing the obtained experimental data. A mathematical method of planning, which reduces the number of experiments several times, allows us to evaluate the role of factors affecting productivity and energy intensity is presented. Introduction. Appropriate decision-making is essential in emergency situations; however, little information is available on how emergency decision-makers decide on the emergency status of the patients shifted to the emergency department of the hospital. This study aimed at explaining the factors that influence the emergency specialists’ decision-making in case of emergency conditions in patients. Methods. This study was carried out with a qualitative content analysis approach. The participants were selected based on purposive sampling by the emergency specialists. The data were collected through semistructured interviews and were analyzed using the method proposed by Graneheim and Lundman. Results. The core theme of the study was “efforts to perceive the acute health threats of the patient.” This theme was derived from the main classes, including “the identification of the acute threats based on the patient’s condition” and “the identification of the acute threats based on peripheral conditions.” Conclusions. The conditions governing the decision-making process about patients in the emergency department differ from the conditions in other health-care departments at hospitals. Emergency specialists may have several approaches to decide about the patients’ emergency conditions. Therefore, notably, the emergency specialists’ working conditions and the others’ expectations from these specialists should be considered.

Different variants of particle swarm optimization (PSO) algorithms were introduced in recent years with various improvements to tackle different types of optimization problems more robustly. However, the conventional initialization scheme tends to generate an initial population with relatively inferior solution due to the random guess mechanism. In this paper, a PSO variant known as modified PSO with chaotic initialization scheme is introduced to solve unconstrained global optimization problems more effectively, by generating a more promising initial population. Experimental studies are conducted to assess and compare the optimization performance of the proposed algorithm with four existing well-establised PSO variants using seven test functions. The proposed algorithm is observed to outperform its competitors in solving the selected test problems.

Poles are highly aware of the fact that Polish civil protection assets are being deployed abroad in order to assist other disaster- and crisis-stricken countries around the world. Such a type of urgent assistance provided from one country to another in an emergency response situation is regulated and organised by the European Union. Poland, as a state participating in the EU international system, is very active in sharing its civil protection assets, such as in the Beirut explosion case in Lebanon (2020), and during forest fires in Sweden (2018). Using its civil protection resources to assist other countries poses a question on the potential influence of such activities on the homeland’s internal security. Solving the problem has to be preceded by answering the following question — How is the process of international civil protection deployment organised in Poland? Responding to this question required utilising such methods as a review and analysis of literature sources on the European dimension of civil protection, EU legal regulations, statistics, reports as well as Polish standard operating procedures and internal regulations on the national level and was the key method applied in the research. Furthermore, semi-formal interviews with Polish and EU experts were done. The findings prove that operational planning in the researched area is well organised, which significantly diminishes the identified risk for internal security.

The purpose of this paper is to discuss the safety of ship berthing operations in port. Based on the features of ship's berthing operations and relevant literature, the Safety Factors (SFs) of ship berthing at docks are first investigated. A Safety Index (SI) with a Fuzzy Analytic Hierarchy Process (AHP) model is then proposed to assess those SFs from port marine pilots, by which port managers and ship carriers may make policies to improve ship berthing safety. To validate the model, berthing operations at Kaohsiung Port in Taiwan were empirically investigated. The results indicate the main safety factors affecting ship berthing at port docks are: working concentration, the condition of mooring lines, emergency response, port policy of improving business and berth length. Based on those results, the theoretical and managerial implications for ship berthing safety at dock are finally discussed.
