The article discusses the current state of the genetic resources of the apricot specy and the prospects for its cultivation in the world and the Russian Federation. Data from various literary sources and Internet resources dedicated to this issue were collected and analyzed. The article analyzed the development of culture from 1991 to 2017. Gross fruit harvest, yield and cultivation areas in 68 countries of the world are displayed. There has been marked a growing demand for this crop and, as a result, the expansion of the area of cultivation and gross fruit harvesting has almost doubled since the end of the last century. An increase in production effi ciency due to the introduction of new varieties more adapted to cultivation conditions and the use of innovative technologies was noted. Apricot plantings, according to 2017 data, occupy 560 thousand ha. The main production is concentrated in Asia (54 %) and European countries (27 %). The market leaders are 10 countries: Turkey, Iran, Uzbekistan, Italy, Pakistan, Spain, France, Algeria, Japan and Morocco. They accounted for 2.02 million tons, or about 50 % of the total world gross fruit harvest of this crop. The area of apricot plantations here is from 11 to 125 thousand ha. In Russia, the main landings are concentrated in the south of the country. They occupy about 10 thousand hectares. About 60 thousand tons of products are collected here annually. It is noted that from 1992 to 2017 the apricot yield has doubled, but still inferior to the level of Western countries. The average yield in the country is 5.36 t / ha. This yield parameter is at the level of Pakistan, Algeria and Japan. In Italy, Uzbekistan, France, and others, about 10 tons of fruits are obtained from 1 ha. Based on the analysis, a conclusion was made about the possibility of increasing the gross yield and productivity with a further increase in the level of intensifi cation of production.

Th e article discusses practical aspects of sustainable development necessary for the introduction of public-private partnership in the work of the Institute in the Russian Federation. Th e author analyses the requirements of the fi nancier for a private partner in terms of sustainable develop-ment mechanisms in diff erent countries of the world. Th e requirements that currently exist in the methodology for calculating the economic effi ciency of public-private partnership projects in the Russian Federation are also analyzed. Th e article describes not only diff erences in effi ciency assessment mechanisms, but also proposes an author’s method of integrating the principles of sustainable development into fi nancial mechanisms for implementing public-private partnershipprojects. Th e author proposes to change the methodology for assessing the risks of public-private partnership projects, introduce into the Russian methodology for assessing the eff ectiveness of projects requirements not only on the need to substantiate the applied calculation mechanisms, but also on the development by a private partner of strategies for the sustainable development of the project, as well as a strategy for the sustainable development of the project region. Th e changes will qualitatively supplement the fi nancial settlement mechanisms that aff ect the implementation of all public-private partnership projects in the Russian Federation, including minimizing thefi nancial risks of the state partner.

The article is devoted to the analysis of the current state of the hotel market in the Krasnoyarsk region. Today the Krasnoyarsk region is a region of domestic tourism, almost 90% of the tourist flow in the region is formed by residents of the region and other regions of Russia. The degree of development of infrastructure and tourism industry differs significantly in the districts and cities of the region. The structure of the hotel market of the Krasnoyarsk region is represented mainly by chain hotels and private hotels. As a result of the analysis, it was found that, compared to 2019, in 2020, the total number of collective accommodation facilities in the Krasnoyarsk region decreased by 2.9%, the number of hotels decreased by 5.9%, the number of specialized accommodation facilities increased by 3.8%. The capacity indicator and the demand index of the hotel market of the Krasnoyarsk region indicate a steady growth until 2019 and stagnation in 2020, which corresponds to the general socio-economic situation in the Russian Federation. The revenues of the collective accommodation facility of the Krasnoyarsk region have constantly increased: in 2019 they increased by 23.6% compared to 2017 and decreased by 17.46% in 2020. Despite the negative socio-economic processes in the country and the world, the hotel market of the Krasnoyarsk region retains a significant potential for accelerating growth and strengthening its role in the development of the region's economy.

The article analyses the current state and trends of the processes of digitalization of the economy in the Russian Federation, and also collates the levels of penetration of digital technologies in the structure of the economy of Russia and foreign countries-competitors. As a basis, the set task of achieving technological superiority in key sectors of the digital economy has been adopted. The paper shows that although the Russian Federation occupies a prominent position in the world in terms of the introduction of digital technologies, it is not included in the group of leading countries in the digitalization process. As of the end of 2019, it can be stated that Russia, if the current course continues, will remain among the countries of “catching up development”. The authors show that the lag in the Russian Federation is observed in almost all components of digitalization processes. The efforts made by the government of the country in recent years to accelerate the digitalization processes have not been sufficient. Although they produced results, the main opponents of Russia on the world stage pursued a more intensive policy in the same direction, which ensured their current separation.To achieve technological superiority, a cardinal change of policy is necessary, which should reorient to new, more productive than the current mechanisms for the development and implementation of new digital technologies with the simultaneous intensification of both state and private efforts. Deepening the industry specification of digitalization policies will also have a positive effect. In addition, it is necessary to actively engage in digitalization processes and strengthen the role of scientific organizations (both academic and other).

The present scientific research examines the current state of the Liquefied Natural Gas (LNG) market, as well as the role and place of the Russian energy resources on the world stage. The article highlights the features of the Russian LNG market development, the existing barriers and prospects. The work includes a dynamic analysis of the global market conditions, current trends and emerging risks caused by modern political and economic realities. In conclusion, the authors suggested a set of measures for increasing competitiveness of the Russian Federation in the global LNG market.

The paper is dedicatedto the study of trade relations between the Russian Federation and the PRC, retrospective experience, current state and development prospects in the medium term. The aim of the study is to determine the nature of the economic and political partnership between the Russian Federation and the PRC. The main question to which this work answers is how much does China need friendship with Russia? The study also reflects the interdependence of economic and political aspects in the construction of inter-state relations, the influence of the new economic reality in the context of sanctions, restrictions and trade wars. The relevance of the work is caused by the new multipolar model of the world and the redistribution of superpowers' influence, the emergence of new challenges to the world economy.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.
