E-technics for interaction between government and communities

The article deals with dialogue forms of cooperation between government and community. We studied the analysis technique of e-participation and noted examples of their successful use in the parliaments and governments of different countries. Advantages and disadvantages of e-participation are defined. We analysed the prospects of e-participation techniques for the development of interactive forms of interaction between government and civil society. The main points of the article - a) new needs of people demand a new organization of interaction between them and the state, a new self-government structures; b) IT reduces, optimizes, makes more efficient and closer cooperation between state structure, its function and citizens. Proved that as the experience of the past few years, Internet gives citizens a good opportunity to expand its direct participation in the political process. Examples include online access to decision-making processes, on-line consultation with everyday problems, the online summary of opinions, views and differences and so on. The current problem of every political system is to make as much effort to avoid possible manipulation and abuse of the will of the citizens in the use of information democracy. The advance of digital technology in the field of politics in the last 20 years has raised the expectations about enhancing the potentials of the long dominant model of representative democracy. The need to reinvigorate the overall political process was talked about since the first signs of decline in the civic engagement in the second half of the past century. In the meantime, technological gadgets, and, especially the great versatility of Internet applicability have indeed contributed for better communication between the political elites and their people and for sharing the information on the unprecedented level. Yet, the key challenge still seems barely touched: how to provide meaningful participation of the politically awakened individuals in the decision-making processes within the states. In the article we offer a brief survey of the European and USA achievements in the field of e-voting and Internet-voting in order to show how the political, technical and security concerns are still prevailing in the debates thus undermining the trust in the new modes of casting the votes. Also, we present the results of the survey done with 120 students in the Republic of Macedonia and their considerations about the eventual Internet voting in the country. Applying the descriptive and analytical methods we would argue that the immense possibilities for using Internet in politics are far from being exploited, so the initial miscalculation and failures should not discourage the communities from observing new pathways for improving the unavoidable digital component of democracy. 


Indian commodity market has seen tremendous growth over the past few decades. Investment in capital market attracts higher risk as the return is higher. It becomes very important to understand the perspectives of theinvestors in market in order to minimize the risk faced. This will help them accomplish their goal of achieving higher return by minimizing the risk. The aim of the paper is to provide the risk management perspectives of commodity investors in India. The study concentrates on the aspects like the market and exchange selected for trading, types of risks faced, method of analysis, technique used for managing risk, percentage of the investment, advantages and disadvantages of trading in commodity trading etc. The results can be used by the commodity investors in taking wiser decisions in commodity derivatives investment.Also, hedge their risk accordingly

In the past few years on-line digital television frame store devices coupled to computers have been employed to attempt to measure the microscope parameters of defocus and astigmatism. The ultimate goal of such tasks is to fully adjust the operating parameters of the microscope and obtain an optimum image for viewing in terms of its information content. The initial approach to this problem, for high resolution TEM imaging, was to obtain the power spectrum from the Fourier transform of an image, find the contrast transfer function oscillation maxima, and subsequently correct the image. This technique requires a fast computer, a direct memory access device and even an array processor to accomplish these tasks on limited size arrays in a few seconds per image. It is not clear that the power spectrum could be used for more than defocus correction since the correction of astigmatism is a formidable problem of pattern recognition.

Lisa Randall is a theoretical physicist working in particle physics and cosmology. She was born in Queens, New York City, on June 18, 1962. Lisa Randall is an alumna of Hampshire College Summer Studies in Mathematics; and she graduated from Stuyvesant High School in 1980. She won first place in the 1980 Westinghouse Science Talent Search at the age of 18; and at Harvard University, Lisa Randall earned both a BA in physics (1983) and a PhD in theoretical particle physics (1987) under advisor Howard Mason Georgi III, a theoretical physicist. She is currently Frank B. Baird, Jr. Professor of Science on the physics faculty of Harvard University, where he has been for the past a decade. Her works concerns elementary particles and fundamental forces, and has involved the study of a wide variety of models, the most recent involving dimensions. She has also worked on supersymmetry, Standard Model observables, cosmological inflation, baryogenesis, grand unified theories, and general relativity. Consequently, her studies have made her among the most cited and influential theoretical physicists and she has received numerous awards and honors for her scientific endeavors. Background: Winding deformation is one of the most common faults in power transformers, which seriously threatens the safe operation of transformers. In order to discover the hidden trouble of transformer in time, it is of great significance to actively carry out the research of transformer winding deformation detection technology. Methods: In this paper, several methods of winding deformation detection with on-line detection prospects are summarized. The principles and characteristics of each method are analyzed, and the advantages and disadvantages of each method as well as the future research directions are expounded. Finally, aiming at the existing problems, the development direction of detection method for winding deformation in the future is prospected. Results: The on-line frequency response analysis method is still immature, and the vibration detection method is still in the theoretical research stage. Conclusion: The ΔV − I1 locus method provides a new direction for on-line detection of transformer winding deformation faults, which has certain application prospects and practical engineering value.

Abstract Gas chromatography (GC) is an important and widely used technique for separation and analysis in the field of analytical chemistry. Micro gas chromatography has been developed in response to the requirement for on-line analysis and on-site analysis. At the core of micro gas chromatography, microelectromechanical systems (MEMs) have the advantages of small size and low power consumption. This article introduces the stationary phases of micro columns in recent years, including polymer, carbon materials, silica, gold nanoparticles, inorganic adsorbents and ionic liquids. Preparation techniques ranging from classical coating to unusual sputtering of stationary phases are reviewed. The advantages and disadvantages of different preparation methods are analyzed. The paper introduces the separation characteristics and application progress of MEMs columns and discusses possible developments.

Mexico's democratic transition has helped reduce, if not eliminate, the threat of renewed armed conflict in Chiapas. However, absent more active measures from the government and the Ejéército Zapatista de Liberacióón Nacional (EZLN) to seek a permanent peace agreement and come to terms with the legacies of the past, the conflict will linger on in an unstable déétente, which we term ““armed peace.”” While this situation is far better than the open hostilities of the past, it also belies the promise of a fully democratic society in which all citizens are equally included in the political process. La transicióón democráática en Mééxico ha contribuido a reducir, si no eliminar, la posibilidad de que el conflicto armado en Chiapas se reanude. Sin embargo, sin esfuerzos mas activos por parte del gobierno y del Ejéército Zapatista de Liberacióón Nacional (EZLN) para buscar un acuerdo de paz permanente y saldar cuentas con el pasado, el conflicto permaneceráá en un estado inestable que llamamos ““paz armada””. Aunque esta situacióón es mucho mejor que las tensiones y agresiones del pasado, no cumple los requisitos de una sociedad plenamente democráática en que todos los ciudadanos participan en condiciones de igualdad en el proceso políítico.

The paper investigates the dynamics and volution of issues on the agenda of Baltic environmental non-governmental organisations (NGOs) since the collapse of communism. The past research on Baltic environment activism suggests that these enjoy high visibility because they tapped the core societal views of natural environment as a crucial asset of a nation. As we demonstrate in this paper, the changes in agendas of Baltic environmental non-governmental organisations (ENGOs) make clear that the rhetorical toolbox of ‘national environment’ is often used to mainly achieve greater financial gains for individual members, rather than for society at large. We illustrate how the dearth of economic opportunities for domestic public has impacted perceptions of ‘nature’ advocated by the environmental activists, focussing specifically on national perceptions of ownership and the resulting actions appropriating ‘nature’ as a source for economic development, only tangentially attaining environmental outcomes on the way. The vision that the ‘environment’ is an economic resource allowed ENGO activists to cooperate with the domestic policymaking, while tapping international networks and donors for funding. Throughout the past decades they worked to secure their own and their members’ particularistic economic interests and, as we demonstrate, remained disengaged from the political process and failed to develop broader reproach with publics.

Inovasi layanan drive-thru perpustakaan merupakan sebuah layanan yang diciptakan Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur. Inovasi layanan drive-thru ini berbentuk tempat / loket untuk melayani kebutuhan pemustaka tanpa harus turun dari kendaraan. Inovasi ini bertujuan untuk memudahkan pelayanan kepada pemustaka dengan harapan dapat meningkatkan budaya literasi.. Tujuan penelitian ini adalah untuk mendeskripsikan inovasi layanan drive-thru di Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur. Fokus penelitian ini adalah Kriteria Inovasi menurut PermenPANRB nomor 3 Tahun  2018 meliputi 5 variabel yang terdiri atas Kebaruan, Efektif , Bermanfaat , Dapat direplikasi, dan Berkelanjutan. Jenis penelitian ini adalah jenis deskriptif dengan pendekatan kualitatif. Untuk teknik pengumpulan data yang digunakan adalah wawancara,observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, pemaparan dan penarikan kesimpulan. Untuk hasil penelitian menunjukkan inovasi layanan drive-thru memiliki kelebihan dan kekurangan. Pada kriteria kebaruan menunjukkan inovasi drive-thru merupakan suatu penemuan baru serta menawarkan cara baru dalam melayani pemustaka melalui loket. Untuk kriteria efektif tujuan dari diciptakannya drive-thru adalah untuk memudahkan pemustaka sudah memenuhi, tetapi untuk meningkatkan budaya literasi belum tercapai. Untuk kriteria bermanfaat sudah dapat memberikan manfaat bagi masyarakat dan bagi dinas yang menerapkannya. Pada dapat direplikasi inovasi ini dapat menjadi contoh/rujukan karena sudah ada beberapa instansi yang menduplikasinya, lalu kriteria terakhir keberlanjutan untuk kedepan inovasi ini akan tetap dipertahankan karena mendapat dukungan dari berbagai stakeholder. Saran yang dapat diberikan adalah lebih menggalakan sosialisasi agar drive-thru ini bisa lebih berkembang dan dimanfaatkan oleh lebih banyak orang.    Kata kunci : Inovasi Layanan, Drive Thru Perpustakaan, Budaya Literasi   The library's drive-thru service innovation is a service created by the Library and Archives Office of East Java Province. This drive-thru service innovation is in the form of a counter to serve the needs of visitors without having to get off the vehicle. This innovation aims to facilitate service to users in the hope that it can improve literacy culture. The purpose of this study is to describe the drive-thru service innovation in the Department of Library and Archives of East Java Province. The focus of this research is the Innovation Criteria according to the Regulation of the Minister of Administrative Reform and Bureaucratic Reform (PermenPANRB) number 3 of 2018 covering 5 variables consisting of novelty, effectiveness, benefit, transferbility, and sustainability. This type of research is a descriptive type with a qualitative approach. For data collection techniques used are interviews, observation, and documentation. The data analysis technique used was data collection, data reduction, data presentation, presentation and conclusion drawing. The research results show that drive-thru service innovation has advantages and disadvantages. The novelty criterion indicates that drive-thru innovation is a new invention and offers a new way of serving visitors through the counter. . For the effective criteria, the purpose of creating a drive-thru is to make it easier for users to fulfill it, but to improve literacy culture has not been achieved. For useful criteria, it can provide benefits for the community and for the agencies that implement them. If this innovation can be replicated, it can be used as an example / reference because there are already several agencies that duplicate it. Then the last criteria for sustainability for the future of this innovation will be maintained because it has the support of various stakeholders. Suggestions that can be given are to promote more socialization so that this drive-thru can be more developed and utilized by more people. The problems raised in the doctrine of constitutional law related to the implementation of a decision taken in a referendum in matters of particular importance to the state, as well as the generally marginal use of the institution of popular vote in the constitutional prac-tice, give rise to reflection on the introduction of the institution of a referendum law into the Polish constitutional system. In this article the author considers the advantages and disadvantages of such a solution, analyzing at the same time contemporary normative regulations concerning such acts in other countries. The research leads to the conclusion that despite the risks involved, the refer-endum law should appear in the Polish constitutional system in the future, as it would not only give a chance for a more complete reflection of the will of the collective subject of sovereignty without the necessity of its decoding by the parliament, but it could also be an impulse for the development of the referendum practice in the Republic of Poland. However, it is important to introduce proce-dural barriers that will prevent depreciation of this institution.
