The West Sumatra Regional Police has implemented the procurement of auctions electronically through the West Sumatra Regional Police Infrastructure Bureau. Deviations in the process of procuring goods and services that are detrimental to state finances are a form of corruption. Efficient and effective procurement of government goods / services is an important part of improving state financial management. One of the manifestations is by implementing the process of procurement of government goods / services electronically. This research is a descriptive analytical study. The implementation of the electronic system for the procurement of goods / services auction at the West Sumatra Regional Police Infrastructure Bureau has provided all data and information stored by the LPSE Polri or LPSE Polda to be connected to the national goods / services procurement information center at LKPP as the national procurement portal manager. LKPP, as the manager of the national procurement portal, has the authority to provide guidance and supervision over the implementation of procurement of goods / services electronically within the Indonesian National Police. All costs incurred in managing LPSE are borne by the National Police DIPA. Constraints encountered in the application of electronic systems for the procurement of goods / services at the West Sumatra Regional Police Infrastructure Bureau were due to factors such as: Internal Constraints and External Constraints

The case of fraudulent acts, especially the problem of the contents in the packaging that is not in accordance with what is described in the packaging label is regulated in Article 382 of the Criminal Code. One of them is handled by the West Sumatra Regional Police's Ditreskrimsus. This is in accordance with the Police Report Number: LP / 303 / A / XI /  2019 / Spkt-Sbr, November 4, 2019, with the alleged criminal act intentionally including or making statements or statements that are misleading or not in accordance with the actual conditions or incorrect item label found on Tuesday, October 1, 2019. The approach used in this study is a normative juridical approach supported by an empirical juridical approach. From the results of the research and discussion it can be concluded that: First, the elements of a criminal act of selling goods not in accordance with the specifications of goods in packaging by business actors in Sub-Directorate I of the Directorate General of Criminal and Criminal Investigation of the West Sumatra Regional Police, are: Article 144 Jo Article 100 paragraph (2) of Law Number 18 of 2012 concerning Food, and Article 62 paragraph (1) of Law Number 8 of 1999 concerning Consumer Protection. Second, the application of the elements of a criminal act of selling goods that are not in accordance with the specifications of packaged goods by business actors in Sub-Directorate I of the Directorate General of Criminal and Criminal Investigation of the West Sumatra Regional Police is Article 144 Jo Article 100 paragraph (2) of Law Number 18 of 2012 concerning Food, by looking at a) Anyone, b) Intentionally, and c) provide information or statements that are untrue or misleading on labels. As well as Article 62 paragraph (1) of Law Number 8 Year 1999 concerning Consumer Protection, with the following elements: a) not in accordance with the conditions; b) guarantee, features or efficacy; and c) as stated in the label, etiquette or description of the goods and / or services. Third, the obstacles encountered by the Subdit I Indagsi Ditreskrimsus Polda West Sumatra, are internal constraints and external constraints. There are internal obstacles: a) political intervention that makes this case stop; and b) given SP3. Meanwhile, the external constraints are: a) The modus operandi of the perpetrator is always changing; b) officials from related institutions who are less cooperative; and c) lack of socialization to the community, the efforts made in overcoming the obstacles have been adjusted to the needs of external and internal constraints`

This research is motivated by the large number of water resources owned by PDAM Padang Panjang city. Furthermore, PDAM Padang Panjang city also has a breakthrough in activities that are not owned by other PDAMs in the West Sumatra region. Nevertheless, in reality, PDAM Padang Panjang City has not provided the same service to all its service areas. The research objective is to describe the performance of PDAM Padang Panjang in providing clean water for the people of Padang Panjang City. The research method used in this research is descriptive qualitative with data collection techniques using interviews, observation, and documentation. To test the validity of the data obtained, it was carried out through source triangulation techniques. The theory used in this research is the theory of performance, according to Wibowo, which consists of four variables, namely input, process, output, and benefits. The results showed that from the four variables put forward by Wibowo, it could be concluded that the performance of PDAM Padang Panjang in providing clean water for the people of Padang Panjang has not been maximally achieved. Because there are still several indicators from the theory used that have not achieved the results expected by the PDAM. For example, the human resources in the PDAM have not received evenly distributed training, incomplete financial management, incomplete supporting documents, and the management of existing natural water sources has not been maximized.

Monitoring international human mobility through cross-border countries in terms of immigration has various implications for a country's survival. Immigration has a vital function in supervising and implementing the law on the traffic of foreign nationals and inhabitants of their own country in order to compensate for the threat that enters a country's territory. Immigration law enforcement is carried out both administratively and pro-judicially in its application. An Immigration Civil Servant Investigator (PPNS) is constituted in the Immigration Office to carry out its role and to deal with immigration offences that arise. This study is a descriptive analytical study of the flaws discovered with the juridical normative method employed by gathering and analyzing the literature sources gathered. Immigration Civil Servant Investigators are legally liable for their investigative acts in line with the applicable rules and regulations when conducting investigations, while official responsibilities are carried out hierarchically. Article 105 of Law Number 6 of 2011 establishes the presence of civil servant investigators, which certifies that immigration investigators are authorized to examine immigration offences committed in line with the terms of this Law. However, in its implementation, PPNS Immigration can collaborate with the National Police to carry out supervision, investigation, and investigation to optimize its supervisory and law enforcement tasks in order to help carry out both preventive and repressive law enforcement in order to build a conducive legal order

Tourism is one of the activities carried out by humans that has a purpose as entertainment. Human who travel are referred to as tourist. West Sumatra Province is one of the regions with the best tourism is sea tourism and land tourism. Marine tourism consists of beach tourism, island tourism and lake tourism, while mainland tourism consists of tourist panorama, mountain tours, hill tours and others. However, only a portion of West Sumatra's tourist attractions are known to tourists, because of this information is obtained so that there are still many tourist attractions in West Sumatra unknown to tourists from outside the West Sumatra region. To overcome this problem, a system is needed that can be used to support the electoral decision-making process in West Sumatra. This system is built on the Web, using the PHP programming language and Laravel Framework and MySQL as a Database. The method used in this system is the Elimination of Et Choix Traduisant la Realite (ELECTRE). The use of Elimination Et Choix Traduisant la REalite (ELECTRE) can help provide information in West Sumatra, which is in accordance with the wishes of tourists according to the specified criteria. With the help of this system, the information obtained will make it easier for tourists to find tourist attractions.

Poverty is one of the social problems that the government can never completely solve. As a result, other, more significant social issues arise and cause social vulnerability, such as conflict and crime. As a province that is experiencing rapid growth in the last ten years, the West Sumatra find difficulty to overcome the number of poor people in several districts and cities.  The research outcomes are the models and forms of social policy made by West Sumatra regencies and cities governments in improving the welfare of poor communities. It is also covering the constraints or obstacles to the implementation of social policy and the selection of welfare state models for the poor in some districts and municipalities of West Sumatra. This research is conducted qualitatively with a sociological approach that uses social perspective on searching and explaining social facts that happened to needy groups. Based on research conducted that the social policy model adopted by the government in responding to social problems in the districts and cities of West Sumatra reflects the welfare state model given to the poor. There is a strong relationship between the welfare state model and the form of social policy made by the government.

Indonesia is one of the very prone countries to disaster. The tsunami and earthquake disasters caused enormous damage to property and infrastructure as well as loss of life. An earthquake on September 30, 2009, measuring 7.9 on the Richter scale struck the west coast of Sumatra, causing loss of life and damage to infrastructure. There were around 1,115 people killed, 1,214 seriously injured and 1,688 people lightly injured. A comprehensive study of natural disaster management activities or systems should be used as learning materials to form a disaster management system. Disaster preparedness by minimizing vulnerability has been identified as a better approach to dealing with disasters than post-disaster response. Creating a culture of prevention is critical to dealing with everyday hazards and the consequences of disasters. The study is using data from a natural disaster in west Sumatra, and data from people who were involved in the process of reconstruction post disasters in west Sumatra. This study aims to obtain an accurate description of the reconstruction post-disaster and relation with responsive gender activities in West Sumatra, and identify how the gender effect on reconstruction post-disaster in the West Sumatra region.

The Islamic Boarding School and Orphanage Al-Falah Padang are located on Bypass Km 16, behind the West Sumatra TVRI office. Al-Falah Boarding School has 367 students, 265 of them are foster children in the Orphanage. Inadequate construction and classrooms, the students and foster children of the Islamic Boarding School and the Al-Falah Orphanage studied and lived their daily lives. The occurrence of the Covid-19 pandemic certainly affected the daily activities and learning activities of the orphanage children. Especially, the fulfillment of their basic needs. Moreover, the main problem of Covid-19 is not only about the effects by the virus on sufferers but also about its rapid transmission. Therefore, to help the crisis due to Covid-19, several lecturers and students from the Faculty of Mathematics and Natural Sciences Universitas Andalas (Unand) provided staple foods, money, masks, hand sanitizers, and disinfectants for residents of the Al-Falah Padang orphanage. It is hoped that can help the residents of the Al-Falah orphanage who certainly feel the impact of the Covid-19 pandemic.

Abstract Money is any object that is generally accepted as payment for goods and services essential to modern civilization. It also serves as an instrument to accumulate wealth and at the same time as an asset to ensure prosperity. The problem in this research is about the study of household financial management according to Islamic teachings. This study uses a qualitative approach with descriptive methods. The analysis technique used is descriptive analysis and content analysis. The results of this study are directed at personal development for the financial management of every Muslim household, developing Islamic financial management, developing the practice of Islamic teachings, especially in the fields of economics and finance, and developing socialization and delivery to others.   Abstrak Uang adalah setiap benda yang diterima secara umum sebagai pembayaran atas barang dan jasa yang penting bagi aperadaban modern. Ia juga berfungsi sebagai instrumen untuk mengumpulkan kekayaan dan sekaligus sebagai aset untuk menjamin kemakmuran. Permasalahan dalam penelitian ini adalah seputar kajian tentang pengelolaan keuangan rumah tangga menurut ajaran Islam. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskiptif. Teknik analisis yang digunakan adalah analisis deskriptif dan analisis isi. Hasil penelitian ini diarahkan pada pembinaan kepribadian terhadap manajemen keuangan setiap rumah tangga muslim, pengembangan manajemen keuangan secara Islami, pengembangan pengamalan ajaran Islam khususnya dibidang ekonomi dan keuangan, dan pengembangan sosialisasi dan penyampaian kepada orang lain.

Dispute resolution systems are broadly divided into two sides namely Judicial Dispute Resolution (JDRS) and Non-Judicial Dispute Resolution Systems (NJDRS). The first one is more formal, and the latter is informal which is known as Alternative Dispute Resolution (ADR) all over the world. Though ADR is claimed to be a great innovation of the West, it is found to be practiced in the Islamic Judicial System from its very inception. ADR was practiced throughout the history of Islamic Judiciary as sulh. However, the use of the word sulh in the meaning of ADR needs to be explained in the present judicial context. Scholars sometimes discussed sulh as a system parallel to ADR and sometimes as a process, which creates confusion in its multiuse. Hence, this study aims at eliminating this confusion on the paradoxical use of the term sulh as a system for dispute resolution as well as a process of that system. At present, hardly any study has precisely differentiated between them. Thus, this qualitative study focuses on discussing it primarily from the perspectives of the Quran, documented sources as well as interviews. The major finding of this study is that sulh, comparing with present day ADR, does not need to be used paradoxically. The main contribution of the study is to propose a clarification of sulh in the line of ADR fruitfully. The findings of this study are not only useful in clarifying the exact meanings of the term as used in different contexts but also applicable to solve problems faced by arbitrators involved in various indigenous traditional dispute resolution systems such as shalish in Bangladesh and elsewhere.
