The development of the volunteer movement is one of the important tasks of the state policy of modern Russia. Today, many universities create on their basis volunteer centers (EC), which are one of the best mechanisms for attracting young people to solving urgent problems of the development of society, an additional pedagogical and personal-developing resource. This article presents the results of the implementation by Sochi State University (SSU), which is a pillar higher education institution of the Krasnodar Territory, the strategic project “Resource Center for Event Volunteering”, aimed at ensuring the sustainable development of volunteering in the region and the Russian Federation as a whole. Volunteering is viewed as an institution of civil society and the basis for implementing long-term socio-cultural projects. The article describes the experience of the SSU in the development of volunteerism in the region, the improvement of its resource provision, the establishment of cooperation in solving these problems with the authorities, administration and the management of volunteer organizations of pillar universities and the region. A flexible universal model of training volunteers and organizers of the volunteer movement, organizational and managerial conditions and scientific and methodological approaches to the organization of student volunteering are presented. The results of their implementation in the region are described. The authors substantiate the expediency of the creation of volunteering resource centers in the regions, providing educational organizations with a range of information, advisory and methodological services in the field of volunteering.

Studies to enhance radiation and health monitoring at legacy sites are relevant and fall in the responsibilities of FMBA of Russia, which provides medical and health-care support to employees of enterprises under the State Corporation Rosatom, as well as the population living near these enterprises. The paper reviews data of long-term radiation and health monitoring (2005-2016) at nuclear and uranium legacy sites in Russia and the Central Asia countries, the methodical guidance of which was performed by State Scientific Center of the Russian Federation - A.I. Burnazyan Federal Medical Biophysical Center. The experience gained during the research allowed us identify the actual areas for the further work: the need for a comprehensive study to assess all significant risk factors to be evaluated; unification of collection and collation of radio-ecological data; improvement of the radiation protection system, taking into account international recommendations and methodological approaches to assessing the health conditions of the population.

The article is devoted to the anniversary of the Doctor of Historical Sciences, Professor of the Department of History of Udmurtia, Archeology and Ethnography, director of the Institute of History and Culture of the Peoples of the Urals of the Udmurt State University, Honored Worker of the Higher School of the Russian Federation, founder of the scientific archaeological school Rimma Dmitrievna Goldina. The article briefly outlines the significant scientific problems solved under the guidance of the scientist, presents the key achievements made by the researcher and her colleagues and students during the long-term archaeological research of the vast territory of the Urals by the Kamsko-Vyatka archaeological expedition. The personal contribution of the archaeologist to the development of Ural-Volga and wider - Russian archeology in general, to the formation of university science and the Udmurt State University is shown.

The article deals with the issues of spatial mobility of the population in the regions of the Russian Federation. The relevance of the study is determined by the increasing importance of these processes to ensure the sustainable development of the country as a whole and its individual territories. The aim of the research is the formation of an economic-mathematical model of population migration in the regions of the Russian Federation, taking into account the cumulative impact of multidirectional indicators of socio-economic development. To achieve this goal, a statistical analysis was carried out to identify the correlation between the indicators characterizing the dynamics of migration processes and the socio-economic development of Russian regions. In addition, the methods of structural analysis, analysis of the dynamics, methods of economic and mathematical modeling were used. The conducted clustering allows you to visually see the imbalance of migration processes between the western and eastern parts of the country. Based on the analysis of statistical data, a list of twenty-four indicators (including those characterizing economic development, social security, public finances, demographic situation, etc.) that have a significant impact on migration processes in the regions of Russia was determined. An algorithm for determining the integral indicators, taking into account the degree of «multidirectionality» of particular parameters, is proposed. The proposed approach has been tested on data from the federal districts of the Russian Federation, in particular, a set of regression equations has been developed, describing the relationship between the values of the integral indicators of various spheres of society and the coefficients of migration growth. The scientific novelty of the proposed approach lies in the implementation of a comprehensive interdisciplinary view of the problem under consideration using formalized modeling methods and tools, which allow to quantify possible scenarios for the evolution of socio-economic and demographic processes, calculate their impact on the transformation of the territorial settlement system in the long term. The results can be used to make decisions in the field of demographic policy and management of regional development in the Russian Federation.

The article describes the experience of the Moscow State University of Psychology and Education in the development and implementation of an innovative model for the professional training of specialists working in guardianship and custody bodies of minors in the conditions of specialized master's degree programme within the framework of psychological and pedagogical course. It is shown that this training course meets the requirements for the knowledge and abilities of specialists in performing labor functions, fixed in the professional standard of a specialist of guardianship and custody bodies (hereinafter referred to as PLO) [14]. The purpose of the training is to prepare a highly qualified specialist - the leader of change - ready to make effective and reasonable decisions, able to adapt the functioning of the PLO to dynamically changing environment. The article provides an overview of modern research in the development of a master's system in the Russian Federation. The methodological approaches to the development of the model are substantiated: “activity-based”, “competency-based” and “personality-oriented”, which allow combining a practice-oriented and research paradigms. It is shown how, in the context of the delivery of the educational program, masters develop these competencies. The structure and content of the master's program are described.

The purpose of this work is to prepare proposals to improve the effectiveness of state strategic planning by increasing the level of validity of the planned and forecast calculations. In modern conditions, the main important directions for ensuring the further development of domestic strategic planning are target management and production regulation. In this work, the following issues have been resolved: 1) As a result of the analysis of methodological approaches to strategic planning in the USSR and Russia, the initial methodological premises were identified and the most expedient area of using the above mechanisms of its development was substantiated; 2) Based on the study and scientific generalization of domestic and foreign research in the field of long-term planning, methodological and methodological foundations for creating its regulatory framework have been developed, including principles, procedures, composition and structure; 3) Proposals have been substantiated for the creation in the Russian Federation of a special ministry - strategic development.

The relevance of the article lies in the need to present and introduce Western trends of the scientific foundations of mentoring into the vocational education system, namely preschool educational organizations (PEO) of the Russian Federation. On the world stage, there is a focus on the transformation of the entire educational system expressed in improving the efficiency of educational organizations in accordance with various educational standards: increasing/decreasing the duration of training, revising educational programs and transferring them to a distance format. The domestic experience of research in the field of mentoring (the research was carried out on the basis of the Institute of Psychology and Education of Kazan Federal University) demonstrates modern approaches that can be applied in practice by future and current heads of preschool educational organizations. Long-term research in the field of domestic and foreign mentoring as a factor in increasing the professional competence of novice teachers (Clarin, 2016; Golman, 2019; Whitmore, 2009), as well as teachers with sufficient experience in teaching activities in an educational organization; the study of the “inclusion” of Western methods and techniques of mentoring (budding, shadowing, coaching, advising) in the activities of the head and teaching staff of a preschool educational organization – these and other aspects have been the subject of previous research by the author. The purpose of the article is to apply Western trends in management activities at the level of educational organizations. The article reveals the main approaches of mentoring reflected in the stages: “briefing”, “explication” and “evolution”, in the process of accompanying novice teachers by managers in the practice of the educational organization. The article is for teachers and managers of the education system.

The authors analyzed the adoption of the sustainable development concept in the regulatory system of the Russian Federation, in particular, in the sphere of national security. The article examined long-term strategy of national security, the strategy of environmental security, and the Doctrine of energy security in the Russian Federation for the period until 2025. The authors provided insight into the concept of sustainable development from the philosophical and urbanistic perspectives. In conclusion, the article summarized the necessity of practical use of the sustainable development concept in the Russian Federation.
