The problem of University autonomy goes back centuries. However, it has not lost its relevance today, and is far from final resolution. This problem has been solved in different ways in different historical periods and in different countries. There is no unambiguity in the approaches to its development even today. It is particularly significant for modern Russia, which is faced with the task of achieving the competitiveness of domestic higher education in the global educational space and ensuring its high-quality functioning, which would become a solid foundation for further progress and prosperity of the country. The authors highlight a new aspect in the study of this problem, namely, the perception of the state of autonomy of Russian universities by their rectors. At the same time, it is emphasized that the subjective and psychological aspect of the issue is no less important than the study of legal or economic aspects, since the opinion of rectors reflects the consolidated position of thousands of higher school employees whose social well-being is a significant factor in the effectiveness of universities. Based on the survey of rectors of regional universities, the article reveals some general trends and specific positions of those heads of higher education institutions that indicate a narrowing of University autonomy at the present time, and those who consider its current state to be satisfactory and stable.

The author argues that opportunities to upgrade the skills of the working population in India should be increased to enable people to adapt to a knowledge- and technology-intensive economy. The lack of such opportunities has been adversely affecting economic growth and well-being. Investments in high-quality and relevant educational programmes at all levels should be increased, with an emphasis on self-sustaining means of funding which are possible in the liberalized fiscal and financial regimes. To the extent that higher education activities are economic in nature and reward the beneficiaries, the costs of services should accordingly be recovered. The implementation of self-financing measures would, however, require the creation of a conducive policy environment through consensus building among the stakeholders to improve the responsiveness of educational systems to the manpower requirements of the emerging Indian economy, and thus to make it efficient and competitive and able to exploit new opportunities to its advantage.

The activity of the modern university library is connected, among other things, with the creation of strong links between different educational and scientific organizations. The goal of such cooperation is to improve the quality and accessibility of Russian higher education, including its digital forms. These problems are solved by a non-profit project of the electronic library system Lan, called Consortium of Network Electronic Libraries (Consortium NEL). It helps universities to optimize costs, increase the number of books and manuals for free. The project already involves 284 universities from Russia and the CIS countries (Kazakhstan, Belarus). Their publications form a book collection of 37 000 textbooks, manuals, workshops and lecture courses on the Lan’s platform. The article describes how the project was created, what is its current state and what are its opportunities. The experience of 284 Russian universities and universities of the CIS countries can be useful for libraries of all educational organizations.

The need to implement priority projects of the Ministry of Science and Higher Education of the Russian Federation, to internationalize Russian universities and increase their competitiveness on the global educational products and services market requires a creation of educational programmes taught in the English language. The article analyzes the current state and prospects of development of English-language education programmes at Russian universities, especially at Irkutsk universities. It was found that a number of metropolitan universities are leading in this area, but so far, despite the significant expenses of leading universities on promotion in international rankings, there are few programmes and individual disciplines taught in English, and publications that reveal the experience of their implementation are few. The paper shows the importance of English-language education programmes for both the university and the region, identifies problems arising from their launch and development, summarizes the experience of implementing such programmes, and offers recommendations for their promotion at the university. The author makes a conclusion that English-language programmes contribute to the development of universities, improving the quality, competitiveness and prestige of higher education in the region and in Russia.

The present study explores current state of play of international medical student population in Ukraine. Their number in national medical universities has been constantly rising since 2006. Ukraine is a country of international medical students’ destination for higher medical or pharmaceutical education. Ukraine is not only one of the biggest suppliers of international students to the European Union in European Higher Education Area, but it is also a host country for international students primarily from Asia and Africa. The survey aimed at studying international medical students’ current needs and perspectives was conducted at Bogomolets National Medical University in 2019. The university is chosen as it is situated in the capital city. Sample was composed of 60 first-year international medical students, chosen at a random. It allowed students to provide feedback on their country of origin, educational background, preferences, satisfaction in quality of educational service in a host country, ways of financing the study and future career plans. Among the reasons of international students’ choice of Ukraine as a place for study are their preference of the country, high quality education, friends’ advice and geographical location. The research results show that international medical students consider Ukraine not only as high quality medical education provider but as perspective country for postgraduate employment. The research results allow us to hypothesise that the current needs and perspectives of international medical students at one medical university are likely to be typical for other national medical universities and for Ukraine in whole. It is concluded, that increasing international students’ population requires regular monitoring and special researches by universities and government. These measures will make benefits in international university strategy and national educational policy coordination

The article considers digital technologies used to attract foreign students to regional universities. Forced distance learning during the pandemic COVID-19 revealed the weaknesses in the educational process when the need for intensive use of the existing digital technologies increased. This served as the basis for the active transformations of the priority areas in developing the digital environment in universities and the active use of online technologies to preserve the sustainable development of educational exports. With distant learning, the global competition for foreign students between universities only intensified making it necessary to create a high-quality digital environment. Russian universities used to compete with universities in other countries. But nowadays students can choose a university without leaving their homes. The main factors for their choice are the quality of education and reliability of the virtual infrastructure [1]. For the sustainable development of educational services exports, regional universities need to engage all the available digital tools to attract foreign applicants. They must position themselves as modern, internationally recognized educational institutions providing high quality education.

Abstract. To advance knowledge of the mechanisms underlying the relationship between leadership and employees’ well-being, this study examines leaders’ effects on their employees’ compensatory coping efforts. Using an extension of the job demands–resources model, we propose that high-quality leader–member exchange (LMX) allows employees to cope with high job demands without increasing their effort expenditure through the extension of working hours. Data analyses ( N = 356) revealed that LMX buffers the effect of quantitative demands on the extension of working hours such that the indirect effect of quantitative demands on emotional exhaustion is only significant at low and average levels of LMX. This study indicates that integrating leadership with employees’ coping efforts into a unifying model contributes to understanding how leadership is related to employees’ well-being. The notion that leaders can affect their employees’ use of compensatory coping efforts that detract from well-being offers promising approaches to the promotion of workplace health.

Numerous studies convince us that not only the well-being of a person depends on the chosen work, but also his attitude to himself and life in general, therefore, the right and timely professional choice is very important. The present study involved full-time and part-time students of Institute of Philology and Mass Communications of Open International University of Human Development "Ukraine" in order to examine the factors of career self-determination of students of higher education institutions (N=189). Diagnostic factors of career self-determination of students studying in the third and fourth year were carried out using the author's questionnaire. Processing of obtained data was carried out using the Excel 2010 program; factorial and comparative analysis were applied. Results of the study showed that initial stage of career self-determination falls down on the third and fourth studying year at the university, when an image of future career and career orientations begin to form. At the same time, the content of career self-determination in this period is contradictory and uncertain, therefore, the implementation of pedagogical support of this process among students is effective.
