Status and prospects of development of grain exports from Ukraine to African countries

The purpose of the article is to analyze the dynamics of volumes, commodity and territorial structure, trends in grain exports to African countries and develop short-term forecasts of exports of products that are most in demand, namely wheat, barley and corn. Research methods. In the process of research a number of methods were used: abstract-logical - to formulate conclusions; comparative analysis - to compare indicators and identify trends in their change; tabular - for a visual representation of the results of the study; statistical - in determining the variation in the volume of exports of wheat, barley and corn to African countries; settlement and constructive - to determine the role of Ukrainian grain exports in total imports of African countries; monographic - in assessing the current state and justifying the directions of development of grain exports to the African continent; methods of trend extrapolation - for the development of forecasts of exports from Ukraine to African countries of wheat, barley, corn; graphic - to illustrate the obtained forecast export trends. Research results. A study of the dynamics of volumes and structural changes in the export of agro-food products from Ukraine was carried out, an increase in the share of commodity groups of food products by 14.2% in total exports was established, and structural dynamic shifts by types of food products were analyzed. It is proved that for the period from 1996 to 2020 the total export from Ukraine to Africa increased 23 times, import flows of goods increased 6 times, and the ratio of import coverage to exports increased to 6. A comprehensive analysis of the structure of wheat, barley and corn exports to countries of Africa. The top 10 largest partner countries of Ukraine in the structure of exports / imports of goods on the African continent have been identified. Forecasts of natural and value volumes of wheat, barley and corn exports from Ukraine to the African continent have been developed. Scientific novelty. Methodological and practical aspects of research and development of prospects for increasing the grain crops export to new markets - the countries of the African continent - have been further developed. Practical significance. These approaches and the results of the study can be used by public and sectoral authorities in organizing analytical work and developing measures to enhance the export orientation of domestic grain market products to Africa. The electric power industry is a basic sector of Russia's economy that creates necessary conditions for the activity of productive forces and life of the population. The results of electric power industry reorganization in our country are rather ambiguous. The structural changes were carried without taking the vertical integration principles in consideration, which had a significant impact on the pricing policy and investment programs. The results of studying the current state of the sector in the Russian Federation are presented, and recommendations on solving the existing problems based on the vertical integration principles are given. It is pointed out that vertically integrated companies that manage generation, distribution, transmission, and sales do not come in contradiction with the market conditions and, what is more, guarantee the power supply reliability. The relevance of this problem is stemming from the fact that the prices for electricity have a significant influence on the country economy as a whole. Under the currently existing conditions of the rapidly changing world policy, it is especially important to use vertical integration for gaining the maximum efficiency. Thus, these principles are the basis for creating an optimal market structure.

A thorough analysis of liability for administrative offence is not possible without clear understanding of its preconditions. The problem of preconditions for administrative responsibility is directly related to administrative delictization of offenses, effectiveness of the fight against delict, prominent state policy in the field of law enforcement and law order. In this aspect, the role of the preconditions for administrative responsibility is a lot more important because they formulate proper foundations for achieving its general objectives. Thus, they determine the effectiveness of administrative responsibility at sectoral and general social levels. The importance of the definition is due to the urgent needs of rule-making and law enforcement practice, the effectiveness of which directly depends on how reasonable and appropriate each administrative delict norm is. Unfortunately, despite all its scientific and practical significance, the issue of preconditions for administrative liability has not been resolved yet. Therefore, there is a need to form unified, consistent scientific approach to understanding the grounds for administrative liability. To this end, the article provides a critical analysis of the basic doctrinal concepts of the preconditions of administrative responsibility. A wide range of social, economic, technical and other factors that determine the effectiveness of administrative responsibility, its current state, its dynamics and prospects for its development have been studied. Discovered the role of these factors in creating a favorable socio-economic and information-technical environment for the implementation of the main tasks of administrative responsibility, in particular: offences prevention, reliable protection of public relations and education of citizens in the spirit of law. The author concluded the scientific and practical expediency of the systematic study of the preconditions for establishing administrative responsibility (preconditions for administrative delictization) and the preconditions for the effectiveness of administrative responsibility.

The purpose of the article is to investigate the tendencies of the machinery for field forage production in Ukraine and to substantiate the main criteria for decision-making by the management of the agricultural enterprises and agroservice structures in the formation of their fleets. Identify ways to improve the production of equipment for field fodder production in Ukraine Research methods. The methodological basis of the research is the dialectical method of cognition of the processes and phenomena, scientific works of the domestic scientists on the problems of formation, development and functioning of the agricultural machinery markets. The following research methods have been applied to solve the problems set in the work: monographic (for analyzing the peculiarities of the formation of the forage harvesters market in Ukraine), empirical (for complex assessment of the current state of the research object), abstract and logical (for generalization and formulation of the conclusions). Research results. The current state, preconditions and peculiarities of the market formation of field forage harvesters and provision with them of the rural producers have been analyzed. The factors that hinder the organization of production of complex agricultural machinery in Ukraine during the days of the state independence have been investigated. The main directions of implementation of the scientific and technological progress in the constructions of complex agricultural machinery of the leading world producers have been analyzed. The scientifically substantiated proposals on the criteria of decision-making in the formation of the forage harvesters fleets have been worked out. Ways to improve the production of equipment for field fodder production in Ukraine have been identified. Scientific novelty. The theoretical provisions on the formation of the agricultural machinery market have been further developed, taking into account the introduction of the latest innovative achievements of the scientific and technological progress in agricultural machinery construction and structural changes in agriculture of Ukraine. Practical significance. The main technical and technological, economic factors influencing the formation of the market of technical means for field forage production in Ukraine have been identified. The proposals for determining the criteria for managerial decision-making in the formation of the forage harvesters fleets by the agricultural enterprises and agroservice structures have been developed. Goal. The purpose of the paper is to provide a theoretical and methodological study of the experience of Georgia in the development of tourism in the period from 2009 to this time. Method. The methodological basis of the research is the basis of scientific dialectics. Expeditionary, historical, comparative-geographical, statistical methods of research have been applied. Results. The role of the public sector in the development of tourism in Georgia and the activities of the National Tourism Administration are analyzed. The current state of tourism of Georgia is highlighted, which has considerably improved after the conflict. The role of tourist information centers in the development of tourism of the country in the post-conflict period is determined. The strategic goals of development of tourism of Georgia were grounded, due to the implementation of which they managed to reach growth in the industry. It has been established that the development of infrastructure, marketers' efforts and attracting new investments has been the driving force behind the growth and progress in the tourism industry in Georgia. Scientific novelty. Scientific novelty is to begin systematizing the experience of various countries affected by the conflict, in the development of tourism. It is stressed that the experience of Georgia will be useful for Ukraine in this direction. Practical significance. The results of the study can be the basis for further analysis of the possibilities of developing tourism in the post-conflict period in other countries. Ukraine has many similarities with Georgia, especially in terms of overcoming the conflicts in the tourism industry. It is suggested to use the positive experience of Georgia in Ukraine in order to achieve high indicators of the level of tourism organization.

The purpose of the article is to substantiate the role of event tourism as a strategic direction for the development of the Middle Dnieper region. Methodology. The tourism industry is sensitive to the effects of both external and internal factors, therefore, determining the strategic directions of development and predicting their state causes certain difficulties. However, the absence of a defined development vector excludes the activation of the resources, the use of which would make obtaining positive economic and social effect possible. The study information base is the websites of the Kirovograd and Cherkassy regions state administrations as well as the Strategy for their development until 2027. Analytical, comparative and historical research methods were used to solve the main tasks. Results. The features of the historical development of event tourism have been considered and the factors of its popularization have been analyzed. General analysis of the regional event resources has been made. Based on the tourist region evolution model by R. Butler, the spatial tourism model by Tuner-Weber and the geomarketing approach, the strategic importance of the event tourism development in the territory of the Middle Dnieper region has been substantiated. The events held in the territory of the Middle Dnieper region have been systematized. Based on the events analysis within the region, it was determined that the most common direction is festivals of various scales, ranks and themes. The development priority of event tourism in the context of Development strategies of the Kirovograd and Cherkasy regions for 2021-2027 has been proved. Scientific novelty. The spatial-territorial structure of event tourism in the Middle Dnieper region has been analyzed. Events in the territory of the Middle Dnieper region have been systematized according to various criteria. Comprehensive research of festival events as the most promising direction of event tourism in the Middle Dnieper region has been made. Practical significance. The conducted research can be considered a basis for further research of the tourist potential of the Middle Dnieper region, in particular, its event resources. The research results can be used in planning of tourist activities in the Middle Dnieper region, providing for monitoring and subsequent analysis of the necessary material and technical base; natural, natural-anthropogenic and socio-historical tourist resources; human resources involved in tourism, in particular, their quantitative and qualitative representation; the most popular activities, events having a strong development potential. Realization of the event potential of the Middle Dnieper region will have an impact on the formation of the regional tourism policy and commitment of local business figures in their consolidation about the events, in the process of creating various cluster associations, especially of tourism destination, and contribute to fund-raising.

The article deals with the problem of China’s medical assistance to African countries and, first of all, of its participation in the fight against the coronavirus pandemic on the continent. The author analyzes the features of Sino-African cooperation in the field of medicine as of important tool of Beijing’s “soft power” policy. The role of both the state and Chinese companies and private businesses in this cooperation, as well as the role of classical and traditional Chinese medicine in the fight against diseases such as malaria, HIV - AIDS, and the Ebola epidemic in Africa, is considered. The article examines the factors that allowed Beijing to cope with the outbreak of the coronavirus pandemic in the country and to gain experience that has found application in the practice of Chinese assistance to African countries. The author analyzes the features of the COVID-19 pandemic on the African continent, where its spread is fraught with a serious threat. The focus is on the specifics of China’s medical assistance to African countries in the fight against this threat: sending medicines and protective equipment, doctors and medical personnel, and building and refurbishing hospitals. At the same time, the article analyzes the problem of eliminating the economic consequences of the pandemic for Africa and China’s participation in the recovery of the African economy, as well as the role that the global Chinese project “One belt, one road” is intended to play in these processes.

The purpose of the article is to analyze the state of material and technical support of agriculture in Ukraine and develop a scientific justification for proposals to improve it. Research methods. Use methods: monographic (analysis of the development and provision of agriculture with fixed assets); statistical (to reflect the situation on the market of technical means for agriculture in quantitative and qualitative indicators through a system of absolute and relative indicators); analysis of series of speakers, structural changes (for analysis and identification of trends in the market of agricultural machinery); comparison (comparison of economic indicators); tabular and graphical (visual display of research results in the form of tables and graphs), abstract-logical (generalization and formulation of the conclusion). Research results. The current state and prospects of development of technical support of agriculture in Ukraine are analyzed. Based on the study of problems with the technical support of agricultural production, especially their active component, scientifically grounded proposals have been developed to improve the material and technical support of agricultural enterprises. Scientific novelty. Proposals have been developed to improve the logistics of agricultural producers by quantitative and qualitative growth of their capital equipment to ensure timely and high-quality implementation of a full range of agricultural work on modern advanced technologies, increase productivity and income of the rural population. Practical significance. Calculations of determination of normative need in fixed assets for production of agricultural products for the period till 2025 are carried out. The presence of a stable coordinate basis, fixed on the ground by a network of geodetic points is one of the key factors in the single geospace successful formation. Current state of the Novosibirsk region network analysis has shown that a significant amount of outdoor sings points were lost due to the citizens’ economical activities and a number of other factors as well. That has caused significant difficulties in using such points. The purpose of this paper is to study state geodetic network, state levelling network and state gravimetric network points’ security regime. The scientific significance of this paper is seen as a way to determine the role of the specified security zones in the special territory usage conditions system, as well as the classification of such zones. The practical significance of the article is to forecast possible ways of improving state geodetic network, state levelling network and state gravimetric network points’ security regime. The research methodology includes the current security zone regime state analysis as well as forecasting the possible way of its improvement in the future. The main conclusions of this paper indicate that geoinformation systems play a key role in preventing damage and loss of objects which provide human activity on the Russian territory: zones with special conditions are created, which include state geodetic network, state leveling network and state gravimetric network protection zones. Timely provision of their security can guarantee the smooth operation of the entire state as a whole. To prevent of state geodetic network points’ further loss, it is necessary to create a united information resource (geoportal), which would reflect the existing and projected security zones using 3D representation.

Object. Research the modern approaches to ecologization of hotels. Explore the current state of implementation of environmental technologies in the Carpathian region hotel industry. Methodology. In the article such methods were used: literary, comparative, statistical, expert evaluations. Results. The role of ecologization of hotels for achievement of sustainable development of the territory is determined. The present state of implementation of environmental technologies in Carpathian region hotel industry is explored. The most typical directions of ecologization of research territory hotels are described. The ways of implementation of environmental technologies in the region hotels are outlined. Scientific novelty. The most typical ecological innovations used in Carpathian region hotels are analyzed. Practical significance. Implementation of environmental innovations in the hotel enterprise allows to improve the hotel's economic activity by saving resources, as well as improving the ecological status of the region. The most typical environmental innovations in Carpathian region hotels are investigated, which allows to determine the directions of further ecologization of the hotel industry. The importance of ecological certification for the balance between the needs of the hotel industry and preservation of the environment has been analyzed.

As China turns increasingly to the cultivation of soft power in the course of developing its foreign policy, the use of political rhetoric and its explicit and implicit audiences become more and more important, both on a bilateral level and within the international arena at large. Using the case of China's relations with African countries, this article examines key themes within China's diplomatic narrative regarding its role on the African continent and contrasts with Western and African responses.
