The article purpose is to substantiate the need to include psychological training in the general system of professional training of forensic experts as a component of the adaptation process to working conditions and proper performance by forensic experts of their official duties, the development ofregulatory support for this training, as well as ways of its implementation in work with the staff of state forensic expert institutions. It has been proved that the current regulatory framework for the professional training of forensic experts in the system of the Ministry of Justice of Ukraine needs further improvement. We consider it necessary to develop a separate regulatory act on the organization of professional training of forensic experts of state forensic institutions of the Ministry of Justice of Ukraine, and we propose to add to the research work plan of the Ministry of Justice of Ukraine the development of such guidelines as a separate topic of the research work (RW). Attention is focused on the need for psychological training as a priority area of work on the professional training of forensic experts.

Статья посвящена актуальным вопросам, связанным с осуществлением судебно-экспертной деятельности на современном этапе. Обозначены проблемы правового и организационного характера, среди которых обеспеченность судебно-экспертных учреждений современными технико-криминалистическими средствами, профессиональная подготовка экспертов. Указывается на необходимость внесения изменений в нормативно-правовые акты, регулирующие судебно-экспертную деятельность, с целью повышения эффективности судебной экспертизы в уголовном процессе. The article is devoted to topical issues related to the implementation of forensic expertise at the present stage. The problems of legal and organizational nature are identified, including the provision of forensic institutions with modern technical and forensic means, professional training of experts. It is pointed out that it is necessary to make changes to the normative legal acts regulating forensic expert activity in order to increase the effectiveness of forensic expertise in criminal proceedings.

The Article purpose is identification of shortcomings in training, retraining and advanced training of fingerprint experts as well as outline of scientific basis for improving this area of activity. The analysis of domestic scientists’ developments has made it possible to establish that in Ukraine there is no single unified regulatory legal act governing training, retraining and advanced training of a forensic expert, regardless of his institutional subordination. It is proved that current regulatory legal framework for professional training of forensic experts, in particular fingerprint experts, of the system of the Ministry of Justice of Ukraine is at the stage of formation and development and requires further reformation. It is necessary to highlight the section: Procedure for specialists’ training and internship in the Regulations on the Central Expert Qualification Commission under the Ministry of Justice of Ukraine and Certification of Forensic Experts, and to develop a separate regulatory legal act regarding the procedure for advanced training on its basis. Particular attention is drawn to the absence of guidelines on the organization of the education process while forensic expert training, negatively affecting the process of learning during on-site training (in forensic science institutions). Expediency of the development of guidelines on forensic experts’ training for each individual expert specialization is established, which are suggested to be added as separate R&D topics to research work plan of the Ministry of Justice of Ukraine. It is indicated that a detailed study of the introduction of such a component as mentoring into the system of forensic experts’ training is essential. It is stressed that development of the regulatory legal framework for training forensic experts abroad in corresponding forensic science institutions, and the coordination of this area of activity by the Ministry will have a positive impact not only on the quality of training but also on the acquisition of world experience with the subsequent possibility of improving methods for conducting fingerprint analyses.

The emerging concept of university social responsibility (USR) consists in the fulfillment of the mission of the university in terms of ethical standards, community support, respect for human beings, and respect for the environment. Thus, universities must not only provide professional training but also instill ethical principles in students to allow them to behave as good citizens and help solve community problems. On the other hand, competition for students requires efficient management of university reputation and communication with their stakeholders, to demonstrate the accomplishment of the university’s mission and attract potential students. The objective of this paper is thus to explain the causal relationship between communication about university social responsibility (USR) activities through institutional websites and university selection, as well as the role of reputation. Research work was carried out based on an explanatory cross-sectional design, with a sample of 356 subjects from a population of 11th-grade students from public and private schools in the City of Barranquilla (Colombia). The results revealed that USR communication through institutional websites has a significant influence on university selection, not only directly but also indirectly, through reputation as a mediating variable. These findings contribute at a theoretical level by providing empirical evidence to understand and explain the analyzed topic. Furthermore, the results provide useful information to evaluate USR disclosure and implement strategies to make progress on USR issues. Resumen El naciente concepto de responsabilidad social universitaria (RSU) consiste en el cumplimiento de la misión de la universidad dentro de unos estándares éticos, de apoyo a la comunidad, respeto al ser humano y al medio ambiente. Así, pues, la universidad no sólo debe impartir formación profesional, sino inculcar a sus estudiantes principios éticos que les permitan comportarse como buenos ciudadanos y contribuir a la solución de los problemas de la comunidad. Por otra parte, la competencia entre universidades exige una gestión eficiente de su reputación y de la comunicación con sus distintos stakeholders, para demostrar a la sociedad el cumplimiento de su misión social, y para atraer estudiantes potenciales hacia la institución. Por lo tanto, este artículo tiene como objetivo explicar la relación de causalidad entre la comunicación de las prácticas de RSU en los sitios web institucionales y la selección de universidad, y el papel mediador de la reputación en esta relación. Para lograrlo, se llevó a cabo una investigación cuantitativa de nivel explicativo experimental y diseño transversal, con una muestra conformada por 356 sujetos, de una población de estudiantes de grado 11º de colegios públicos y privados de la ciudad de Barranquilla (Colombia). Los resultados revelan que la comunicación de las prácticas de RSU en los sitios web institucionales ejerce una influencia significativa directa en la intención de selección de universidad, e indirecta, a través de la reputación como variable mediadora. La evidencia empírica aportada representa un avance teórico en la comprensión y explicación del fenómeno estudiado, e igualmente servirá para que las universidades evalúen si están comunicando adecuadamente su responsabilidad social y adopten estrategias para avanzar en este aspecto.

The article considers the need for psychological and pedagogical support for the professional formation of humanities students. It pays special attention not only to the acquired knowledge and skills in the process of studying at the university but also to the acquisition of professional skills and abilities. These abilities allow the student to identify him with the specialists of the chosen profession. The study of the problem of psychological and pedagogical support for the professional formation of students, as well as the development of certain aspects of the implementation of support programs at the university level, are at the stage of discussion and accumulation of empirical material in Russia. It becomes an urgent task to develop the trajectory of psychological and pedagogical support for students, which will allow them to realize higher needs in the field of training and education and build a more successful professional career. This article describes the stages of psychological and pedagogical support of professional formation (adaptation, identification, consulting). The aims, objectives and content of the defined stages are considered, based on which the trajectory of psychological and pedagogical support of professional formation is built. The trajectory was created using a competency-based approach included in the general system of integrated professional training. The effectiveness of the selected trajectory is verified by the means of various techniques.

Since gaining independence, Kazakhstan has been carrying out active reforms in the field of higher education. This, in turn, led to a systematic policy of transition to a market economy. The research work will include the current state of the higher education sector in Kazakhstan and further development provided for by the Bologna process. In the course of the study, several typologies will be identified to visualize how the education system in Kazakhstan has revolutionized. Analytical methods, such as pie charts and graphs, are also used to analyze research data. The study discusses the need to improve the quality of human capital by improving and modernizing the higher education system. Domestic higher education plays a vital role in the professional training of competent and globally competitive specialists for all sectors of the economy of Kazakhstan.

The methodology of systematic approach of guaranteeing the quality of training for military specialists in higher military educational institutions is disclosed in the article. It was determined that the process of education and upbringing takes place under conditions of change of pedagogical goals in any pedagogical system. This process is accompanied by the emergence of new tasks in the field of education and education as society develops. There is a constant updating of scientific information, in the conditions of improvement of existing ones and creation of new methods of teaching and upbringing. There is a constant update of the student and teacher contingent throughout the learning and upbringing process. The systematic approach as a methodological basis for the development of quality assurance systems for the training of military specialists in higher military educational institutions is revealed. It is found that the systematic approach does not exist in the form of a clear methodology with a defined logical concept. This system, formed from a set of logical techniques, methodological rules and principles of theoretical research, thus performs a heuristic function in the general system of scientific knowledge. The functioning of the system is the process of professional training of future military specialists in higher military educational establishments. An important result of the functioning of the system is the high level of readiness of future military specialists for practical activity. This can be achieved by ordering the system based on certain principles. These principles include: the principle of objectivity, completeness, specific-historical (genetic) approach, systematic, contradictory pedagogical experience.

The article considers issues related to the formation of scientific and research competence in students of nonlinguistic universities by means of a foreign language. Using a foreign language as a tool for obtaining information of a scientific or professional nature is particularly relevant in the current labour market. The distinctive feature of the new federal standard of higher professional education is its focus not only on the accumulation of knowledge, but also on the formation of the ability to apply knowledge in practice, on the development of certain competences. Therefore, it is necessary to switch from the content to the effectiveness of the educational process. Scientific research work is becoming an important part of a student ‘s professional training. This is one of the key factors of development and active formation of the qualities essential for a would be railway specialist. Creation of knowledge-intensive industries in the field of railway transport changes the requirements to the skills of university graduates. Skills in selecting and analyzing of information, applying it creatively, identifying problems and making management decisions are in demand. Project technology is offered as a tool for forming the research competence among students of railway specialties. The feasibility of this method as an effective way of organizing research activities of students of railway and economic specialties is justified.

Professional motivation is a system-forming factor in realizing the social and managerial functions of the activity of heads of internal affairs bodies. It is formed in the process of professional formation of personality, including not only the experience of professional activity, but also the stage of training. Professional motivation is understood as those professionally important psychological components and features of the motivational sphere of the individual, which are the internal prerequisite for the success of the formation of professionalism, professional growth of the head of the internal affairs body. Motivational socio-psychological training is one of the main methods for the development of personal motivation and one of the main methods of professional training of heads of internal affairs bodies. It forms in the individual a more realistic view of his competence and the associated stability of his assessments of achievements.

The article lays out certain aspects that are being investigated within the framework of the research work “Development of a methodology for conducting military forensic assessments of the actions of officials (leaders, commanders, chiefs) of counter-terrorism entities during an anti-terrorist operation” based on the analysis of the structure of the forensic expert methodology, as well as their differences from the evaluation of the actions of the same persons during the operation of the united forces in repelling armed aggression of the Russian Federation. Thus, research of certain aspects of the evaluation of the actions of officials (leaders, commanders, chiefs, other military personnel) of the anti-terrorist operation and the actions of the same persons during the operation of the united forces, indicates differences in international and national legislative, other regulatory regulation of their activities. In particular, in various state-authorized bodies of the state security and defense sector, forces and means that were used (are used) during the operation, management of the operation, goals, objectives, functions, planning, provision and organization of its implementation, use as directed by personnel military units, the legality of using weapons, etc. At the same time, the conducted studies provide the basis for understanding the need to further improve the legal regulation of operations by forces and means of the Armed Forces of Ukraine, the Security Service of Ukraine, other bodies of the security and defense sector and searching and providing answers to questions that arise in modern conditions administration of justice, including in the course of conducting forensic military examinations.
