Abstract. Purpose. The study is aimed at studying and justifying the need for the use of special tools of state regulation of the agro-industrial complex, through the use of implemented measures of national projects, in terms of their export component. Methods. In the course of the study, methods of observation, abstraction, analysis and synthesis were used. The methodological and conceptual foundations of state regulation of the agro – industrial complex through the use of special regulatory tools-strategic development measures (national projects) are presented. Results and practical significance. In the study presented by the author, on the example of the Sverdlovsk region, a scientific assessment of the implementation of national projects in terms of the development of the export component of the agro-industrial complex is given, the main risks of fulfilling strategic tasks are investigated, the author's idea of the qualitative characteristics of national projects in terms of the development of the export potential of the national agro-industrial complex is given. The prospects for the development of the export potential of the national agro-industrial complex, and the quality of implementation of strategic development objectives in the conditions of continuing restrictions caused by the coronavirus pandemic are evaluated. Scientific novelty of the research. The article presents the results of a study of the development of the system of state regulation of the agro-industrial complex in relation to special regulatory instruments in the context of the need to implement strategic development measures, including increasing the export potential of the national agro-industrial complex. The risks of implementing the relevant measures are analyzed on the example of the Sverdlovsk region. The author's idea of the qualitative characteristics of the implementation of national projects, in relation to the export component of the agro-industrial complex, as a special regulatory tool is presented.

Abstract. The purpose of this article is to study the problems of identification of state development institutions in the agricultural and industrial complex, as an element of the institutional environment, as an integral part of the system of development of the national economy through state regulation of strategic development processes in the agro-industrial complex. Methods of abstraction, analysis and synthesis were used in the course of the study. Results and practical significance. The author’s research of the state regulation of the development of the national agro-industrial complex is presented in the context of the study of state programs as a form of state development institution that ensures the effective functioning of the institutional environment. The scientific novelty of the research is presented by the author's non-standard approach to the identification of state development institutions in the agro-industrial complex, the author's vision of the structure of the institutional environment for the development of the agro-industrial complex is presented, based on traditional approaches of institutionalism, two main systems of the development of the agro-industrial complex are derived, formed by the institutional environment, which in interaction form a system of strategic regulation of the national agro-industrial complex.

The article analyzes the main indicators of the evolution of the domestic economy and its industrial complex in the past year (in January — November 2019). It Identifies trends in this evolution, including negative trends that determine the preservation of reproductive threats in 2020: sluggishness, instability and low quality of economic growth. The main reasons for the fact that the objective resource capabilities of the macro level were clearly not used enough to effectively solve the urgent problems of technological modernization of the economy and increase people’s welfare are established. The main reason is the poor quality of public administration, including imperfect strategic planning and industrial policy; there is still no modern national innovation system in the country. Accordingly, recommendations for improving the quality of state regulation in its specified components are justified. The recommended measures, according to the author, will help the economy to move to a trajectory of rapid, sustainable and high-quality growth.

Formulation of the problem. Effective management of the competitiveness of the agro-industrial complex of the Komi Republic is a way to improve the main parameters of economic activity. The purpose of the study is to improve the mechanism for managing the competitiveness of agro-industrial enterprises. The subject is the deployment of a scientific approach to solving key tasks and goals for stable development of the agro-industrial complex of the region. Research methods. The paper uses analysis and synthesis, complex-system approach, scientific abstraction, historical and logical methods, methods of operations research, generalization, and observations. The hypothesis of the study is that progressive principles can improve the efficiency of managing the competitiveness of the agro-industrial complex. Presentation of the main material. The focus is put on increasing financial resources and ensuring regular modernization of agricultural enterprises in the region, the formation of innovative marketing. The originality and practical significance lie in the correct combination of production and market areas, solution of their problems in a single context, but with different degrees of detail. Conclusions. The main conclusion is that the applied system-integrated approach to managing the competitiveness of the agro-industrial complex requires a combination of multidimensional tasks.

The purpose of the article is to substantiate the theoretical and methodological provisions and develop applied recommendations for scientific and economic support of investment in the agricultural sector and increase its economic efficiency. Research methods. The study uses: dialectical method of scientific knowledge (in relation to socio-economic processes of investment in the agricultural sector and its economic effectiveness in their relationship and interdependence); analysis and synthesis (to study the state and dynamics of investment in the agricultural sector), the system method (to summarize the conclusions and justify the proposals); comparison (to compare the investment processes of agriculture and other sectors of the economy). Research results. The significant weight of capital investments of the agricultural sector in the national investment result has been established. It is determined that the investment attractiveness of agriculture is inferior to most sectors of the economic complex of the country. It is recommended to maintain state support of agriculture and agro-industrial complex to increase the economic efficiency of investment in the agricultural sector; to ensure the development of industrial, economic, social and market infrastructure in rural areas. Scientific novelty. Substantiation was further developed on the need for scientific and economic support for investment in the agricultural sector and increase its economic efficiency, improve the investment attractiveness of agriculture and the implementation of this set of economic, social and institutional measures. Practical significance. It consists in the development of recommendations for investment in the agricultural sector and increase its economic efficiency, which can be used by both public authorities and local governments, as well as businesses in the formation and implementation of investment programs and projects. The article deals with issues concerning the state regulation quality of life population in the Russian Federation through such state programs as "the new quality of life, "the innovative development and modernization of the economy, "the effective state", "the balanced regional development", "the national security" based on strategic federal documents and strategic development forecasts aimed at improving the level of well-being and the Russian citizens’ quality of life. The rating analyses the quality of life in different regions of Russia. Regions showing advanced socio-economic development and steadily occupying high positions in the rating are identified as well as crisis regions that close rating. The article describes the regions of the Russian Federation which increased their positions in the rating during the period under review due to the effective measures of state programmes holding on their territory. It analyses the reasons for the stable decline of positions for a number of regions in the rating. The environmental issues in the analysis of the effectiveness of public policies to regulate the quality of life are concerned. The environmental rating of the regions is analyzed according to the research compiled by specialists of the All-Russian public organization Green Patrol. The article sums up the main shortcomings of the quality of life state regulation. The guidelines of the state policy of the Russian Federation in the field of quality of life regulation are defined.

Formulation of the problem. This article discusses the features of management of industries, enterprises and activities in the agro-industrial complex. The problem under study occupies a key position in the field of periodic improvement of agribusiness management. The purpose of the study is to identify and take into account the features of various factors in the management of the agro-industrial complex: natural and climatic, economic, industrial, biological and other. The subject of the study is a more detailed study of management in the agro-industrial complex, the disclosure of essential phenomena and functional features in the practical management. Research methods. Various methods are used: introduction of new methods; development of new models that take into account the aggregate features of the agro-industrial complex; scientific abstractions; analysis and synthesis; historical and logical method; system approach; observational approach. The hypothesis of the study is various recommendations on taking into account and using industry-specific features of the agro-industrial complex. Presentation of the main material. The main focus of the study is on the peculiarities of agro-industrial management. It is determined that the management mechanisms of the agro-industrial complex should take into account the characteristic features and functional properties of its industries and enterprises. The originality and practical significance of the study consists in the development of a single concept that will take into account industry and other specifics in the practical development of the agro-industrial complex. Conclusions and prospects for further research consist of a qualitative transformation of the management activities of the agro-industrial complex in the future.

Formulation of the problem. One of the key objectives of the sustainable development of the agro-industrial complex of the Republic of Komi is the development of a conceptual framework to increase its competitiveness in a market economy. The purpose of the research is to develop the theoretical and methodological foundations of the competitiveness of the regional agro-industrial complex. The main practical task is the transfer of agricultural enterprises to a high-tech industrial and intellectual basis. The object of the research is the assessment of the competitiveness of the agro-industrial complex of the region, taking into account its sectoral and territorial features and integration motives. The methods used of the research: scientific abstraction, analysis and synthesis, systems approach, historical and logical method, observation, information technology. The hypothesis of the research is the possibility of ensuring the high competitiveness of the agro-industrial complex for the future through the solution of the strategic tasks of its operation. The statement of basic materials. The principles of increasing the competitiveness of the agro-industrial complex of the region are outlined in its main directions and tasks. Given the weak financial and economic state of small and medium-sized enterprises, it was proposed to create large integrated education with significant competitive advantages. Originality and practical significance of the research in the fact that competitiveness is seen as a key economic category capable of characterizing the positive and negative aspects of the life of the agro-industrial complex. Conclusions of the research are to ensure the expanded reproduction of the regional agro-industrial complex, the production and sale of more attractive goods to consumers, to achieve high competitiveness of the regional agro-industrial complex, to strengthen market positions in terms of quality and price characteristics of commercial products.

The purpose of the article is to substantiate the feasibility of introducing various forms of associations of producers of medicinal crops the context of the strategic development of medicinal plant growing. Research methods. General scientific methods of empirical research were applied, such as comparative-historical and descriptive - to study the development trends of forms of management, primarily cluster, as well as to record the results of their implementation; a systematic approach - to assess the field of medicinal plant growing as a system and determine the dependencies between its elements; general logical methods of analysis and synthesis - to determine the stakeholders of the region and their opportunities for the development of medicinal plant growing in Ukraine; abstract-logical - for generalization and formation of conclusions. Research results. he relationship of the strategy for the development of medicinal plant growing in Ukraine with the directions of the National Economic Strategy-2030, especially with the vector of potential improvements in the spheres of health and education, is revealed. The main characteristic features of the forms of associations of producers as clusters and cooperatives are analyzed. It is proposed to use them as tools to create a profitable model for the development of medicinal plant growing. Scientific novelty. Theoretically, the feasibility of introducing various types of economic associations in the field of medicinal plant growing, primarily cluster and cooperative ones, as guarantors of the economic development of stakeholders has been confirmed. Practical significance. The introduction of various forms of associations of manufacturers is proposed to accelerate the implementation of the strategy for the development of the medicinal plant growing industry in Ukraine. The object of the study is public-private partnership as a mechanism for implementing investment projects. The relevance of the topic is due to the need and importance of developing a conceptual model for the implementation of investment projects for the development of the agricultural sector in the Krasnodar Territory. The development of this model is associated with the lack of systematization of the world experience in the implementation of such projects. The proposed model is part of the overall strategy for the development of the agro-industrial complex of the Krasnodar Territory, focused on solving its strategic development objectives.
