Enforcement of local regulations regarding the handling of Covid 19 against street vendors in the West Jakarta Administrative City is still ineffective based on the lack of discipline on street vendors to comply with Health Protocols and the efforts of Satpol PP in enforcing PERDA to overcome Covid 19. While the theory used is effectiveness according to Tyson & Jackson, which consists of 1) Briefing, (2) Delegation, (3) Control, (4) Accountability, (5) Efficiency, (6) Coordination, (7) Adaptation, (8) Social Systems and Individual Expectations. The research method in this research uses qualitative methods. A qualitative approach is used because it involves the formulation of symptoms, information, or information regarding the enforcement of local regulations on Covid-19 prevention by Satpol PP against street vendors in West Jakarta Administrative City. The use of qualitative methods is supported by a project map on the Nvivo 12 application. The research findings show that the implementation of the enforcement of the Covid-19 countermeasures PERDA on street vendors in West Jakarta City Administration by Sat Pol PP, namely: (1) Satpol PP in enforcing the Covid 19 countermeasures PERDA in street vendors is still not fully effective in the implementation of delegation and control , accountability, efficiency, coordination and adaptation; and (2) The concept of improvement that can be carried out is the enforcement of the regulation on Covid 19 prevention by implementing humanist normative pattern of street vendor control, namely performance management of street vendors with environmental control, social services and economic empowerment of street vendors as business actors in the economic system. community organized according to the conditions of the Covid pandemic 19.

Jakarta Old Town is one of historical tourism attraction destination which located in Kota, Jakarta. Currently, the DKI government is taking seriously the revitalization in the area. As the increase of tourists' visit in the area impacts the number of street vendors in the area, DKI government as the one that responsible of cleanliness and safety, starts to take action by issuing regulation to restructure and control the street vendors, socially and economically, and guaranty public interests. The aim of the study was to describe, analyze the policy and its implementation and obstacles in restructuring the street vendor in the area. The method used for this study was descriptive-qualitative. The study showed that the implementation of street vendors restructuring policy was implemented successfully and involved many stakeholders.

This article discusses the reading cognitive ability in Malay Language learning among remedial education children. The cognitive ability among these children was tested based on several reading aspects which include the skills of recognizing or detecting, understanding, and applying as outlined in Bloom’s Taxonomy. This research utilized both the quantitative and qualitative methods in collecting the data. The subjects selected involved eight Standard Three students who were undergoing the remedial class in Puchong, Selangor. The instruments used included both oral and non-oral tests. The research findings indicate that the ability to apply appears to be the most acquired cognitive skill among the subjects (99.58%), followed by the abilities to understand (95.36%), and to remember (95.8%). These findings portray that special remedial children’s cognitive ability level is not only measured from the aspect of reading fluency, but also their abilities in recognizing letters, understanding letter sounds, and applying grammar skills. Keywords: cognitive ability, Malay Language learning, remedial education children ABSTRAK: Makalah ini membicarakan tentang tahap keupayaan kognitif bacaan dalam pembelajaran bahasa Melayu kanak-kanak pemulihan khas. Keupayaan kognitif dalam kalangan kanak-kanak pemulihan khas diuji berdasarkan aspek bacaan, iaitu dengan mengaplikasikan kemahiran mengenal pasti, memahami, dan mengaplikasi seperti yang terdapat dalam Taksonomi Bloom. Kajian ini juga menggunakan kaedah kuantitatif dan kualitatif dalam pengumpulan data. Subjek yang dipilih merupakan lapan orang pelajar darjah tiga yang mengikuti kelas pemulihan khas di Puchong, Selangor. Instrumen yang digunakan ialah ujian lisan dan bukan lisan. Dapatan kajian ini menunjukkan bahawa keupayaan mengaplikasi merupakan keupayaan yang paling dikuasai oleh subjek kajian dalam kemahiran kognitif, iaitu sebanyak 99.58 peratus, diikuti oleh keupayaan memahami 95.36 peratus, dan keupayaan mengingat 95.8 peratus. Dapatan kajian ini menunjukkan bahawa tahap keupayaan kognitif kanak-kanak pemulihan khas bukan hanya diukur daripada kelancaran bacaan sahaja, malah keupayaan mengenal pasti huruf, memahami bunyi huruf, dan mengaplikasi tatabahasa turut diambil kira. This article is motivated by the fact that the existence of the Street Vendor (PKL) profession is a manifestation of the difficulty of work and the lack of jobs. The scarcity of employment due to the consideration of the number of jobs with unbalanced workforce, economically this has an impact on the number of street vendors (PKL) exploding ... The purpose of being a street vendor is, as a livelihood, making a living, looking for a bite of rice for family, because of the lack of employment, this caused the number of traders to increase. The scarcity of jobs, causes informal sector migration job seekers to create an independent spirit, entrepreneurship, entrepreneurship, with capital, managed by traders who are true populist economic actors. The problems in street vendors are: (1) how to organize, regulate, empower street vendors in the cities (2) how to foster, educate street vendors, and (3) how to help, find capital for street vendors (4) ) how to describe grief as a Five-Foot Trader. This paper aims to find a solution to the problem of street vendors, so that cases of conflict, cases of disputes, clashes of street vendors with Satpol PP can be avoided. For this reason, the following solutions must be sought: (1) understanding the causes of the explosions of street vendors (2) understanding the problems of street vendors. (3) what is the solution to solving street vendors in big cities. (4) describe Street Vendors as actors of the people's economy. This article is qualitative research, the social paradigm is the definition of social, the method of retrieving observational data, in-depth interviews, documentation. Data analysis uses Interactive Miles and Huberman theory, with stages, Collection Data, Display Data, Data Reduction and Vervying or conclusions.

The purpose of this study was to find out how to manage village finance and the effectiveness of managing village funds for development and economic empowerment of rural communities in Bondowoso District. Three sub-districts in the Bondowoso District, namely Curahdami, Wonoasri, and Tenggarang Subdistricts as field area, and the combination of quantitative and qualitative methods were used. The results of this study indicate that: the villages in Bondowoso District have managed village finances well, but in certain cases, they are still not orderly in administration, so that they sometimes experience delays in disbursing village finance for the following period. The discussion and implications of the findings are discussed in the article.

Ukraine is a unitary state, yet historically various regions, oblasts, districts, and local areas have different levels of economic development. To secure sustainable economic and social development and provide social services guaranteed by the state for each citizen according to the Constitution, the mechanism of redistribution between revenues and expenditures of oblasts, regions, and territories through the budgets of a higher level is used. The paper aims to research the peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization. The paper defines the nature of interbudgetary relations. The basic and reverse subsidies to Ukraine and Lvivska oblast are analyzed. The advantages and disadvantages the communities face at changing approaches to balancing local budgets are determined. Regulative documents that cover the interbudgetary relations in Ukraine are analyzed. Special attention is paid to the problem of local finances reforming, including the development of interbudgetary relations. The scheme of the economic interbudgetary relations system in Ukraine is developed. The ways to improve the system of interbudgetary relations in Ukraine are suggested. The negative and positive aspects, advantages, and disadvantages of the system of interbudgetary relations in Ukraine require the following improvements. 1. It is necessary to avoid the complete budget alignment in the process of budgets balancing by interbudgetary transfers as the major objective. 2. The interbudgetary transfers should be distributed based on a formal approach. 3. The changes have to be introduced to the calculation of medical and educational subsidies in terms of financial standard of budget provision to avoid the money deficit for coverage of necessary expenditures. 4. There is a need to improve interbudgetary relations at the levels of districts, villages, towns, and cities of district subordination. 5. Improvement of the mechanism of targeted benefits provision, their real evaluation, and control for the use of funds.

Possible trajectories of sustainability are based on different concepts of nature. The article starts out from three trajectories of sustainability (modernization, transformation and control) and reconstructs one characteristic practice for each path with its specific conceptions of nature. The notion that nature provides human societies with relevant ecosystem services is typical of the path of modernization. Nature is reified and monetarized here, with regard to its utility for human societies. Practices of transformation, in contrast, emphasize the intrinsic ethical value of nature. This becomes particularly apparent in discourses on the rights of nature, whose starting point can be found in Latin American indigenous discourses, among others. Control practices such as geoengineering are based on earth-systemic conceptions of nature, in which no distinction is made between natural and social systems. The aim is to control the earth system as a whole in order for human societies to remain viable. Practices of sustainability thus show different ontological understandings of nature (dualistic or monistic) on the one hand and (implicit) ethics and sacralizations (anthropocentric or biocentric) on the other. The three reconstructed natures/cultures have different ontological and ethical affinities and conflict with each other. They are linked to very different knowledge cultures and life-worlds, which answer very differently to the question of what is of value in a society and in nature and how these values ought to be protected.

Background: Although the consequences of disability are magnified in humanitarian contexts, research into the difficulties of caring for children with a disability in such settings has received limited attention.Methods: Based on in-depth interviews with 31 families, key informants and focus group discussions in Turkana, Kenya, this article explores the lives of families caring for children with a range of impairments (hearing, vision, physical and intellectual) in a complex humanitarian context characterised by drought, flooding, armed conflict, poverty and historical marginalisation.Results: The challenging environmental and social conditions of Turkana magnified not only the impact of impairment on children, but also the burden of caregiving. The remoteness of Turkana, along with the paucity and fragmentation of health, rehabilitation and social services, posed major challenges and created opportunity costs for families. Disability-related stigma isolated mothers of children with disabilities, especially, increasing their burden of care and further limiting their access to services and humanitarian programmes. In a context where social systems are already stressed, the combination of these factors compounded the vulnerabilities faced by children with disabilities and their families.Conclusion: The needs of children with disabilities and their carers in Turkana are not being met by either community social support systems or humanitarian aid programmes. There is an urgent need to mainstream disability into Turkana services and programmes.

ABSTRACTThe relocation of Surakarta City street vendors from Taman Monumen Banjarsari to Pasar KlitikanNotoharjo is one of the innovative urban development policy focusing on cultural values aiming tostrengthen local ingenuity as the city’s economic power. This study examines how the innovative policywas implemented successfully. The study showed that the success of the innovation was due to (1) theinitiative and commitment of the mayor, (2) a shift in the mindset, creating trust in the management ofstreet vendors, (3) bureaucratic reform followed by legislation of supporting documents, (4) continuousand integrated mechanism of implementation, and (5) budget cuts and focus to spending with highimpact to welfare. The creation of the street vendor management manual should assure thesustainability of the innovative policy for the next term of governance.Keywords: sustainable development, innovative policy, government administration

ABSTRACT  This study discusses the Implementation of PKK (Empowerment and Family Welfare) Work Program in household economic empowerment in Ratna Chaton Village, Seputih Raman District, Central Lampung Regency. This research includes field research (Field Research) which is a study conducted systematically by raising the data in the field. While its nature is descriptive, that is to make a picture or painting systematically, factually, and accurately about the facts, the characteristics and the relationship between the phenomena under investigation. In collecting data using the interview method, observation method and documentation method. The authors' research findings show that the implementation of the PKK work program in household economic empowerment in the Ratna Chaton Village of Seputih Raman District through the UPPK (Family Revenue Improvement Efforts) program has led to a successful economic empowerment program, the implementation of which is entrepreneurship training, venture capital lending, and developing productive household businesses. Housewives experience changes by being able to explore the abilities they have, increasing living standards and housewives can be independent by developing their businesses and can generate household economic income.
