vSeveral studies have shown that investment in the quality of education has a higher payoff than investment in quantity alone.1 However, in many developing countries, investment in improving educational quality is still accorded a lower priority than investment in educational quantity. Countries which commit more resources towards education are generally observed to expand their enrolment ratios while paying little attention on improving such schooling inputs as student-teacher ratio that contribute towards improvement of educational quality (Table 1).2 There is also a tendency to allocate minimal resources towards upgrading existing schools by improving quality of teaching, facilities, and curricula. Greater emphasis is placed on rapid expansion of the number of educational institutions to reach out a large proportion of population.

The current situation in secondary education is characterized by the development of various educational institutions, which differ not only in educational programs and curriculum, but also in the conditions for training and educating, which make up the educational environment of modern educational institutions. The importance of studying the processes of forming the educational environment in a modern school is relevant, since the quality of education and upbringing of modern students who spend most of their time in the educational environment of schools will depend on its organization. Studying the problems of organizing the educational environment is also important in the sense that it is the qualitative approach to this process that will determine in the future if it is possible for students to receive high-quality educational services. The influence of the educational environment on the modern student is determined today, first of all, by the students' perception of the educational process, their involvement in the process of its creation and improvement. The effectiveness of the educational environment may also depend on how the student perceives it. So, the educational environment can be an effective means of developing the potential of the student, but if it is an integrated space for the interaction of children and adults (parents, teachers).

The article emphasizes the relevance of the problem to improve the quality of education, as well as the possibility of using international SACERS rating scale for this purpose. In order to show the advantages of assessing the environment of educational institutions according to the SACERS scale, a comparative analysis of the criteria for assessing educational institutions of the Republic of Kazakhstan was carried out. At the same time, it was noted that the assessment of educational institutions with the SACERS scale has been carried out in Moscow schools since 2015. The evidence that Kazakhstan has begun to pay attention to this issue is the inclusion of the discipline "SACERS assessment of learning conditions" in the curriculum of the educational program 7M011 – Pedagogy and Psychology, Abay Kazakh Pedagogical University. Master students conduct their first studies in the discipline and provide their own conclusions and recommendations. The article also considers that the SACERS assessment scale can help to assess the educational environment of schools in the country identifying its strengths and weaknesses. Then it is possible to comply the construction of new educational institutions with international standard, so there is an oportunity to improve pupils' knowledge, involvement and creativity as well.

The article considers the issue of school digitalization as an important condition for improving the quality of education. The e-learning environment provides students with greater independence. A necessary condition for improving the education system is the creation of new teacher competencies necessary for the digital economy.

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

The active use of interactive methods, including the widespread use of trends in improving the quality of teaching mathematics and physics in educational institutions of many foreign countries, which are recognized for the high quality of teaching, contributes to the development of students skills in solving and choosing problems in physics in the course of mathematics, the formation of their skills of creative thinking and professional orientation on the basis of interdisciplinary connections. The Quality of education depends on the quality of teachers. For nourishing the creative potentials of children, creative teaching is required. In this type of education, the available human and material resources are utilized in such a striking way that satisfactory results are ensured. Teachers using such methods can enhance their teaching competency. In the present study, an attempt is made to investigate the relationship between general teaching competency and the attitude towards creative teaching. The study was carried out on a sample of 120 B.Ed. trainees of Aurangabad City. The data was collected through the General Teaching Competency Scale (GTCS) developed by Passi and Lalitha and the Attitude Scale of Creative Teaching (ASCT) by Shukla. The result reveals that there is positive but low and negligible correlation between general teaching competency and attitude towards creative teaching. Results also portray that the degree of general teaching competency is high and attitude towards creative teaching is also positive.

Printed educational materials such as teacher’s handbook may affect the quality of education as much as teachers, curriculum, educational environment, and the other course materials. Perspectives of eighty-two pre-service elementary teachers regarding the activities and songs included in the teacher’s handbook for music course were examined by content analysis for shedding light on the nature of the handbook and for producing knowledge about how an effective teacher’s handbook for music course may be like. Even though the question was deliberately worded to let respondents express their both positive and negative views, the number of respondents who expressed positive views and the frequency of such expressions were considerably lower compared to the negative ones. Inappropriateness for age group and learning outcomes, insufficiency for facilitating learning, requiring hard-to-attain materials, and difficulty of application raised as major concerns for both activates and songs. Additionally, activities were argued to be repetitive and lacking entertainment while songs were criticized for their rhythm, melody, lyrics, quality, and practicability in the classroom.

This article states that the clear formulation of teaching methods is a key factor in improving the quality of lessons. It is emphasized that the combination of non-traditional and practical training with educational materials, along with mass education technologies, will serve to improve the quality of education. The effective result obtained by changing the methods of connecting the coils of electric motors is shown by examples and by the solution of the examples.
