This article presents the paradigm shift, especially in school education, under the conditions of current mediatization, whereby we understand education initially as a communicative system that is dedicated to the acquisition of new and future relevant knowledge in lifelong processes of appropriation. To this end, educational institutions demand an educational language that screens out those who cannot serve that linguistic register. Arguing with regard to Rawls and Nussbaum, we present this selection mechanism under the conditions of current mediatization as both ideologically outdated and practically reducible and refer to current models of professionalization of teachers and international competency frameworks for digital media education.

This article analyzes the data provided by local law educational institutions and the Chamber of Advocates of the Republic of Uzbekistan, as well as national legislation of the Republic of Uzbekistan and foreign experience. Analysis showed critical lack of legal personnel in comparison with the people of the Republic of Uzbekistan at the lack of legal training a couple of times population. Concluding the research, proposals and recommendations to increase the number of lawyers in the country were given.

Today, the field of education is considered to be one of the important links that educates and brings up not only students, but also raises many demands and problems in the field of teacher certification and training. Educational changes, in turn, provide for the revision of curricula and the introduction of various media tools that allow the current conditions to be implemented not only on existing but also on remote platforms. To conduct education on these platforms, teachers participate in and train in seminars, webinars and courses at various educational institutions. As a result, they can easily switch from one platform to another and integrate into the new classroom gauge. They are able to participate in these trainings and a number of educational programs through the online platform, which is wider and more numerous than in the present case. The online platform is rapidly stabilizing its position in the field of education, already recording its success and effectiveness.

The article describes the role of the dual education system as a guarantee of social partnership in improving the quality of professional training of graduates of higher educational institutions. The dual education systems of the world (Germany, France, Denmark, Japan, South Korea) for professional training of university graduates in accordance with modern requirements of employers, who acquire the features of national models of functioning, and that there is no single reference model of dual education. The scheme of dual education is proposed as an innovative type of organization of targeted professional training of students in the Nikopol region, in Ukraine, which is a coordinated cooperation of universities and employers in the training of competitive professionals. Social partnership is seen as a social dialogue carried out in the form of cooperation, which facilitates the transition of professional training of competitive university graduates to a qualitatively new level of training. The introduction of a dual form of education to ensure a rapid response to changes in the labor market, and this is possible only by creating a system of social partnership, improving the training of graduates to organize social partnership, while maintaining the best traditions of higher education. Approbation of dual education as a guarantee of social partnership in the professional training of graduates was carried out on the basis of the National Metallurgical Academy of Ukraine (Nikopol Faculty and Nikopol Vocational College). The study covered from 2016 to 2020 about 1,600 students. Based on the results of the analysis of foreign experience of dual education as a guarantee of social partnership of higher education institutions with employers, it can be argued about various forms of interaction (development of educational institution strategy with enterprises, implementation of graduate career tracking system, etc.). -production process. Social partnership is considered as a social dialogue carried out in the form of cooperation, which will facilitate the transition of professional training of educational institutions to a qualitatively new level of training of competitive graduates. The implementation of the dual system contributes to the development of an effective system of social partnership of universities with basic enterprises. The dual system as a guarantee of social partnership in the professional training of graduates of higher educational institutions is socially significant for the functioning, support and development of Ukraine, requires a clear appropriate state policy.

The article shows the role of the dual form of education in improving the quality of training of graduates of domestic educational institutions. The need to diversify the sources of funding for the dual form of higher education at the stages of its implementation is emphasized. The dual form of the organization of training by the motivating factor of diversification of sources of financing of education is defined. The content of the principle of duality and the peculiarities of its application in improving the professionalism of the graduate are revealed. The importance of two forms of student learning in different environments is emphasized. The concepts of «dual form of education acquisition» and «dual form of education organization» are described. The correctness of the application in scientific vocabulary and the practical application of the concepts «dual form of education acquisition» and «dual form of education organization» is emphasized. Foreign experience in financing higher education is analyzed. The multidimensionality in the training of specialists in free economic education with the use of academic capital and diversification of sources of funding for education in foreign practice is shown. The foreign experience of training specialists in working professions and financing vocational training is generalized. The benefits of direct and indirect funding of vocational education for the creation of additional jobs in the workplace have been identified. The German experience of formation of the Framework Curriculum by an educational institution and the Framework Plan of Practice with the participation of the employer is given. Emphasis is placed on the incentives and motivation of the mentor in teaching students in the workplace. The results of pilot projects on introduction of the dual form of the organization of training in domestic establishments on preparation of working trades are processed. It is stated a high level of employment of graduates of vocational schools and raise of savings due to increased practical training in the workplace. The peculiarities of realization of the dual form of organization of education and its financing in the Bar College of Transport and Construction are generalized. The necessity of taking into account the work schedule of employers when forming educational institutions’ curricula is proved. A comparison of the ratios of student learning in educational institutions and in workplaces with different models of the dual form of education is conducted. Calculations were made for the educational program with the distribution of loans between domestic institutions of higher education and employers. The main directions of development of educational and professional programs in institutions of higher education are offered. Education system in Ukraine is undergoing large-scale reforms including modernization on different school levels and higher educational institutions. Students’ world view is laid out at school, that is why teachers must be ready to promote new content of education. According to the Concept “New School of Ukraine” among the key competencies of a student are the ability of intercultural communication in social and cultural contexts, digital competence, awareness of national identity as the basis of open-mindedness and respect for the diversity of cultural expression of others, and more. With this paper the author intends to initiate modifying demanded competencies and skills for contemporary primary school teachers based on cross-cultural experience. The article explains the necessity of forming a digital competence as a separate component of the professional skills of the modern teacher and shows its influence on the development of the personality of the modern student. Much attention is drawn to the domestic challenges in the implementation of digital devices in classrooms. Some foreign experience is analyzed in this research

The article provides comparative analysis of the forms, methods, means of the future specialists of pre-school education preparation at the universities of Ukraine and Poland to realization of media education for children and their parents. The achievements of Polish higher educational institutions have been shown: the study of courses “Media Pedagogics”, “Media in Education” the main forms of teaching, these subjects are lectures, practical classes, conversations, master classes; methods –interactive, project, demonstration of films on the formation of media literacy; analysis of media products for the pre-schoolers. The achievements of the Ukrainian pedagogical science have been highlighted, in particular the development of the complex of professionally oriented technologies for the formation of readiness of the future kindergartners for the use of media education. The focus is on the activity of the Academy of Ukrainian Press in forming the readiness of kindergartners, university teachers for media education, in particular organization of summer schools and the publication of the necessary literature. Author’s interpretation of the concept “Media Education in the Establishment of Pre-School Education” has been proposed. The results of experimental researches in Poland and Ukraine have been presented. The necessity of providing system character of media education has been proved. The possibilities of using positive ideas in the field of media education at higher and pre-school educational institutions have been substantiated: the continuous nature of study of topics on the formation of pre-school children media literacy at universities; development of didactic-methodical support of media education; carrying out master-classes on the media topics at pre-school age. The ways of prevention of media threats for children through the organization of parental media education, improvement of training for its implementation have been determined. The necessity to use traditional media, namely books, children’s press together with modern ones has been emphasized. The expediency of studying the experience of national and foreign institutions of pre-school education, which implement individually developed media education programs for children, has been shown. The attention has been focused on the “Preschooler in the Media World” program.

The aim of the article is to study the problems of reforming the system of financing higher education in conditions of compliance with world quality standards of education. Besides, another aim of the article is also to substantiate of the perspectives of their use in Ukraine, on the basis of analysis of the main foreign models of higher education institutions financing. The subject of the study is the financing model of institutions of higher education in foreign countries. Methodology. The research is based on a comparative analysis of funding systems for higher education institutions in Ukraine and in foreign countries. The advantages and disadvantages of different systems of the financial provision of higher education are determined based on the analysis of the peculiarities of financing higher education institutions in Germany, USA, UK, Sweden, Norway, and Australia and in some other countries. On the basis of a comparative legal research of certain provisions of Ukrainian legislation, the possibilities and limits of the application of positive foreign experience in this field are defined. The results of the study showed that the financing of higher education at the expense of state funds should be directed only to the needs of the state. And the state, in its turn, should provide graduates with jobs that will help reduce unemployment among them. Currently, there is a partial improvement of diversification of funding sources in Ukraine. We mean that the provision of the status of a non-profit organization will give the first impetus to the formation of contract relations between higher education institutions and private organizations and will improve their financial position. The implementation of the foreign experience will make financing more transparent and will give an opportunity to distribute it according to the quality criteria of providing educational services. Practical impact. Experience of the developed economies and the analysis of the existing condition of financing of educational institutions of Ukraine allow defining the priority directions of improvement of a system of financing of the higher education. As the budget of Ukraine is not able to compensate all needs for financial resources of higher educational institutions, it is necessary to encourage private investments into education, training, and high technologies more actively. Besides, conducting researches, the international consultations, modelling and discussion of the schematic diagram and funding mechanism for the higher education in Ukraine is also expedient. Correlation/originality. Conducting a comparative analysis of financing models of higher education institutions in Ukraine and foreign countries is the basis for developing the most promising directions for the development of domestic legislation in this field.

The present article covers the study of changing of approaches to media education in the conditions of visual turn. The most relevant problems are: preparation of a human to adequate perception and processing of information flow; increasing of audience’s critical thinking; teaching a human different methods of working with information; perfecting of self-development skills in the conditions of media system that become more complicated. Certain changes have occurred in media consumption in the recent years: modern audience prefers visual content. Therefore, it is necessary to change the model of media education. The present article justifies the importance of the semiotic model of media education. Documents relating to problems of studying of the experience of formation and modern development of media education in Europe and in Russia, and documentation provided by educational institutions have become the material for the present study. The trends in media education stipulated by visual turn have been pointed out.
