Stunted children are categorized as a problem in chronic nutrition which is motivated by many factors such as socioeconomic conditions, nutrition of pregnant women, morbidity in infants and malnutrition intake in infants and pregnant women. This research is motivated by the problem of stunting in the Tasikmalaya City which has a good stunting journey with the achievement of the prevalence of stunting falling in four years from 13,881 in 2016 to 5,986 children in 2019. Behind its success, it is possible that there was a good political commitment. This research was conducted with the aim of knowing how the Political Commitment of the City Government of Tasikmalaya in reducing the prevalence of stunting, which is highlighted in the commitment here is the aspect of law enforcement and business sustainability. The method used is descriptive research and data collection techniques with literature study and field studies, the data sources used are primary and secondary. The informants in this study consisted of 3 agencies and 5 public with certain criteria. Data analysis was performed data reduction, data presentation, and drawing conclusions. The results of this study indicate that the success of a policy is judged based on its political commitment. In policies related to stunting in Tasikmalaya City, it is already good, but in its implementation there are still several obstacles including in the dimension of law enforcement and business sustainability. Anak stunting dikategorikan sebagai permasalahan gizi kronik yang dilatarbelakangi oleh banyak faktor contohnya kondisi sosial ekonomi, gizi ibu hamil, kesakitan pada bayi serta asupan gizi kurang pada bayi maupun ibu hamil. Penelitian ini diangkat karena permasalahan stunting di Kota Tasikmalaya yang memiliki perjalanan stunting baik dengan pencapaian prevalensi stunting turun dalam waktu empat tahun dari 13.881 di tahun 2016 menjadi 5.986 anak di tahun 2019. Dibalik kesuksesannya maka memungkinkan terdapat komitmen politik yang baik. Penelitian ini dilakukan dengan tujuan untuk mengetahui bagaimana Komitmen Politik Pemerintah Kota Tasikmalaya dalam menurunkan prevalensi stunting, yang disorot dalam komitmen di sini adalah aspek penegakan hukum dan keberlanjutan usaha. Metode yang digunakan adalah penelitian deskriptif dengan teknik pengumpulan data studi pustaka dan studi lapangan, sumber data yang digunakan adalah primer dan sekunder. Informan pada penelitian ini terdiri dari 3 instansi dan 5 masyarakat dengan kriteria tertentu. Analisis data dilakukan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil dari penelitian ini menunjukan bahwa berhasilnya suatu kebijakan dinilai berdasarkan komitmen politiknya. Dalam kebijakan terkait stunting di Kota Tasikmalaya memang sudah baik namun dalam pelaksanaanya masih terdapat beberapa hambatan termasuk dalam dimensi penegakan hukum dan keberlanjutan usaha.

This objective is to describe how the Pentahelix approach model in developing sustainable tourism in the City of Bukittinggi towards a national leading tourism destination. This research is a descriptive research using a qualitative approach. Data were collected through: interviews, observation and literature study. Determination of informants using purposive presentation techniques and key informants of the Head of the Tourism and Culture Office of the City of Bukittinggi. Data analysis by means of: data condensation, data levers and withdrawals. The data validation used source triangulation. The results of the study: (1) The development of tourism in the city of Bukittinggi using the Pentahelix approach model has involved the Bukittinggi City Government, Tourism Academics and Practitioners, Communities and Communities, Business Actors, and the Media. (2) The findings from the field show that the roles and duties of stakeholders are not optimal and (3) The collaboration between stakeholders in the City of Bukittinggi from the results of the research is not synergistic.

<p align="center">ABSTRAK</p><p>Artikel hasil penelitian tentang kajian normatif keberadaan toko modern di Kota Semarang akan mengkaji mengenai keberadaan toko modern di Kota Semarang apakah sudah  memenuhi ketentuan dalam Peraturan Presiden Nomor 112 Tahun 2007. Untuk membahas permasalahan tersebut, metode pendekatan yang dipakai adalah yuridis normatif, dengan spesifikasi penelitian deskriptif analitis, metode pengumpulan datanya : studi dokumentasi dan studi kepustakaan, sedangkan metode analisis data yang dipergunakan adalah analisis kualitatif.</p><p>Hasil dari penelitian menunjukkan bahwa  keberadaan toko modern di Kota Semarang sudah memenuhi beberapa ketentuan yang ada dalam Peraturan Presiden Nomor 112 Tahun 2007, yang belum terpenuhi adalah : ketentuan Pasal 13  &amp; Pasal 15 Peraturan Presiden Nomor 112 Tahun 2007.</p><p><em>Articles of research on the normative study of the existence of modern stores in the city of Semarang will examine the existence of modern stores in the city of Semarang whether they have fulfilled the provisions in Presidential Regulation No. 112 of 2007. To discuss these problems, the approach method used is normative juridical, with the specifications of analytical descriptive research, data collection methods: documentation and literature study, while the data analysis method used is qualitative analysis.</em></p><p><em>            </em><em>The results of the study show that the existence of a modern shop in Semarang City has fulfilled several provisions in the Presidential Regulation Number 112 of 2007, which has not been fulfilled are:</em></p><p><em>p</em><em>rovisions in Article 13 </em><em>and p</em><em>rovisions Article 15</em><em> </em><em>of the Presidential Regulation Number 112 of 2007</em><em>.</em><em></em></p><p><em>Keywords: Study, Normative, Modern Shop, Semarang City.</em><em></em></p><p> </p>

AbstractIn this paper we discuss the SKPD Filing Unit Employee Perception of the Regional Archival Information System Application (SIKEDA) and the Regional Archival Information Network (JIKEDA) in  the City Government of Bukittinggi. The purpose of this study is to determine the competence and optimal shield of SKPD employees in inputting files to the SIKEDA application.This type of research is descriptive research with a qualitative approach. The location of this study was carried out in 5 SKPD Institutions in Bukittinggi, namely: (1) the Library and Archives Office of Bukittinggi City, (2) the Education and Culture Office of the City of Bukittinggi, (3) the Youth and Sports Pariwasata Service of the City of Bukittinggi, (4) the Health Service City of Bukittinggi, (5) Social Service of the city of Bukittinggi. The object of the study was SKPD employees in five government agencies in the city of Bukittinggi. Writing this paper aims to describe (1) To describe the optimization of the use of SIKEDA and JIKEDA applications by Admin node SIKEDA in supporting records management in the city administration of the City of Bukittinggi; (2) To describe the competencies possessed by HR in SKPD in utilizing information technology in the application of SIKEDA and JIKEDA applications in the City Government of Bukittinggi.Data was collected by observation and direct interviews with SKPD employees in the Bukittinggi city government and literature studies in the application of electronic records in the government of the City of Bukittinggi.Based on the discussion, it can be concluded that the First Employee in the SKPD in the City Government of Bukittinggi is still not optimal in inputting the archive to the sikeda Second application.iKeywords: optimization, competence, electronic archives.

The increase in population in Malang City can encourage the implementation of good population data recording, this is because population data is very important in planning and development in the evaluation stage. The purpose of this research is to analyze the policies of the population service and civil registration in the administrative services for data collection on Covid-19 social assistance recipients in Malang City. This research is a descriptive research with a qualitative approach. The population administration policy in this study is focused on administrative services for the data collection of Covid-19 Social Assistance Receipts in Malang City. The results of this study indicate that there is a policy of centralizing the management of resident identification cards, the first step to progress in the city government of Malang, especially in the field of administrative services for data collection on Covid-19 Social Assistance Recipients in Malang City so that they try to make other policies that have concrete data.

<p align="center"><strong>ABSTRAK</strong></p><p> </p><p>Tulisan ini membahas tentang strategi kota Pekalongan dalam <em>mempromosikan city branding “World’s City of</em> <em>Batik”. </em>Metode yang digunakan adalah kualitatif deskriptif, dengan teknik pengumpulan data yaitu telaah<em> </em>dokumen, wawancara dan studi pustaka. Hasil dari tulisan ini adalah (a) menghasilkan pemaparan tentang aset kota yang dimiliki oleh kota Pekalongan, yaitu budaya <em>(cultural)</em> yang diwakili oleh pariwisata berbasis batik dan kemudahan <em>(amenity)</em> termasuk fasilitas yang tersedia di kota Pekalongan. Aset kota ini merupakan salah satu penguat <em>branding</em> kota. (b) strategi <em>branding</em> yang dilakukan pemerintah kota meliputi strategi visual dan strategi promosi. Strategi visual yang dilakukan di antaranya penciptaan identitas visual yang merepresentasikan karakter kota Pekalongan seperti logo, <em>tagline</em>, warna dan tipografi. Identitas visual ini nantinya dikomunikasikan dalam berbagai media promosi seperi <em>merchandise,</em> spanduk, poster, leaflet, dan sebagainya. Strategi promosi yang dilakukan oleh pemerintah kota yaitu dengan mengadakan festival tahunan Pekan Batik, membuat labelisasi batik, <em>landmark</em>, zebracross batik. Selain logo <em>branding</em>, kota Pekalongan secara konsisten menggunakan motif batik khas Pekalongan, yaitu Jlamprang dalam media promosi.</p><p> </p><p><strong>Kata kunci</strong>: City Branding, Pekalongan, Batik.</p><p> </p><p> </p><p align="center"><strong><em>ABSTRACT</em></strong></p><p> </p><p><em>This paper discusses about the strategy of Pekalongan city in promoting the city branding “World’s City of Batik”. The method used is qualitative descriptive, with data collection techniques namely document review, interviews and literature study. The results of this paper are (a) an explanation of the city assets owned by Pekalongan city, it is the culture represented by batik-based tourism and convenience (amenities) including available facilities in Pekalongan. This city asset is one of the city’s branding boosters. (b) the branding strategy carried out by the city government includes visual and promotion strategies. Visual strategies carried out include the creation of visual identities that represent the character of Pekalongan city such as logos, taglines, colors and typography. This visual identity will be communicated in various promotional media such as merchandise, banners, posters, leaflets, and so on. Promotional strategies carried out by the city govern-ment include an annual Batik Festival, making batik labels, landmarks, and zebra cross batik. In addition to the branding logo, Pekalongan city consistently uses typical batik motifs of Pekalongan, namely Jlamprang in promotional media.</em></p><p> </p><p><strong><em>Keywords: </em></strong><em>City Branding, Pekalongan, Batik.</em></p>

Paradiplomacy was popular in the early 1980s, when the Quebec City government strengthened cooperation with regional governments of other countries and other state actors in international relations. This phenomenon was studied in depth by diplomacy experts, namely Duchacek and Soldatos, which was later implemented in practice in transnational relations between countries in the world. The same thing was done by the city government of Bandung. The Bandung City Government undergoes the stages of smart collaboration formulation. An important process in paradiplomacy is the occurrence of communication contained in the policy advocacy process of the Seoul City government through the Knowledge Sharing Program (KSP) under the Ministry of Economy and Finance of South Korea. This study aims to see the Bandung City government as a subnational government entity conducting diplomacy outside the context of traditional diplomacy, namely paradiplomacy in implementing Smart City cooperation with the City of Seoul in 2016-2019. This research was conducted using a qualitative approach with literature study methods. The literature study method is useful for gathering secondary information needed to support findings in research. This study produces a map of cooperation between the City of Seoul and the City of Bandung which has not been discussed in a similar study using a paradiplomation framework that combines the concepts of Duchacek, Soldatos and Keohane. The cooperation map referred to is an in-depth explanation of the smart city of Bandung which includes Smart Branding, Smart Living, Smart Environment and Smart Government.

Regarding the transfer of agricultural land to housing, the reduction in the area of agricultural land in Blitar City is due to land conversion functions such as the construction of housing and other public facilities that are not in accordance with article 3 paragraph (1) letter g PERDA of the Blitar City Spatial Plan. In fact, regulations with reality that occur in the field are not in accordance with applicable regulations. The facts that occur on the ground are agricultural land being converted into housing that causing agricultural land to decrease. Based on this, the author made this study with the aim of analyzing the implementation of policies and accountability of the Blitar City Land Office for the conversion of agricultural land for housing in Blitar City.The research method used by the author is juridical empirical with a legal sociology approach. From the results of this study, it can be concluded that there is a lack of firmness in law enforcement towards the conversion of agricultural land which is still quite widely found in buildings in the form of housing and land converted to other non-agricultural land and not licensed. The results of the study show that there is a need for coordination between the City Government as a policy maker and agencies related to the conversion of agricultural land for housing, so that integrated supervision can be carried out so that changes in land use can be known earlier so that agricultural land does not decrease every year.

Decentralization is a policy for regions to maximize the functions of a regional government authority. Proportional and optimal power in mobilizing every resource in the area will make the region have independence in developing the part. The method used is a literature study; besides, the authors also use media such as newspapers, magazines, bulletins, and other sources relating to the discussion as reference material in reviewing the debate, analysis using descriptive-analytic methods. Decentralization implemented in the city of Makassar has made a very positive contribution to the people of Makassar, because, with devolution, the Makassar city government can plan its development independently for the sake of a sustainable city. The implementation of decentralization in the town of Makassar has implications for the progress of regional development; this can see in the physical event in the city and the level of economic growth.

While, Cilegon a pluralistic society because it is a gateway island of Java-sumatera, so it takes the right product from the target governmentThe results showed that the city government is committed to eradicate Cilegon liquor circulation by issuing a Regional Regulation No. 5 of 2001 on Decency Abuse, Alcohol, Gambling, Drug Abuse, Psychotropic and other Addictive Substances. That rule is a reference in the discipline and control of liquor producers and consumers. Obstacles encountered in circulation curb liquor constrained in financing and the availability of human resources, especially law enforcement officers. The purpose of this research is to explain the capability of the Padang city government in dealing with Covid-19, where Padang City is one of the cities in West Sumatra whose level of spread of Covid-19 is quite worrying. This is based on the increase in the number of Covid-19 cases in the city of Padang when the New Normal policy began to be implemented. The low awareness of the community to implement health protocols is considered one of the factors for the soaring positive case of Covid-19 in the city of Padang. The theory that I use in this research is Disaster Management and Local Government Capability by Bevaola Kusumasari. The data collection method is qualitative, in the form of interviews and documentation. The results of this study indicate that the capability of the Padang City government in dealing with Covid-19 shows that the City of Padang has the ability to suppress the rate of positive Covid-19 numbers. However, Padang City is still weak in terms of law enforcement in dealing with Covid-19, because there are still people who violate health protocols.
