The article examines the main problems facing the development of competitive agriculture, given the dynamism of investment in the industry and investment in the current environment of increasing globalization, as the introduction of innovative products is the basis for effective development of the enterprise, region and country. The analysis of the main indicators that characterize the level of investment support of enterprises of Lviv region, in particular the volume of capital investments and the volume of foreign direct investment. The volumes of agricultural output in enterprises and households of the population, and, accordingly, the possibility of attracting investment by these categories of producers are considered. The main problems of agricultural production are characterized and the directions of intensification of investment and innovation activity are offered, taking into account the support of the state, foreign economic potential of the region, its border location and export-oriented production. Innovative development of agriculture, expanding the ways of its investment are among the factors that play a crucial role in ensuring the balanced development of the region, building strategic prospects for its economic growth, identifying internal problems and obstacles to this process, and adequately assessing the potential of local resource levels. It is considered that the priority in today's conditions is the introduction of technologies for environmentally friendly cultivation of crops and the development of organic production, development of infrastructure for storage and distribution of agricultural products by attracting investment projects. It is important for agricultural producers to adapt to international food quality and safety standards and to produce agricultural products that meet EU requirements and standards. The model of strategic goals of innovative development of agriculture is offered, which aims to promote effective optimization of agricultural production, development of production infrastructure on the basis of state assistance and support, taking into account the stimulation of investment projects and attracting foreign funds.

The article analyzes aspects of innovative activity of enterprises and some elements of their investment support in the current conditions of increasing the influence of globalization processes and determining the comparative advantages of the region, since the introduction of innovative products is a basis for effective development of the enterprise, region and country as a whole. The analysis of the main indicators characterizing the level of innovative activity and innovation activity of the enterprises of Lviv region, in particular the volume of performed scientific and technical works; the share of enterprises that introduced innovations; volumes and structure of sources of financing of innovation activity in the Lviv region, volumes of expenses for innovative activity of enterprises and direct foreign investments into the economy of Lviv region. The peculiarities of the innovation process at the regional level are characterized and directions of activation of investment and innovation activity taking into account the comparative advantages of the region on the basis of SWOT-analysis with the definition of strengths and weaknesses and the use of opportunities and the avoidance of threats are proposed; use of foreign economic potential of the region, its borderline location and export-oriented production. The development of innovative potential and expansion of the ways of its investment support are one of the factors that play a crucial role in ensuring a comprehensive balanced development of the region, building strategic prospects for its economic growth, identifying internal problems and obstacles that hinder really assess the potential of existing ones at the local levels of development resources. The implementation of regional innovation policy involves the use of methodological approaches that ensure the coordination of the interests of economic entities in the territory with the objectives of its economic and social development. A key role in ensuring innovation activity is the choice of a particular strategy for innovation development and its implementation, as well as the level of availability of various resources in the innovation sector and the quality of management. The issue of investment and financial provision of innovative development of enterprises of the region and the search for ways of alternative financing, information awareness of enterprise management in the innovation sphere and the possibilities of adjusting the process of their application in practical activities remain relevant.

Organizational production of agricultural products is used to preserve the natural environment and to preserve the quality of the products. The development of organic wines in the light of 100 years and over the course of the period has become insane, as for the correct organization of it, you can preserve ecological, social, and commercial transfers. The organizational structure has become a warehouse part of the bio-economy and circular economy, which is a priority for the economic development of the European Union, the USA, Great Britain, the Great Britain, the Republic of Korea, Japan, and the United States of America. For determining the prospects and problems of organic production of agricultural products, general scientific methods were used such as publicity, systematization, analysis, and synthesis, of the scientific literature and normative documents. For an additional analysis of regulatory documents, a procedure for certifying the authorities of the United States, the European Union and Ukraine has been established. Ukraine, in turn, began to take the first steps towards organic production in the late 1990s. It was at this time that she began to grow organic grain and opened export lines for its transportation to other countries, mainly Europe. Ukraine remains a leader in the production and export of organic cereals. Export competitive advantages of national agar products are lower production costs and logistics support. Ukraine continues to increase its organic production capacity - an increasing number of operators are appearing in this sector of agricultural production. As of 2019, the share of organic production of crop products in Ukraine is 1.4% (5th place in the world in terms of growth rate of organic agriculture), which is 467.9 thousand hectares of the total area of agricultural land in 32, 7 million hectares, as well as 470 operators of organic production. The dynamics of changes in organic agricultural production in Ukraine indicates a general trend of increasing their number, but in some periods, there is a decrease due to the economic and political situation in the country and changes in legislation in this area. Ukraine has significant advantages of organic production, which include a high level of soil fertility, favorable climatic conditions, traditional orientation as an agrarian state. Also, the price of Ukrainian products is lower than the minimum price of organic products of European countries. In the organic production of crops use methods that optimize the biological activity of soils, provide a balanced supply of nutrients to plants. At the same time, there are problems in Ukraine that hinder the development of organic production. In particular, the diversity of the territory in terms of the level of pollution of environmental components, lack of practical application of innovations and modern technologies of agricultural production. The lack of state support for organic producers and state certification system (including qualified specialists for its implementation). Resolution of the Cabinet of Ministers of Ukraine of October 21, 2020, № 1032 "On approval of the Procedure for certification of organic production and / or circulation of organic products and amendments to the resolution of the Cabinet of Ministers of Ukraine of October 23, 2019, № 970" approved the stages of certification. Was made the comparison of approaches to the certification of agricultural enterprises in Ukraine shows that they meet European and American standards. However, the absence of a state certification body that certifies organic producers and accredits private certification bodies makes it impossible for state control over organic market operators and the functioning of state certification. The current certification system in Ukraine does not cover the issue of soil contamination or other components of environment, which may affect the quality and safety of organic products. In Ukraine, enterprises in various sectors of the economy use outdated technologies, which can cause soil contamination of agricultural lands, and, accordingly, affect the quality of organic products. Currently, the Laws of Ukraine and the Cabinet of Ministers do not require: the location of the organic agricultural enterprise; content of harmful substances in the soil (including the content of radionuclides and pesticide residues); content in the soil of nutrients that can ensure the production of quality agricultural products and confirm the activities of the farm aimed at maintaining soil fertility. To guarantee the quality of organic products, it is advisable in the certification procedure to consider the level of fertility and soil contamination of agricultural lands, as well as the availability of sources of environmental pollution in the location of the organic producer. Given the above, it is advisable to introduce criteria for assessing the compliance of soils with the requirements of organic production. This approach can guarantee the safety and quality of organic products. During the organization of organic production of agricultural products in Ukraine, the issues of criteria for assessing compliance with regulatory requirements, documentation to be kept by the operator of organic production, etc.

The article is devoted to the definition of the concept and types of subjects of legal relations in the field of organic agricultural production based on the analysis of doctrinal approaches and provisions of domestic and international law. Applying the approach «from general to specific» the concepts of «subjects of legal relations», «subjects of agrarian legal relations», «subjects of legal relations in the field of organic agricultural production» are investigated. It is concluded that the concept of «agricultural producer» is generalized and covers all producers of such products, regard less of the object of production and other characteristics of this entity and the production process. Formulated is the concept of «producer of organic products (raw materials)» – a subject of agrarian legal relations, which independently owns and disposes of separate property, in the property complex of which the main means of production is a natural object – agricultural land used by it for organic production, as well as processing of raw materials of plant and animal origin, or a fishery facility for the production and processing of aquaculture facilities in order to ensure food security, subject to compliance with environmental safety requirements. The basic constitutive features of producers of organic products (raw materials) are determined: the presence of a certificate of conformity and inclusion in the registers according to the legislation. It is substantiated that the main subjects of legal relations in the field of organic agricultural production are individuals and legal entities engaged in the production and/or circulation of products in accordance with the requirements of legislation in the field of organic production, circulation and labeling of organic products. Auxiliary subjects of legal relations in the research area are certification bodies, public authorities with powers in the field of regulation and control over such activities, as well as processing, procurement, marketing, supply, service and other agricultural entities, the public. Problem setting. Agrobusiness in Ukraine is one of the stimulus of stable economic functioning, social status, state’s food safety. Its sustainable development depends on various factors including in particular the introduction of innovations into the economic sphere of a specific agricultural producer. Latest research analysis. Economists and lawyers research the issues of agricultural innovations. We can outstand the scientific works by Kot O., Larina S., Oliynyk О., Mazurenko O., Semchyk V. These works consider agricultural innovations as an economic phenomenon without taking into account the legal aspect. This approach seems to be somewhat narrow. Discussion. Agricultural innovations are the result of the realization of the entity’s intellectual property (inventions, useful models, new kinds of plants) in the field of agrobusiness that is aimed at obtaining economic, social, environmental effects. In agricultural production agricultural innovations can be found in the area of crop growing, animal husbandry, fishing industry, agricultural engineering, organic production. Conclusions and prospects. Innovative legal relations in the field of agrobusiness are the relations that arise between specific entities and the ones in agricultural business concerning the order, the use of a new agricultural product, the technologies of agricultural products’ production, the maintenance of digital agricultural production in the field of agrobusiness for making profit, gaining positive social ecological effect. Agricultural innovations as an object of innovative agrarian relations are the important factors in the formation of national agrobusiness. Their use leads to an innovative model of agricultural production. The demand for innovative products allows to make an innovative chain of agrobusiness and it includes: the development of innovation, its commercialization, the operation of agricultural production, consumers’ offer for agricultural products, including innovations.

Climate problems, the state of the environment, the Covid-19 crisis are the main problems of today that directly affect agricultural production and as a consequence the sustainable development of rural areas. The article analyzes the factors of reorientation of agricultural production to organic production. Emphasis is placed on preserving local agricultural traditions and scientifically sound approaches to organic production to ensure sustainable development of rural areas. Using Forsight research, the relationship between balanced rural development and organic production is predicted. The basic strategies of competition have been identified with the help of the five Porter forces, in order to develop a strategy for successful entry into organic markets and maintaining supply chains during the Covid-19 period. Emphasis is placed on high requirements for agricultural products and compliance with environmental standards in their production, which may be an obstacle to further exports of Ukrainian organic products to the EU market. The relationship between the dynamics of organic production and a set of measures and determinants that determine the natural resources and production and technical conditions of rural development is substantiated using the SMART-method. It is argued that organic production is a resource basis for the development of strategies to increase the production of agricultural products, finished food products and sustainable development of rural areas. The importance of organic production during the COVID-19 crisis is outlined. It is proved that there is practically no alternative to the development of agriculture under the organic scenario in the system of sustainable development of rural areas in the long run.

 Agriculture ensures the physical existence of the population and it creates a fund of basic foodstuffs. In addition, it produces non-food commodities as well as being a region forming and political element. It fulfils the function of an internal political stabilising factor and it is a requirement for an overall, balanced, development. The article puts into context: global agriculture; agricultural production within the expanded EU, which is developing under the conditions of the integrated Common Agricultural Policy. It also draws attention to the current trends characteristic of agriculture within the EU. Emphasis is also put on how the Common Agricultural Policy (CAP) is perceived, as well as its consequences for the agrarian production and the position of the EU in the international trade of agricultural products.

Summary Over the past few years, organic agricultural production has increased globally. This type of production is regulated by numerous laws and concomitant regulations, whereas the basic principles of organic production development are prescribed by the IFOAM standards and the European Union. Seed production is of immense importance to organic agricultural systems as the use of certified seed is crucial in preserving organic production. Prior to 2009, certified organic seed had not been produced in the Republic of Serbia, and producers had used either landrace seeds or chemically untreated conventional seeds. Of the total area devoted to organic farming in the Republic of Serbia (14,357.96 ha), seed production accounts for only 8.4 ha, with uneven distribution over regions. The highest organic seed production (5.2 ha) has been recorded in the region of Vojvodina. However, there is still a lack of certified organic seed in the country, emphasizing the need for organic seed breeding and production in the future.

Urgency of the research. The organic production market over the past decades is extremely promising as demand for real food has increased. The urgency is caused by the problem of providing the population with ecologically safe products and the need for operation of the organic production market. Target setting. The intensive technological development and the environment pollution endanger the further human development and lead to the necessity of reproducing approach usage for solving environmental problems. Partial reduction of environmental pollution is possible through organic production. Actual scientific researches and issues analysis. The following scientists have made a great contribution to the problems concerned the development of organic production market in Ukraine: Chychkalo-Kondratska I. B., Cuzmenko O. B., Tovmashevska, О. A. Pearson D. and others Uninvestigated parts of general matters defining. This problem above has already been researched in many papers. But in spite of this, the possibilities of adapting foreign experience to create a competitive organic production market in Ukraine are understudied. The research objective is to determine the peculiarities of the formation and prospects for the development of organic production market, as well as to make a comparative analysis of organic market trends in Ukraine and other countries, to highlight the experience of state support of this market in these countries. The statement of basic materials. The article contains the factors that describe priority of organic production development in Ukraine and the reasons that restrain it. The suggestions on effective development of organic production in Ukraine under conditions of economic changes are presented. Conclusions. For the effective development of organic production in Ukraine a set of measures should be introduced, including legal, regulatory, financial, advisory support and improvement of control tools.
