Abstract The lack of teacher participation in the preparation of the RKAM has an impact on the disbursement of BOS funds of Private Madrasah Ibitdaiyyah in Karawang Regency. The initial assumption is the teacher's lack of knowledge regarding the RKAM , the level of participation in determining the RKAM and the factors that influence it . The study used a survey method of data collection techniques in the form of a questionnaire in the form of an attitude scales/scaled distributed among/over 301 respondents , strengthened by documentation studies and FGDs with key informants and informants. The results showed (1) teachers ' understanding of RKAM both in the aspect of activity planning, budgeting and operation of the e-RKAM system was very low; (2)Teacher participation in determining the RKAM both in determining the vision, mission, values, goals, targets is low; (3) The lack of socialization of the RKAM, the limited opportunities given to teachers to participate, in addition, the internal factors of teachers related to age, tenure and employee status and limitations in operating the e-budget have an impact on the low participation of teachers in determining the RKAM. For this reason, it is recommended that madrasas should socialize and provide opportunities for teachers to participate in RKAM, and the government will create a teacher participation system in RKAM.   Abstrak Minimnya partisipasi guru dalam penyusunan RKAM berdampak pada pencairan dana BOS di Madrasah Ibitdaiyyah Swasta di Kabupaten Karawang. Asumsi awal adalah kurangnya pengetahuan guru terkait RKAM, tingkat partisipasi dalam penetapan RKAM dan faktor-faktor yang mempengaruhinya. Penelitian menggunakan metode survei dengan teknik pengumpulan data berupa angket dalam bentuk skala sikap yang disebar terhadap 301 responden, diperkuat dengan studi dokumentasi dan FGD dengan informan dan narasumber kunci. Hasil penelitian menunjukkan (1) Pemahaman guru terhadap RKAM baik pada aspek rencana kegiatan, penganggaran dan pengoperasian sistem e-RKAM sangat rendah; (2) Partisipasi guru dalam penetapan RKAM baik dalam penetapan visi, misi, nilai, tujuan, sasaran rendah. (3) Kurangnya sosialisasi RKAM, terbatasnya kesempatan yang diberikan pada guru untuk berpartisipasi, selain, faktor internal guru terkait usia, masa kerja dan status pegawai dan keterbatasan dalam pengoperasian e-anggaran berdampak terhadap rendahnya partisipasi guru dalam penetapan RKAM. Untuk itu direkomendasikan madrasah hendaknya mensosialisasikan dan memberi kesempatan guru untuk berpartisipasi dalam RKAM, dan pemerintah membuat sistem partisipasi guru dalam RKAM.

<p>Masih   terjadinya  kesenjangan  dalam   dunia  pendidikan formal seperti perbedaan status sosial, perbedaan agama atau kepercayaan/keyakinan membuat di  beberapa daerah terjadi kesenjangan yang mengakibatkan  berbedanya suatu kebijakan. Salah satu fenomena yang terjadi dialami siswa yang berasal dari keluarga Samin. Permasalahan  yang muncul adalah belum diakuinya kepercayaan  warga samin dalam sistem administrasi sehingga munculah keresahan warga Samin atas aturan yang berlaku. Melihat problem tersebut penelitian ini bertujuan melihat sejauhmana proses pendidikan yang didapatkan kaum samin (sedulur sikep) yang tergolong masyarakat minoritas. Penelitian ini berjenis kualitatif  dengan pendekatan grounded research. Teknik pengumpulan data  menggunakan snowball  sampling dengan mengambil beberapa informan kunci. Hasil dari kajian ini didapatkan bahwa kaum Samin (Sedulur Sikep) sendiri sudah mulai terbuka dan menerima aturan-aturan dari pemerintah, mulai bisa menerima agama mayoritas dan mengikuti aturan yang berlaku di masyarakat meskipun dalam benak hati mereka tetap ingin memperoleh hak yang sama dan dihargai atas kepercayaan yang diyakininya.</p><p><strong>Kata kunci: pendidikan formal, minoritas,  samin</strong></p><p><em>M</em><em>I</em><em>NORITY </em><em>E</em><em>DU</em><em>C</em><em>A</em><em>TI</em><em>O</em><em>N</em><em>.</em><em> </em><em>The disparities in formal education </em><em>s</em><em>u</em><em>c</em><em>h </em><em>as social status, religion or belief/faith  </em><em>di</em><em>fferences make gaps </em><em>i</em><em>n some areas. It leads the different policy. One of the phenomena  is experienced by students who come from Samin family. The problem is that their belief is not admitted  by administrative  system so they are still anxious with the applicable rules. Based on that problem, this study aims to examine  the extent of the educational process that obtained by Samin (Sedulur Sikep) belonging to minority. This research was qualitative research  with grounded approach. Data collection techniques  used snowball sampling which took several key informants. The results of this study showed that Saminists (Sedulur  Sikep) itself has begun to open and accept the rules of the government, the religion of the majority and follow the rules that are applied in the community. Even in their minds of hearts, they still want to acquire the same rights and their belief can be appreciated.</em></p><p><strong><strong><em>Keywords</em></strong><em>:  formal education, minority, Samin.</em><br /></strong></p>

The formulation of a strategy to prevent community-based land fires in Kuala Terusan Village was carried out in October 2018 to October 2019. The research method is survey method. Key informants included the Head of the Pelalawan District Disaster Management Agency, the Head of the Fire Regulations of the Pelalawan Regency Plantation Office, the Head of the Kuala Terusan Village, Community Leaders, the Chair of the Tuah Negeri farmer group and the Head of the Tanjung Mandiri farmer group. Key informants can increase if met by other parties who also play a role in preventing land fires in Kuala Terusan Village. Data analysis using SWOT analysis. The results of the formulation of the strategy are to increase community knowledge and attitudes towards preventing land fires through socialization, guidance and training, increasing community participation through institutional strengthening and providing incentives by the government to the Fire Concerned Farmers Group and Fire Concerned Communities, utilizing government resources and community capacity villages as a preventive measure for preventing land fires through building reservoirs, building canal blocks and providing infrastructure for preventing land fires for farmer groups, increasing collaboration between the government and the community through the establishment of a Patrol Team in efforts to prevent land fires and conducting routine patrol / supervision of migrants to the village which has the potential to cause a fire, maintain local wisdom of land clearing or preparation by not burning through the provision of assistance with tools and social assistance and issuing village regulations to improve ur rights, responsibilities and criminal provisions (legal sanctions) for communities in land management.

This social mapping aims to collect data and information about clean and healthy life behavior (PHBS) of Remote Indigenous Communities (KAT) in Ulakin Village, Kolf Brasa District, Asmat Regency, Papua Province. The method of data collection in this study is survey method. Data collection techniques used; 1) observation, 2) interviews with leaders and community members, and 3) focus group discussions. The results of the study show that; 1) childbirth assistance has not been carried out by health workers, 2) babies have been breastfed, 3) the community does not have health insurance, 4) the community still utilizes the availability of rainwater and rivers, 5) some houses have used healthy toilets as facilities from the local government, but not yet utilized as appropriate, 6) the average floor area of a house is 36 m2 with an average occupant of 3-5 people, 7) the floor of the house is made of wooden boards which are assistance from the government, 8) the community still smokes in any place, including inside the house, 9) the community always engages in physical activities in the context of hunting and gathering activities, 10) the community eats fruit and vegetables irregularly, adapted to natural resources and the environment. Suggestions for this research; 1) the parties involved have to carry out a more comprehensive follow-up study, and 2) the community as beneficiaries should receive information, services, guidance and social assistance in a participatory, measurable and sustainable manner.

Bangladesh is one of the most governance deficit countries of the world. In this reality, Upazila system, as an intermediate tier local government unit, is reestablished under the Upazila Parishad Act 2009. This Act is the basis of the formation and function of the Upazila Parishad. In this study, survey method has been applied to primary data collection from two upazila (Sylhet Sadar Upazila and Kanaighat Upazila) in Sylhet district. The study finds that the existing upazila parishad activities do not meet the demand of the people. Citizen’s trust on the Upazila Parishad is very low. The study also finds some other challenges, including unskilled manpower, proper planning and a lack of financial resouces. Moreover, the officials are not professional and their behaviors are not good while performing their duties. Most of the service receiver did not get best service from upazila officials. However this study suggests some recommendation for improving the service of upazila parishad. Officials should be highly trained and professional on their service delivery. By ensuring the best services, they can achieve the trust of general people.And the Government should take additional steps with regards to improving the upazila parishad service.

Research aims to examine obstacles found both internally and externally. Method of research using survey method. Research population is an alumnus of study and counseling Program of PGRI Palembang University. Samples were chosen using the Purposif method, which focused on alumni who have not worked after graduating from college. The data collection techniques used are the scale of confusion in choosing a career. The results showed that there were students ' barriers in planning careers with both internal and external factors, but the barriers were dominated by internal factors.

The Unitary State of the Republic of Indonesia as a state Island biggest in the world which run the government republic presidential have amount The State Civil Apparatus is very large and greatly determines the performance of the government. Seen from report the results of the evaluation of the performance of the State Civil Apparatus, are considered unsatisfactory. This study is intended to examine the factors that affect the performance of State Civil Apparatus employees. A total of 40 echelon III officials became respondents in this study based on the data staffing and BPS data obtained through Slovin calculations from a total population of 54 people state civil apparatus, way right district government, Lampung province with the level of echelon III. This study uses a quantitative and correlational approach to determine the effect of compensation variables. Leadership, supervision, on performance mediated by the adversity quotient. The data collection method used in this study is a survey method by distributing purposive questionnaires. The data obtained from the questionnaires were collected and then processed and analysed using smart PLS software.

This study aims to analyze external and internal factors in the form of strengths, weaknesses, opportunities and threats in the development of Linjuang tourism objects in Lubuk Sikaping, Pasaman Regency, West Sumatra. After the analysis is carried out, a development strategy is formulated by minimizing weaknesses and threats and then maximizing the existing strengths and opportunities. This study uses a descriptive qualitative research method using SWOT analysis tools (Strengths, Weaknes, Opportunities, Threats). Data collection techniques through literature study, observation and interviews with owners, communities and visitors of Linjuang tourism objects. Based on the results of the study, it is concluded that the strategy for developing Linjuang tourism objects, among others, is by completing facilities and markets such as toilets, prayer rooms and parking locations as well as maintenance of tourist attraction areas, then promoting tourism objects through online and print media and involving the government, private sector and the community in management. tourist attraction. The purpose of this article is to identify the management model of ecotourism in the village of Beloi. This research was conducted in the village of Beloi using survey method. Data collection is conducted in-depth interviews and observations to the respondents. Method of sampling is random with interviewees interviewed related parties among others, head of Atauro Island, village chief Beloi, representatives of local communities, and investors. The data collected is analyzed using the concept of ecotourism. These results indicate that the involvement of local communities in tourism activities in the village of Beloi still minimal. Ownership of tourism facilities which are dominated by the Government and investors because the local people can not feel the Beloi Village economic benefits. In addition Management Model of ecotourism in the village is still dominated by Government Beloi and investors. Local communities as the owners of the attraction still rarely involved in tourism activities.   Keywords: Model, Ecotourism, Participation, Local Community

BACKGROUND Background: The world has not attended a major challenge like coronavirus disease (COVID-19) pandemic for several decades. Effective two-way communication across social media facilitates public engagement in health authorities and officials in a positive way which contributes to minimizing damage, impacts, and victims. OBJECTIVE Objective: This study examines public engagement in officials’ stories about COVID-19 on social media. This examination is to realize public responses and engagement particularly during the lockdown which allows us to understand the efforts and contributions of health authorities and officials on social media to give instructions and preventive measures to the public and how the public engage. METHODS Method: This study adopted a survey method through an online questionnaire using 'Google Forms' (N= 511) with responses from adults aged 18 and over. The data collection was carried out from the first week of March until the mid of April 2020. This period was in the quarantine days ordered by the Iraqi government (the first week of March to the end of May). The duration of data collection was very important because the officials were focusing on the measures to prevent the disease and giving instructions across social media to communicate and interact with the public. RESULTS Result: We revealed that the fear of the pandemic led people to change their perception of the government authorities and officials, and this argument was statistically approved (r=0.171**, p < 0.000). We revealed that the fear of the pandemic led people to change their perception of the government authorities and officials because before the outbreak of COVID-19 the public was not satisfied with the government authorities and officials performance, but during the outbreak, the public engaged with the officials positively, (r= 0.156**, p <0.000), (r=0.127**, p <0.000). CONCLUSIONS Conclusion: The pandemic can be invested in restructuring the relationship between the government and the public positively, particularly to raise the public awareness of diseases, prevention, hygiene, and the practice of healthy behaviors. We found that only 191 (%38.2) of the participants did not try to consult the information from global sources about COVID-19. This indicates that through the internet and social media the public can potentially engage with global parties not only the local authorities.

Abstract Gedong gincu mango is an exotic fruit that can become an exclusive mango to supply the modern market. This paper aims to explore the perceptions of Gedong Gincu mango farmers toward their interests, advantages, and barriers to entering the modern market. The study was conducted in Indramayu and Cirebon Districts, West Java, during Juli‒Agustus 2019, with 102 farmers as respondents. This study applied a survey method for data collection using structured questionnaires. The data were descriptively analyzed with a focus on farmer’s perception of the modern market. The results showed that most respondents (>50%) in Indramayu and Cirebon Districts are interested in selling their mango to the modern market. The biggest advantages of the modern market are that they will get a higher price (75%), gain access to better quality seeds/seedlings (16.50%), and get technical assistance and new skills, especially for cultivating and handling yields (15.06%). This study also reveals factors that cause farmers reluctant to sell mangoes to the modern market. The main reason is that most farmers own small-scale farms, so they cannot meet modern market criteria (28.73%). Besides, farmers feel that the mango has low-quality products. Other farmers think they do not have the ability, experience, and sufficient information related to modern markets (14.94%). This study suggests that the government could encourage mango farmers to engage in the modern market by facilitating the training to improve farmer’s capability and provide a supplier who guarantees the supply’s payment and sustainability.
