Several centuries have passed, since the birth of traditional educational paradigm comprised of knowledge, abilities, and skills. The world has also changed, and pedagogical systems have remained mostly the same as those at the beginning of their formation, and have also become inadequate for time challenges. This is manifested in the fact that post-industrial or new information society of the 21st century facing the problem of lack of people, who would be able to work in new conditions right after the graduation. The situation when a specialist with a diploma has a finite amount of knowledge in the absence of ability to use it and replenish, becomes a deterrent to the development of the productive forces of society. This is the reason for the appeal of the European, and consequently, the Russian education to the competency building approach. Traditionally, the goals of education were determined by the set of knowledge, abilities, and skills that a graduate must possess. Today, this approach has been proven inadequate. Society needs graduates ready to run active life and capable of solving vital and professional problems occurring. This mainly depends both on received knowledge, abilities, and skills, and also on some additional qualities implying “competence” and “adequacy” that have more in common with modern education goals. To this end, in the experimental part of the study, a model for the formation of professional competencies of university students during the process of implementation of new educational standards was presented.

The article presents the analysis of the concept of competence approach from modern positions and from the point of view of the possibilities of transition to a new educational paradigm on its basis. The beginning of the new Millennium is characterized by global changes and profound processes in almost all spheres of human activity, especially in the field of communication technologies and education, as they are all closely interrelated. Currently, there is a transition to such an information society, in which the processes of generation, integration and dissemination of knowledge become a priority, and they should have a positive impact on the formation of a new paradigm of both education in General and private educational concepts and systems. This paradigm is aimed at the quality of modern education as a process and result of University practice and its quality management.

The aim of the article is to analyze the possibilities of using the electronic educational and methodological complex in the process of students' professional training. A new educational paradigm should provide mobility, flexibility, expansion of horizons for all possible learning paths. The processes of globalization show that the formation of the information society, and at the same time the “information-educated” one, is occurring at a very fast pace. At all levels of education, information and communication technologies (ICT) have become the basis for the organization of the educational process. Education in agriculture is no exception. Moreover, experience shows that technological training of students will be of higher quality if it is carried out through the use of ICT.

Abstract This article provides a comparative analysis of the content of Bachelors’ in Tourism informative training in Ukrainian and Polish experience. The content of Bachelors’ in Tourism informative training in Ukraine and Poland has been analyzed. The content of subjects, namely, “Information Technologies in Tourism” and “The Foundations of Bachelors’ in Tourism Information Culture” being the basis of Bachelors’ in Tourism informative training in Ukraine has been justified. It has been concluded that the study of foreign experience in specialists’ professional training, in particular, specialists’ in tourism, that requires critical analysis of achievements in education systems abroad and outlining of positive aspects of such experience, is extremely necessary for the development of higher education in Ukraine as the implementation of new information technologies into educational process creates optimal conditions for the forming of students’ information culture that is not limited to knowledge and skills in the field of information processing and implies the development of the personality, his/her preparation for professional careers in the information society.

The condition of modern education and trend of development of society demand new system and organizing approaches to development of the educational environment. Modernization of Russian education allocates to some of the priorities education informatization in which focusis put on creation of the digital educational environment, giving to the student in the conditions of information society an opportunity to optimize necessary information. A main goal of this article is the analysis of problems and the prospects of formation of the modern electronic training environments. Information society is fundamentals of digital economy that play a crucial role in modern information space.

A new estate of post-industrial societies is being continuously formed in many parts of the world, where creating, conveying, storing and processing information are the basis of almost all social and business interactions. However, a so-called information society could prove to be very different in distinguished countries due to a special social structure, customs, traditions, market conditions and identities of people. Beside Silicon Valley and Singapore, Finland may be handled as a model state of information society as its achieve-ment of combining the new, information-based economy with the previously formed welfare state. In this paper I examine the system of the Finnish information society focusing on its structure and main components (i. e. the state, the adapting society and the information sector), which is followed by a summary of general spatial processes, challenges and regional policy answers as an impact of information society.

The relevance of this article is due to the need to form and develop algorithmic thinking of higher education students as the main requirement of the information society following 21st century skills and competences for new millennium learners. The purpose of the article is to consider algorithmic thinking as a new dimension of learning in higher education. The leading approach to the study of this problem is the analysis of methodological literature, and the experience of students, teachers, and academic staff. The article considers the essence, main properties, and characteristics of algorithmic thinking, suggests the universal sequence of algorithm development and model of algorithmic thinking as well as determines its importance for any subjects outside the information and communications technology area. The materials of the article can be useful for lecturers, professors, and other academic staff of universities and institutes when studying any subjects related to the basic and professional training of students.

Abstract: The information society model claims that the new information hegemony is transforming industrial society. But is it not the case that the major change has to do with the increasingly greater integration of information and communication into the functioning of the economy and society, in the submission of information and communication to the operative rules of industrial society, in sum, in the commodification of information, culture, and communication? Rather than a ``post-industrial society,'' the period of transition which we are experiencing consists more modestly in the shift from one industrial mode of organization to another mode of industrial organization, that is, from Fordism to Gatesism. Résumé: Le modèle de la société de l'information affirme que la nouvelle hégémonie de l'information transforme la société industrielle. Le changement majeur ne réside-t-il pas davantage dans l'intégration de plus en plus poussée de l'information et de la communication au fonctionnement de l'économie et de la société, dans la soumission de l'information et de la communication aux règles qui régissent la société industrielle, bref dans la marchandisation de l'information, de la culture et de la communication? Plutôt qu'un "une société post-industrielle", la période de transition que nous vivons ne consisterait-elle pas plus modestement en un passage d'un mode d'organisation industrielle à un autre mode d'organisation industrielle, du fordisme au gatesisme.

The article makes a comprehensive attempt to classify the cultural war as a semantic manipulative phenomenon in a new type of information society. The features and causes of development of identity crisis in the context of semantic manipulations of media reality are outlined. The urgency of the research is that a new information age is filled with insidious meanings that offers a system of the same insidious information procedural “performances”. In its turn they are embodied in long held images, forming an entirely new semantic system, and creating a space of permanent action, in which the choice remains for a person of a new information age, who reveals a considerable level of intellectual skill through dialogue or protest, or, on the contrary, acts according to normalized, “dictated”, imposed cult, from which the principles of whole culture are emerging. The result of individual outbreaks of resistance to “information performances” through the collective will of the nation, which seems to be a muscle, which is intensively practiced in the light of the Rusian-Ukrainian war, is justified by the need to preserve the skills of the society to create the nation, or the nation’s identity. One can concede that at the level of nation there is emergence of greatest amount of conflicts associated with the attempt to destroy the cultural core (the nucleus of the nation), which is formed from the norms, standards, values of a certain ethnic group. The main function of such a nucleus is providing for a system of formed cultural codes in order to preserve the nation’s identity. Summing up the results of the research, the author comes to the conclusion that the typology of the cultural war proposed is conditional, but it gives grounds to talk about the symptomatic appearance of semantic disorientation and the identity crisis. In this situation, understanding and differentiation on the basis of own “mental identifier” will become extremely important in order to consolidate the individuals in terms of new conditions.

This article is devoted to analysis of the modern problems of book publishing in the context of national information space. Development of the Ukrainian state is impossible without development of national book publishing, which is a part of its information space. In Ukraine, as one of the post-Soviet states, the formation of new information and communication system is based on its own information tradition, mentality and features of spiritual culture of the Ukrainians. It plays an important role in shaping culture, spirituality, comprehensive vision and consciousness of the nation. They were and they are a source of knowledge and the most effective way of its transfer. The transience of processes occurring the era of information society, radical socio-economic reforms, sectoral technological revolution requires the continuous scientific researches and analysis, identifying the trends in publishing industry as one of the most important factors in the state’s democratic progress. The author summarizes the development of book publishing of Ukraine and shows its role and place in the modern information society. The study of the modern book publishing is impossible without digression into the past, without finding out the roots of studying of the analysis object. The specific problems of the book industry are identified. It is concluded that in the modern Ukraine the publishing business has intensified, although the positive changes are taking place very slowly: the appropriate economic conditions for development of the publishing industry have not been created, the equipment are outdated; editorial, publishing and printing equipment of domestic manufacture are nonavailable; introduction of advanced technology are low; purchasing ability of the population is low; the sales network of printed products has been destroyed and so on. The businesses are becoming increasingly uneconomical. We propose some measures to improve this situation, strengthening the role of industry in the national information space. The key to improve the situation may be systematic and persistent efforts of the Ukrainian government to support the industry.The reason is that a comprehensive study requires from the performers not only historical knowledge, but also economic, managerial, psychological, political efforts and so on. The most important thing that the society and the state should need is the component of doctrine of information security in the context of the national security
