This article is concerned with researching the strategies for innovative development of business structures. The article is aimed at developing a classification of strategies for innovative development of various business structures. The publication discloses the essence of the innovation development strategy, taking into account three approaches. Conclusions have been drawn on the essence of the strategy for innovative development of business structures. According to the results of the critical analysis of the literature, the classification of existing business structures was carried out and the main directions of strategic innovative development were determined. The research highlights two key areas of strategic innovation development based on active and passive positions. An active innovative strategy involves the use of new technologies that have not yet been used in the market. This strategy can be followed by all business structures without exception, but depending on their type, achieving the goal will be more difficult or easier. In particular, business structures with a mixed form of ownership are more likely to stay in the market using active innovative strategies. At the same time, business structures formed by one person will experience much more difficulties in implementing active innovative strategies in the market. Another type of strategy is passive (imitation), which consists not in the development of new technologies, but in the use of already developed ones. The main conceptual task in building such a strategy is to study the market, competitive advantages and disadvantages of completed innovative technologies in order to enter the market with a similar but more market-adapted solution. We can confidently say that developed business structures can more easily implement the imitation strategy, since it requires a quick reaction and development, more rational solutions, which is associated with the use of more resources. However, despite this, innovation is the only way to enter and hold on to the market with a unique product, since they do not depend on the size of the enterprise, its finances or the number of personnel.

The subject of the study is to substantiate classifications of the factors of innovation development of the industry: according to the priority, traditional, barrier, according to the hierarchical level of innovation, the nature of supply demand for innovation, the peculiarity of the influence of factors on the market environment, the influence of factors on innovation localization, importance of innovations, the effect of innovation, nature of the impact, the power of influence, the type of competition, and other classifications of factors of innovation development of the industry. The need to intensify the development of Ukrainian industry in an innovative way requires the identification of the impact on these processes of various factors. To group these influences, the assessment of these factors should be done in the context of separate classes. For this purpose, it is necessary to develop a classification of innovative factors of industrial development. The purpose of the paper is to investigate and systematize the defining conditions for the activation of innovative development in the industrial sphere. The following methods were used in the work: dialectical method of scientific knowledge, analysis and synthesis, comparative, as well as the method of data generalization. It is proved that the complex non-use of these classifications for the substantiation of innovative development of the industry will improve the quality of planning and forecasting documentation and provisions of industrial policy. The applied meaning arising from the criteria for the classification of factors is based on their specific spatiotemporal and situational application, in particular, in conditions of imperfect competition. The classification of innovative factors of industrial development according to their priority is given. In this classification, the priority is determined by the importance and relevance of innovative industry development tasks on the basis of conclusions made as a result of the literature review. Summarizing the factors of innovation development in the barrier classification allows us to distinguish three aggregated groups of factors: socio-political and managerial, socio-economic, and financial. Our socio-economic analysis of innovative development factors of industry also allowed us to identify the following their classification attributes: the hierarchical level of innovation implementation, the character of demand for innovation, the nature of the impact on the market environment, the type of impact, the time horizon of action, impact on the area of innovation localization, the economic essence of innovation, the nature of the significance of innovation, innovation effect, the nature of effective impact, the power of influence, the type of competition.

According to the Russia’s Innovative Development Strategy until 2020 (Strategy) [1], one of the main goals of innovative growth of the Russian Economy lays in the advanced studies in the fields of renewable energy and low-carbon economy, genome medicine, and implementation of new technologies in agriculture, the fields in which Russia still faces with sufficient technological backlog. In general, the Strategy and following National Science project [2] approved in 2018 is aimed at Russia’s transition from one of the most energy- and carbon-intensive countries to a sustainable low-carbon economy. Russia needs to attract additional resources in human and knowledge capital in order to eliminate or decrease this technological backlog and to join international scientific community’s efforts in the field of green economy. This paper studies how influencing one of two pillars of the Global Innovation Index (GII), knowledge and technology output pillar, by implementing innovations in Russian higher education affects Russian innovative infrastructure and provides technical and resource baseline in reaching main strategic indicators of innovative development in Russia. This paper proposes a framework for attracting and retaining human resources and creating knowledge capital for transition to a sustainable low-carbon economy on the basis of micro and meso level changes.

The study aims to develop a differentiate d approac h t o th e elaboratio n o f innovativ e developmen t strategie s o f Russian regions, which allows an effective implementation of innovative paradigms, considering the specificity of scientific and technical, innovative, and production and technological potential of regions. The analysis of international experience of innovative development illustrates the need to consider regional features when creating innovative strategies. We examined the dynamics of the innovative potential of Russian regions over the past decade. We hypothesise that an effective targeted innovative strategy of a region should be closely related to its socio-economic strategy, relying on the most relevant scientific, technological, and educational potential. We identified 4 main criteria for differentiating innovative strategies. These criteria application increases the effectiveness of innovation policies. These factors include the relationship of regional innovative strategies with relevant socio- economic strategies, the innovation and technological specialisation of the regions, regional needs for innovative transformations for the future, and forms of innovation activity. A comparative analysis of innovation and production capabilities and needs of Russian regions showed significant differences in the number of people employed in research and development, technological innovation costs, manufacturing output and other indicators. Based on the analysis, we identified top 15 regions, which are the most innovation-ready. The study used comparative analysis methods, economic and statistical methods, and forecasting methods. We proposed an algorithm for using a differentiated approach for strategizing regional innovative development. Finally, we concluded that a differentiated approach to the development and implementation of innovative development strategies allows improving the efficiency and targeting of state innovation policy through more efficient use of available resources and opportunities to strengthen the sustainability of regional communities. The article is intended for experts in the field of theory and practise of managing the innovative development of regions.


The signing of the Association Agreement in 2014 provides for the development of innovation cooperation between Ukraine and the EU, so it is appropriate to analyze the development of innovation in Ukraine since the signing to assess the effectiveness of the agreement and identify weaknesses and strengths of Ukraine as an innovator and make appropriate recommendations. The object of the research of the article is the innovative development of country and accordingly the subject is the current state of the innovative development of Ukraine in the conditions of implementation of the Association agreement with Europen Union. The goal of the research is to determine the level of innovation development in Ukraine, highlight the main advantages and disadvantages and provide appropriate recommendations for improving the conditions of innovation development in the country in the framework of the Association Agreement. To achieve the goal of the the research analysis of the dynamics of indicators that characterize the level of innovation development in the country since the signing of the Agreement was conducted. The database is international rankings such as the Global Innovation Index, the Bloomberg Innovation Index, the Global Competitiveness Index and the EU Innovation Scoreboard. Results: based on the analysis of the dynamics of indicators of the level of innovation development in Ukraine, weaknesses that prevent Ukraine from realizing its innovation potential are identified and a correlation coefficient to assess the relationship between GDP per capita and the level of innovation development is calculated. Conclusions: despite the current Agreement between Ukraine and the EU, which should stimulate the development of technology in Ukraine, the level of innovative development in the country still remains low and lags far behind the level of EU states. Thus, Ukraine does not take full advantage of the Association Agreement. The given recommendations for increasing the level of innovation development in Ukraine based on european experience should help develop a strategy for the creation and implementation of innovations, find ways to increase the competitiveness of the Ukraine’s economy by implementation its innovation potential.

In a dynamically developing world space, the issues of economic security of enterprises are very relevant. Today, in the Ukrainian realities, service enterprises have to work in an uncertain and unstable market environment. The difficulties of the Ukrainian economy are manifested in a decrease in both production volumes and the quality characteristics of the products offered. Competitiveness is becoming a determining factor in ensuring the economic security of the economic system and its sustainable development. The transition to an innovative development model is not only a state task, but also a real, objectively existing need for any enterprise operating in a market economy. For an enterprise that wants not only to maintain its position in the market, but also to strengthen it, it is necessary to introduce innovative approaches in all areas of production and economic activity. One of the main threats in modern conditions of the functioning of economic entities of economic security of an enterprise is low innovation activity. This is due to the use of outdated technologies, imperfect methods and forms of organization of production and management, the lack of approved mechanisms of innovation, an ineffective scheme of interaction between scientific institutions and innovative structures, etc. financial, personnel, material and technical, informational, etc.). However, in order for these resources to be focused on the implementation of specific innovative technologies, it is necessary that the enterprise be able to effectively use these resources. This ability can be provided at the state level through organizational and managerial influence. Consequently, it is necessary to form an economic mechanism for increasing the innovative activity of enterprises in the real sector of the economy. Thus, today the innovative orientation of enterprises is a key instrument of their competitiveness and economic security. To increase the level of economic security of an enterprise, it is necessary to apply an innovative development strategy, which will allow to form and strengthen business relations, take advantageous market positions and increase the level of business activity of the enterprise. The company's innovative strategy should be aimed, first of all, at the production of competitive services (products), increasing production efficiency, carrying out correct sales activities, obtaining high profits and forming an insurance reserve, the presence of which is a mandatory factor in the company's economic security.

The article makes an attempt to contribute to the scientific literature on the issues of directions of intercountry integration from the point of innovative development and understanding of a new structure of integration associations of countries, leaders of innovation development, which will determine the top level of development. The results of the multivariable classification of 189 countries in terms of innovative development show that the countries are divided into five clusters. Moreover, the leading countries that form the "core" of the cluster are identified within each group. Also, there is a high differentiation in all indicators characterizing innovation development of the countries as evidenced by the calculated coefficients of variation.

The really working effective mechanisms for the formation and development of innovative industrial clusters in various regions of the world have been investigated. The essential advantages and disadvantages of these mechanisms are analyzed. The national specificity of Ukraine in this matter has been taken into account. On this basis, an "ideal" cluster strategy for the innovative development of Ukraine at all levels of its economic system has been formulated. It has been proved that for the innovative development of the Ukrainian economy it is necessary to: develop a law on state participation in the process of innovative cluster industrial development of Ukraine; improving the procedure for the formation and implementation of the most important cluster innovation projects of state importance within the framework of national target programs for innovative cluster development; development of measures of state support for innovative cluster entrepreneurship; formation and implementation of cluster pilot projects for innovation in the regions. The strategy of innovative cluster industrial development of Ukraine should provide for the development and growth of human capital as one of its main priorities. The content of the strategy of innovative cluster industrial development of Ukraine is to conduct research and development aimed at creating scientific and technical innovations, their practical application in the production and sale of a product, as well as in the field of services carried out within innovative industrial clusters or their direct participation. This strategy is a part of the state development strategy, which includes the main goals, principles, directions and ways of the state's influence on the participants of innovation activity - through state support for the widespread creation and functioning of innovative industrial clusters. Solving the problem of structural restructuring and transition of the national economy of Ukraine to the sixth technological mode is possible only if the strategy of innovative cluster industrial development is implemented, based on using the potential of innovative industrial clusters to continuously update the technical base of production, improve its technological structure, generate and introduction of innovations that provide cost savings or create conditions for such savings. The main purpose of innovative cluster industrial development of Ukraine is to create (with the help of clusters) economic, legal, financial, organizational and other conditions that provide accelerated development and development of new competitive products and modern environmentally friendly, safe, energy and resource-saving technologies. basis - the transition of the country's economy to higher technological systems.

The work aims to analyse the activities of business structures in the issue of quantitative analysis of communication policy, as quantitative is more common and allows assessing the various aspects of communication policy of an enterprise in quantitative units. The tendency formed in conducting the communication policy of business structures is a natural change of the process in a certain time series. The paper graphically presents the relationship among the fundamental aspects of trend formation: time, place, and action. The study allows each promising trend selected from the previous stage of communication policy analysis to assess the success of the factors contributing to the speed of its spread to build input data for grouping trends that will further form promising areas of innovative development of industrial enterprises.
