National Education Minister's Regulation Number 41 of 2007: Process Standards for Primary and Secondary Education Units: Organizing activities to achieve Basic Competencies (KD) which are carried out interactively, inspiratively, fun, challenging, motivating students to enjoy actively, and provide sufficient space for initiative, creativity, and independence in accordance with the talents, interests and physical and psychological development of students. Learning activities in education are not just a process of delivering material, but will be done to make character, civilization, and promote the quality of life of students. Learning is directed to encourage education and the specific responsibilities of each individual who is able to become lifelong learners and realize a learning community. The principle of learning to underlie every step of learning to achieve character education, Based on behavioristic flow, learning is essential to building relationships with the Stimulus-Respons (S-R) response. Learning is an effort to display as many S-R relationships as possible. The learning steps are meaningful as follows: 1) Learning through the surrounding environment; 2) Make a concept map; 3) Give answers for prison groups in small groups (4-5 people); 4) Lessons for making joint Decisions based on each experience; 5) Inquiry; 6) Carry out exercises.

<p class="15bIsiAbstractBInggris">The character education program launched by the Government has not reaped encouraging results, as evidenced by the worsening moral decline that occurs in the midst of the nation's children, such as corruption, drug abuse, LGBT lifestyle, free sex association, fighting between students, students and villagers, intolerance among religious people, separatism that threatens the integrity of the Republic of Indonesia, and so forth.  The concept of education in imam al-Tirmiżî's al-Jâmi' al-Ṣaḥîḥ explains in detail the basic potential of man (heart, reason, taste, initiative and body), and explains the relationship between an individual and religious principles, with oneself and with his environment. The concept is very relevant to the purpose of national education, which is noble and morally praiseworthy to be able to improve the quality of individuals, families and communities to build a just and civilized national and state order, to further achieve the ideals of social justice for all Indonesians.</p><p class="16aJudulAbstrak"><strong>Abstrak  </strong>                                </p><p class="16cKataKunci">Program pendidikan karakter yang dicanangkan oleh Pemerintah belum menuai hasil yang menggembirakan, dibuktikan dengan semakin parahnya kemunduran moral yang terjadi di tengah-tengah anak bangsa, seperti korupsi, penyalahgunaan obat-obat terlarang, gaya hidup LGBT, pergaulan seks bebas, tawuran antar pelajar, mahasiswa dan warga kampung, intoleransi antar umat beragama, separatisme yang mengancam keutuhan NKRI, dan lain sebagainya.  Konsep pendidikan adab dalam kitab al-Jâmi’ al-Ṣaḥîḥ karya Imam al-Tirmiżî menerangkan secara terperinci dalam mengembangkan potensi dasar manusia (hati, akal, rasa, karsa dan raga), serta menjelaskan relasi antara seorang individu dengan prinsip-prinsip agama, dengan diri sendiri dan dengan lingkungannya. Konsep sangat relevan dengan tujuan pendidikan nasional, yangmana adab mulia dan akhlak terpuji mampu meningkatkan kualitas individu, keluarga dan masyarakat untuk membangun tatanan berbangsa dan bernegara yang berkeadilan dan beradab, untuk selanjutnya mencapai cita-cita keadilan sosial bagi seluruh rakyat Indonesia.</p>

This article aims to examine the importance of character education to create Indonesian people who have knowledge, have noble morals, have personality and character. The writing of this article uses the librarian method and in-depth study of the literature. The issue of the character of students and the character of the nation is currently the most important issue for the world of education in the country. Education includes two main interests, namely the development of individual potential and the inheritance of cultural values. There are three foundations that make up the philosophy of education, namely: the ontological, epistemological and axiological foundation. A person who is studying education is required to think about essential problems regarding education. Various problems of the nation today can only be fixed by individuals of the younger generation with character: smart, quality, ethical, disciplined, honest, hard work and moral. It is hoped that the development of Indonesia's young generation can become the identity of the nation's children in the era of globalization and acculturation of world culture, and can encourage independence in an effort to increase the competitiveness of Indonesia's young generation. The back and forth of the nation's future is very much determined by the quality of human resources who are intelligent, have character, have good character, in accordance with the philosophy and goals of national education.

Education in Indonesia is now increasingly growing, although there are some people who say that education in Indonesia has fallen. In essence, it is not the outcome of the worst education but the standard of education which always increases every year. When compared with developed countries, education in Indonesia is still relatively low, but when compared with other developing countries, the quality of education in Indonesia deserves to be categorized as good. The policies that regulate education are already very numerous, making it easier and providing space for Indonesian education personnel to continue to innovate and build character education in accordance with national education expectations.

This article discusses various steps to increase the competence of PTK-PNF. First, it describes the roles of non-formal education in the national education system and the existing problems in the non-formal education. Then, the strategies to accelerate the competencies of PTK-PNF are introduced to cover the basic competencies and mapping of PTK-PNF. Further, the model of acceleration and need analysis to improve the competencies of PTK-PNF and the model of controlling the quality of the competence are elaborated and a set of controlling principles are identified. The article concludes that accelerating the competencies of PTK-PNF is an urgent need and can not be avoided to achieve the objectives of national education. This could be done through pre-service training, inand on-service trainings or distance learning programs. Total Quality Management and Professional Approach are recommended to be implemented continuously in each program.

The ability to cope with environmental stresses and to survive is adaptive. This is due to the changes that occur very rapidly due to the need to adapt according to the demands at the time. Improving the quality of learning is dynamic so that the quality of learning today is not the same as the quality of learning and even become expired on tomorrow. Several studies have shown that teacher quality is a prerequisite in achieving quality education. This can be done as early as possible to improve teacher candidates. Law No. 14 of 2005 states, the position of teachers as professionals, serves to enhance the dignity of the teacher as well as his role as a learning agent to improve the quality of national education. Being a professional science teacher candidates there are a number of basic competencies related to professional quality needs to be improved. One of them contained in the framework for 21st century learning, one is supporting innovation and creativity skills. The main issue in this article is: How to prepare prospective science teachers (IPA) to be able to respond to any changes in present and future as well as to effectively take advantage for the betterment of self, community, and nation. The main issue, the focus of this article is to prepare graduates perspective, especially in science education courses Faculty of Surabaya in adaptive skills to support 21st century skills terkaid innovation and creativity in the lecture biotechnology.

AbstractThe National Education System has grown so rapidly over time. A variety of efforts have been made to build every prosperous, dignified Indonesian human being, so that the quality of Indonesian thinking is progressing. The ASEAN Economic Community which has been launched since 2015 has resulted in free competition, both in trade, employment, and there is free competition for educators in ASEAN countries. Besides that, Indonesian education is faced with challenges and developments in the times, where the culture between ASEAN countries has no limits, this is the challenge faced when implementing the Asean Economic Comunity (ASEAN Economic Community) MEA. Indonesia as a country in the ASEAN region must prepare domestic educators to have professionalism and character so that they can compete with the AEC. Educators must be aware of the essence of the existence of their profession, continue to struggle to make changes in order to realize professionalism with noble character. Efforts made in preparing professional educators to face the challenges of the AEC must touch the most fundamental aspects of changing their competencies, namely the mindset. A student must be more advanced and innovative in developing his learning so that he can change the mindset of students to do agent of change. Accreditation is an indicator of the quality of education at the education unit level. One affects the quality of education units is the school budget. School budgets are prepared in order to fulfill 8 national education standards. School budget management uses School Activity Plan and Budget Application (ARKAS) developed by the Ministry of Education, Culture, Research and Technology (Kemendikbudristek). ARKAS is an information system for managing school budget and expenditure planning. The Research is identifies the factors that influence the accreditation of high school (SMA) with accreditation as a response variable and 17 explanatory variables sourced from ARKAS and Dapodik data using ordinal logistic regression analysis. The best model stage is the model formed that has the smallest AIC value and has high model accuracy in determining the best model. The best model stage is the third model stage which is composed of 7 explanatory variables that affect the high school accreditation rating with AIC value of 1886,20 and model accuracy of 65,79%. The variables that affect to results of accreditation include school status, percentage of students eligible PIP, ratio of the number of students per number of teachers, percentage of teachers certified educators, ratio of the number of students per number of study groups, ratio of the number of students per number of computers, and ratio of the number of students per number of toilets
