Gender-role features of professionalism in the work of socio-individual professionals

The article provides an analysis of various aspects of professional activity and professional growth of specialists in the socio-economic sector, in particular civil servants, and ways to improve it. The main directions of the study of professionalism in public administration are defined. The characteristics and professionalism of the civil servants' professionalism are highlighted. At the same time, attention was paid to the study of gender differences within the framework of philosophy, psychology, pedagogy, sociology, public administration, both in our country and abroad. An analysis of studies on gender issues in the professionalism of civil servants was carried out, which showed that the main attention is paid to: studies of differences in the profile of professional interests of men and women; the study of the effectiveness of leadership by men and women; research on gender aspects of career development; identifying differences in professional motivation; the study of professional self-determination, professional adaptation; comparison of business and personal qualities of men and women, etc. It is emphasized that the main general psychological requirements for the professional activity of civil servants are: social competence; emotional and psychological culture, which in turn require qualities such as the ability to integrate emotional evaluations and intuitive ideas in decision-making; the degree of psychological and emotional stability; ability to establish effective interaction; ability to understand the interests of both their own and those of colleagues and subordinates; ability to work in a team; ability to manage oneself, understanding of personal values and goals, ability to influence the environment, to manage, to teach; ingenuity, creativity, pursuit of professional and personal growth and more. It is shown that on the basis of interdisciplinary base of knowledge about professionalism a scientific vision is formed concerning: social and psychological bases of formation of professionalism, its dynamics in the context of professional life cycle and career and professional development of professional, acmeological bases of professionalism; various characteristics of professionalism of employees ("portraits", morphological descriptions, models of subjects as a management activity in general, and special types of activity in public administration); professionalism as an object of assessment in the context of personnel management; components of professionalism (knowledge, skills, skills), which are formed in the course of professional training of employees, etc. Therefore, it is important to determine how the gender characteristics of civil servants affect the professional development, as the above-mentioned requirements for professional activity require both feminine and masculine manifestations of personality.

The paper presents the experiences of Serbia and selected European Union countries in the field of professional development of civil servants as one of the most important factors in the reform processes of professionalisation and depolitization of the public sector. The performed comparison showed that the professional development of public servants in the observed countries has certain similarities, but also differences.Similarities relate firstly to the already established general consent to the treatment of this area as an important development factor for each state, then in the organization of management of professional development, as well as the technology of that performance with the accompanying evaluations. It was noted that the professional development of civil servants in the Republic of Serbia is still not being given the necessary attention in higher education, while significant improvements have been made in terms of improving the form of professional development through training and seminars.As for the technology of the observed professional development, it is in Serbia in the stage of constitution, and the expectations are that the latest amendments to the laws will improve this area. The significance of this contribution should be achieved through the work of the National Academy of Public Administration, as newly established centralized institutions entrusted with all expert and related executive and other state administration tasks related to the preparation, organization, monitoring and evaluation of the program of professional development of employees in public administration.

The article analyzes the focus of modern pedagogical education on the development of a professional teacher capable of updating personal and creative potential. The author uses the following methods: analysis and synthesis of thematic scientific information, results of research by specialists in the area under consideration; synthesis and systematization of facts and provisions; pedagogical observation. Also, it substantiates the main conditions for the professional formation of a graduate student-future teacher: the development of professional self-consciousness, the formation of frustration tolerance, communicative competence, the need to develop personal and professional competencies. Experience of introduction of practical-oriented system of training aimed at formation of pedagogical orientation, development of professional pedagogical thinking, social-perceptual and communicative skills of graduate students-future teachers is presented. The article proves the need for a value and meaning orientation of professional training in psychological and pedagogical education, which leads to semantic search and semantic construction in pedagogical activity. Training forms and methods that conducive to the development of personal and professional competencies are described: pedagogical studio, art-therapeutic workshop, communication training; conflict method, analysis of pedagogical situations, analysis of artistic and pedagogical works, mastering of partnership interaction techniques. Awareness of a postgraduate student a future teacher of his potential, prospects for personal and professional growth encourages him to constantly experiment in the course of his professional activity, search, creativity and choice. The sooner the directed personal and professional development of the teacher begins, the more it is possible to predict his psychological well-being and personal growth

The research consists in the exposure of a core of the individual’s professional career psychological pedagogical aspects along with the theoretical analysis of the 'professional career' notion. There are studied the career types, intra-organizational career directions, professional excellence levels and professional career stages. Special attention is paid to consideration of the individual’s professional development periodization. As a result of the research, it was determined that one of the individual’s life boost factors is his/her own professional growth. That what has been identified as a professional life way, professional self-determination, professional activity before means the notion of an individual’s professional career now. The increasing competitive conditions of the modern labor market enlarge the role of individual career planning. There is studied a fine line between the development of a particular personality as a careerist and social interests. Career development implies professional socialization and professional individualization of a personality. Professional development in a selected profession takes place on the basis of professional activity, professional maturity, real self-concept, 'Me-concept' formation according to expectance and achieved results at all stages, phases and periods of individual’s professional development. It is also quite essential to take into account individual and social factors concerning the accordance of person’s career development with real social economic requirements and needs in the context of effective interaction with social and professional surroundings, depiction of corresponding goals and motives. The research materials gave an opportunity to define that the development dynamics problems of a modern individual’s professional career are connected with insufficient advance of his/her career orientations regarding active professional self-actualization, awareness of one’s own identity and professional potential peculiarities. The research methods used in the process of theoretical study are the analysis, synthesis, concrete definition, comparison. The research results also gave a chance to find out that there is a range of unsolved issues which have a significant impact on successful formation and further development of an individual's professional activity as well as career phenomenon development in general. Thus, the prospects of further research surveys are considered to be the research of the formation peculiarities of career orientations in the process of professional socialization.

The article deals with the clarification of the essence of professional development of public servants of the State Employment Service of Ukraine. The article proves that the requirements, which society nowadays places in the professional activity of public servants, envisage not only increased responsibility and effectiveness in its implementation, but also continuous improvement of the level of its professional qualification by civil servants. For public servants to qualify for their duties today it is not enough to possess only narrow-profile knowledge, they need the knowledge and understanding of the mechanisms of interaction of the state, society and individual citizens. It is established that for today professional development of public service is fundamental in the context of postgraduate education of civil servants, because any political strategies are formed and implemented through the human prism. The review of professional development is outlined as: systematically organized process of continuous professional training of the personnel for its preparation for implementation of new production functions, professional qualification promotion, formation of reserve managers and improvement of personnel structure; providing and organizing the learning process to achieve the goals set by the organization; improving skills and competences, expanding knowledge, raising competency, inclining and learning enthusiasm at all levels of the organization, contributing to continuous growth.

The authors determined indicators of professional competence of civil servants under conditions of reforming the system of public administration. Scientific approaches to interpretation of the concepts of “governance” and “public administration” are generalized and the relationship of these terms is analyzed. The main markers of professional competence of civil servants in the public sphere are being considered. The results of the study found that a significant proportion of civil servants for various reasons does not deal with the systematic development of their professional resource, which is based on creativity. At the same time, a high level of tension in professional activity, specific difficulties in the public service system cause problems in personal and professional development of civil servants, complicating the process of disclosing this potential and, accordingly, obtaining a higher level of competence for the pursuit of professional activity. Among the effective areas of training of civil servants and raising their professional competence, the authors highlight (i) the development and justification of new criteria for evaluating the qualities, efficiency and effectiveness of management personnel in the field of civil service, (ii) stimulation of professional growth in the process of annual evaluation, and (iii) participation in open competitions. Accordingly, the development of further research is determined by the possibility of improving the theoretical and methodological foundations of studying the markers of professional competence of civil servants as applied aspects of the harmonization of the process of their professionalization taking into account the modern requirements of the new model of public administration.

The paper considers the concept of professional formation and its projection on the professional training and professional activity of the prospective teacher through the concepts of formation and development. As a result of the analysis of existing views on the phases, stages and periods of professional formation, the main ones were identified, which are due to the time frame - the period before choosing the institution where professional training will be carried out, the actual professional education and the period of it. Having analyzed the set of competencies (subject, general pedagogical, professional-communicative, managerial, innovative, reflective) provided by the Federal State Educational Standard in relation to the teachers profession, as well as referring to the models of Hard-skills and Soft-skills, we identified indicators (skills) of the professional development of the prospective teacher and invited the 3rd-year students of the Institute of Russian Language and Literature of the Volgograd State Socio-Pedagogical University to evaluate these skills in the order of their significance. The assessment was carried out on a 5-point scale, where 1 point is an absolutely insignificant indicator, 2 - rather insignificant, 3 - rather significant, 4 - significant, 5 - very significant. As a result, we were able to build their gradation and divide them by areas, as well as allocate 3 levels in the process of professional development. Taking into account these levels, we considered how the educational environment can influence the professional development of future teachers through educational, extracurricular activities and through the environment.

The article analyzes the problem of professional development of personality at the stage of professional education. Models of formation of professional activity (adaptive and transformative) are considered. The stages of professional development of personality (conception and formation of professional intentions; professional training and education; active entry into the professional environment; realization of professional aspirations and opportunities of the personality in independent work) are analyzed. The problem of interaction of personal and professional development is considered in the context of the professional development of students. The empirical study of the peculiarities of professional development of the personality of students of technical college allowed us to determine the features of the correspondence of personality types and the sphere of professional activity. It was found that in the sample of students-programmers the dominant personality type is the entrepreneurial type, which is characterized by solving uncertain tasks and responsibility for the performed work; the least represented type is the conventional type, which prefers structured activities, working according to instructions, certain algorithms, and has a stereotypical approach to problems. It is empirically determined that the need for security is the most pronounced in the sample and the need for self-affirmation is the least pronounced; the need for security is dominant in all personality types (except conventional). The study of creative abilities of students-programmers showed: 1) the indicator of originality as the main indicator of creativity is within the norm in all subgroups of students, but the lowest originality is found in the subgroup of the conventional type; 2) the indicator of elaboration is the highest in the artistic type of personality, the lowest level of elaboration (at the level below the norm) is found in the intellectual type; 3) high productivity and the lowest flexibility were demonstrated by representatives of the social type. Conclusions about the correspondence of personality types and professional and creative features of students-programmers are made.

One of the most important terms for the development of modern Ukrainian society is the need for training such experts in any field, which are able to carry out their professional activity effectively, especially in conditions of the constant changes in the social and economic environment. Reforms in many spheres of Ukrainian society's life cause the needs for highly qualified specialists of the new generation who, after graduating from higher education establishments, receive, in addition to deep theoretical knowledge, practical training for performing high-level professional activities that will lead Ukraine to new world standards. Thus, in this article author exposes current tendencies of professional training for specialists in public administration. The professional activity of managers in any field is considered as a system of actions aimed at solving professional tasks within the framework of management communication. The author emphasizes that taking into account the current trends that have been studied in this scientific work, it is important to notice that the field of public administration is a complex formation of interrelated elements and the effectiveness of this will depend on a qualitative system of professional training for future specialists.

Abstract The article deals with revealing the essence and structure of Masters’ of Public Administration professional training in the USA. It has been concluded that Public Administration studies the realization of government policies and trains future public administrators for professional activity; is guided by political science and administrative law; aims to improve the justice, equality, security and efficiency of public services. It has been indicated that the MPA degree is dedicated for those willing to work in public sector. It has been found out that MPA programs are designed to develop the abilities, skills and methods specialists use to realize policies, programs and projects as well as to resolve crucial issues within their organization and/or in society. It has been stated that in the United States of America Master of Public Administration (MPA) and Master of Business Administration programs (MBA) are quite similar, however, have certain differences. It has been defined that the MPA program focuses on different ethical and sociological criteria secondary for business administrators. Simultaneously MPA programs encompass economy courses to supply students with knowledge of microeconomic and macroeconomic issues. It has been specified that MPA programs are built on a range of core competencies defined by the Network of Schools of Public Policy, Affairs, and Administration (NASPAA). The list of the core competencies (to lead and manage in public governance; to participate in and contribute to the public policy progress; to analyze, synthesize, think critically, solve problems and make decisions; to articulate and apply a public service perspective; to communicate and interact productively with a diverse and changing workforce and citizenry) and their detailed characteristics have been presented. It has been identified that cultural competency of future public administrators has become an essential constituent of public affairs curricula. It has been concluded that the above-mentioned positive aspects of the experience may be used to improve future public administrators’ professional training in Ukraine.

Professional motivation is a system-forming factor in realizing the social and managerial functions of the activity of heads of internal affairs bodies. It is formed in the process of professional formation of personality, including not only the experience of professional activity, but also the stage of training. Professional motivation is understood as those professionally important psychological components and features of the motivational sphere of the individual, which are the internal prerequisite for the success of the formation of professionalism, professional growth of the head of the internal affairs body. Motivational socio-psychological training is one of the main methods for the development of personal motivation and one of the main methods of professional training of heads of internal affairs bodies. It forms in the individual a more realistic view of his competence and the associated stability of his assessments of achievements.
