The paper considers the concept of professional formation and its projection on the professional training and professional activity of the prospective teacher through the concepts of formation and development. As a result of the analysis of existing views on the phases, stages and periods of professional formation, the main ones were identified, which are due to the time frame - the period before choosing the institution where professional training will be carried out, the actual professional education and the period of it. Having analyzed the set of competencies (subject, general pedagogical, professional-communicative, managerial, innovative, reflective) provided by the Federal State Educational Standard in relation to the teachers profession, as well as referring to the models of Hard-skills and Soft-skills, we identified indicators (skills) of the professional development of the prospective teacher and invited the 3rd-year students of the Institute of Russian Language and Literature of the Volgograd State Socio-Pedagogical University to evaluate these skills in the order of their significance. The assessment was carried out on a 5-point scale, where 1 point is an absolutely insignificant indicator, 2 - rather insignificant, 3 - rather significant, 4 - significant, 5 - very significant. As a result, we were able to build their gradation and divide them by areas, as well as allocate 3 levels in the process of professional development. Taking into account these levels, we considered how the educational environment can influence the professional development of future teachers through educational, extracurricular activities and through the environment.

Problem and objective. The article provides theoretical basis for model for forming of readiness of future teachers to activity in virtual social and educational environment based on development of their digital competences. Analysis of types of activities of a future teaches listed in the Federal State Educational Standards (3++) for Higher Education and areas for application of their digital competences reveals their interconnection and provides opportunities for development of digital competences of a future teacher in the framework of suggested masters program build up based on the analysis of approximate profile of teachers digital competences. Methodology. The research is based on the analysis of digital competences of a teacher and the logic for build-up of subject training of future teaches at masters level for their successful and effective professional activity in the conditions of virtual social and educational environment based on development of their digital competences. Results. The research analyzes the content of basic digital competences of a teacher; suggests a model for development of professional readiness of a future teacher to activity in a virtual social and educational environment based on development of digital competences; formulates basic content for masters program Digital Technologies and Network Interaction in Education, Pedagogical Education, Professional Education, Additional Education based on development of digital competences of a future teacher in the framework of his professional training in an institution of higher education; formulates basic content of training in the framework of suggested disciplines of masters program. Conclusion. It is shown that for the improvement of effectiveness of teachers activity in the contemporary conditions of society digitalization and development of virtual social and educational environment it is necessary to include subject disciplines aimed at development of their digital competences on a special level into the process of their professional training.

The article analyzes the problem of professional development of personality at the stage of professional education. Models of formation of professional activity (adaptive and transformative) are considered. The stages of professional development of personality (conception and formation of professional intentions; professional training and education; active entry into the professional environment; realization of professional aspirations and opportunities of the personality in independent work) are analyzed. The problem of interaction of personal and professional development is considered in the context of the professional development of students. The empirical study of the peculiarities of professional development of the personality of students of technical college allowed us to determine the features of the correspondence of personality types and the sphere of professional activity. It was found that in the sample of students-programmers the dominant personality type is the entrepreneurial type, which is characterized by solving uncertain tasks and responsibility for the performed work; the least represented type is the conventional type, which prefers structured activities, working according to instructions, certain algorithms, and has a stereotypical approach to problems. It is empirically determined that the need for security is the most pronounced in the sample and the need for self-affirmation is the least pronounced; the need for security is dominant in all personality types (except conventional). The study of creative abilities of students-programmers showed: 1) the indicator of originality as the main indicator of creativity is within the norm in all subgroups of students, but the lowest originality is found in the subgroup of the conventional type; 2) the indicator of elaboration is the highest in the artistic type of personality, the lowest level of elaboration (at the level below the norm) is found in the intellectual type; 3) high productivity and the lowest flexibility were demonstrated by representatives of the social type. Conclusions about the correspondence of personality types and professional and creative features of students-programmers are made.

Отрасль «Физическая культура и спорт» в настоящее время находится в стадии активного реформирования. Происходит модернизация системы, пересматриваются подходы к организации трудовой и учебно-тренировочной деятельности, а также физкультурно-массовой работе с различными группами населения. Специфика профессиональной деятельности в данной сфере становится все более очевидной и требует наличия у специалистов соответствующих особых профессиональных компетенций. В условиях реформирования особую актуальность имеет подготовка квалифицированных управленческих кадров, обладающих необходимыми знаниями и практическими умениями в области организации и управления деятельностью государственных (муниципальных) и общественных физкультурно-спортивных организаций. Действующие федеральные государственные образовательные стандарты по направлению подготовки (бакалавров, магистров) «Педагогическое образование» предусматривают необходимость формирования у выпускников готовности к решению задач профессиональной деятельности не только педагогического, но и организационно-управленческого типа. Рассмотрены результаты исследований, направленных совершенствование профессиональной подготовки студентов – будущих педагогов по физической культуре и спорту на основе повышения их компетентности в вопросах государственного и муниципального управления. На основе анкетирования государственных (муниципальных) гражданских служащих, осуществляющих управление в области физической культуры и спорта, выявлен перечень профессионально значимых знаний, умений и навыков, необходимых специалисту для эффективного выполнения организационно-управленческих функций в данной сфере с учетом современных социально-экономических условий. Приведены методические рекомендации по формированию у студентов профессионально значимых знаний, умений и навыков, необходимых для эффективного выполнения функций государственного (муниципального) управления в сфере физической культуры и спорта в современных условиях. The Physical culture and sport branch is currently in the stage of active reforming. The system is being modernized. Approaches to the organization of labor and educational-training activities, as well as physical-mass work with various population groups are being revised. The specifics of professional activity in this area is becoming more and more obvious and requires specialists to have appropriate special professional competencies. In the context of reforming, the training of qualified management personnel with the necessary knowledge and practical skills in organizing and managing the activities of state (municipal) and public physical and sport organizations is particularly relevant. The current federal state educational standards in the direction of (bachelors, masters) «pedagogical education» consider the need to form graduates’ readiness to solve problems of professional activity not only of pedagogical, but also of organizational and managerial type. The article gives the results of studies aimed at improving the professional education of students, that are future teachers in physical culture and sports on the basis of increasing their competence in matters of state and municipal administration. Based on a questionnaire survey of state (municipal) civil employees in charge of management in the field of physical culture and sports, there was made a list of professionally significant knowledge, skills and abilities necessary for a specialist to effectively perform organizational and managerial functions in this area, taking into account modern socio-economic conditions. The article represents methodological recommendations for the formation of professionally significant knowledge, skills and abilities necessary for the effective fulfillment of the state (municipal) management functions in the field of physical culture and sports under modern conditions.

The presence of professional highly qualified personnel in the civil service, together with modern information technologies, is possible thanks to the existence of a democratic state governed by the rule of law. The professional activity of civil servants acts as a subsystem within the civil service system. The study of the peculiarities of personal and professional development of the individual in the civil service will contribute to the disclosure of the psychological mechanisms of this process, the resolution of a number of pressing questions about the methods and possibilities of optimizing professional and personal development, which in turn will contribute to improving labour efficiency. To study the features of personal and professional development of the individual in the Russian Federation Civil Service. Survey among civil servants and comparative analysis of the results obtained in all study groups; statistical processing of the results. 120 respondents took part in the study: federal-state civil servants (40 people) and civil servants of other types (80 people). The main problems and features of personal and professional development of the individual in the civil service of the Russian Federation are identified and the main directions of optimization of the studied process are determined. The process of personal and professional development of civil servants, as will be shown in this study, is an overall result of the professional education and additional professional education, including retraining, advanced training, and internships. The main directions of optimization of the studied process are the following: improving scientific, methodological, and organizational support; increasing the motivation for professional activity and career advancement; improving the efficiency of additional professional education; developing a program for personal and professional self-development; introducing additional forms and technologies for improving professional skills of state civil servants.

We consider the issue of personal and professional development of future educational psychologists. We present theoretical approaches of Russian and foreign scientists to the issues of the correlation of professional training and the professional development of a person. We consider the process of professional formation in general and in the psychological and pedagogical sphere of activity in particular. We focus on the federal state educational standards of higher education of the latest generation – the master’s degree in psychology and pedagogy, and on the corresponding professional standard as a normative basis for the organization of the educational process in a modern university. The expediency of modernizing the modern educational system in higher education, the reasonableness of the transition to the current competence-based approach as a methodological basis for the organization of the educational process in higher education is argued. The development of professionalism and, most importantly, socially important personal qualities is essential when organizing a developing educational space in higher education. We analyze the volume of the personal component of a specialist as an important component in the concept of professionalism. In conclusion, the expediency of taking into account the basic psychological and pedagogical conditions when designing the professional development of a future educational psychologist is proved.

The effectiveness of advanced professional training for a teacher of Russian as the second language is possible only based on the complex use of modern distance learning technologies that are aimed at usage in a specific subject area and reflect its specifics as adequately as possible. This article summarizes the results of project activities on the formation of a system of advanced professional education for teachers of Russian as the second language, carried out at the premises of The Kosygin State University of Russia. The project aimed to develop strategies for creating an integrated system of distance support, including 1) a model of an electronic educational environment based on cloud technologies and representing a secure solution in a controlled segment of the Internet, capable of accumulating resources for teaching the Russian language in Russia and abroad; 2) a system of diagnostic measures to identify the competence gaps of RSL (Russian as the Second Language) teachers in the subject, organizational, methodological, psychological spheres; 3) recommendations for the creation of advanced training programs (modules) capable of eliminating the identified competence deficiency in these areas. The following can be considered as objectives of the project: 1) selection of distance technologies (elements of distance technologies), relevant for use in the process of professional training of an RSL teacher; 2) formation of a cluster of diagnostic measures; 3) modeling educational content; 4) determination of cognitive strategies for teaching and self-education of an RSL teacher in the system of advanced professional training. The system of diagnostic measures described in the work assumed the assessment (measurement) of the teacher’s activities in three aspects: 1) from the standpoint of subject knowledge, 2) from the organizational and methodological standpoint, 3) from the psychological standpoint. This approach made it possible to single out the components of professional competencies and form a methodology for expert assessment of the educational environment, including the Russian-speaking educational environment abroad. Статтю присвячено проблемам професійного навчання соціальних працівників, зокрема розглянуто психолого-педагогічні аспекти процесу підготовки висококваліфікованих фахівців. Зазначено що в професійній психології та педагогіці набуває поширення компетентнісний підхід до сучасної освіти. Акцентовано увагу на особистісно-орієнтованому та психолого-акмеологічному напрямках професійної освіти та навчання. Особистісні якості фахівця розглядаються як метапрофесійні компетенції, що забезпечують якість праці майбутнього соціального працівника. На основі аналізу специфіки підготовки фахівців соціономічних професій окреслено загальні напрями формування професійних компетенцій соціальних працівників: пріоритет професійно-особистісного розвитку для досягнення високого рівня професіоналізму фахівця; формування психологічної, особистісної та рефлексивної компетентності; практична зорієнтованість процесу навчання. Розглянуто методи та технології активного формування психологічної та особистісної компетентності фахівця в процесі професійного навчання, а саме методика контекстного (знаково-контекстного) навчання та психолого-акмеологічні методи та процедури професійного розвитку. Стверджується, що включення до навчального процесу інноваційних, заснованих на взаємодії педагога та учня, психолого-педагогічних технологій активного навчання має формувати особистісні зони розвитку майбутніх фахівців, удосконалювати способи та засоби професійного становлення, що значно підвищує якість професійного навчання соціальних працівників. The article deals with the problems of vocational training of social workers. They are particularly considered with psychological and pedagogical aspects of training highly qualified specialists. It specifies that competence-based approach to modern education gets spreading in the professional psychology and pedagogy. The article is accented on personality-oriented and psycho-akmeological directions existing in the psychology of professional education and training. Personal qualities of the professional are considered as metaprofessional competences which ensure the future social worker’s quality of work. The general directions of formation professional competence of social workers are identified on the base of the analyses of the specific professional training socionomic professions: priority of vocational and personality development for achievement a high level of professionalism; formation of the psychological, personal and reflective competence; practical orientation of the learning process. The methods and technologies of active formation of psychological and personality’s competence of the specialist during the vocational training are reviewed in the article, specifically the method and technique of signed-contextual learning and psycho-akmeological methods and procedures of professional development. It is alleged that the inclusion in the educational process of preparation innovational, psychological and pedagogical techniques of active learning, based on the interaction between the teacher and the student, should generated personal’s development zones of the future professionals, refine the methods and means of the professional development that significantly improves the quality of social worker’s professional training.

Due to the release of new educational standards regulating the activities of educational structures of the Russian Federation the requirements for the results of professional training of a competent specialist with a developed set of competencies have increased. According to the requirements of the Federal State Educational Standards of Higher Education in 31.05.01 “Medical Care” and 31.05.02 “Pediatrics”, the future doctor must have a whole range of skills and abilities that determines his professionalism. These include the qualitative analysis of information, the identification of cause-and-effect relationships, the structuring of source data, and the reflection of one's own activities, which ultimately lead to the formation of analytical and reflexive activities. The formation of analytical and reflexive competence of a future doctor in the course of professional training is defined as a continuous and holistic psychological and pedagogical process aimed at strengthening motivation, ability and readiness to effectively carry out analytical and reflexive activities within the framework of professional activity. This has determined the need for the development of new didactic tools that contribute to its improvement in the process of professional training: models, pedagogical conditions, technology of formation, criteria apparatus and diagnostic tools.

The article deals with the problem of improving the quality of professional training of cadets of military educational institutions of higher professional education of the National Guard troops of the Russian Federation (hereinafter referred to as military universities of the VNG RF), the solution of which determines the level of security of the Russian Federation. In connection with the changes that have occurred in the educational process on the basis of the requirements of the Federal State Educational Standard of Higher Education 3 ++, as well as in the structure of the troops, the need to revise the content of military education, as well as the choice of more effective methods for its implementation, has been identified. After analyzing the current state of affairs, the possibilities of frame methods were studied, the main advantage of which is the intensification of the educational process through the structuring of educational information. The authors have developed frame schemes, the effectiveness of which has been tested experimentally. All this made it possible for the teacher to devote more time to explaining the educational material of a lesson, eliminating the excessive amount of information, and for the cadets - to study the subject in more detail, to comprehend the information received, and then apply these methods in their future professional activities when training the personnel of their unit in the army.

The article analyses characteristic changes of civic and patriotic component in the modern world and notes characteristic features and problems in forming civic consciousness of university students. The author gives special attention to bringing up a citizen in the context of modernizing the system of education and studies the main aspects of building civic competence in students of international relations. The article further considers the correlation between the concepts of "civic consciousness" and "patriotism" at the present stage within the framework of professional training of international relations specialists who stand for state interests, and presents a historical survey of building civic consciousness in future diplomats at the Collegium of Foreign Affairs in the 18th-19th-century Russia. The author stresses the importance of building up civic responsibility and legal consciousness as a reflection of state interests. The author determines and gives solid grounding to the role of civic competence in the professional training of future international relations specialists in accordance with the Federal state education standards of higher education (3rd edition) showing the necessity of developing high professional responsibility based on axiological and spiritual values. The writer comes to the conclusion that it is necessary to study the philosophical, psychological and pedagogical aspects of the process of forming civic consciousness of international relations specialists.
