The article deals with the clarification of the essence of professional development of public servants of the State Employment Service of Ukraine. The article proves that the requirements, which society nowadays places in the professional activity of public servants, envisage not only increased responsibility and effectiveness in its implementation, but also continuous improvement of the level of its professional qualification by civil servants. For public servants to qualify for their duties today it is not enough to possess only narrow-profile knowledge, they need the knowledge and understanding of the mechanisms of interaction of the state, society and individual citizens. It is established that for today professional development of public service is fundamental in the context of postgraduate education of civil servants, because any political strategies are formed and implemented through the human prism. The review of professional development is outlined as: systematically organized process of continuous professional training of the personnel for its preparation for implementation of new production functions, professional qualification promotion, formation of reserve managers and improvement of personnel structure; providing and organizing the learning process to achieve the goals set by the organization; improving skills and competences, expanding knowledge, raising competency, inclining and learning enthusiasm at all levels of the organization, contributing to continuous growth.

The paper presents the experiences of Serbia and selected European Union countries in the field of professional development of civil servants as one of the most important factors in the reform processes of professionalisation and depolitization of the public sector. The performed comparison showed that the professional development of public servants in the observed countries has certain similarities, but also differences.Similarities relate firstly to the already established general consent to the treatment of this area as an important development factor for each state, then in the organization of management of professional development, as well as the technology of that performance with the accompanying evaluations. It was noted that the professional development of civil servants in the Republic of Serbia is still not being given the necessary attention in higher education, while significant improvements have been made in terms of improving the form of professional development through training and seminars.As for the technology of the observed professional development, it is in Serbia in the stage of constitution, and the expectations are that the latest amendments to the laws will improve this area. The significance of this contribution should be achieved through the work of the National Academy of Public Administration, as newly established centralized institutions entrusted with all expert and related executive and other state administration tasks related to the preparation, organization, monitoring and evaluation of the program of professional development of employees in public administration.

The article analyzes the development and functioning of the system of education, training, retraining and advanced training of civil servants. The relevance of the research topic has been proved - qualified civil servants successfully implement the functions of the state; the efficiency of public services depends on the level of training and qualifications of civil servants. The quality of training for a civil servant directly depends on the level of education in the country. The system of training, retraining and advanced training of civil servants should be considered as a single, integral subsystem in the public administration system. The research of scientists should be used in the development of projects for reforming the vocational training system of civil servants. At the same time, when analyzing modern literary sources, it was revealed that the problems of a practical nature that exist in the civil service, that is, the needs of civil servants in the modern conditions of their work, have been insufficiently studied, and foreign experience of professional training of personnel for the civil service remains little studied. An analysis of regulations and a survey of civil servants allows us to draw conclusions about the shortcomings of the existing system of training civil servants. In particular, the system of training, retraining and advanced training of civil servants should be aimed at achieving the main goal - providing government bodies with the necessary number of highly professional and highly knowledgeable, trained civil servants who have modern scientific knowledge, practical skills and abilities and are capable of effective implementation of the goals and functions of a legal modern state in its practical activities. The authors noted that it is extremely necessary to study the foreign experience of training civil service specialists and implement it in Ukraine. It is necessary to establish a relationship between the needs of civil servants and the curricula and plans of educational institutions, retraining and professional development courses; to increase the level of dissemination of new forms and methods of professional development of civil servants, including remote ones; improve the qualifications of teachers and educators by increasing funding from the state, international cooperation and internships; to start constant sociological monitoring of the needs of civil servants; establish the correspondence of basic education to the position held.

The article provides an analysis of various aspects of professional activity and professional growth of specialists in the socio-economic sector, in particular civil servants, and ways to improve it. The main directions of the study of professionalism in public administration are defined. The characteristics and professionalism of the civil servants' professionalism are highlighted. At the same time, attention was paid to the study of gender differences within the framework of philosophy, psychology, pedagogy, sociology, public administration, both in our country and abroad. An analysis of studies on gender issues in the professionalism of civil servants was carried out, which showed that the main attention is paid to: studies of differences in the profile of professional interests of men and women; the study of the effectiveness of leadership by men and women; research on gender aspects of career development; identifying differences in professional motivation; the study of professional self-determination, professional adaptation; comparison of business and personal qualities of men and women, etc. It is emphasized that the main general psychological requirements for the professional activity of civil servants are: social competence; emotional and psychological culture, which in turn require qualities such as the ability to integrate emotional evaluations and intuitive ideas in decision-making; the degree of psychological and emotional stability; ability to establish effective interaction; ability to understand the interests of both their own and those of colleagues and subordinates; ability to work in a team; ability to manage oneself, understanding of personal values and goals, ability to influence the environment, to manage, to teach; ingenuity, creativity, pursuit of professional and personal growth and more. It is shown that on the basis of interdisciplinary base of knowledge about professionalism a scientific vision is formed concerning: social and psychological bases of formation of professionalism, its dynamics in the context of professional life cycle and career and professional development of professional, acmeological bases of professionalism; various characteristics of professionalism of employees ("portraits", morphological descriptions, models of subjects as a management activity in general, and special types of activity in public administration); professionalism as an object of assessment in the context of personnel management; components of professionalism (knowledge, skills, skills), which are formed in the course of professional training of employees, etc. Therefore, it is important to determine how the gender characteristics of civil servants affect the professional development, as the above-mentioned requirements for professional activity require both feminine and masculine manifestations of personality.

Introduction. Constant updating and expanding the scope of professional knowledge is the responsibility of every nurse/midwife and the basic condition for proper practice. The professional development of nurses in the field of neurology and neurosurgery includes professional activity as part of self-education or organized forms and types of postgraduate education through undergoing specialist training, acquiring professional skills in the narrower fields of nursing or providing specific health services and improvement in other forms of education. The conducted research indicates that the career path for neuro-nurses is unregulated and varies in different countries. Aim. The aim of the study was to analyse the professional development of neurosurgical nurses. Material and Methods. The study was conducted on a group of 93 nurses employed in 6 neurosurgical centres in the Kuyavian-Pomeranian voivodeship. Professional improvement was assessed using a diagnostic survey with a survey questionnaire. The issues related to pre- and post-graduate education and professional experience were analysed. Results. The most popular form of postgraduate education is the development course and congress/conference/ symposium. Most people said that their training was financed by the employer or own/private funds. No specific training for neurosurgical nurses was demonstrated. Among the difficulties/problems related to professional development, the lack of time for training and the lack of interesting training topics were indicated most often. Most respondents have no opinion on whether professional training should be based on the award of educational/ credit points. Conclusions. The conducted research indicates a large diversity in the area of pre- and post-graduate education. There was also a lack of a consistent career path for neuro-nurses. The paper considers the concept of professional formation and its projection on the professional training and professional activity of the prospective teacher through the concepts of formation and development. As a result of the analysis of existing views on the phases, stages and periods of professional formation, the main ones were identified, which are due to the time frame - the period before choosing the institution where professional training will be carried out, the actual professional education and the period of it. Having analyzed the set of competencies (subject, general pedagogical, professional-communicative, managerial, innovative, reflective) provided by the Federal State Educational Standard in relation to the teachers profession, as well as referring to the models of Hard-skills and Soft-skills, we identified indicators (skills) of the professional development of the prospective teacher and invited the 3rd-year students of the Institute of Russian Language and Literature of the Volgograd State Socio-Pedagogical University to evaluate these skills in the order of their significance. The assessment was carried out on a 5-point scale, where 1 point is an absolutely insignificant indicator, 2 - rather insignificant, 3 - rather significant, 4 - significant, 5 - very significant. As a result, we were able to build their gradation and divide them by areas, as well as allocate 3 levels in the process of professional development. Taking into account these levels, we considered how the educational environment can influence the professional development of future teachers through educational, extracurricular activities and through the environment.

The purpose of the paper is to study and substantiate models of formation and development of competencies of civil servants and public servant of local government in the process of professional training theoretically. An analysis of the research on the issues of professional competence of civil servants and officials of public administration bodies has shown that researchers focus on the conceptual construct and typology of professional competence. The models of formation and development of competence in the process of professional training have not been sufficiently thoroughly investigated, which led to the choice of the area of this research. The most effective models of formation and development of professional competence of civil servants and public servant of local self-government are substantiated on the basis of analysis and synthesis of modern scientific concepts of professional training. The main components of professional competence have been identified. Emphasis is placed on formation and development of conceptual, communication and professional skills, as competence is implemented only in the skills being critical for the practical activity. Models of professional training have been offered. This is recommended for use in educational institutions. The findings can form the basis of further theoretical and applied research related to the study of models of formation and development of competences of civil servants and public servant of local government in the process of professional training.

The purpose of the study is to substantiate the need to support the system of professional training of public servants as a necessary condition for the modernization of public service. The methodological basis of the work is a socio-cultural approach in combination with the methods of sociological diagnostics – questionnaires and observation. Substantiated conditions for the implementation of the professional project of civil servants in Ukraine. It is emphasized that maintaining an integrated system of vocational training has significant advantages, such as: ensuring the appropriate level and quality of educational programs, the formation of vocational education and research environment, taking into account the educational needs of public servants. Application of research results: Emphasis is placed on the need to amend the Concept of reforming the system of professional training of civil servants, heads of local state administrations, their first deputies and deputies, local government officials and deputies of local councils to preserve the priority of the National Academy of Public Administration and its regional institutes. Іn the integrated system of professional training of public servants. It is proved that the integral implementation of the professional project of public servants is possible only if the system of elite education is preserved.

The author has studied the peculiarities of academic motivation of final-year cadets (n=323) of higher education institutions with specific educational conditions. It has been determined that the dominant motivation for their professional training is internal motivation. They make independent decisions about their professional activities and seek to continue their service within the National Police. Adequate and situational types of professional motivation are typical for cadets. Respondents are aiming for theoretical knowledge. The motives for the professional activities of final-year cadets do not affect their motivation to acquire theoretical knowledge, but they affect the acquisition of professional skills and abilities. The “romantic halo” of the profession remains in the perception of the profession by final-year cadets, but the material component also becomes important. The status of the profession in society and its material remuneration, as well as the curiosity of the chosen profession have significant influence on the motivation of future professional activities of fourth-year cadets. The motivating factor for internally motivated cadets is a sense of effectiveness, as well as status and state’s high salary for labor of law enforcement professionals. Externally positively motivated cadets in case of the decrease in the status of the profession, unrealized career ambitions or the reduction of the material rewards of law enforcement officers may begin to perform their duties formally or may leave the service. Externally negatively motivated cadets are not interested in performing professional duties. On the basis of the obtained data, the author has concluded on the importance of mentoring in the process of professional development of young specialists and the continuation of professional training in the system of postgraduate education and service training of police officers. The author has emphasized the importance of further motivation of final-year cadets within professional activity, in particular the introduction of a “motivational” package for police officers by the state.

The article analyzes the problem of professional development of personality at the stage of professional education. Models of formation of professional activity (adaptive and transformative) are considered. The stages of professional development of personality (conception and formation of professional intentions; professional training and education; active entry into the professional environment; realization of professional aspirations and opportunities of the personality in independent work) are analyzed. The problem of interaction of personal and professional development is considered in the context of the professional development of students. The empirical study of the peculiarities of professional development of the personality of students of technical college allowed us to determine the features of the correspondence of personality types and the sphere of professional activity. It was found that in the sample of students-programmers the dominant personality type is the entrepreneurial type, which is characterized by solving uncertain tasks and responsibility for the performed work; the least represented type is the conventional type, which prefers structured activities, working according to instructions, certain algorithms, and has a stereotypical approach to problems. It is empirically determined that the need for security is the most pronounced in the sample and the need for self-affirmation is the least pronounced; the need for security is dominant in all personality types (except conventional). The study of creative abilities of students-programmers showed: 1) the indicator of originality as the main indicator of creativity is within the norm in all subgroups of students, but the lowest originality is found in the subgroup of the conventional type; 2) the indicator of elaboration is the highest in the artistic type of personality, the lowest level of elaboration (at the level below the norm) is found in the intellectual type; 3) high productivity and the lowest flexibility were demonstrated by representatives of the social type. Conclusions about the correspondence of personality types and professional and creative features of students-programmers are made.

We study one of the varieties of legal nihilism – the legal nihilism of civil servants, which undermines the role of law as the main regulator of public relations, harms the socio-economic, moral, cultural and other activities of the state. We analyze official statistical data confirming the prevalence of legal nihilism among civil servants, which arises in the field of administrative management and replaces legalized public relations. We point out that the personnel policy is one of the ways to minimize the legal nihilism of civil servants, since it determines the effectiveness of the implementation of goals and tasks facing civil servants. In accordance with the regulatory legal acts, the basic requirements for the formation of the personnel of the civil service are analyzed. We substantiate that one of the effective means to reduce the level of legal nihilism among civil servants may be the adoption of a unified Concept of personnel policy in the field of public service, fixing the funda-mental principles (principles, areas of activity, goals, objectives, strategy for the formation of personnel of public servants), as well as the creation of ap-propriate Concepts in each department, taking into account the specifics of the functions being implemented. We note that only consistent and competent actions can have a positive impact.
