Weak coordination can also be seen in the achievement of cooperation agreements between regions in the Mebidangro area. For example, how the weak coordination between Pemko Medan and Pemko Deli Serdang resulted in the closure of the TPA Namo Bintang in Pancur Batu sub-district, even though Presidential Decree No. 62/2011 has designated TPA Namo Bintang together with TPAatuh in Medan Marelan as a garbage landfill for residents of Medan city. Weak coordination certainly requires institutional strengthening that can ensure synergy among government ranks in the Mebidangro area to be able to overcome problems faced together. This research was conducted in the Mebidangro area by using qualitative which focused on the problems that existed at the time of the research or the actual problems as well as the facts about the problems being investigated as they were, accompanied by sufficient rational interpretation. Data collection techniques through observation, interviews and limited group discussions. The character of the Mebidangro implementing organs has not shown an orderly working mechanism, where the two main components of the character of the implementing organs, namely the SOP and the division of tasks / authorities between the provincial government and district / city governments as well as between district / city governments throughout the Mebidangro region do not exist. Institutional strengthening is needed to strengthen the Integrated Management Institution model.

Several terms are used by the Government to collect data on the spread of covid-19's cases, namely People Under Surveillance (ODP), Patients Under Supervision (PDP), dead and positively infected. The Aceh government provides information on the spread of the covid-19 case through the official website media. Data of the cases are displayed daily based on the reports from districts / cities. District / city governments provide information based on reports from hospitals, health centers and from existing posts in each village. The unavailability of a data collection information system that can be used jointly in recording the spread of Covid-19 cases can lead to data duplication, because data collection is carried out according to individual needs. To overcome this problem, it is necessary to design and build a dissemination information system that can be used jointly between the village posts, sub-district offices, community health center (puskesmas) and hospitals. This research produces a website-based information system prototype for data collection on the spread of Covid-19 cases and API data services in the form of REST web services. Web Services are built using REST web services that generate request and response data using the JSON data format. The web services built can be used for integration with district / city and provincial government information systems, so that data changes can occur in real time.

The data for the present research has been collected from the mentioned newspaper. The time span for data collection ranges from October 2018 to December 2018. Based on the mandate of Law Number 23 Year 2014 on Local Government, the management and authority of high school (SMA) and vocational high school (SMK) in the district/city governments are taken over by the provincial governments. The handover began in March 2016, and must be completed in early 2017. BPK’s audit found a difference of asset value of about Rp26 billion during the handover process. This study aims to determine the process of asset transfer carried out by the district/city governments to the provincial government, problems and constraints faced as well as the accounting treatment of the transferred assets. This study uses a qualitative descriptive method with empirical data which are collected through observation, interviews and documentation. The asset transfer procedure start from the recording process of assets owned by the district/city education office. The asset record data is subsequently submitted by the district/city education office to the district/city regional financial and asset management agency (BPKAD). Furthermore, without prior confirmation and physical checking, these records were used as a basis for calculating the amount of assets to be handed over to the provincial BPKAD in October 2016.Total assets transferred was Rp1,738,599,434,341.84, and the difference in value found by the BPK was due to incomplete reporting of grants to SMA/SMK that was allocated from the APBN. Problems that are quite complicated are in school’s land ownership, inadequate quantity and quality of human resources, multiple asset recording, lack of complete reporting, and various other administrative and accounting problems.
