The rural population is a basic capital for national development, owned by the people and the Indonesian nation. In the constitutional structure of the Republic of Indonesia, the Village has developed in various forms and is obliged to be protected and empowered to be strong, advanced, and democratic and democratic so as to carry out governance and development towards a just, prosperous and prosperous society. The involvement of the Village Head in resolving conflicts within rural communities has made the writer interested in studying the nature of cases out of court settlement by the Village Head against the village community and the reformulation of legal policies in implementing the nature of the settlement of a non-court problem. The approach used in this research is statute approach, historical approach, and conceptual approach, and case approach. The results of this study states that solving a problem that occurs in the village by placing the Village Head as a peace judge is a form of discretion / policy of the executive in order to realize public service for the community. In other words because it is a discretion, it certainly follows the laws and regulations that state the limits of it.

The essence of law is to provide welfare to the society. Law as a tool of social engineering for society makes people obey it. Dynamic legal developments encourage progress towards society from various aspects of people's lives. One of them, the enactment of Law No. 11 of 2020 on Job Creation, encourages changes to the order of setting norms that affect other laws that are affected by it. One of those affected by the Job Creation Act is the establishment of BUMDes (Village-Owned Enterprises). Through the provisions of Article 117 and Article 185 b of Law Number 11 of 2020 concerning Job Creation, the government needs to establish a derivative norm that regulates Village-Owned Enterprises. In 2021, the Government issued a regulation related to Village-Owned Enterprises, which is Government Regulation of the Republic of Indonesia Number 11 of 2021 concerning Village-Owned Enterprises. In this provision, it is stated that Village Owned Enterprises, hereinafter referred to as BUMDes, are legal entities established by the village and/or together with villages to manage businesses, utilize assets, develop investment and productivity, provide services, and/or provide other types of business for the maximum welfare of the Village community. In a nutshell, the existence of Village-Owned Enterprises aims to prosper the village community, with the type of business sector owned and support the productivity of rural communities based on village community empowerment. Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

Bundesma empowerment is the  process of developing a village's economy. This program took the initiative to start a process of Social Economy activities that could improve the economic situation and conditions of the village community in Sukabumi, especially in the Warungkiara. In the  Empowerment activities, the participation of the Bundesma and the village community as a driving force for economic development is overseen by the Government.  The main objective of empowering Bundes and Bundesma is an independent village. This activity intends that rural communities in the Warungkiara area can turn their village into an independent village. The definition of an Independent Village is a village that is able to manage the economy of each citizen without the assistance of other parties. The creation of this condition reflects the strong willingness of the people of the village to move forward, the village that produces their products / works that are proud of and the ability of the village to meet their needs. In empowering Bundes and Bundesma  there are several problems that hamper them including; Difficulties in product marketing, financial limitations and limited human resources (HR).  In this study, the researchers used qualitative naturalistic methods. Qualitative naturalistic is a method that is carried out in the actual conditions that occur at the research location. This research method offers convenience and freedom for researchers to obtain accurate information from informants in the warungkiara sub-district. The results showed that in Warungkiara sub-district there were 12 Bundes in 12 villages and 2 Bundesma.  Keywords : Empowerment, Bundes, qualitative, marketing, financial, HRD

The autonomy of village government offers an important role in the development of rural areas. The village government can serve as a governmental axis, which directly shapes and governs people on daily basis. Thus, national development is inseparable from the devotion of village government. Nevertheless, there are still many problems faced by the village community, which until now cannot be completely solved. These problems ranging from the limited ability of the village government in carrying out its functions and roles, slow growth and social change in village, the tendency of rural communities to passively involve in social and economic change to dependence on parties outside the village area. It is thus imperative that the implementation of an effective evaluation process of village government must be explored and strengthened. This is research is conducted to answer “how to evaluate the village government in order to achieve autonomous and prosperous village.” This research use descriptive qualitative approach, in order to interpret facts by accurately describing the nature of certain group or individual phenomena derived from the findings. It finds that Permendagri No. 81/2015 as the focal regulation on the development of village government regulates the evaluation process of village government into eight process: (1) self-evaluation, (2) assessment, (3) analysis, (4) validation, (5) review, (6) clarification, (7) ranking, and (8) ministerial decree if needed. However, the research finds that in several indicators, there need to be some improvement or a more detailed set of sub-indicators that specifically address the diversity of village’s characteristics.

Economic development that is carried out by activating Village-Owned Enterprises is explained in the Regulation of the Minister of Villages (Permendesa), Development of Disadvantaged Regions and Transmigration of the Republic of Indonesia Number 4 of 2015 concerning the Establishment, Management and Management and Amendment of Village-Owned Enterprises or so-called BUMDES. The purpose of establishing BUMDES in article 3 states that: (a) improving the village economy; (b) optimizing village assets to be useful for village welfare; (c) increasing community efforts in managing the economic potential of the village; (d) developing inter-village business cooperation plans and / or with third parties; (e) create market opportunities and networks that support citizens' general service needs; (f) open employment; (g) improving the welfare of the community through improving public services, growth and equitable distribution of the village economy; and (h) increase the income of the village community and the original income of the village. The existence of Village-Owned Enterprises as organizations that are business is a strategic step to build the community's economy. This strategic step must certainly be supported by village funds and management training and business communication that can encourage the achievement of the establishment of BUM Desa. Training on business communication management and community culture in the economic empowerment of the Ponggang Serangpanjang Subang village community aims to provide understanding and skills in improving the empowerment of rural communities through the development of tourism and MSMEs through the Village Owned Enterprises. The method used is in the form of business communication management training, with presentation techniques and training simulations for preparing proposals and business letters to the management and members of UMKM through the Ponggang Village Owned Enterprises. The output produced by the management and members can implement the principles of effective business communication management and can build village income sources by managing and creating jobs through tourism development, waste management, processing of agricultural products, plantations and fisheries.   Keywords: Strategy, Communication, Business, Empowerment, Society   Abstrak   Pembangunan ekonomi yang dijalankan dengan mengaktipkan Badan Usaha Milik Desa dijelaskan dalam Peraturan Menteri Desa (Permendesa), Pembangunan Daerah Tertinggal dan Transmigrasi Republik Indonesia Nomor 4 Tahun 2015 tentang Pendirian, Pengurusan dan Pengelolaan dan Perubahan Badan Usaha Milik Desa atau yang disebut dengan BUMDES. Tujuan pendirian BUMDES dalam pasal 3 disebutkan bahwa: (a) meningkatkan perekonomian desa; (b) mengoptimalkan asset desa agar bermanfaat untuk kesejahteraan desa; (c) meningkatkan usaha masyarakat dalam pengelolaan potensi ekonomi desa; (d) mengembangkan rencana kerja sama usaha antar desa dan atau / dengan pihak ketiga; (e) menciptakan peluang dan jaringan pasar yang mendukung kebutuhan layanan umum warga; (f) membuka lapangan kerja; (g) meningkatkan kesejahteraan masyarakat melalui perbaikan pelayanan umum, pertumbuhan dan pemerataan ekonomi desa; dan (h) meningkatkan pendapatan masyarakat desa dan pendapatan asli desa. Keberadaan Badan Usaha Milik Desa sebagai organisasi yang sifatnya bisnis merupakan langkah strategis untuk membangun perekonomian masyarakat. Langkah strategis ini tentunya harus ditunjang dengan dana desa dan pelatihan manajemen serta komunikasi bisnis yang dapat mendorong tercapainya tujuan berdirinya BUM Desa. Pelatihan manajemen komunikasi bisnis dan budaya masyarakat dalam pemberdayaan ekonomi masyarakat desa Ponggang Serangpanjang Subang bertujuan memberikan pemahaman dan ketrampilan dalam meningkatkan pemberdayaan masyarakat desa melalui pembangunan parawisata dan UMKM melalui Badan Usaha Milik Desa.Metode yang digunakan berupa pelatihan manajemen komunikasi bisnis, dengan teknik presentasi dan simulasi pelatihan pembuatan proposal dan surat-surat bisnis kepada pengurus dan anggota UMKM melalui Badan Usaha Milik Desa Ponggang.Luaran yang dihasilkan pengurus dan anggota dapat menjalankan prinsip-prinsip manajemen komunikasi bisnis efektif dan dapat membangun sumber pendapatan desa dengan mengelola dan menciptakan lapangan kerja melalui pembangunan pariwisata, pengolahan limbah, pengolahan hasil pertanian, perkebunan dan perikanan.   Kata Kunci: Strategi, Komunikasi, Bisnis, Pemberdayaan, Masyarakat

Village-Owned Enterprises (BUMDes) is a village economic institution that aims to help support driving the economy of rural communities. Pamulihan Village, where the majority of the people were farmers, really needed BUMDes in order to support and improve the village economy. The research objective was to analyze the level of participation of the Pamulihan Village Community in the existence of BUMDes in order to support village economic development. This research is a type of qualitative research with data collection techniques in the form of interviews and documentation. The results showed that 1) BUMDes Pamulihan Village had succeeded in giving a positive impact on improving the village economy and community welfare. 2) Management of BUMDES by the management is very orderly based on the regulations that have been set by the government, 3) BUMDES Pamulihan Village although not maximized in running its business units, based on the data collected, it was found that high community participation in welcoming the existence of BUMDes .

Village development is one of the goals for equitable distribution of national development which has long been scheduled by the government, this is because villages still dominate poverty in Indonesia. One of the efforts made by the government for the welfare of rural communities is by establishing village-owned enterprises throughout Indonesia. The establishment of the Singajaya BUMDes was in accordance with Pemalang district regulation No. 9 of 2007 concerning Guidelines for the Establishment of Village-Owned Enterprises. The establishment of the Singajaya BUMDes aims to participate in village development and provide services to the community in its management carried out by the village government and the community. The existence of the Singajaya village-owned enterprises (BUMDes) is expected to be able to improve the village economy to create community welfare. The purpose of this study was to determine whether the role of the Singajaya BUMDes was optimal for the welfare of the village community or not. This research is a qualitative research with a descriptive approach. The results showed that the Singajaya BUMDes has played a role in improving the welfare of the community, but it has not been optimal in its implementation, the factors that become obstacles in running a business are limited human resources, weak managerial capacity and low capital. So the government's role is needed to conduct socialization and provide training and assistance to the community regarding the management of the Singajaya BUMDes so that it can be carried out properly and professionally.

The issuance of Law of the Republic of Indonesia No. 6 of 2014 concerning Villages, positioning villages as the spearhead of national development. The existence of a village law also provides clarity about the position and the authority of the village government in managing village household affairs. The regulation also regulates government policies regarding the allocation of village funds which allows them to be used to develop their potential. In addition, the village policy gives villages a source of funds and adequate authority to improve the welfare of the village community. Regulations that provide substantial authority and responsibility to villages must certainly be balanced with the implementation of village governments that are able to commit to running good governance. In implementing the policy, it turns out that there are still cases of misappropriation of the allocation of village funds by the village government apparatus. This paper will explain the analysis related to the importance of village governance in implementing the Law of the Republic of Indonesia No. 6 of 2014 using the rational bureaucracy theory put forward by M. Weber.

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.
