This research is aimed to analyze the television industrial media market structure in Indonesia. The perspective qualitative description `is used to collect data by applying the in-depth interview with some key figures in the television media industry, and relevant references. By using The Industrial Organizational Model Prespective in the economic media theoretical framework, this research is to analyze the aspect of market structure, regulations, economic and political system that influence the television media market in Indonesia. The result shows that the market is oligopoly high competition occurs with has caused the taken over and merger which followed by domination of ownerships in some of the industrial television media market structure. TVRI, state owned television, had dominated during the New Era.  Regulations have changed during the Reformation Era wherein the Government has given permission for private television companies to operate. RCTI was the first private television company, then followed by other television companies such as SCTV, Metro TV, TPI, ANTV, JakTV, Elshinta TV and MNC.

This article explores the dual influence of market and political pressures on journalists and the resulting character of censorship and self-censorship in Russia. In particular, it focuses on how these pressures affect the work environment journalists have to engage with and the quality of news they produce. It also explains the economic and political context of commercialised news aggregation and its impact on the media industry and its workers. A cut-throat media market makes it almost impossible for any outlet to not have to sacrifice some aspects of quality journalism in order to increase its audience. As a journalist with almost 20 years of experience in the media industry, I explore the conditions in Russia’s media market. Even private media owners are often deeply beholden to the state and are as susceptible to pressure from state agents and censorship as are outlets that are directly owned by the government. This can partly be explained by the fact that many outlets which used to be privately-owned and independent have undergone hostile takeovers, including new editorial teams loyal to the state.

Indonesia marked a new era, known as the Reformation Era, in 1998 after the downfall of Suharto, the main face of the regime called the New Order (Orde Baru) and ran the government from 1966 to 1998. This long-run government creates certain structures in many sectors, including the museum sector in Indonesia. Suharto leads the government in a totalitarian manner, his power control over many layers, including the use of museums as regime propaganda tools. The propaganda in the museums such as a standardized storyline, the use of historical versions that are approved by the government, and the representation of violence through the military tale with the nation’s great enemy is made for the majority of museums from the west to east Indonesia at that time. Thus, after almost two-decade after the downfall of the New Order regime how Indonesian museum transform into this new era? In the new democratic era, museum management is brought back to the regional government. The museums are encouraged to writing the local history and deconstruct the storyline from the previous regime. Not only just stop there, but there are alsomany new museums open to the public with new concepts or storylines to revive the audience. Even, the new museum was also erected by the late president’s family to rewrite the narration of the hero story of Suharto in Yogyakarta. This article aims to look up the change in the Indonesian museum post-New Order regime. How they adjust curatorial narration to present the storyline, is there any change to re-write the new narrative, or they actually still represent the New-Order idea along with the violence symbolic that never will deconstruct. Indonesia menandai masa baru yang dikenal sebagai masa reformasi pada tahun 1998 dengan tumbangnya Soeharto yang menjadi wajah utama rezim yang dikenal dengan sebutan Orde Baru ini. Pemerintahan Orde Baru telah berlangsung sejak tahun 1966 hingga 1998 yang mengubah banyak tatanan kehidupan, termasuk sektor permuseum di Indonesia. Corak pemerintahan Orde Baru yang condong pada kontrol dan totalitarian mengantarkan museum sebagai kendaraan propaganda rezim Soeharto. Dimulai dari narasi storyline yang seragam di seluruh museum negeri di Indonesia hingga kekerasan simbolik lewat narasi militer dan musuh besar bangsa. Lalu setelah hampir dua dekade era reformasi di Indonesia bagaimana perubahan museum di Indonesia? Pada era demokrasi yang lebih terbuka, pengelolaan museum dikembalikan kepada pemerintah daerah dan diharapkan untuk dapat menulis kembali sejarah lokal yang baru. Tak berhenti disitu, banyak museum-museum baru yang tumbuh berdiri memberikan kesegaran baru namun juga muncul museum yang berbau rezim Orde Baru turut didirikan sebagai upaya menuliskan narasi.

The effort to put good governance in development in Indonesia is basically not new. Since the Reformation, the transformation of closed government into an open government (inclusive) has begun to be pursued. Highlighting the conflicts in the land sector that tend to strengthen lately, there are some issues that have intensified conflicts in the field, such as the lack of guaranteed land rights in various legal and policy products. In this paper, a descriptive method is considered important in identifying the applicable issue and methodological framework for addressing governance issues in Indonesia. To reduce such agrarian conflicts between farmers and the government, and as an effort to increase farmers' income, all farmers are incorporated into agricultural cooperatives. Agricultural cooperatives are structured down to the National Level. Thus, farmers participate in good access to the marketing of agricultural produce.Keywords:good governance, agrarian conflict, agricultural cooperative

Abstract. The purpose of this research is to analyze the role of Panglima Laot in the management of fishery resources in Sabang Island. To be able to understand the fisheries management that involves the role of the community in the form of local institutions, a series in-depth interview, observation, as well as literature were successfully carried out to local fishery community. Since this study is a combination of qualitative and quantitative method, the data collection was analysed using phenomenological approach and critical interpretation process to see the validity and reliability of the research findings.  Referring to previous research evidence, the results show that the presence of Panglima Laot has played an important role in providing information, invitation, supervision and participation in the management of fishery resources. In addition, the role of Panglima Laot in the management of fishery resources includes carrying out customs, assisting the government, resolving conflicts in the community, preventing illegal fishing, preserving the coastal environment and fighting for the living standards of fishermen is very influential both in centralization and decentralization era.  Therefore, these findings can be categorized as a useful information for any party working in field of fishery program.

On 4 March 1554 some hundreds of London schoolboys fought a mock battle on Finsbury Field outside the northern wall of the city. Boys have always gratified their innate romanticism by playing at war, yet this incident, organized between several schools, was overtly political and implicitly religious in character. It almost resulted in tragedy, and, though scarcely noticed by historians, it does not fail to throw Ught upon London society and opinion during a major crisis of Tudor history. The present essay aims to discuss the factual evidence and its sources; thereafter to clarify the broader context and significance of the affair by briefer reference to a few comparable events which marked the Reformation struggle elsewhere. The London battle relates closely to two events in the reign of Mary Tudor: her marriage with Philip of Spain and the dangerous Kentish rebellion led by the younger Sir Thomas Wyatt. The latter’s objectives were to seize the government, prevent the marriage, and, in all probability, to place the Princess Elizabeth on the throne as the figurehead of a Protestant regime in Church and State. While Wyatt himself showed few signs of evangelical piety, the notion of a merely political revolt can no longer be maintained. Professor Malcolm R. Thorp has recendy examined in detail the lives of all the numerous known leaders, and has proved that in almost every case they display clear records of Protestant conviction. It is, moreover, common knowledge that Kent, with its exceptionally large Protestant population, provided at this moment the best possible recruiting-area in England for an attack upon the Catholic government. Though the London militia treasonably went over to Wyatt, the magnates with their retinues and associates rallied around the legal sovereign. Denied boats and bridges near the capital, Wyatt finally crossed the Thames at Kingston, but then failed to enter London from the west. By 8 February 1554 his movement had collapsed, though his execution did not occur until 11 April.

ABSTRACTThe aim of this essay is to re-examine the government of the southwest of England in the 1530s in the light of Dr M. Robertson's essay in The Historical Journal (December 1989). Drawing on her research on Thomas Cromwell's political affinity, Dr Robertson argued that Cromwell ‘managed’ southwestern government very effectively through a system of patronage of leading local officeholders. In this essay, this thesis is challenged in two ways using research into southwestern government from a provincial perspective. Firstly, by identifying the officeholding elite of the province, examining its recruitment and tracing its activities, the practical limitations on Cromwell's power and freedom to manoeuvre in his dealings with local government are highlighted. The conclusion follows that it was, in practice, beyond Cromwell's competence to ‘manage’ southwestern government. Secondly, it is argued that ‘management’ from the centre was, in any case, potentially at least, inimical to good governance in this period because it denied local governors the scope for pragmatism and flexibility of action which were essential to effective local policing. Thus, the essay also takes issue with Professor Elton's thesis that Cromwell's revolutionary handling of local government was the key to the successful enforcement of the Reformation in the 1530s.

This research purpose to analyze the strategic and technical to encourage the potential of Regional Original Revenue (PAD) from the Groundwater Tax sector owned by Garut Regency. In this research used the descriptive method of research and qualitative approach to obtain the illustration of groundwater tax potential in Garut Regency. The primary and secondary data obtained by depth-interview technique to The Regional Revenue Office of Garut Regency. The data analysis using the formula on the growth, contribution and potential. Besides that, in this research use SWOT analysis to identify internal and external factors that influence the achievement of organizational goals based on strengths, weakness, opportunity, and threatness. The result of this research based on the growth measurement obtained the average of the ground water tax reached -13.65% while the contribution of ground water tax to the regional tax was 0.83%. Thus, to repair this condition based on the SWOT analysis the government of Garut Regency needs to conduct the intensification and extensification to increase groundwater tax revenues in Garut Regency as rejuvenating the policy of groundwater tax strategy in Garut Regency.

ABSTRACT Background: Indonesia is one of the countries affected by COVID-19 pandemic. In overcoming this pandemic, the government waives the service fees for COVID-19 patients. It provides an opportunity for hospitals serving COVID-19 patients to submit claims for treatment financing to the Ministry of Health. There are technical guidelines for payment; there are still frequent problems, leading to a dispute. This is also experienced by the University of Indonesia Hospital (RSUI) as one of the COVID-19 referral hospitals. This study aimed to provide an overview of the claim problem encountered and their solution. Subjects and Method: This was a descriptive study conducted at University of Indonesia Hospital from July, 2020. The theme of this study was problem in claiming payments for COVID-19 patients. Several informants were selected for this study included: hospital claim officers, medical record units, inpatient units and registration units. The data were collected by observation, in-depth interview, disputed claim data. Results: The results of the investigation found that the problem of dispute claims for COVID-19 in RSUI was dominated by the incompleteness of filling in administrative files as evidence of service practice for patients in the field, such as incomplete ventilator usage curves (7.8%), swab results (3.9%), and rapid test (6.8%) which was not listed. Conclusion: Discipline needs to be applied in the completeness of documents, and a clear flow of patient care is required to avoid incomplete records.  Against the backdrop of growing national strength and rapid economic development, the government has placed more emphasis on education. In recent years, remarkable achievements have been registered in terms of education in China, which lays a solid foundation for cultivating comprehensive professionally-trained personnel in the new era. However, the current education system is ridden with many setbacks and problems. This paper conducts an analysis of the specific conditions of education both at home and abroad, status quo of education in China, makes some reflections on the direction and measures of China's education reform based on the practical reality of education in China. Measures should be taken to inject personalities into the traditional, exam-oriented education system, which keeps pace with the new era. As is known to all, it's important to strike a balance between public education and non-government funded education in a scientific and reasonable manner. The overhauling of traditional education policies will pave the way for China's educational renaissance and realize the great blueprint of the Chinese dream.

This book investigates how culture, particularly national culture, in Indonesia has been shaped by the government policies from the Dutch colonial period in 1900s to the Reformation era in 2000s. It is an attempt to show the relationship between the state and culture around the process of production, circulation, regulation and reception of cultural policy through different regimes. Although this book discusses government policy, the author has realized that the book needs to overcome contradictions and confusions of cultural discourse by incorporating people as explanatory element. Many aspect of culturality may be influenced by the state, but according to Jones, “it is a field that is not stable and easy to shift that facilitates resistance, and is able to turn against the state, market and other institutions” (p. 31). Jones employs two postcolonial cultural policy tools to review the history of cultural policy in Indonesia: authoritarian cultural policy and command culture. The first means that the state has assumption if majority of citizen do not have capability to inspirit a responsible citizenship and need a state’s direction in the choice of their culture. On the contrary, command culture shows that the cultural idea that is planned in fact always been placing the state as center in planning, creating policy and revising cultural practice.
