The forest and peat permit moratorium is a policy aimed at improving and perfecting the ongoing management of forests and peatlands. The policy also aims to continue efforts to reduce emissions from deforestation and forest degradation. This moratorium policy for forest and peat permits was created during the reign of former President Susilo Bambang Yudhoyono in 2011 and is extended every two years. In 2019, the policy was ordered as permanent moratorium by President Joko Widodo and formulated in Presidential Instruction No. 5/2019. Since the implementation of the moratorium, there has been a decrease in the rate of deforestation of forests and peatlands in Indonesia. However, forest and land fires still occur, especially in the Kalimantan region. Even in 2019, significant forest and peatland fires have occurred in Kalimantan since a similar incident in 2015. The hotspots of these fires are scattered in various provinces in Kalimantan, disrupting public health due to the thick smoke generated. This study is analyzed using the Theory of Policy Implementation by George C. Edward III. Through policy research, this research is examined qualitatively to analyze the effectiveness of the implementation of Presidential Instruction No. 5/2019 on the phenomenon of peatland fires in the Kalimantan region. The results of this study indicate that there are still weaknesses in implementing Presidential Instruction No. 5/2019 so that it is said to be less effective in eradicating forest and peatland governance.   Keywords: Effectiveness, Policy Implementation, Presidential Instruction, Peatland Fires

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. Abstract Purpose of review Biodiversity underpins urban ecosystem functions that are essential for human health and well-being. Understanding how biodiversity relates to human health is a developing frontier for science, policy and practice. This article describes the beneficial, as well as harmful, aspects of biodiversity to human health in urban environments. Recent findings Recent research shows that contact with biodiversity of natural environments within towns and cities can be both positive and negative to human physical, mental and social health and well-being. For example, while viruses or pollen can be seriously harmful to human health, biodiverse ecosystems can promote positive health and well-being. On balance, these influences are positive. As biodiversity is declining at an unprecedented rate, research suggests that its loss could threaten the quality of life of all humans. Summary A key research gap is to understand—and evidence—the specific causal pathways through which biodiversity affects human health. A mechanistic understanding of pathways linking biodiversity to human health can facilitate the application of nature-based solutions in public health and influence policy. Research integration as well as cross-sector urban policy and planning development should harness opportunities to better identify linkages between biodiversity, climate and human health. Given its importance for human health, urban biodiversity conservation should be considered as public health investment.

Abstract Background Exposure to discrimination can have a negative impact on health. There is little robust evidence on the prevalence of exposure of people with disabilities to discrimination, the sources and nature of discrimination they face, and the personal and contextual factors associated with increased risk of exposure. Methods Secondary analysis of de-identified cross-sectional data from the three waves of the UK’s ‘Life Opportunities Survey’. Results In the UK (i) adults with disabilities were over three times more likely than their peers to be exposed to discrimination, (ii) the two most common sources of discrimination were strangers in the street and health staff and (iii) discrimination was more likely to be reported by participants who were younger, more highly educated, who were unemployed or economically inactive, who reported financial stress or material hardship and who had impairments associated with hearing, memory/speaking, dexterity, behavioural/mental health, intellectual/learning difficulties and breathing. Conclusions Discrimination faced by people with disabilities is an under-recognised public health problem that is likely to contribute to disability-based health inequities. Public health policy, research and practice needs to concentrate efforts on developing programs that reduce discrimination experienced by people with disabilities.

ABSTRACT Background: In school environments, the No Smoking Area Policy is based on protecting young people who are currently studying at school from exposure to harmful cigarette smoke. It is expected to indirectly reduce student smoking rates. This study aimed to describe the implementation of the No Smoking Area policy at High School 2 Nganjuk, East Java and to identify the factors influencing the policy implementation. Subjects and Methods: This was a qualitative study carried out at High School 2 Nganjuk, East Java. The study subjects were included the principal, student deputy principals, counseling guidance teachers, homeroom teachers, employees, and students of High School 2 Nganjuk. Data were collected using observation, interviews, and documentation. The source triangulation technique used the technique of checking the validity of the data. This study used an interactive model of data analysis technique, which is based on the theory of George C. Edward III, consisted of communication, resources, dispositions, and bureaucratic structures. Results: In High School 2 Nganjuk, the No Smoking Area Policy has not been implemented optimally, particularly on the resource factor. For example, some teachers and staff still smoking in schools. This was not in accordance with the provisions in the No Smoking Area Policy. As the budget for funds from School Operational Assistance (BOS) was integrated with the School Environment Introduction Period (MPLS/MOS as well as the Adiwiyata program, there was no special budget for the implementation of the No Smoking Area policy. There was still not enough amount of billboards about no smoking area. The communication factor was the supporting factor. The policy for the No Smoking Area is always communicated to school residents. The disposition factors was the policy implementers’ engagement. The bureaucratic factor were structure and the presence of SOP in policy implementation. Conclusion: The enforcement of the policy of the No Smoking Area in High School 2 Nganjuk has not been maximized, so all factors, both contact factors, resource factors, disposal factors, and bureaucratic factors, need to be assisted. Facing the Covid 19 pandemic, Indonesia is faced with the quality of essential health services that are still not optimal in various provinces. The main problems of vital health services that have emerged in West Java Province include the number and infrastructure of public health centers, the affordability of services and types of services such as maternal and child health, immunization, nutrition, environmental health and coverage of public health nursing performance. service quality variable, the theoretical approach of Fitzsimmons & Fitzimmons (2011) is used with Tangibles, Reliability, Responsiveness, Assurance and Empathy factors. The research method used is an informative survey approach by collecting data from library analysis sources and field experiments, including questionnaires, observations, and interviews. The sampling method used is Plain Random Sampling. The selected sample (n) was 92 people. The data analysis methodology used is route analysis. The results of the study reveal the positive and significant impact of policy implementation on the effectiveness of the quality of critical health services. In addition, it was also found that communication effectiveness variables that affect the quality of essential health services in West Java Province are also found

The policy on forest rehabilitation and reclamation have been implemented since 1950, but not effective decrease the extend of the critical forest and land yet. The objective of this research was to formulate option of effectiveness enhancement of forest rehabilitation and reclamation policy implementation. This research applied the theory that developed by Edward III and IDS’s policy process. The policy text (rule in form) of forest rehabilitation and reclamation has not been used effectively to solve the solve the problem on the ground because the lack of sufficient regulation on the pre-condition, maintenance and responsibility in regards to the asset lost, participation, empowerment and transparency. There is divergent in the implementation of forest rehabilitation and reclamation policy. The implementation of policy requires high transaction cost with limited participation and did not legitimate due to ineffective communication, structure of birocracy, disposition/attitude and resources. To increase the effectiveness implementation of policy and institution on forest rehabilitation and reclamation, the goverment have to improve the effectiveness of communication, structure of birocracy, disposition/attitude, and resources. Furthermore, the result of this research also recommends the importance of network development through social movement by using mass-media and social media, which will be usefull to provide pressure on the policy development process by addressing the counter policy narative.Key words: efectiveness, implementation, policy, rehabilitation, reclamation

Scotland has been ambitious in its policy and legislative efforts to tackle alcohol-related harm, efforts which include the innovative feature of a ‘public health objective’ within local alcohol licensing. However, the persistence of alcohol-related harms and inequalities requires further examination of both the overarching Scottish alcohol strategy and its specific implementation. A qualitative case study was undertaken to explore how alcohol policy is implemented locally in Scotland, with data generated from (i) documentary analysis of 12 relevant policies, legislation, and guidance documents; and (ii) a thematic analysis of semi-structured interviews with 54 alcohol policy implementers in three Scottish localities and nine national-level stakeholders. The data suggest there is a tension between the intentions of licensing legislation and the way it is enacted in practice, and that accountability emerges as an important factor for understanding why this occurs. In particular, there are a lack of accountability mechanisms acting upon Scottish Licensing Boards to ensure they contribute to the public health goals of the Scottish alcohol strategy. From a public health perspective, this has perpetuated a system in which Licensing Boards continue to act with autonomy from the rest of the alcohol policy implementation system, creating a challenge to the achievement of public health goals. Alcohol policy in Scotland is likely to fall short of intended goals as long as the tension between licensing legislation and enacted licensing practices remains.
