The Declaration of sovereignty by Kyrgyzstan in December 1990, the adoption of the Declaration of independence in August 1991 and their recognition by the world community were the most important historical and political events for our country at the end of the XX century, which led to fundamental changes in all spheres of public life, including in the development of culture. The changes that occurred in these years in the country’s management system have created a number of new problems in the historical and cultural development of the nation. A sharp increase in the flow of diverse ideological information, the strengthening of the influence of Western culture against the background of the socio-economic crisis that engulfed the country from the first years of sovereignty, had an impact, and not always positive, on the national culture.

The article analyzes fundamental reasons for the world economic crisis in the light of global technological shifts. It proves that it is caused by the substitution of technological modes. It is shown that sharp increase and slump in stock indices and prices for energy resources are typical of the process of technological substitution which occurs regularly according to the rhythm of long-wave fluctuations of the world economic activity. The article rationalizes a package of anti-crisis measures aimed at stimulating the new technological mode. Its structure and role of the locomotive factor of the new long wave of economic growth are revealed.

Respect for women is a noble quality inherent in our people. A worthy encouragement of the role and work of women in the upbringing of a healthy and harmoniously developed generation, the creation of the best conditions for them are among the priority directions of state policy. Widely used in the world community, the concept of "gender equality" implies the equal participation of men and women in all spheres of state and public life, in particular, in governance, decision-making and the security sector. A solid legal basis for equality between women and men has been created in our country. Their equality is enshrined in the Constitution. Labor law also provides for gender equality. As a result of the large-scale reforms being implemented in the country, the place of women in the socio-economic sphere is increasingly being strengthened.

Since the enactment of the COVID-19 pandemic status by the World Health Organization (WHO) on March 11, 2020. Massive joint efforts are needed by the world community to fight the spread of the COVID 19 virus so as not to cause more victims. The crisis due to the spread of Covid 19 is not only seen as a health crisis, but affects crises in various sectors of public life, because the impact affects all sectors of life. Facing this, in addition to medical efforts by finding anti-viruses, public awareness of a healthy lifestyle is also needed, namely getting used to behavior following health protocols in carrying out various life activities to inhibit and stop the rate of transmission of Covid 19. Paying attention to the movement of the spread of Covid 19 which runs very fast Therefore, fast public awareness is also needed to get used to following the covid 19 protocol. For this reason, all levels of society must take part in increasing public awareness to carry out various activities by following the Covid 19 protocol including Higher Education, as the efforts that have been carried out by UIN Mataram through Participatory Work Lecture (KKP) activities in 2020

Based on a critical analysis of the definitions of Jihad in popular science, dictionary refer-ence, commentary, and educational literature, the article establishes the methodological flaw of the abstract, one-sided representation of Jihad exclusively as a call to Muslims to wage a "Holy war". It concludes that such a one-sided definition of Jihad, imposed on the world community by Western Islamism, which is critical of everything Muslim, is used by the inspirers of interna-tional terrorism as a religious justification for the need to wage an armed war against non-believers and apostates. Understanding the Quranic provisions about Jihad, the historical en-richment of the content of Jihad, the various forms and varieties of its manifestation allows the authors to outline methodologically verified research principles and offer a conceptual defini-tion of Jihad that expresses its deep essence. The article defines Jihad as an Islamic phenome-non that consists in the concentration of consciousness, will, desires, and efforts of every Mus-lim and the entire Islamic Ummah in General to strengthen the faith in the One Allah, to protect and spread this faith, and to subordinate personal and public life to the requirements of Islam. This deep essence of Jihad is manifested in the most diverse efforts made by believers on the path of Islam, in the zeal that contributes to the qualitative improvement of the Muslim Ummah, its quantitative growth. The author of the article considers it inappropriate to claim that the religious phenomenon named by the Arabic term "Jihad" is exclusively an Islamic phenomenon. He puts forward the thesis that, although the term "Jihad" is used only in Islam to express the concentration of all ef-forts of Muslims on the path of establishing faith in the One Allah, a similar phenomenon occurs in other religions. The selfless service of Muslims to Islam should not become the basis for its characterization as a bloodthirsty religion associated with wars, battles, violence, suicides, and other negative aspects, since no religious and cult system can be established, strengthened, and spread except on the basis of the diligent service of its adherents.

Article is devoted to a research of a role and the place of art installation in the modern world. At the same time the retrospective analysis of a role of art installation in the past and comparative characteristic with the present is carried out. The Ukrainian context of development of art installation is also revealed. At the same time it is found out that installation is not only an important component of modern art, but also an integral part of historical discourse. Due to its visual functions, the installation actively influences the viewer. For the most part, installations are not just an object in space, it is what is the very space - how much the installation work has the ability to fill the space, integrate into it organically and holistically. At the same time, the main factor in the creation and existence of an installation in the exhibition space, as well as in other relevant arts, is its relationship with the viewer. In this study, the socio-cultural aspect of the installation is important, understanding of the significance of this form of contemporary artistic practices for a common worldview system. Such problems as the assimilation of new experience from the point of view of global processes, on the one hand, and the preservation of the national cultural identity in contemporary art, on the other – actualize the pattern of the process of perception of a new culture. In article it is found out that graphic schools are based on existence of certain art and educational institutions where graphic artists who carry out the teaching activity and own creativity a high mission of formation of new generation of masters create. Not less important factor is acceptance of experience of teachers and its further development in creativity of pupils and followers. Art of installation is an integral part of the modern fine arts of Ukraine. Emergence and development of this art form in the national cultural environment became possible under conditions of intensive creative activity of artists which reached the high level of mastery in connection with deeply philosophical judgment of problems of the present. At the end of XX – the beginning of ХХІ century, looking for new ways of development, the Ukrainian artists addressed installation which as it is possible better answered esthetic inquiries of an era and became a symbol of spiritual updating of the personality. Installation turns into a key factor of development of different spheres of culture, thereby playing a noticeable role in development of national culture. Installation in the modern art helps to be focused and inform of the idea and understanding of global problems to adherents of different genres of art, the audience of different age categories and social groups. Since declaration of independence development of the independent state and formation of own cultural policy aimed at providing free development of national culture and preservation of cultural inheritance begins. The state forms the legislative base which can provide cultural development and an open entry of all citizens to its achievements. In 1992 the Verkhovna Rada of Ukraine accepts "Principles of the legislation of Ukraine about culture" where the basic principles of public policy in the sphere of culture directed to revival and development of the Ukrainian national culture, ensuring freedom of creativity, free development of cultural and art processes, realization of the rights of citizens to access to cultural values, creation of material and financial conditions of cultural development were declared. It is found out that installation is an art equipment which uses the three-dimensional objects intended for change of perception of space by the person. The term "installation" in English appeared long ago – in the XV century. It means process of construction, collecting, drawing up something (now use it also for establishment definition, for example, of the software). With the advent of different technologies – videos, and later and the computer – arose also different types of installations which now peacefully coexist with other arts, for example, painting or a sculpture, without being inferior to them. Hardly somebody will be able to designate exact date of emergence of installations and their judgment as art form. Now installation represents the certain room according to the decision of the author transformed to art space. It is filled with a number of objects to which the symbolical value is often provided. Harmonious connection of things, their arrangement indoors is also art. Installations can be the constant objects exposed in the museums or be created temporarily in public and private spaces. The space of installation can include different types of the things and images circulating in our civilization: pictures, drawings, photos, texts, video, movies, tape recordings, virtual reality, Internet, etc. Installations are regularly presented at the international exhibitions of the modern art, such as Venetian the biennial. The most prestigious art museums and art galleries of the world give to installation art the best platforms from time to time. At the same time, the research of this form of art lags behind the progressing shaping a little. The phenomenon of installation is considered as a part of a performance that is entirely logical. But install processes, especially the last decades, proved what is absolutely self-sufficient the cultural phenomena which need serious scientific approach and judgment, require attention to a research of characteristics install the practician, activity of certain artists, a tipologization and the scientific analysis of modern processes

A member of the generation of student revolt ’68, Alain Finkielkraut is thought to be one of the most prominent intellectuals in France, taking part in public debates on several issues essential for Europe and the world. His assays, articles and books may be read as a complex commentary with a sound humanistic background to the condition of western culture as well as to current socio-political events. Our article focuses on revealing theoretical grounding of Finkielkraut’s reflection in the philosophies of Emmanuel Lévinas and Hannah Arendt. We attempt to reconstruct the way Finkielkraut employs his critical apparatus built on their thought to the field of educational practices in order to present the specific perspective of educational research and to contribute to the knowledge produced by widely understood critical pedagogic.

The spread and development of the “Internet” has erased the boundaries of communication and the dissemination of information. With the massive spread of computers, the world community is faced with such phenomena as illegal activities using a computer (and / or against computers), as well as this activity through the Internet. Many scientists and experts distinguish between cybercrime as a legal category and as a social phenomenon. The first is characterized by a specific unlawful act using a computer, computer network or the Internet. The qualification of these acts within the framework of cybercrime is not in doubt and complexity, because here are clearly expressed signs of a virtual illegal act. These illegal acts are aimed at all spheres of public life. There is no clear division into specific types of cybercrime. For cybercriminal prosecution, it is necessary to prove their involvement in this illegal act. The “virtual traces” of an illegal act are easy to hide due to the ease of changing and destroying computer information. A procedure for processing and seizing evidence is quite complicated, and sometimes impossible. These facts make it difficult to prove the guilt and involvement of a person in a virtual crime, thereby contributing to an increase in the percentage of unsolved crimes. Cybercrime has become a threat to security of man, society and the government. It poses a real threat not only to individual states, but also to the entire world community as a whole.

The article examines Immanuel Wallerstein’s views, set out in a number of his articles, on some processes of cultural development. The multidimensional nature of the concept of culture, the phenomenon of national culture, and the opportunity of constituting a world culture are studied. The article also focuses on the issue of universalization of culture and on correlation of this process with the globalization. Connection between the fundamental topic of his research, the world-system approach and its applicability to an analysis of the modern world, and the interpretation of specific problems of cultural knowledge is shown.

The article outlines the complicated path of formation of the Belarusian language. On a number of examples, in general terms, it is noted that the Belarusian language for many centuries has been the most important means of transmitting socio­historical experience, the formation of national culture, traditions, identification of people and the formation of national statehood. Based on the historical experience, the authors emphasize the importance of preserving and developing the Belarusian language in the context of globalization of the world community – as an important task for every Belarusian.

The article deals with the problem of self-realization of young people in a permanent crisis. We are talking about youth subcultures, which consist of those who "dropped out" from society or are in an uncertain (liminal) state of transition from one social group (youth) to another (adults), which creates a serious problem for the socialization of young people. In these circumstances, young people are faced with the urgent need to build their own "counterculture", while playing specific roles that do not coincide with the interests of the majority. And although the liminal state of youth self-determination has become a real disaster for the West itself, it continues to be presented to the world community as an achievement of modern Western culture, the main postulate of which is the free choice of the individual.
