ABSTRACTThis research aims to understand and describe the implementation of the policy efforts of fisheries through the catch fisheries development program in Tanjungpinang city. Knowing the supporting factors and obstacles and efforts made by the government to overcome the obstacles. This research is carried out by qualitative approach with data collection techniques are observation, interview and documentation. Determination of informants using purposive and snowball sampling. The theory used is a model of policy implementation according by Van Meter and Van Horn. The results of this research show that implementation of the policy efforts of fisheries through the catch fisheries development program in Tanjungpinang city has been well established dueto the low fisherman mindset, budget constraints, lack of coordination in the implementation of the program, the presence of persons or private beneficiaries, the limitations of the use fishing gear and catching areas with the regulation implication of the Minister of Marine and Fishery Number 2 of 2015, the unavailability of fish shelters for the fisherman and the existance of local fisherman competition to fisherman from outside the region. <p><span>This study aims to determine Pre-Marriage Guidance as an Effort to Form Harmonious Families in the Office of Religious Affairs (KUA) Perspective of Islamic Satisfaction and some of its problems. This research was conducted at the Office of Religious Affairs (KUA) of Bae Kudus District. This article is the result of field research with a qualitative approach. Data collection uses interview, observation and documentation and triangulation methods. The number of informants is 12 people using non-possible sampling and the determination of informants by purposive sampling. The results showed that: a) The role of religious counselors as guides in providing pre-marital guidance can form harmonious families with the satisfaction of Islamic marriage. With the couple's notes running the material delivered in pre-marital guidance; b) Pre-marital guidance in KUA of Bae District is carried out after an examination of administrative data of the bride and groom is carried out within 30-60 minutes. Material delivered about the ins and outs of married life to be fostered in the future. Among them are the rights and obligations as husband and wife and so forth. The methods used in pre-marital guidance are lectures, questions and answers and discussions in the form of seminars; c) Problems in pre-marital guidance activities include lack of time, lack of concern for the catin (bride-to-be), the distance where Catin lives and funding from the government. Things that support are a comfortable environment, knowledge of qualified religious instructors, pre-supporting facilities and good KUA citizen participation.</span></p>

In Aceh, the role of Dayah is very important considering its existence is supported by society especially in education.  Other problems arise when viewed from the socio-cultural context of society when faced with the diversity present in the midst of society, especially in the border area of ACEH. The existence of Dayah amid the diversity of society consisting of various tribes and religions is certainly a challenge for the existence of Dayah as an institution that provides the character of ACEH youth. This kind of condition happened in southeast Aceh. This article aims to see how the role of education in the form of youth character in Southeast Aceh. This study used a qualitative approach with the subject is the head of Dayah, the Council of Teachers, and the students in the Dayah. The Dayah is randomly selected. Data collection techniques using observation techniques, interviews, and documentation. Then the data is analyzed by using data reduction measures, displays. The results of research show that Dayah in southeast Aceh has an important position in the midst of society. Its existence is supported by the government and community, and one of the districts that have the most Dayah in Aceh. The students graduated from the Dayah felt a difference before studying in the father after studying in the Dayah. In the development Dayah did not experience any meaningful obstacles.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

PurposeThe capacity of landfills will reach saturation in the 2020s. There are more than 50,000 buildings in Hong Kong over 30 years old and which may require extensive refurbishment under the Mandatory Building Scheme. Additionally, most new owners/tenants tend to renovate their premises before moving in. Hence, there is an urgent need in Hong Kong, to explore strategies and measures to enable the development of effective refurbishment and renovation (R&R) waste management for such projects. The objectives of this paper are to investigate the process of R&R for identifying the perceived barriers and thereby the strategies for minimisation and management of R&R waste in Hong Kong.Design/methodology/approachDesktop study, semi-structured interviews, site observations and document reviews were used as the data collection methods to achieve the objectives of this research. Considering the nature and characteristics of the industry structure, the snowball sampling process was deployed for data collection. Thematic analysis and content analysis were used for data analysis. Waste minimisation and management strategies for R&R projects were then discussed and developed by the research team and a focus group meeting was held to validate the research findings. Six strategies were then proposed to the government.FindingsR&R projects contribute 10–20% of the construction and demolition waste. The barriers to recycling of R&R waste can be grouped into six major categories: (1) lack of sorting and storage spaces, (2) high cost, (3) insufficient government supporting policy, (4) complicated recycling processes, (5) immature recycling market and (6) insufficient public education. Also, six strategies are proposed in this study, which include (1) pre-refurbishment audit, (2) development of recycling market, (3) sea reclamation, (4) incineration, (5) government support and (6) education and research.Originality/valueThe strategies and measures proposed in this research could most adequately serve as reference for the government officials, building professionals and academic researchers. Such knowledge would make possible the development of effective strategies and measures for minimising and managing R&R waste.

The objectives of this research: 1) what factors become a problem so that school cooperative still not become sharia based school cooperative? 2) How is the strategy to realize sharia cooperative in school? This research used a qualitative approach, i.e., Analytic Network Process (ANP). In applying the ANP method, the researcher does the following: 1) structuring the hierarchical complexity into the homogeneous clusters of the factors, 2) performing the measurements into the ratio scale at all the lowest levels of the hierarchy/ network, 3) synthesizing. Data used in this research is primary data collected from questionnaires and in depth interview with experts, the policy holder, students, and teacher coach. The results of the research show that 1) The factors that become the problem of difficulties in realizing sharia-based school cooperatives are less student participation, limited capital and infrastructure, knowledge of sharia co-operatives that are less good than students and teachers, and lack of coaching from the local cooperative office. 2) There are two strategies as a solution, i.e., an internal strategy which is the policy of school leadership to support the establishment of sharia-based school cooperatives; And external strategies that should be carried out by the government to support and develop sharia cooperatives including sharia-based school cooperatives.

AbstractOnline Single Submission (OSS) is an application that can be used for all business registration and application processes as well as other licensing applications included in the business licensing service. This study aims to examine how the implementation of online single submissions on business licensing services in Bandung city and Bandung Regency. This study used descriptive qualitative approach, with observation, interview, and documentation as its data collection techniques. The research results showed that business licensing services using online single submissions are already good, but these efforts have not been running optimally, there are still obstacles that are often faced by DPMPTSP Bandung City and Bandung Regency, especially regarding supporting facilities and disharmony between central and regional regulations related to the implementation of online single submission.Keywords: Policy Implementation, Online Single Submission, Public Service, Business Licensing Services

The purpose of this study is to describe the planning, implementation and evaluation of the tahfidzul Al-Qur'an program for students volume 5 at MI Muhammadiyah 02 Pontang Ambulu Jember. This study uses a qualitative approach and the technique of determining data sources using purposive sampling. Collecting data through observation, interviews and documentaries. Data analysis, descriptive qualitative with data reduction steps, data presentation, conclusion drawing/verification. To check the validity of the data using triangulation of sources and techniques. The results of the research show: (1) Planning the tahfidzul Al-Qur'an program for students volume 5 at MI Muhammadiyah 02 Pontang Ambulu Jember, namely: determining the goal of memorizing 2 letters Al-Insyiqaq and Al-Muthoffifin, instilling a love of the Qur'an since early, Content of material, determine method, Determination of media, Determination of evaluation. (2) The implementation of the tahfidzul Al-Qur'an program for students volume 5 at MI Muhammadiyah 02 Pontang Ambulu Jember, namely: students memorizing letters Al-Insyiqaq and Al-Muthoffifin, reading letters according to makhraj and tajwid, Submission of material by teachers, using tilawati method by listening, imitating, reading together and repeatedly, using Juz 'Amma, Al-Qur'an and murottal media. (3) Evaluation of the tahfidzul Al-Qur'an program for students volume 5 at MI Muhammadiyah 02 Pontang Ambulu Jember, namely: evaluation of objectives, evaluation of material based on the target of memorizing letters Al-Insyiqaq and Al-Muthoffifin and not experiencing difficulties, evaluation of methods, formative evaluation at the end of each lesson and letter increase. Penelitian ini menggunakan pendekatan kualitatif dan tehnik penentuan sumber data menggunakan purposive sampling. Pengumpulan data melalui observasi, wawancara dan dokumenter. Analisis data, kualitatif deskriptif dengan langkah reduksi data, penyajian data, penarikan kesimpulan/verifikasi. Untuk mengecek keabsahan data menggunakan triangulasi sumber dan tehnik. Hasil penelitiannya menunjukkan: (1) Perencanaan program tahfidzul Al-Qur’an untuk peserta didik jilid 5 di MI Muhammadiyah 02 Pontang Ambulu Jember yaitu: penentuan tujuan hafalan 2 surat Al-Insyiqaq dan Al-Muthoffifin, menanamkan cinta Al-Qur’an sejak dini, Isi materi, menentukan metode, Penentuan media, Penentuan evaluasi. (2) Pelaksanaan program tahfidzul Al-Qur’an untuk peserta didik jilid 5 di MI Muhammadiyah 02 Pontang Ambulu Jember yaitu: peserta didik menghafal surat Al-Insyiqaq dan Al-Muthoffifin, membaca surat sesuai makhraj dan tajwid, Penyampaian materi oleh guru, menggunakan metode tilawati dengan mendengarkan, menirukan, membaca bersama-sama dan berulang-ulang, Penggunaan media Juz ‘Amma, Al-Qur’an dan murottal. Slum-free Urban Program (KOTAKU) is arranged by the Directorate General of Human Settlements, Presidential Regulation Number 2 of 2015, which instructs the development and expansion of urban regions by handling the residential environment's quality. The research shows that Binjai City has 21 Urban Villages included in the slums residential area. They are Tanah Merah, Bhakti Karya, Tanah Seribu, Puji Dadi, Binjai Estate, Rambung Barat, Rambung Timur, Timbang Langkat, Sumber Mulyorejo, Sumber Karya, Bandar Sinembah, Limau Mungkur, Paya Roba, Suka Maju, Suka Ramai, Tangsi, Satria, Berngam, Pekan Binjai, Damai, and Cengkeh Turi. The KOTAKU program gets its fund from the Kotaku program, Regional Budget (APBD), and communities' funds to manage the program. In this research, the methodology used was the descriptive method using a qualitative approach to focus on the current issues or phenomena during the research. The research shows the decrease of slums residential area from 315.6 Ha to 224.57 Ha. The implementation of the KOTAKU program has a resistor factor: the lack of socialization from the government regarding the program and the lack of community participation in the development process. This research concludes that the implementation of the KOTAKU program in Binjai City has corresponded to the local people requirements, and it creates a decrease of residential slums area to 30%. This research provides a recommendation: the government needs to make more socialization regarding the program and conduct direct coordination to the community to increase people's participation to run the KOTAKU program. The suggestion for future research is to conduct a bottom-up strategy so that many people are actively involved in the program

The objectives of this study are: 1. to find out how the implementation of Hope Family Program (PKH) in Sumber Sari Sub-District, Sei Tualang Raso District, Tanjungbalai town. 2. Implementation of Family Hope Program (PKH) in the Sumber Sari Sub-District, Sei Tualang Raso District, Tanjungbalai town. This research used theory of implementation approach of policy by Daniel Mazmanian and Paul Sabatier. This theory sees the variable in controlling the problem. The variable of ability of policy in structuring the implementation process accurately and variable from outside of policy that influence the implementation process. This research used descriptive methodology with qualitative approach. The data collecting was done by monitoring and interview thoroughly. The results of this research show that the implementation of PKH in Sumber Sari Sub-District has a slight problem and has not been fully implemented properly. The socialization has not been comprehensive, so there is less support from related parties. Data collection of PKH recipient participants has not been maximized, there are some families who should get PKH but have not yet obtained it. Mentoring has not been done well and the use of PKH funds by RTSM is sometimes used outside the provisions. For the long term, it has not been able to change the mindset and behavior of the RTSM significantly.

The problem in this study is poverty in the people of Sofan Village, South East Taliabu District, Taliabu Island Regency. The purpose of this study was to assess poverty in the community of Sofan Village, South East Taliabu District, Taliabu Island Regency. This study uses qualitative methods with data collection techniques used are observation, documentation and interviews. The data analysis technique used in this study was the Milles and Huberman technique. Determination of informants in this study using purposive sampling technique. The results show that in general the Sofan Village community is a poor community, and the factor that causes poverty in the Sofan Village community is the low education factor, this lack of employment can be seen in general from the work of the community is farmers and fishermen. Another thing that causes poverty is the lack of income and the habit of some people who were still sitting before working. Another factor that causes poverty in the people of Sofan Village is the attitude of being dependent on other parties, especially the Government. This attitude of being too dependent on others is what causes them to live in poverty.
