According to natural conditions, the non-black earth zone of Russia is the main region of concentration and specialization of meat and dairy cattle breeding, as well as pig and poultry breeding. In the near future, to ensure the food security of the region, including large industrial cities of Moscow, St. Petersburg and others, it will be necessary to produce about 20.8 million tons of milk, 4.6 million tons of meat, 16.6 billion eggs. To produce such a quantity of products, it is necessary to produce about 77 million tons of feed units, including 40 million voluminous and 37 million concentrated feed, including insurance funds and livestock re-production. The most important condition for the effective use of feed is provided with their protein (feed protein) [1–3]. Scientific and practical experience shows that in solving the problem of providing forage with protein, the leading role in the Non-Black Earth Zone belongs to cold and frost-resistant oilseeds, and above all rapeseed. In the Federal Williams Research Center of Forage Production & Agroecology, highly productive varieties have been created, technological bases for their cultivation have been developed, which ensure the seed productivity of spring forms up to 3.5 t/ha and winter crops - up to 6 t / ha of oilseeds. The development and implementation of the rapeseed sowing program in the zone will allow meeting the needs for vegetable oils, producing in the required volumes high-protein supplements in the form of oilcakes and meal for animal husbandry and poultry farming.

The article discusses the basic provisions of the theory of the digital economy, synthesizing the practical experience of its formation in Russian society. The new content of commodity-money relations, the leading role of intangible assets in it, the objective nature of the monopoly of electronic money, which have lost a number of its specific functions, and the transformation of monetary institutions into multi-disciplinary financial concerns are substantiated. It is proved the need to exclude individuals from the sphere of taxation and its focus on the fiscal accounting of intellectual, digital property and capital, to turn the budget into a financial instrument of redistribution of gross public product in favor of non-working citizens. The concept of a two-tier economy is introduced, in which the class of intermediaries parasitizing on its achievements is gradually eliminated.

Introduction. Dairy cattle breeding occupies a leading position among the livestock breeding sectors of Belarus, in which more than half of the fixed assets are concentrated, more than 50% of labor resources are occupied and more than 30% of feed resources are consumed, which creates conditions for its accelerated development along the intensifica-tion path. The purpose of the article is to determine the main factors and directions of increasing the efficiency of dairy cattle breeding in agricultural organizations in Belarus. Results. The redistribution of costs between supporting and productive feed in the direction of increasing the lat-ter as the most effective form of saving in animal husbandry is considered. It is proved that the further development of dairy cattle breeding should be carried out by improving breeding and tribal work to create a competitive Belarusian dairy cow. It is proved that the problem of the competitiveness of dairy products is the labor input, the main reasons for which are highlighted. An economic grouping was constructed according to the annual reporting data for 2017 for 190 agricultural organizations of the Brest region with developed dairy cattle breeding, where the profitability of milk sales was chosen as a grouping attribute. Conclusions. The analysis of the results showed that a high profitability of milk sales is achieved due to the greater density of the population, a higher average annual milk yield. The increase in the profitability of milk sales is accompanied by a decrease in feed consumption while increasing the consumption of concentrated feed per 1 centner of milk. To increase the profitability of the sold products and the productivity of cattle in the dairy sector, it is necessary to provide the animals with full and high-quality feeds of their own production, and to significantly increase the propor-tion of concentrated feeds in the diet. Efficient management of the dairy industry is only possible using intensive cattle production technology. Ways of increasing the efficiency of dairy cattle breeding are proposed. Key words: efficiency, optimization, balance, resource saving, genetic potential, newest technologies.

Increasing the output of agricultural products and improving their quality is one of the most important tasks of ensuring the food security of the Russian Federation. The solution to this problem is impossible without the introduction of up-to-date technologies that ensure the competitiveness and output growth, which are the result of scientific research and development. The basis for increasing the efficiency of dairy farming and, as a consequence, increasing milk production is the genetic improvement of the breeding base. The organization of selection and breeding work based on the use of our own genetic resources is a strategic task of the industry, which allows increasing the output of livestock products, reducing the technological import dependence of animal husbandry and minimizing the risk of the introduction of infectious diseases into the country. At the same time, the breeding base of dairy cattle breeding is on average 13.8% of the total livestock in the Russian Federation. The breeding progress is ensured by agricultural organizations, in which less than half of the total head of cows is concentrated. They are also the main consumers of research and development results. The purpose of the study is to analyze the state of the industry and its scientific potential, as well as formulate proposals for improving scientific support to create conditions for solving the tasks set by the state.

Abstract Demand for high forage production and quality of oat (Avena sativa L., A nuda L.) by animal husbandry has increased in recent years, especially in the cold regions of northern China, because these regions are the traditional animal husbandry base. To maximize high quality of forage production, we developed a new model of two-sown regime for oat forage during a single growing season in an alpine region of Hulun Buir, Inner Mongolia Autonomous Region, China, using two early-matured oat species, Avena sativa (cv. Qinghai444, winner oat cultivar) and A. nuda (cv. Huazao2, spring oat cultivar). The key technologies and corresponding mechanisms in the first spring-sown and the second summer-sown were studied by measuring agronomic characteristics and forage quality and production. Furthermore, forage production and quality, resources use efficiency, and economic benefits were compared and quantified between two-sown regime and traditional one-sown regime across three consecutive years (2017–2019). We found that 1) the first sowing in spring was done when the thawing depth of soil at 10–13 cm occurred, and the forage yield was mainly achieved by an increase in plant height; 2) The second sowing after harvesting the first sowing oat forage was made in summer under no-tillage treatment, with the yield being mainly due to an increase in tiller density by increasing seeding rate; 3) Compared to traditional one-sown regime, dry weight yield, crude protein yield and relative feed value were significantly increased by 53.6%, 48.9% and 70.6% across three experimental years of 2017–2019, respectively. These results clearly demonstrate that the two-sown regime of oat is an effectively way in improving forage production and quality as well as increasing benefits in an alpine region of northern China.

The need to ensure the transition of Russia to the six technological mode, of creation of the adequate conditions for this and effective management of such a transition, make the authors turn to the analysis of modern mechanisms used for this purpose, including the state stimulation of the manufacturing industry, which has a leading role in the consolidation of such a transition. The difficulties faced by our country in this task make us turn to the study of the experience of foreign countries that have succeeded in this transition. These includeGermany,Japanand theUnited States, which have long been the steady leaders in the development and use of advanced technologies and in the development of the manufacturing industry as well. The subject of our study was the assessment of the mechanisms of state incentives for manufacturing industry used in countries with developed market economies, through the prism of the objectives and approaches to the functional purpose of the sector. The aim of the study was a determination of the limits of effective use of the mechanisms of state stimulation of the manufacturing industry inGermany,Japanand theUnited States. The methodological basis of the study was: general scientific methods of cognition and research, including system and logical methods, analysis, synthesis, analogy; branch scientific methods, such as economic comparative studies, etc. The analysis of the use of mechanisms of state stimulation of the manufacturing industry in Germany, Japan and the United States shows that the effective use of well-established and well-known in the world mechanisms of state stimulation of manufacturing industry requires in each case a separate integrated and balanced approach to their application with a clearly defined target focus of such use, as well as taking into account the specifics of the entities to which they are addressed, and the multilevel environment in which they operate.

The Non-Chernozem zone of Russia in terms of soil and climatic conditions and plant resources is the main region of specialization of commodity production of dairy and meat products of animal husbandry. The intensity and economic efficiency of the industry are closely related to the volume of production and quality of feed. The article analyzes the current state, substantiates the main parameters of feed production and measures for the development of promising feed production systems that ensure food security in the region. Soil and climate resources, scientific and practical experience allows us to produce basic types of food in the Non-Chernozem zone in full from the need. For the production of dairy and meat products of cattle, it will be necessary to produce about 77 million tons of feed units, including 40 million tons of bulk and 37 million tons of concentrated. To produce this amount of feed, it will be necessary to increase the sown area of forage crops to 11 million hectares, and increase their productivity to 2.5 t/ha of feed units. The most important factor in increasing the production of bulky feed is natural forage lands, cultural hayfields and pastures, which allow the use of feed at the lowest cost of material and technical resources and produce environmentally safe products.
